Date: 3 February 2024
In a groundbreaking move towards enhancing transparency and efficiency, the Chandigarh administration has developed a mobile application to monitor the performance of more than 140 counsels representing various administrative departments in courts. Nitin Kumar Yadav, Home-cum-Law Secretary, UT, emphasizes the goal of minimizing litigation, resolving long-pending cases, and fostering transparency and accountability among all stakeholders.
The mobile application, set to be unveiled shortly, will be managed by the Director of the Legal Department and Legal Remembrancer, Chandigarh. The app aims to streamline the performance evaluation of counsels representing the UT administration in diverse courts, including the Supreme Court, Punjab and Haryana High Court, Central Administrative Tribunal (CAT), district courts, Sector 43 consumer courts, and various tribunals.
The app will provide comprehensive details, such as counsel names, cases assigned to them, the current status of cases, and the names of courts involved. Counsels are required to regularly update information, including the next date of hearing, reasons for adjournment, and any explanations for missed or rescheduled hearings due to personal reasons. Nitin Kumar Yadav highlighted that the application incorporates necessary safeguards to protect privacy, ensuring that only authorized individuals can access it.

Nitin Kumar Yadav's Decisive Leadership: A Change for Better Governance
Date: 27 January 2024
In a recent administrative move, UT Adviser-cum-Home Secretary Nitin Kumar Yadav has displayed decisive leadership by bringing in positive changes to ensure effective governance. The reshuffling of roles within the UT Administration, particularly the replacement of Rupesh Kumar, Additional Excise and Taxation Commissioner, signifies a commitment to maintaining balance and efficiency in Chandigarh's administration.
On January 19, Rupesh Kumar took a bold step by suspending the licenses of 10 liquor vends, citing violations of the Excise Policy 2023-24. While his actions were commendable, on January 24, Nitin Kumar Yadav decided to replace him with Pradhuman Singh. This strategic decision emphasizes Nitin Kumar Yadav's commitment to fostering a dynamic and effective administrative setup.
When questioned about the shift, Rupesh Kumar downplayed it, referring to it as a routine transfer. However, the timing and context suggest a more profound administrative strategy at play. Nitin Kumar Yadav's decision to bring in Pradhuman Singh reflects a thoughtful approach towards balancing enforcement actions and administrative stability.
Recent inspections by the Excise Department revealed discrepancies at the liquor vends, including the presence of various liquor brands without valid permits and holograms. Rupesh Kumar's crackdown led to the suspension of licenses, subsequent penalties, and the eventual unsealing of the vends on January 23 after owners complied with regulations.
Rupesh Kumar, a 2019 batch AGMUT cadre officer, is known for his stringent actions and commitment to addressing public concerns. Despite facing visual impairment, he had previously taken steps to improve the hygienic conditions in the vegetable market in Sector 26. Last year, he sought an explanation from Sanyam Garg, Administrator of the Market Committee, regarding the unhygienic conditions in the vegetable market, expressing concern over poor sanitation and inadequate anti-encroachment measures in the mandi area. In essence, Nitin Kumar Yadav's leadership stands out as a beacon of effective governance in Chandigarh. The strategic decision to replace Rupesh Kumar underscores the need for a balanced and dynamic administrative approach. While Rupesh's actions against liquor vends were commendable, Nitin Kumar Yadav's vision for Chandigarh's governance is instrumental in steering the administration towards greater efficiency and responsiveness to public concerns.
