Rookie dispatcher knew Officer Darron Burks was in trouble
DALLAS POLICE Sound that danger makes
Owen Larsen specializes in sounds.
He’s learned the daily mix, like a sigh when an officer is tired or a thump to indicate a bumped object.
He differentiates screams in the worst situations, gauging severity based on tone.
In the world of police dispatch, he knows the subtlest sound can mean the difference between a routine call and a crisis.
So his ears perked, he said, when he heard a gurgle the night of Aug. 29.
“That wasn’t right,” Larsen recalled. “It didn’t sound anything like what I’ve heard before.”
The sound came from Officer Darron Burks, known to Larsen by his element number, Charlie 717.
Larsen didn’t know it then, but Burks had just been shot as he sat in his squad car in southeast Oak Cliff.
The new dispatcher was one of the last people to talk to Burks, a former schoolteacher killed in the brazen attack.
From Dallas’ dispatch room of about 80 people, Larsen sent officers to check on Burks, then guided them through a massive emergency response that included a chase to Lewisville and the killing of the gunman.
A year earlier, that quick police response likely wouldn’t have been possible.
The Dallas Police Department transitioned last year to Project 25, a new radio system that helped Larsen speedily identify which officer made the abnormal noise and track down his location.
The old system didn’t give dispatchers identifying information or location services, police officials said.
The new one is also interoperable, allowing agencies that helped Dallas police to communicate on the same channel.
For his actions the night of Burks’ death, Larsen was thrust into recognition, a feeling that has yet to become familiar to the North Texas native, he told The Dallas Morning News in an exclusive hourlong interview.
Asked if he felt as calm as he seemed in a recording of the radio traffic uploaded to YouTube, his answer was blunt.
“Internally? No,” Larsen told The News in December.
Jumping into action
Larsen, a 32-year-old with a tall stature and long red beard, was born in Lancaster and has lived in Garland and Sachse.
He got an education as an aircraft mechanic but started his career as a heavy equipment mechanic for the city of Dallas’ sanitation department.
He left after a spinal injury, he said, and searched for another city position until he landed as a 911 call taker in 2023.
This year, he decided to join dispatch, where he’d shadowed friends. It felt, to him, like a step up.
Larsen finished four months of training and hit the dispatch floor on his own in the weeks before Burks’ death.
He quickly adopted his own system.
He uses six screens at any one time.
One is a map showing officers’ locations.
There’s one for his email and dispatch system hub, one internet screen and two showing lists of units and incidents.
Then there’s a radio screen, which shows badge numbers, the time a recording starts and the duration.
Aug. 29 started as a normal day, Larsen said.
The next day was his birthday and he was trying to decide if he wanted it off.
But that night, he was tasked to work dispatch for the South Central Patrol Division.
He expected priority calls, but that’s just Dallas, he said.
Stabbings, shootings, kidnappings, armed encounters — “you just kind of get ’em all.”
He remembers he handled an officer assist call stemming from a traffic stop, which was resolved after he sent another officer.
Around 10 p.m., Charlie 717 mic’ed up through his handheld radio.
Burks wanted to be assigned to a nearby high-priority call, which Larsen believes was an armed encounter at an apartment complex.
He thought Burks was on his way, then heard the second-long groan.
He realized it came from Burks, whose location hadn’t moved.
“I know he’s there,” Larsen thought, “I know he’s near his radio, and he’s not replying anymore. There’s something kind of weird.”
“Did you mean to mic up?” Larsen asked.
Nothing.
“Do we need to reroute to Charlie 717’s location?” an officer cuts in. “If you’re close by, go ahead and head over there,” Larsen replied.
Types of screams
The gravity of what occurred hit Larsen after the first scream, which was followed by another.
Jamie Farmer and Karissa David, the officers he’d sent, were shot. “On the 911 side, you hear screams all the time,” Larsen told The News .
“You kind of recognize the difference between somebody screaming because of a situation and somebody screaming because something’s happened to them. When David and Farmer both screamed, you can tell there’s a difference.”
A sergeant got there, and three officers set off emergency alarms, spurring a cacophony of screeches and strobe effects in the dispatch room.
It took Larsen a second to register what was happening, he said.
Then he dropped into training:
Clear the air.
Turn the call into an officer assist.
Get people there as fast as possible.
“What unit is that?” Larsen called over the radio after the screams.
Heavy breathing is heard.
“What’s going on?” Larsen pressed. At least six shots are heard.
“Units — I need units to head to 907 E. Ledbetter. Code 3,” Larsen said, referring to the code for an emergency response.
Larsen said other officers arrived just as the Buick driven by the gunman left the scene.
For the next several minutes, he called out the gunman’s location as police chased him.
A Department of Public Safety helicopter pilot joined in to help, he said, and the pilot checked on officers, which inspired Larsen to also try to calm the responders.
Larsen told others on the radio to keep quiet, hoping to prevent random chatter.
He told officers to clear themselves from other responses so he could add them if they wanted to aid in the pursuit.
Simultaneously, he coordinated the responses to an accident involving an officer and a different high-priority call in South Central.
Other dispatchers joined in to help, but he led the response.
Larsen’s shift ended at 10:30 p.m., but he stayed an extra hour.
An employee arrived to help take the reins, but he insisted on staying.
It was an officer safety issue, Larsen said.
He didn’t want anything to get lost by switching crews.
Instead, he delegated tasks, like calling hospitals to prepare them for the officers and alerting suburban agencies that Dallas officers were crossing into their jurisdictions, to the others.
“There’s definitely pressure, but you kind of drop into a habit,” Larsen said. “You know what needs to happen.”
The gunman stopped in Lewisville and got out of his car.
At least six officers opened fire, killing him.
The aftermath
After the gunman was killed and the officers were at the hospitals, a “weird slowdown” happened, Larsen said.
He went to a break room and sat alone.
Then he went to find supervisors and tried to find out the officers’ conditions.
He remembered an officer needed CPR.
Soon after, he learned Burks had died.
He talked to DPD’s wellness unit before he left for the night.
It wears him out to think about that night, and he said he still leans on his wife and family for support.
“It’s just hard to know that two of your units were in the hospital and one wasn’t able to make it home,” Larsen said.
Nowadays, he feels twitchier on radios and more protective.
If he hears an odd sound, he’s more aggressive in tracking officers down.
Once, he sent a sergeant to check on an officer who hadn’t replied.
That officer was in the bathroom, Larsen said.
“It’s been a little rough,” Larsen said.
“For the first couple of weeks, I had a little trouble sleeping at the time. Whenever the emergency button was pressed, that set me off a little bit.”
He makes an effort to keep in touch with Farmer and spoke twice with David.
He didn’t know until he talked to her how bad her injuries were.
David was shot in the face and is now blind in both eyes.
For all that was lost, Larsen’s supervisors point to him for what went right.
Larsen credits his training for his quick response.
If an officer mics up and you don’t hear from him or her again, you’re supposed to check with that officer twice before sending someone.
Much came down to experience, he said.
“Until you really deal with it day in, day out, you’re not going to have that great grasp,” Larsen said.
“Once you become used to it — you’re used to the flow of how things go, you’re able to focus on other things multidimensionally.”
Robert Uribe, Dallas police 911 administrator, said the radio system implemented last year has given the department far more flexibility.
Under the older, antiquated protocols, he said, they’d need to do a roll call: ask each officer to key up and let them know he or she is OK.
They’d then need to narrow down who was missing, and they also wouldn’t have had the officer’s location from the handheld radios.
Their response would’ve taken a lot longer, Uribe said.
Minutes they didn’t have.
It’s impossible to guess the outcome had officers taken that much longer.
The gunman could’ve had more time to escape.
He could’ve hurt someone else — or had more time to hide and prepare an ambush for more officers as they arrived.
Larsen is an “inspirational story,” Uribe said, highlighting his and other staffers’ efforts that night.
“The call takers, the supervisors, the dispatchers, they all came together in a very critical time,” Uribe said.
“They’re all hailed as heroes.”
Then-Dallas police Chief Eddie García said after the shooting that Larsen sent help to an officer when he needed it most.
Though the chief didn’t mention Larsen by name, he publicly praised the dispatcher who followed training and protocol, adding: “It was brave and honorable work done.”
Larsen’s trainer later sent him an online clip of the chief’s remarks.
“It felt weird having the chief talk about me,” Larsen said in the interview with The News .
“I felt a sense of pride, but at the same time, it was still bitter knowing that three of your officers have been injured.”
When The News asked how he felt about being called a hero, Larsen stared down at a table.
He was quiet for several moments.
“That’s a strange feeling,” he finally said.
Funeral blues
Larsen listened to the radio traffic uploaded to YouTube in the days after Burks’ death.

The noise from Burks that first triggered Larsen’s attention that night sounded different from what he remembers — more like a moan.
He hasn’t listened to the clip since.
Larsen tried to work that following weekend, but his supervisor didn’t let him, insisting he rest.
So instead, he went to the South Central Patrol Division.
He later attended a candlelight vigil for Burks and a viewing.
He didn’t want to sit at home, he said.
He wanted to be there for anyone who needed him.
That feeling carried into the morning of Sept. 7 as he pulled on his light blue communications dress uniform.
Loved ones piled into Burks’ funeral at a North Dallas church. They listened to local leaders call on police employees to stand tall, to continue their public service in Burks’ memory.
Sitting among the sworn officers heeding that call was Larsen, a dot of light blue in a sea of dark police uniforms.

14-Year-Old Boy Body-Slammed And Knocked Unconscious By Sachse High School Adult Teacher, School Video Shows School Claimed It Was A Student To Student Confrontation –Dallas Texas reporting
"(He) got him into a headlock, slams him to the ground, shoved him multiple times, and then at the end of the video, he shoves him in the back, knocks him into the wall side of the rail of the stairs, and it knocks him unconscious," Parent Jeremy Ashcraft said. "He's limp. Both hands are limp, his hands hanging down. I mean, they're having to help him stand up and hold him up."
Ashcraft claimed school staff did not advise him of what was captured on video. Instead, he said he was given a copy of a medical report submitted by the school nurse. Ashcraft provided a copy of the report to NBC 5 titled, "Garland ISD Office Visits by Student."
"Around 12:00 p.m. I was called to the 160's stairwell," the report said. "(The student) was sitting on the floor near the bottom stair … He was very emotional and defiant when trying to question him about his physical well-being. He complained of right knee and back pain. He denied any other injuries."
In the report, the nurse wrote, "Altercation with another student, thrown into stairs." The two-page document states a wheelchair was provided to the student but he later walked away.
"The actual video that we've seen on Snapchat, it's completely different than what's in the report," Ashcraft said.
Ashcraft said his son was suspended for three days, but added he didn't want to return to the campus.
The family made a report to the Sachse Police Department.
"(I want) to go after every single individual that was negligent in this and covered it up from the get-go," Ashcraft said.
In an email, the Sachse Police Department confirmed they are investigating the case.

Congressman Colin Zachary Allred (born April 15, 1983) is a politician, lawyer, and former football player. A member of the Democratic Party, he is the Representative from Texas’s 32nd congressional district. The district includes the northeastern corner of Dallas, as well as many of its northeastern suburbs, such as Garland, Richardson, Sachse, Wylie, the Park Cities, and Rowlett.
He was born in Dallas. He attended Hillcrest High School, where he played baseball, basketball, and football. He accepted a scholarship to play college football at Baylor University, where he was a linebacker. He graduated with a BA in History. He was All-Big 12 honorable mention.
He was signed by the Tennessee Titans as an undrafted free agent following the 2006 NFL Draft. He played four seasons, appeared in 32 games, and recorded 46 total tackles.
He received his JD from the UC Berkeley School of Law, he worked as a special assistant in the HUD’s Office of General Counsel. He worked as an attorney at the Perkins Coie law firm, where he was a voting rights litigator and counsel to clients including national and state political candidates and advocacy organizations.
On May 3, 2023, he announced his candidacy for the Senate.
