Sea Jetter Kaito is a local hero from the city of Ishinomaki, home of the Ishinomori Manga Museum.
He was based off of Shotaro Ishinomori's concept art for a hero called Iron Devil Shadol. The character ended up being scrapped, and his design was retooled into Choujin Bashaan from 1976's Choujin Bibyun.

The obscure tokuboy of the day is: Sea Jetter Kaito, the local hero of Ishinomaki, from Sea Jetter Kaito
For those who don't know: Sea Jetter Kaito is a scrapped design from the sequel of Akumaizer 3, Chojin Bibyun, he became a local hero in 2004, and made into a movie in 2013 that is only shown in Ishinomori Mangattan museum. The movie stars Yuki Sato (Kagami Arata/Kamen Rider Gatack) and Takaiwa Seiji. Appears like it was never released on DVD

These are series made for heroes that serve as official (made by the local government) or unofficial (made by a private group) protectors of a prefecture or city in Japan. They go on to perform in stage shows much like every other hero around, but unlike other heroes they fight to protect their specific city or prefecture, instead of national/global/universal threats.
An example: Sea Jetter Kaito from the city of Ishinomaki, that was made with a scrapped design by Shotaro Ishinomori himself, and has a theme song performed by Masaki Endoh

Nothing airing this week, let's talk Dogengers.
I've decided to give my thoughts on the first season of Dogengers alongside the rebroadcast, since I didn't cover it at the time. There should then be a 2 week break before the second season starts, which I will use to cover episode 12.5. Is with that said, as the Episode 0 stage show is on their YouTube, we'll look at that shall we?
To start with, when talking about Dogengers, we first have to talk about Local Heroes. In other comedy/parody hero works, like Kamen Norider, Hikonin Sentai Akibaranger, Kanpai Senshi After V or even Ultraman Zearth or Nice, the focus is on a new character created to parody an existing series, and references to Sentai, Rider and Ultra are so prevalent in Japanese media that you could watch most of these without having ever watched an episode of the original property and still understand what is being parodied. However, with a couple of exceptions, the characters of Dogengers are not new characters, several of them have careers spanning years as local heroes, or indeed villains, and continue to act in this capacity after the first season.
Probably the most famous Local Hero in western fandom, at least before Dogengers happened, is Sea Jetter Kaito, local hero for Ishinomaki, based on designs created by the King of Manga himself. But many cities, prefectures, tourism spots, and corporations have these heroes representing them, and indeed plenty of the heroes that aren't mascots still have sponsorship from companies. These heroes perform at events, and a good number of them, like series breakout Kitaqman and arch-villain Yabai Kamen, have official theme songs predating the launch of this series. Of course, a good hero needs some good villains, and that's where Kabushikigaisha "Aku no Himitsu Kessha" comes in. (Essentially Secret Society of Evil Co. Ltd., I'll call them AHK from now on). AHK is a company that employs a number of villain's to act as villain's for the local heroes in various products, naturally in universe they're a literal company whose business is evil, and they serve as the series villains, and while almost all the villain's are preexisting, not all of them are normally considered to be part of AHK, but most of them are at least associated with it. The series is set in Fukuoka prefecture, I believe primarily in Fukuoka city, and the majority of the characters are based there.
Anyway, I've wasted enough time, let's go, Dogengers Episode 0. There are no subtitles for this so bear with me.
Dogengers: The show is opened by Shaberryman, the Wide Cannon department head for AHK, here he's just wearing his mask, but he'll have his full ensemble on in the show itself. Shaberryman serves as the writer for Dogengers, and the narrator for the recaps. After he does his brief intro, Yabai Kamen, CEO of AHK and the primary villain for Dogengers, takes the stage, with some AHK footsoldiers, the Karami. Yabai Kamen's appearance is the 3rd and longest serving version, the Headquarters version. After a little bit of scheming and what have you, the hero takes the stage, Kitaqman. Kitaqman represents Kitakyushu, and is noted for his preferring not to fight (claiming he's stiff and the like) and instead focus on his social media profile and the like, sharing his food on twitter, he might also be in charge of some of the editing on the show. His current costume is his 4th, and at this point is probably the one he has used the longest, making him a little more active. Anyway, after a little talking the villains attack Kitaqman who tries to.avoid attacks, before using his special move, phoning someone else to come deal with it. Help comes in the form of Yakuzai Senshi Ohgaman, a representative of Ohga Pharmacy, in story serving as their CEO. Ohgaman is noted for his ludicrously high stats, and his catchphrase, advising people of take their medicine and go to sleep. Here he walks on stage with his Visor Horn up, in the show I don't believe he ever appears without it already being down. He makes quick work of the villain's, who flew, but he captures the last Karami. Kitaqman tells Ohgaman about his idea for a Fukuoka Hero project called Hero House, the Karami is let go at this point, essentially a superhero version of the infamous Terrace House. He refuses to participate, because he's married and I believe has a child. The escaped Karami reports on Hero House to Yabai Kamen, and how the heroes will be on Nokonoshima Island to film it, leaving Fukuoka virtually undefended, he leaves Shaberryman to make plans surrounding that. After a long while Ohgaman comes to fight off Shaberryman and his Karami, leaving Yabai Kamen alone when he arrives, until the sudden arrival of Mushi Otome, an office manager for AHK, who doesn't appear in the show proper. Initially being very Dere with Yabai Kamen, she gets aggressive when Ohgaman interrupts her. Yabai Kamen takes a member of the audience hostage, leading Ohgaman to stop fighting briefly. He power up, Kitaqman coming along with Ohgaman's weapon to use as they fight. Kitaqman gets the Karami trio to flee, and pursues Yabai Kamen, while Ohgaman defeats Mushi Otome, and the pair join to defeat Yabai Kamen. After the two heroes give some parting words, Shaberryman appears to close things.

Remember a few years back when DC did an animated montage to celebrate Superman’s 75th birthday? Ishimori Productions has done something similar!
We start off with a few animations of characters Shotaro Ishinomori created, including Cyborg 009 running and Kamen Rider 1 fighting Spider Man (the Shocker one, not Marvel). We then get a montage of Ishinomori’s life, then known as Shotaro Onodera. Doodling his own comics as a child in the late 1940s with his mom watching. We then see him submit his first manga to a contest in the early 1950s, which he won. Shotaro then showed his older sister Yoshie his strip in the newspaper. She is very proud of her little brother, Yoshie had asthma and at times was very sick, but seeing her brother draw pictures made her very happy. 
Shotaro began working on his own manga, but Mr. Onodera was against his son’s talents. Like many typical Japanese parents of the era, Shotaro’s father wanted his son to get his head out of the clouds and obtain a “real job” like a practice in medicine as a doctor. Thankfully, Yoshie still loved her little brother’s work and never stopped encouraging him, telling Shotaro to follow his dreams. These words of encouragement helped Shotaro decide to leave home and be an assistant to Osamu Tezuka in Tokyo at the Tokaiwa-so building!
He met many interesting people there that he later became friends with: Hiroo Terada, Fujiko Fujio, Suzuki Shinichi, Naoya Moriyasu, Fujio Akatsuka, Norio Yokota, Hideko Mizuno and George Yamaguchi.
Best of all, his sister Yoshie would drop by to visit and hang out with the artists, seeing what fantastic new artwork her little brother was making. As the years went on, Ishinomori became more skilled at drawing and had happy times with Yoshie and his co-workers. But those happy times ended abruptly... 
In 1958, Yoshie died from a fatal asthma attack, leaving behind a devastated Shotaro who blamed himself for her death. But he knew his big sister would have wanted him to keep drawing and soon he gained his legendary super-speed drawing skills that manga fans knew him for. But this didn’t make him happy, the loss of Yoshie was still there in his heart and Shotaro was often depressed, he needed a break to recover.
While he loved manga, Ishinomori wanted to try to be a filmmaker. So whenever his editors gave him the chance to, he would take vacation trips around the world and study his surroundings. He visited Egypt, France, the Painted Desert in Arizona, New York City, London...anywhere just to capture the wonders of this world and take notes and pictures.
During one trip to the USA in July of 1960, Shotaro came across an unusual word in an article of Life Magazine he was reading, “Man Remade to Live in Space”: “cyborg” 
A brand new word created by the writers of the article, a merger of “Cybernetic” and “Organisim”. Definition by the writers: A modified human with mechanical parts implanted. This science-fiction idea fascinated Shotaro and this coupled with his world travels and raced in his mind into the primordial spark of an idea. And oh, what an idea it was!  An entire team of cyborgs from different parts of the world and different backgrounds! And there would be...9 of them..like on a baseball team!
Unfortunately, his publishers at the time thought little of this concept and tossed it out. So Shotaro shopped around for publishers and eventually, Monthly Shonen King showed interest in the work and agreed to publish it. So on July 19th 1964, Cyborg 009 hit the stands! 
4 years later, a black and white animated 009 TV show came in 1968. 2 feature films also came about in the late 60s and the children of Japan were in awe at the adventures of Joe Shimamura and his friends. The animation then flashes forward to 2012, showing newer generations of fans watching 009 Re:Cyborg on the big screen!
We then see a familiar looking belt, ‘cuz its April 3, 1971! The day Kamen Rider was born! The animation then goes through some time and morph transitions. Showing that no matter what era it is, Ishinomori’s characters still resonate with and are beloved by the public. One even shows two teen girls reading Cyborg 009 on a tablet, showcasing the power of the Internet spreading Mr. Ishinomori’s stories across the world!
The scene then transitions to Ishimori Pro, which was founded in 1968 and all the super heroes and fun characters its staff created, including Sea Jetter Kaito! Finally, we see Ishinomori as he was in his later years, holding a smaller version of the studio in his hands and smiling.
Happy 80th birthday Ishinomori-san!

April 2013 Hyper Hobby Magazine spoils Sea Jetter Kaito film details!
Sea Jetter Kaito live action film that will be shown in Ishinomori Manga Museum, starting March 23rd.
