Activist, committed campaigner and change maker, she is also 1 of our 100 Great Black Britons 2020. Following the murder of her brother Sean Rigg at the hands of police in 2008 Marcia began campaigning against the inherent injustices in mental health and criminal justice resulting in significant changes to policing practice. In 1999, following the murder of Stephen Lawrence and the subsequent failings in the police investigation the Macpherson Report found the Metropolitan police to be ‘institutionally racist’. In a recent interview Marcia explained that Inquest reported that in the last 30 years there have been 1741 deaths in police custody in the UK. As with Sean, and George Floyd, the death rate for racialised and minoritised people in custody, where restraint is used, is more than two times greater and also nearly twice as likely when mental health is a factor. In an analysis of 509 deaths of minoritised, racialised, refugee and migrant people in ‘suspicious circumstances’, involving police, prison authorities or immigration detention officers, the Institute of Race Relations (IRR) found that there were no convictions. This was despite ‘unlawful killing’ rulings returned by juries in 12 cases; her fight continues.
