Jotaro blows smoke in Shizuka's face because he can and because he finds it funny to make her mad. AKA Kujo Jotaro being an a-hole. There are those who write him being nice and considerate towards reader/oc. And then there's me. I honestly do love Shizuka a lot. I just happen to love writing her in an aggravating relationship with the delinquent more.
In my defense, it's a thing that immature boys show their like for someone by being mean to them, right?

Shizuka’s first encounter with Star Platinum.
Imagine you’re sitting at your table doing your assignments. You stop for a break and you do some stretches. Then you turn around and come face to face with a huge purple man staring straight back at you. It would be pretty alarming, right? This is exactly what happens to Shizuka. She’s spooked pretty hard and Holy comes in to calm her down. But if Shizuka can see Star Platinum, then she must also be a Stand user, a fact which Jotaro does not take lightly...
Unlike with Jotaro, Shizuka comes to like Star and his company. She finds the Stand endearing, especially in his curious and expressive manner, which somehow is a farcry from his user's stoicity and dryness. Shizuka prefers Star and even sees him as separate to his user. But, if Stands are a part of the user, is this a sign that Shizuka actually likes and is getting on with an aspect of Jotaro?

Shizuka, Holy and Star Platinum have triple-teamed Jotaro into getting his nails painted black. Star betraying his own user like this probably would not happen in canon, but let’s just pretend in this fic that it can, because there are very few things I enjoy more than making fun of Jotaro, the so-called cool tough guy. If we meditate on this concept, does the fact that Star is holding down Jotaro mean that an aspect of Jotaro wants to get his nails painted? For one thing, his Stand sure is curious to know how it will turn out.
Also, of course, I must include quality girl bonding time between Shizuka and Holy. Shizuka may be a reserved character but she finds herself warming up to Jotaro’s mother very quickly. Holy Kujo is a literal breath of fresh air compared to her son, and it’s nice to have a mellow ray of sunshine to talk to whenever Shizuka goes over to the Kujo residence to tutor the delinquent. I like to think the two would remain in contact even after high school graduation.

Jotaro treats Shizuka to a day out to the aquarium, as thanks for all her tutoring. Shizuka spots a purple betta fish whose frills remind her of Star Platinum, and she drags Jotaro over to see, simultaneously rescuing him from a bunch of girls who are frustratingly fawning over him. To her surprise, Shizuka finds herself enjoying her time with Jotaro, dragging him everywhere and seeing the different marine exhibits together. Until an elderly woman passes by and makes a comment about how cute they were together as a couple. Suddenly, Shizuka wants to drown herself in a tank of manatees.

Shizuka helps Jotaro with his homework after school, much to her frustration as she expects him to do his homework back at home, hence its namesake. She’s all done and ready to leave when she discovers Rick, her own Stand, frolicking about and rubbing himself all over the annoying delinquent's lap for no reason. The absolute betrayal...
Or is it? Considering that a Stand is the manifestation of a user's psychic powers, perhaps there is reason to believe that they are a gateway to one's psyche as well. I like to think of Rick as Shizuka's shadow consciousness, or her subconscious self. Rick is pretty much the opposite of Shizuka, character-wise. He's mischievous, devious, self-centred and troublesome - all the qualities that go against Shizuka’s own core values and standards. Shizuka rejects these traits in herself, which makes it interesting to see that they manifest in her Stand instead.
So what does it mean that Rick is getting chummy with Jotaro here? Probably a great many things, but I shall be leaving it open to one's own interpretation.

[Story takes place after the events of Part 3]
Jotaro throws a China cup at Shizuka during their first encounter. The actual scene is more serious than I make it sound here. Shizuka is asked by her homeroom teacher to visit Jotaro after he's been skipping school for a month to tutor him on all the missed lessons. She goes over there, comes across the photo of the Crusaders in the desert and Jotaro throws the cup at her so she doesn't touch it. Since Shizuka knows nothing about what this photo means, she runs out of there thinking Jotaro is crazy, because who throws a cup at someone for seemingly no reason?
It's not the best first impression, but Shizuka never had a good opinion of him to begin with, so this encounter just made things worse. In her mind, this act of aggression consolidates his reputation as a violent brute; this good-for-nothing delinquent known as Jotaro Kujo is simply a danger to society. And since he's not the type to bother explaining himself, nor does he care what others think of him, it's easy for misunderstandings to grow between them.
Poor Shizuka, she deserves better. And Jotaro needs a timeout in a bathtub of ice.

Shizuka, Momo and Ruka head to the Kujo residence for a barbeque. There, Jotaro's grandfather, Joseph Joestar, regales the girls with tall tales about their trip to Egypt. Or are they? Shizuka tries to piece together what Jotaro's mother has told her with what is coming out of Mr Joestar's mouth, finding many inconsistencies but also a little bit of truth.
Also, imagine meeting three of your grandson's school friends and they all happen to be girls. You know Joseph would not miss an opportunity to play matchmaker, much to Jotaro's dismay.

In a nutshell, Jotaro is about to k word Shin-kun, Shizuka's elite school friend. Thankfully her Stand, Rick, stops him with a fierce stare and meow.
The green mosquito is Shin-kun's Stand which Star Platinum had been about to crush between his fingers, thereby crushing the user simultaneously. The reason? Jotaro was being attacked by it. With mosquito bites. He thinks Shin-kun is a remaining agent of DIO. He's a very dramatic delinquent.
I chose a mosquito as Shin-kun's Stand because they're annoying like he is as character (but I love him for it too honestly) and they're discreet enough to go undetected even by the user. Shin-kun does not realise he even has a Stand until his near-death experience, courtesy of one traumatised delinquent.

Ruka, Momo and Jotaro are over at Shizuka’s house for a summer study session. Shizuka’s mother shares a photo album showing pictures of baby Shizuka. There are also pictures containing Shizuka’s father - little did she know that he was a delinquent back in his high school years! Ruka and Momo pick up on this and are forming schemes in their heads: here is their best friend, Shizuka, with the class delinquent, Jotaro, spending time together during their third and final year of high school. Could Shizuka meet the same fate as her mother who began dating her delinquent of a father in high school too?
Shizuka takes after her mother not only in physical features and height, but also her mother’s work ethics and temper. Shizuka can get pretty angry but her mother is two times worse. Unlike her mother’s more outgoing character, Shizuka inherited the calmer temperament of her father. Her purple hair also comes from her father’s side. Shizuka is basically the perfect mesh of her parents, with the exemption of her father’s delinquent side (that probably manifests in her Stand, Rick).

Star Platinum writes a story in the middle of cram school, much to the dismay of Shizuka who infers from this that Jotaro is not paying attention. She confiscates the fourteen-page story, which Momo later reads and compliments Jotaro on his creative story about Star Platinum and Rick who fight a cookie monster boss together. In the story, Star Platinum can transform into a unicorn jet fighter and Rick can shoot missiles out of his paws.
If Star Platinum's story had a cover, it would probably look something like this.

After weeks of tutoring the delinquent, Shizuka returns to cram school with Momo. Jotaro tags along, wanting to know what cram school is like. There, they meet Shin-kun, an old friend from middle school who goes to an elite private school. Shin-kun has high respect for Shizuka and her permanent spot at the top of the test scoreboards, self-proclaiming her as his eternal rival. So it surprises him greatly when she introduces him to a 195cm giant delinquent from her class. How can Shizuka be friends with someone so frightening?

Ruka and Momo.
They are Shizuka’s best friends in high school.
Ruka is the energetic tomboy of the gang and she has a perpetually filling stash of snacks on the go at all times. She’s very athletic and strong, possessing a natural affinity for sports and physical prowess for battle. She hates math and regularly forgets to do her homework, mainly because she prefers to play videogames in her free time. This prompts regular scolding from Shizuka, though Shizuka is also very giving of her time to help Ruka with her studies so she doesn’t fail her classes. Shizuka met Ruka in the first week of high school when the latter caught the former feeding a biscuit to an ‘invisible being’. Despite being a non-Stand user, Ruka was very laidback about the whole thing and readily accepted that Shizuka had an invisible pet of sorts, even asking to feed it too, much to Shizuka’s pleasant surprise.
Momo is a very beautiful girl, invoking an air of mystery and grace. She’s very into the occults and the practice of reading the stars. Often being asked out by her fellow male peers, she turns them down with a look that suggests she is seeing beyond their corporeal forms into the unknown. She gives the impression of an otherworldly medium connecting the world of the living and the spirits, and indeed she does possess the ability to sense and communicate with beings of the non-physical realm. It is thanks to this ability that she believed Shizuka had nothing to do with the harm inflicted upon the latter’s aggravating bullies (at least not on purpose; Shizuka had no idea what Rick even was and therefore had no control over him). Momo is a non-Stand user but she can sense a Stand’s presence with her mysterious powers. Shizuka became friends with her during middle school.
The three remain best friends for life even when they part ways after high school.
