As much as I know Ra’s doesn’t think about the Ghost-Maker in canon, I kind of wish he did…

There is a guy out there that has all the same skills and training as Bruce. He was even personally trained by Ra’s himself for a bit, too, alongside Bruce. He could be a threat, especially since he knows of the league’s existence.

While I don’t think Ra’s would go back on his choice to not kill Khoa, I’ll bet he thinks about it sometimes. Eliminate the nearly batman-level threat. However, he knows it would piss Bruce off to a degree even Ra’s doesn’t want to go up against, so he never actually does anything.

He’s probably complied a list of people he doesn’t interact with or kill if he can help it—not on account of their skill level or powers, but simply because he doesn’t want to deal with Batman in the aftermath.

Superman and Ghost-Maker are at the top of that list.
