So, basically it's an area which is going to be demolished as planned by the local government. Well, if you want to understand the logic behind it, you need some basic idea. The ownership of a property in China is divided into two parts: the land and the construction above the ground. Only this government owns the land in law. So, in this logic, if the government wants to demolish your house, it's reasonable in law, although the law is ... well, it's the law in this country. So, the government is negotiating with the households. The banner is a kind of tool to unleash pressure on the household. Money was used to compensate household, but it is really not enough. The funny bit of it is that the utility is also owned by government. So, if u wanna stay there without water and electricity, you can try it. WELL done. Right?
