RUSH EXTRA GUARDS --- Loyalist Premier Howled Down - French Drive Deserters Back ---- Perpignan, French-Spanish Frontier, Jan. 30 - French mobile guard reinforcements rushed to frontier towns today to guard against the menacing attitude of hunger-maddened and disease-threatened refugees. While Spanish Republican leaders sought to organize a battle line 40 miles north of Barcelona, they were faced with a state nearing revolt at some border points. Premier Juan Negrin was shouted down when he attempted to address a crowd at La Junquer: He left without completing his effort to rally the people to restore order and continue resistance. At Pulgcercia Gen. Quintana, an important Republic leader, was imprisoned and replaced by Col. Garcia. Vitandof. Col. Vitandof ordered the arrest of Mayor Amede Oliva, bloody incidents were feared in the famished, refugee-crowded town. Heavy snowfall in the mountains during the night slowed up the flight of refugees. Sixteen inches had fallen by mid-morning and roads in the Puigcerda region were impassable. Thousands of refugees were in bad health. Many children died in the flight through the snows. Numerous cases of typhus were discovered. Some refugees were found to be insane when examined on the frontier. The French government sent Marc Rueart, minister of public health, and Allbert Sarraut, minister of the interior, to take charge. Rucart was said to be particularly worried over the danger of an epidemic. French mobile guards expelled thousands of loyalist deserters from French soil today, although all civilian refugees were permitted to remain. The soldiers bitterly protested and some escaped. Officials said 4,000 were sent back in the Bellegarde frontier sector and 1,800 in the Cerebere sector.
