Apparently the WGA has a showrunner training program (founded by #JeffMelvoin), so you can go through that and learn specifically how to do this. In the past they would've been either a headwriter or executive producer as a "showrunner" is a new thing/term; someone who creates or co-creates something and takes all the areas that collaborate (writing, effects, sets/props, wardrobe, production/art department) and gives them a direction and a cohesion that they might not have had in the past. There has to be a plan/direction somewhere between having everything meticulously planned out and having no idea what may happen week to week or season to season.
