“If anyone sees us lose control of this arena, it might as well be sounding a horn to the districts to revolt.”
That’s why Snow was so upset with Seneca Crane after the games. When he was 18, he had to enter an arena and kill someone with his bare hands in order to keep control. Now, he’s the president and he puts someone he trusts to understand the meaning of the games in charge.
And Crane shows zero control over the games. He had all these fancy things used to control the arena and still let the tributes steamroll him. Snow was probably absolutely furious because the Hunger Games is all about reenforcing the Capital’s control over the districts.
When I first watched the movie, I couldn’t understand it. What did he expect Crame to do in that moment? Let them both die and have no victor? Have Romeo & Juliet played out in his arena and make Katniss and Peeta martyrs?
But I get it. There were hundreds of things Crane could have done. And the fact that he wasn’t cunning or cruel enough to do any of them meant that Snow couldn’t trust him anymore.

The Hunger Games Renaissance. The Hunger Games (2012), dir. Gary Ross
"Seneca, why do you think we have a winner?" "What do you mean?" "I mean, why do we have a winner? I mean, if we just wanted to intimidate the districts why not round up twenty four at random and execute them all at one? It would be a lot faster. Hope. It is the only thing stronger than fear. A little hope is effective. A lot of hope is dangerous. Spark is fine, as long as it’s contained."
