PicsArt (mod apk can be downloaded from chrome to enable it's premium options for free) : it removes backgrounds, you can add multiple filters and there are also many readymade templates.
Phonto : its fully free app and has many text font options. you can even download more fonts if you want to from there phonto font website. It also has a save project option, and hence you can use that text template of your own on other pictures as well (so they all are in the same font, size and spacing theme)
and if you want to add filters then Polarr works, that might help you maintain a theme.
