Ans: This a ❗️NOT CANON thing❗️in the canon & fanon lore, but I will answer :D.

Isabella CANNOT shapeshift into different people, but she has the ability to change her colors depending on her emotions and or just doing it at will.

I got inspiration of Isabella using her abilities for others to cope, per se, a loss of a loved one, from ( possibly ) Rebecca Sugar’s leaked old Tumblr art of the gems and their toxic dynamics with other characters.

And the context of Isabella changing her colors and appearance similar to RF Julie/ Julianne, is because this is a different timeline ( not canon again ) of the Bad Ending version of the Rainbow Factory AU where Walden forgets his loved ones and goes crazy, but in this timeline, he still has small memories of them, per se, their color palettes, and fragments of sounds or voices.

Isabella used her powers to try and keep him from going completely crazy and trying to keep her daughter, Weather safe, — because Walden doesn’t know if he had killed Julieanne or if she ran away, either way, he probably wouldn’t like to know.

Introducing RF Charlotte webs I originally wasn’t going to make her, but I got inspiration so I decided to do it, and I love her dearly!!

🕸️Little info about her🕸️

As it said on her card, she can spread her poison throughout her whole body, but she mostly keeps it in her hands. If she touches you, she can leave a very bad irritation that comes in a red rash and will soon spread throughout the whole body if not treated

It is relatively easy to be treated, but those who are unaware will suffer a deadly fate she mostly hangs around Wally being his bodyguard of sorts and just genuinely keeping him company although he might not enjoy it. She certainly does.

She is very sporadic and well crazy, but she still carries that caring nature she had before she fell into the thing of acid and genuinely wants to make sure everyone is all right, even though she can’t do much anymore

Sorry for not being as active. Your school is kicking my ass and I’m trying to work on my AU.
