I feel like it differs a lot, like you mentioned, and I agree with your reasoning of main vs limited side character! I think it has a lot to do with multiple factors such as source material's canon-level of interactivity with one-off characters, complexity of plot and fic length, and intent. From my personal standpoint as a (short-fic) writer, I don't tag OC unless it is a character that I intend to be in-depth and recurring. As a reader, I generally take OC to mean that as well.

For example, if I settle in for a 200k plotty fic, I'm expecting there to be original characters (be it a new villain, side characters, or just bodies to flesh out the world). That being said, unless they have some sort of direct relationship with the main character (close friendship that becomes plot relevant, non-one-off romantic interaction with them, that kind of thing) I don't think I would expect it to be tagged as OC.

In a fic of any length, really, that is in a busier setting (Think Jackson in The Last of Us, where main characters would routinely be interacting with other people), I don't expect OC to be tagged unless that character is directly working with the main characters. It seems implied/expected that sometimes you need a few random people to shout things out once in awhile.

Now, if there was a fic where the main relationship (either friendship or romantic) is between a canon character and an original one, I would expect OC to be tagged because of the significance to the story.

Generally, I interpret the OC tag to mean the author's character is one or more of the following: plot-significant, recurring, and/or intent to be as fully important as canon main characters!

Question for other fic writers; where do you draw the line between what you considered an actual OC, and just a side character you've made up for the plot?

Because there's a lot of fics out there (and I do this too) that aren't tagged with having OCs because the only original characters within it are side characters who are brought in for a limited purpose. An example being a one-off police detective for a Criminal Minds fic (or any fandom where the main team interact frequently with other departments) or a random person from whatever alien planet or time period is being visited for a Doctor Who fic. I'm only using examples from fandoms I have experience in but there's plenty of others where this is applicable.. so I'm just wondering, what is everyone's limit for what they consider an actual OC? At what point do you tag the fic as involving an original character?

Is it only if they're genuinely a main character? Is it to do with their purpose for the fic (ie if they're a POV character or just there to drive along the plot / deliver needed dialogue)? Is it to do with how much interaction they have with the canon cast? Interested to see what the opinion is on this because technically any characters we make up are OCs but they don't all necessarily get that same label. Some of them just blend in as more plot devices / narrative necessities than actual characters.
