I think one thing that people heavily underestimate when it comes to sport and disproportionate regional control and success is that investment is only half the story of how it comes to be.
I wouldn't describe Europe's control over football as good, but I feel that there's a severe lack of understanding from people, even at the level of administrators, as to how it became the stronghold of football.
In this case, it's primarily money as the driver of the behemoth. More rich people concentrated in an area means that they can fund the teams better than other regions. However, that also ignores that European football was extremely lucky in being in a region that's designated as the middle of the world in terms of time zones, so the live coverage directly benefits from that.
On top of this, Europe trumps every other region that has a significant football presence in several ways: population density, density of teams, and ease of travel. The numbers of teams, people, and the EU's freedom of movement allow for the propagation of ideas and personnel in a way that's harder to attain in other areas.
Like, the US and Saudi Arabia can't ever compete with those. The complete lack of a large swathe of clubs across a relatively small area, running to at least 2 divisions featuring at least some professional teams across most of Western Europe and at least 1 division of professional teams per country in Eastern Europe. The US could certainly experience such a level of team density, but it can't because of the way sport is structured in the US. Saudi Arabia can't even begin to reach that level because it's in a wasteland devoid of football, they'd have to funnel vast amounts of money into other countries leagues.
That's coupled with the much subtler influence of the EU's freedom of movement. It's something that I think is completely overlooked when people conceptualise how they can knock Europe off the pedestal or nail another board to the display wall of top leagues.
The most simple way to put it is that, for a long time, freedom of movement has allowed for the best players, ideas, and coaches to spread around the leagues with little to no impediment outside of needing a work permit if you weren't from a country in the EU. Fundamentally, the easy propagation of all of this isn't something that can be simply overcome by flashing the cash and grasping at big names. In fact, I'd stake a lot of emotional investment on the hypothesis that the Premier League is only continuing to be successful after the UK had left the EU because it's so awash with money. Had brexit happened in the 90s, there's no way it would have become as popular as it is today because it just wouldn't have as much easy access to personnel and ideas.
Yes, the US could replicate that, but then the lack of teams comes into play. The best equivalent I could think of is that every state would need a professional league of it's own and there's no way that would be possible across the board.
Not being able to readily tap into a massive network of knowledge and individuals in a relatively small geographical area with relatively few barriers means that any league posturing as the next big thing faces an uphill battle to gain even a fraction of that. Not even South America has that advantage, and they could easily rival Europe in regard to knowledge and players.
The other thing is just down to the plain fact that neither the MLS nor Saudi Pro League are very good in comparison. Whilst I'd hesitate to try to benchmark them against another league, it's difficult to imagine them even reaching the level that the top teams of the Eredivisie or Primeira Liga have because both of them have storied histories in top level European competition.
