Fictions Not Facts Are Driving Bourbon’s Most Divisive Debate — the Neck Pour

The Beginning Bourbon YouTube channel launched last year as a “one stop shop” for anyone looking to learn the insider lingo of drinking and collecting bourbon. Episodes feature host Brian (last name not given) standing in front of expensive bottles or an idyllic lakeside vista, dissecting trends like infinity bottles and store picks. In one of his earliest episodes, posted Oct. 24, 2020, he unpacks the subject of neck pours.

“When we are referring to a ‘neck pour’ in the bourbon or whiskey world, we’re actually talking about two things,” Brian explains. Firstly, it is the initial pour from an unopened bottle, he says, using a sealed Wild Turkey 101 to demonstrate that most bottles have a neck, and the liquid inside often reaches some way up that space when it hasn’t been opened.

The second aspect of neck pours is much less literal and concerns the flavor of those first few ounces. Drinkers should not expect the “most robust” or ��full” experience because whiskey needs time and oxygen to open up, he says. Brian adds that, when sharing the first dram of a bottle with someone who “knows” bourbon, he will always note: “By the way, it’s the neck pour.” This way, he communicates that they shouldn’t judge the whiskey wholly based on that sip.

There is a third and final dimension to neck pours that Brian fails, or chooses, not to mention. That among the whiskey geeks familiar with the term — a particularly “online” subset of drinkers versus all who might consider that they “know” bourbon — opinions on the topic are, at best, divided. In social media groups, online forums, and on whiskey podcasts, drinkers debate if and why the first pour is somehow inferior to the rest of the bottle. Most discussions revolve around exposure to oxygen, though seldom is there uniform agreement on whether oxidation improves or deteriorates a whiskey’s flavor, or makes no difference at all.

One thing no one can argue against, though, is that over the last year, neck pours have slowly become part of many drinkers’ parlance. Search “bourbon neck pour” on Facebook and you’ll encounter scores of posts on publicly viewable whiskey groups, with drinkers sharing amateur reviews using the very same caveat as Beginning Bourbon’s Brian.

“First ever pour of the OWA and I’m hooked, even the neck pour,” one drinker recently posted in the Greensboro Bourbon Society public Facebook group. (Abbreviating bottle names is another surefire way to show fellow bourbon collectors you’re also in the know, with OWA being short for the highly coveted Old Weller Antique.)

“Freshcrack Friday, y’all,” comments another in the also-public Bourbon Society of Greater Cincinnati group. “First time trying the JD SiB BP [Jack Daniels Single Barrel Barrel Proof] and even the neck pour is fantastic. Can’t wait to see how it opens over the next few weeks.”

In many instances, use of the term goes uncontested, which suggests a growing acceptance of the neck pour phenomenon. It could also just be a sign of the more convivial nature of participating in online regional drinking Facebook groups. For, in other arenas — particularly the r/Bourbon subreddit — debate rages. Some users are adamant that their bottles regularly improve with the second and third pours, after they’ve been exposed to more oxygen. Others respond with a barrage of anecdotal and scientific counterarguments, usually noting that what they’re tasting may be valid, but oxidation is not the cause.

“No one that’s been in this hobby or this industry for longer than five years has used the term neck pour or buys into this theory,” says Kristopher Hart, host of the ESPN radio show “Whiskey Neat” and manager of the Houston Bourbon Society.

Hart has become something of an online ambassador against the term and the very notion of neck pours. Rather than believing whiskey evolves with time and exposure to air, he says the differences people experience come from their palates.

“The first pour of any day is oftentimes more aggressive than the next pour because it takes time for your mouth to acclimate to drinking alcohol,” Hart says. (It stands to reason that in many cases, the first ounces of a new bottle will often be the first whiskey one might sip that day.) Hart also points to the less tangible and more emotional aspects of tasting, saying, “There are days that sushi sounds amazing, and there are days where steak sounds amazing.”

Above all, what frustrates him is not that people are experiencing or talking about these subtle differences in flavor, but what they’re attributing them to. “It implies that something’s going on with the neck portion of the bottle and that is just f*cking garbage,” Hart says. “It’s misleading.”

Part of why detractors such as Hart fight so vehemently against the idea of neck pours is that among believers, there is some disagreement over whether oxygen hurts or helps whiskey. There’s no concrete evidence of where and when the neck pour term first gained popularity, but it does seem more likely to have been born from the former stance — the idea that the first pour is actually inferior due to it being more oxidized than the rest of the bottle because it has had an increased exposure to air while sitting in the neck.

Of the two schools of thought, this one now represents the overwhelming minority, which is hardly surprising. As has been frequently pointed out, simple remedies for this hypothetical issue include tipping a bottle upside down, not to mention that the very motion of pouring means the first two ounces that reach a glass are not guaranteed to be those that sat in the bottle’s neck.

“If it was such a clear-cut phenomenon, whiskey makers wouldn’t put anything in the neck,” says Rachna Hukmani, founder and CEO of the (currently virtual) immersive tasting experience Whiskey Stories.

Before starting her business in 2014, Hukmani worked in whiskey innovation for major brands including Pernod Ricard and Edrington. During product prototyping for The Macallan 12 Double Cask, she had tasters open two new bottles and taste them side by side. Invariably, drinkers thought the second sample tasted smoother because their palates had adapted, she says, landing on a similar conclusion to Hart. It’s a phenomenon she’s since witnessed time and time again over the course of thousands of Whiskey Stories experiences.

Though the sheer weight of anecdotal evidence seems to disprove the neck pour theory, I wanted a clear-cut explanation on the impact of oxidation in bottled whiskey. So I reached out to Dr. Pat Heist, the co-owner and chief scientific officer at Kentucky’s Wilderness Trail Distillery and Ferm Solutions, Inc., a company that provides fermentation products, technical support, and training to hundreds of distilleries worldwide.

Heist agrees that there is a lot of support for the idea that whiskey somehow evolves in the bottle, but says there’s still no good answer as to why. Weighing up the potential influence of oxidation, he points to all the moments at which whiskey could oxidize before being bottled versus the little potential there is inside a sealed, almost-full container. There’s: distillation, years of barrel aging, and the vigorous motion of dumping aged whiskey out of the barrel.

“We’ve got all these areas where oxidation could have, should have, and probably did occur prior to even going into the bottle,” Heist says. “So what is there left to easily oxidize?”

So if oxidation isn’t to blame, what else could be causing drinkers to believe their whiskey changes over time, and therefore buy into the notion of neck pours? Heist suggests evaporation.

Due to its volatile nature, alcohol evaporates at a lower temperature than water. When it escapes as gas, alcohol occupies all of the available headspace in a bottle, and the proof of the liquid drops ever so slightly. This has the effect of subtly altering the spirit’s profile because different flavor compounds become more or less soluble at different concentrations of alcohol, Heist explains. “It’s like adding a drop of water,” he says.

Still, it’s hard to say whether evaporation is something we can consider in the neck pour debate. The differences Heist mentions are subtle and occur over lengthy periods — not in the time it takes to finish a small dram and start on a second. Not even over the course of a few weeks, months, or a year. (In 2018, Wade Woodard, author of the Tater-Talk blog, published among the most conclusive findings as to whether bourbon changes in the bottle. The results? It doesn’t.)

So all things considered, oxidation is probably the last thing you need to think about when opening a new bottle or revisiting a treasured half-empty one. But at its core, I don’t think that’s what the neck pour conversation is really about.

For some, using the term is probably a means of sounding more knowledgeable about a topic and hobby they care about. Others likely buy into the theory to give them hope that the bottle they spent so hard searching for was worth the effort, even if it disappointed on the first tasting.

On a grander scale, the neck pour debate feels like a distillation of what it’s like to live online in 2021, told through the lens of tasting America’s native spirit. Are those who argue against the neck pour genuinely driven by the aim of improving their fellow enthusiasts’ knowledge? Or is their frustration fueled by the diminishing importance of scientific fact.

Already, the term has achieved meme-like status among non-believers. “I usually just pour out the first half of the bottle into the sink so I can avoid the neck pour at [sic] all the whisky that touched it,” one Reddit user sarcastically commented in a recent thread on the topic. “But what about the whiskey that touched the whiskey that touched the neck pour?” another replied. “I always pour out two thirds of the bottle to be safe.”

All of which leads us to perhaps the only question left worth exploring: Now that the neck pour is out of the bottle, is there any turning back?

My guess is no. For as long as neck pours remain a part of bourbon drinkers’ lingo, they shall very much remain “a thing.” One to be used as a caveat, one to inspire futile debate and snarky Reddit threads, and one to make pseudo-scientific YouTube explainer videos about.

General Packing Requirements for Dangerous Goods Shipped by Air

To ship dangerous goods by air, you must follow the general packing requirements in Section 5.0.2 of the International Air Transport Association’s (IATA) Dangerous Goods Regulations (DGR). You must also follow the requirements that apply to each hazard class included in your shipment. For example, hazard classes 1 Explosives, 2 Gases, and 7 Radioactives have their own general packing requirements. You can locate the specific packing instructions for any dangerous good by finding the material’s proper shipping name in column B of the IATA DGR’s list of dangerous goods, and then look for the packing instruction that is referenced in columns G, I, and K.

The general packing requirements in IATA DGR section 5.0.2 include:

You must use good quality packaging, able to withstand loading/unloading and conditions normal to transport

Packages must be constructed and closed in a manner that prevents any loss of contents

Packages must be closed according to the manufacturer’s specifications

No dangerous residue can be on the outside of the package

The package, including absorbents and cushioning material, must be compatible with its contents

Packages must not be used if they are constructed of materials that can become softened, brittle, or permeable due to temperatures experienced during air transport; chemical reaction with the contents; or the use of a refrigerant

Wood packaging materials must conform to the International Standards for Phytosanitary Measures No. 15 (ISPM15) and EU Commission Directive 2004/102/EC

Packaging and closure method must take into consideration temperature and vibration extremes

Liquids in inner packaging must have a positive means of closure (e.g., tape, friction sleeves) or must be placed inside a leak-proof liner

Enough head space must be provided so that liquids do not completely fill the package at 130°F

Packaging for liquids must be able to withstand an internal pressure that produces the specified pressure differential in IATA DGR section 5.0.2.9 without leakage

Packaging for solids that may become liquid during transport must be capable of containing the substance in its liquid state

Different dangerous goods may be combined in a single package, as long as they are compatible; inner packaging used and the quantity limits meet those specified by each applicable packing instruction; the outer packaging used is permitted by all applicable packing instructions; and the package meets the specification performance standards for the most restrictive packing group of dangerous good contained in the packaging. A Q-value calculation may be required.

For combination packages (inner and outer package)

Cushioning must be provided between the inner and outer packages

Liquids must be upright and orientation arrow labels or marks must be placed on two opposite sides of the outer package

Outer combination packages that have been tested with different types of inner packages may contain a variety of inner packages. If an equivalent level of performance is maintained, variations of inner packaging are permitted without further package testing, as described below:

Fewer inner packages can be used as long as sufficient cushioning is used to fill any voids

Inner packagings of equivalent or smaller size can be used as long as they are similar in shape and have the same or smaller openings and similar closures to the tested inner packagings; the material of construction offers equal resistance to impact/force; sufficient cushioning material is used to fill any voids; and the inner packagings are oriented in the same manner as in the tested package

Outer packages must not allow dangerous evolution of heat due to friction

Unless authorized in the DGR, venting of packages is not permitted (for example, venting is required for shipments of dry ice)

Each package must be large enough to accommodate all the required marks and labels

Packages that contain residues of dangerous goods remain fully regulated

Package integrity must be maintained if wet ice is used as a coolant

Packaging intended for liquids must undergo leak-proofness testing

Plastic drums and jerricans and rigid plastic intermediate bulk containers (IBC) and composite IBCs with plastic inner receptacles may not be used if more than five years old. The date of manufacture is marked on these packages.

Self-reactive materials and organic peroxides must be packaged in PGII specification packaging.

The class-specific general requirements applicable to each hazard class are found at the beginning of the packing instructions for each hazard class. For example, the general requirements for Class 1 Explosives are found in section 5.1 of the IATA DGR, immediately preceding packing instruction 101; the general requirements for Class 2 Gases are found in section 5.2, immediately preceding packing instruction 200; and the general requirements for Class 7 Radioactives are found in section 10.6.

In summary, when shipping dangerous goods, you must follow the general packing requirements, the hazard-specific general requirements, as well as the materials’ packing instructions that are referenced in columns G, I, and K of the IATA DGR list. Packages that do not meet the general packing requirements and/or the hazard-specific requirements may not be used to ship dangerous goods.

Humans have always existed on the brink of stupidity and pure genius.

Loopholes were discovered by those who lean more on the genius side.

Sometimes when loopholes are found, they aren’t always shared. No one wants their secret to be discovered, and even worse, destroyed.

But Reddit has proved to be a safe space for people to share their loopholes.

Get out your pen and paper because a lot of these you are going to want to keep for a long time.

Airplane Genius

“A few years ago I was flying from Detroit to Charlotte. Prices were higher than I would have liked, so I checked a couple of other nearby destinations.

Found that a flight to Greensboro (two hours away by car) was much cheaper, yet somehow still connected through Charlotte (Detroit -> Charlotte -> Greensboro). So I said screw it, bought a one-way, and carried on my bag, with plans to abandon the flight in Charlotte. All went well.

As I was walking through Charlotte airport, I passed the Greensboro gate and heard the agent asking for volunteers (the flight was oversold). So with a heavy heart and Oscar-winning sympathy for the gate agent’s predicament, I agreed to give up my Greensboro ticket for an extra $200 in vouchers.

Then I skated out of the airport feeling as though I’d beat the unfathomable system for once.” @leaflitterer

The HamBurglar

“I went to a local burger place that was running a promotion for either 1 free large fries or 1 free burger of your choice (from a preselected menu of 4 or so options).

It was one of those promotional coupons that get printed on the bottom of your receipt and you just cut off the coupon and give it to the cashier. Well, I don’t know if the burger place f**ked something up or if they did it intentionally but after redeeming my coupon for a free burger, they gave me a receipt with another coupon for the same deal on it. I came back the next day, redeemed it and the same thing happened.

I was being given coupons for free burgers by redeeming my coupons for free burgers. I took advantage of this situation for about a week before the promotion ended. The next time they ran the promotion, none of the free food came with a receipt so I’m almost 100% positive they caught onto my abuse.” @Merry_Dankmas

I could get very carried away with this because I love hamburgers. But what doesn’t kill you makes you stronger, right?

Idiot Sandwich

“In college, there was a sandwich shop where you’d build your own sandwich using a paper checklist, give it to a sandwich maker, and they’d build it.

I found out that starting with a cheese sandwich base and adding meat was a dollar or so cheaper than starting with a meat sandwich and adding cheese.

Also, the cheese sandwich version would have about the same amount of meat as the meat version, but about twice the amount of cheese.” @robbbbb

In college, you’ll do just about anything to get more food for cheaper, which involves being a little bit of a mad genius.

Rigged Arcades

“I discovered in my local arcade that there’s a machine that you can get to jam up by dumping a bunch of quarters into it really fast, and when it jams it gets confused and starts shooting nonstop tickets out at you.

The folks who work at the arcade probably want to know how I am so dang good at arcade games, and also why I keep coming back for more inflatable dolphins.” @snarkyopteryx

This was my dream as a child. Rig the arcade game and win infinite inflatable dolphins. What I would do with them, I don’t know, but rigging the game would be the best part.

Endless Spaghetti

“While in college, I used to work at a fast Italian place that had two shifts (lunch and dinner). Dinner shifts would start at 5.

Well, employees got one free meal per shift under the manager on duty. So what I would do is go in at 4 and get a huge meal that would be a good size dinner, and finish it by 4:30 when the dinner manager showed up. Then at the end of the night, the dinner manager would set a time for all clean up crew to make a meal before going home.

Basically, because I volunteered for cleanup each night, I would get a second free meal that I would save for lunch the next day in addition to an extra hour of pay. I made it nearly three months without buying food or groceries because of this since the menu was enormous and I got creative/counted calories well.” @musicman206

The True Winner

“Back when I was in high school, I worked at a supermarket. At the time Snapple had a contest where you had to check under the cap to see if you won.

Well, I found out that certain flavors, like Snapple Apple, is clear enough you can see from the bottom of the bottle. I just kept buying the winners every week.

Dang it, I should have thought of this! I never won any of those contests. All I wanted was a free frisbee.

Blockbuster Goes Bankrupt

“If I kept a video for too long, my Blockbuster would take $25 out of my checking account. If I then returned the video, Blockbuster would put the $25 back into my checking account AND apply a $25 credit to my Blockbuster account.

A useful little computer glitch, that. The next time I rented a video, the guy rang it up, handed me my video and said, “You’re all set, and you still have $23 credit.” That was how I discovered the glitch.

So I kept that movie too long, on purpose this time. Blockbuster then took $25 from my checking account. As soon as that happened, I returned the video. Blockbuster gave me back that $25 and added another $25 credit to my account. So now I was up to $48 in Blockbuster credit for doing nothing more than keeping two videos for too long.

So I checked out another video and kept it… I eventually built up over $200 in Blockbuster credits. I finally quit because it was just too easy. Like shooting fish in a barrel.

Everyone Gets A Free TV!

“I remodeled my kitchen a few years back and bought all new appliances from Samsung. They had a promotion that gave you a free TV with a new Fridge/stove. The promotion worked by giving you a single use coupon code when you shopped at the Samsung store. The odd thing was this coupon didn’t subtract the price of 1 TV from your shopping cart. Instead it modified the unit price of the TV to $0.00.

This was a normal web shopping cart where you could edit the quantities of each item you were buying. I didn’t really need another 32″ TV but I had to know if really the web design was that bad. It was, and Xmas shopping for Mom was cheap that year.” @frogspaw

“Last McDonalds Monopoly promotion, they had the “get a free burger/fries/coffee” tickets again. Our McDonald’s has the machines where you can put in your order. The machine doesn’t ask for the tickets of course, so you can just add the free items to whatever you order.

Then select that you want to pay at the counter. In my McDonald’s they never asked for the tickets, as their register system just asks for the total amount of money once they put the order number in. I kept the tickets on me just in case.

I also never tried to go above 1 or 2 extra items, but the system would have let you. Took about 2 months until someone asked me to give them the tickets on picking up the food. But it was about a week before the promo ended.” @LemonRaven

12 year old me would collect a few, set an alarm for 5am and enter one in each 15 minutes competition and then had 4 in every hourly competition.

At 5am most people who are up are either getting up for work (not drinking Coke) or still partying (different coke).

“When I was in middle/high school my parents put child locks on the cable box so I wouldn’t be able to watch tv when I got home and would work on homework instead.

“In drivers ed we had to do this simulator type thing. Only hard part about it was that everyone had their own driver’s seat, but there was only one big screen- you had no idea if you were making errors. Soooo many people failed the simulators.

The Happiest Place on Earth

“I work 30 mins away from Disneyland and I usually go to the park on Tuesdays after work.

I usually park at Downtown Disney, buy a movie ticket for $5 using my AMC rewards membership and enjoy 5 hours of validated parking. It works out because it dies down at the park around 6pm.” @julianjames_

“Any app that gives first-time only deals or credits, try downloading a texting app. Rinse and repeat, I used to do this with Uber and Lyft all the time but I think they caught on because some phone numbers generated by texting apps aren’t supported.

You can legit just fill out fake info, fake email addresses, just to use first-time only codes and never use the account again.” @bankrollbully

“Back when I was a wee little undergrad freshman, the campus cafeteria required you to swipe your student ID to get in, then charged your student account the appropriate flat rate for a meal (so like $5 for breakfast bar, $7 for lunch/dinner, $5 for weekend buffet).

If you knew you’d be eating there often, you could pay a flat $1000 at the beginning of the semester for unlimited use of the buffet. Meanwhile, these same IDs unlocked the dorms, so one floor up from the cafeteria there was a security office where you’d sign out a “loaner” ID linked to the security account if you left yours in your room or something.

Guess which account had unlimited meal credit on it. No penalties for being one of those forgetful types who’s always losing your card, so… I think only myself and my two roommates ever linked the two ideas together, but boy did we eat well in college.” @SweaterZach

Asheville’s Lee Walker Heights, born out of segregation, social improvement desires

ASHEVILLE – As a neighborhood, Lee Walker Heights has been a contradiction since its first brick was laid.

Now the city’s oldest public housing development is about to go through a historic transformation fueled by federal and local taxpayers and a desire to break up decades of concentrated poverty.

The mid-20th century apartment complex was born from the notion of social improvement: The desire to help people mired in the Great Depression’s squalor. But it was also rooted in the institutional idea that people with darker skin should live apart from whites.

The complex provided residents with safe structures, modern bathrooms and other amenities. Meanwhile, "slum" razing initiatives destroyed homes, businesses and other buildings at the heart of Asheville’s African-American community.

Perched on a hill, residents have had a bird’s eye view of an economic frenzy of buying, selling and building while they have been knee-deep in poverty and crime.

It’s been a place of community and despair and has produced working people, criminals and a college president.

With its demise imminent, many of Lee Walker’s approximately 200 women, men and children are excited at the prospect of better and safer lives. But they are anxious at the loss of neighbors who are their social safety nets and early warning systems.

Others fear the planned transformation won’t include them — or won’t fix underlying problems.

Resident Crystal Reid has supported the plan to raze the aging and dated 96 apartments and replace them with a 212-unit mixed-income neighborhood. Public and nonprofit developers announced Feb. 6 that they had secured funding for the $36.5 million overhaul. The announcement represented a success after recent failed attempts to win federal rebuilding aid.

Reid praised developers for using resident feedback in the new complex design and spoke before City Council members in 2016, encouraging them to contribute city tax dollars.

"I always tell people with time will come change, like it or not," she said.

Examples of improvements are safer play areas so children aren’t in the road and better connectivity for the isolated complex through car, bicycle and bus access.

Construction is set to start in 2019 and be finished by 2021.

The new development will include 96 "deeply affordable" units for the current Lee Walker residents, who have average incomes of $8,854. Those would be reserved long-term for the city’s poorest residents.

An additional 116 units would be reserved for people making 60 percent of the area median income — $25,763 for a single person or $36,780 for a family of four. Rents could rise with changes to the area median income, but calculated today, they would be $660 for a one-bedroom apartment and $1,120 for a three-bedroom unit.

The apartments will provide affordable homes for cashiers, bus drivers, nursing assistants, child care workers, servers, cooks and others working in the tourism and service sectors, said officials with the Asheville Housing Authority and the nonprofit Mountain Housing Opportunities.

"There is a deficit in our community of over 7,000 affordable homes for the average working family," said David Nash, housing authority chief operating officer.

The North Carolina Housing Finance Agency, which awarded the federal tax credits, requires a third-party manager, and that will be Partnership Property Management of Greensboro. The private for-profit company has an office in Asheville and manages other tax credit properties by the housing authority and MHO, said Nash.

Starting in 2019, demolish 96 apartments dating to 1950

Build 212 apartments with high-efficiency heating systems and lighting fixtures, low-flow plumbing fixtures and Energy Star appliances.

Build a second access road to Biltmore Avenue to the east.

Include 9,000 square feet of common space, including play areas, and 237 parking spots.

Finish by 2021

Developers hope property to the east, 319 Biltmore Ave., will become a second phase of the project with nearly 200 apartments and retail and other commercial space. Owner Duke Energy has granted a right-of-way for a road in the first phase and an option for the city to buy it for $5.3 million for a second phase.

Development nearby

In the last five years, there has been hundreds of millions of dollars in development planned and built near Lee Walker Heights.

Commercial development permits or orders: 377 in the South Slope, including construction of the $2.6 million Green Man Brewery and the $3.2 million Banks Avenue building anchored by Catawba Brewing.

Housing permits or orders: 25 in the South Slope, including the planned 145 Biltmore Avenue project with one-bedroom condos starting above $500,000 and penthouses at more than $1 million. At the foot of Lee Walker is the Southside Townhomes development with units starting at $615,000.

Also: Mission Hospital is doing a $400 million expansion along Biltmore Avenue.

The housing authority said it will help with moving expenses and getting people temporary homes. When it’s finished, residents are guaranteed a spot in the new development, but they don’t have to move back.

"(The housing authority) has committed to assist with any relocation activities in a sensitive and responsible manner in order to minimize the disruption to families’ lives," said the 2016 project master plan, a document presented to the council.

Some residents have remained wary, though, pointing to the privately-run subsidized housing facility, McCormick Heights that was torn down in 2006 in East End/Valley Street neighborhood. A mixed-income development was planned to replace it, but that fell through and residents found themselves permanently displaced.

On a mild winter afternoon, Keykey Ellington sat on one of the small porches attached to the low brick apartment buildings. She was with a man and another woman, all watching a flurry of three children spinning and tumbling around a steeply sloping yard.

The mostly dirt area was fronted by the one-way narrow winding loop road that is the only vehicle access through Lee Walker. It’s so narrow that city buses can’t navigate it to reach the complex.

Ellington said she had lived at Lee Walker from 2013-16 and had been back again for six months. She had missed the resident meetings about the changes because she’d been at work, she said.

Ellington didn’t volunteer a lot of personal information and her eyes shifted occasionally from the children to group of men gathered down the street.

Once relocated, she wouldn’t want to move back, she said, even to the promise of newer apartments with better access to buses and other amenities.

Ellington questioned whether some problems would go away.

"Like crime. Is it going to be the same? Like all the drug dealers up here and stuff. Is it going to be same?" she said. "It might be the same."

The Asheville Housing Authority in 2009 announced that Lee Walker saw the highest number of police calls per housing unit for any of the subsidized complexes in the city.

Residents make up 0.2 percent of the city’s total population, but in 2017, the complex accounted for 2 percent of all of Asheville’s reported aggravated assaults, police data shows.

Reducing concentrated poverty and new buildings with a better layout can make a difference, said Nash, housing authority chief operating officer.

"As a general rule, attractive, mixed-income tax credit properties…do have lower crime rates in Asheville and around the country," Nash said.

In 2003 one of Asheville’s most notorious homicides happened at Lee Walker Heights when 13-year-old Danquon Brown during a daytime shooting killed 18-year-old Odell Dixon Jr. in the middle of the street with a bullet to the head. Lee Walker Heights had the most calls per unit of Asheville Housing Authority apartments in 2009. In 2017, the neighborhood of less than 200 people had 0.2 percent of the city’s population of 89,121, but 2 percent of its reported aggravated assaults.

– Residents of the current 96 apartments or others who qualify for deeply subsidized public housing. Average income at Lee Walker is $8,854. Residents pay rents equal to 30 percent of their income.

1929 – Great Depression begins. Slows growth of Asheville homebuilding for decades.
