THE BACKROOM OF THE DAY IS!!!!
Level 9 - "The Suburbs"
CLASS 5

Description:
Level 9 is an infinite suburban area at midnight. This Level has darkness similar to that of Level 6, although not as dangerous. The houses vary in design and size, and each are completely different. Although there are reports of spotting two houses near each other that are the same.
The houses of Level 9 appear to be furnished and fairly new, although there is no power source for the lighting systems to function. Some houses have a chance of being empty. Many useful objects, such as Pockets, can be found inside these houses and areas similar to them. The furniture of these houses is what a person would expect from a normal house, such as sofas, televisions, beds, refrigerators, etc. Items that require a power source are not functional. Some of these houses have fully furnished yards at the back of the house. Another anomalous property of this Level is that you can find two houses weirdly clipped inside of each other when travelling too far, which is physically impossible.
The streets of Level 9 are the more dangerous area of the Level. The wet asphalt roads are unpainted and are covered with leaves in some areas. The puddles in some spots of the roads indicate that the Level had once rained before. The stone sidewalks are normal and don't seem to have any anomalous oddities. Any walkways that lead to grass fields will lead to Level 9.1. Wandering off the walkway into the fields will for some reason lead to Level 10. The street lamps are usually powered off, and are inactive, although some flicker off and on and are sometimes even powered. It is unknown where the power originates. Be aware of the foggy mist that can appear, due to the fog being the spawning mechanism for The Mangled.
Entities that can appear in Level 9 are Deathmoths, Smilers, Skin-Stealers, Jerry, Hounds, Transporters, Death Rats, Anethikas and many Wretches. Sightings of The Frayed and The Arachnids have been reported, but it seems that they have wandered into Level 9 from Level 8. Level 9 also includes some of its own special Entities, the most notable ones include The Neighborhood Watch, The Observer and The Mangled.
Bases, Outposts and Communities
There are a few Groups that live and roam Level 9, as Groups can be set up in Level 9 although this is a very dangerous task, and none have been recorded for this Entry at the moment.
Discovery:
Level 9 was discovered when a post published by "u/Bart0nius" one of the members of the missing Explorers Group. After he and the rest of the group fell through the floor on Level 8, he claimed to have been dreaming and claims that this Level doesn't exist. Although the claim was false, it is still unknown how the Explorers Group disappeared. Here is what the post reads:
I fell through the floor.
I sunk and landed in an unfamiliar place. There were no spiders, but I still felt like I was being watched. Around me, there was a street, houses, and dead trees everywhere. My head felt, and still feels… fuzzy. Like TV static in my brain. I lost consciousness but apparently had an outburst, according to Centurion. I was talking about death, pain, weakness… all kinds of awful things.
Level 9 is Level 6 on crack. I can tell there are going to be Things, but the effects on your mind are bad. Almost, ALMOST as bad as Level 6.
The Explorers were never found after the publishing of this post.
Entrances And Exits:
Entrances:
To enter, falling through the floor randomly in Level 8 is the main method of entering Level 9 for most Wanderers.
Crawling up the sewer grate in Level 34 will lead to Level 9.
One of the many doors inside Level 92 can lead to Level 9 as well as other Levels.
The revolving door in Level 40 will lead to Level 9.
The yellow arcade cabinet in Level 25 will lead to this Level.
Entering one of the doors in Level 54 will lead to Level 9.
The animated houses of Level 94 can rarely bring you to this Level.
Break the window in Level 87 to enter Level 9.
The backyard of Level 104 will lead to Level 9 after exiting the Level.
Exits:
To exit, following the arrow street signs will soon lead to Level 11 after one-hundred (100) to two-hundred (200) miles, although this will only be the case when following the signs.
Walkways that lead to grass fields will lead to either Level 9.1 or Level 10.
Level 60 can be accessed by No-Clipping through the street floor in Level 9. Entering a house will have a chance to randomly transport you to Level 53.
Following the electric powerlines has a chance to bring you to Level 113.
An airport can be found while following the signs to Level 11.
Enter the airport to be transported to Level 36. No-Clipping will lead to the first few Negative Levels. Finding a playground and crawling through any kind of tube structure with white glowing interior windows will commonly teleport to Level 283's Tubes.

Classic Film Festival Day 1
Picture it: it's Labor Day weekend 2023. The town is El Segundo, a charming postcard-esque community just south of Los Angeles International Airport. The venue is the Old Town Music Hall, a 188-seat movie palace originally built in 1921, and now home to a 1925 Wurlitzer Theater Pipe organ.
And the event is Cinecon 59: a five-day film festival where cinephiles gather to experience rare, sometimes newly restored, and often otherwise unavailable classics from the silent and studio eras.
I was excited to attend this year, and see an incredible line-up of rare gems over five days, starting with Opening Night.
A Language All My Own (1935)

Among the many animators working during the Golden Age of Hollywood, the Fleischer brothers (Max and Dave) left their indelible mark on the field with iconic and beloved characters like Popeye, KoKo the Clown, and of course, Betty Boop.
Cinecon opened this year with a newly restored Betty Boop cartoon, in which our titular heroine - a very successful nightclub singer - travels to Japan to perform in front of her adoring fans overseas. At a brisk 6 minutes, much of the cartoon's humor comes from Betty's flight in an anthropomorphic airplane (the plane literally "runs" down the runway), but it does include a unique Betty Boop number - the eponymous "A Language All My Own" - and plenty of classic Betty dance moves onstage.
A very fun opening to what promised to be an exciting weekend.
The Gold Diggers (1923)

Betty Boop was immediately followed by this light and airy rom-com, a film long thought lost until four of its six reels were found in the back of an old van a few years ago. Newly restored, and very likely premiering for the first time since its original 1923 release, The Gold Diggers tells the story of Wally Saunders (John Harron) who has fallen madly in love with chorus girl Violet Dayne (Anne Cornwall) and wants to marry her. Unfortunately, Wally's rich uncle and guardian, Stephen Lee (Wyndham Standing) pulls the plug on that dream - all chorus girls are ruthless gold diggers, after all - and he forbids the union.
Heartbroken, Violet turns to her best friend and fellow chorus girl, Jerry La Mar (Hope Hampton) who decides to show Uncle Stephen what a real gold digger is. Maybe once he falls for one himself, the stubborn old codger will realize Violet is truly in love with Wally, and let the two live happily ever after.
Jerry's plan is brilliant, but one thing she doesn't count on? Falling in love with Stephen herself.
I will admit this was a difficult one for me to follow because it was missing two reels, and even with the intertitles explaining the missing sequences, it felt a little discombobulating. But what did survive was beautifully restored, and it had some great laugh-out-loud moments.
Adventure's End (1937)

The last film I watched on opening night was this early, pre-Stagecoach (1939) John Wayne high seas adventure.
Funnily enough, Wayne plays "Duke" Slade, a pearl diver working in the South Pacific, who manages to piss off the locals and escapes their wrath by sneaking aboard a whaling ship docked nearby. Slade is immediately drawn into shipboard drama - the captain is dying and he doesn't want his beloved whaler to fall into the hands of his crafty first mate. He implores Slade to marry his daughter, Janet Drew (Diana Gibson), so he can name Slade his heir, and hand the ship over to the two of them.
Surprisingly (yeah, actually, not surprisingly since Diana Gibson is drop-dead gorgeous), Slade agrees to this mad plan, and he is named captain right before Captain Abner (Montagu Love) passes on.
Does first mate Rand Husk (Moroni Olsen) fall in line with this new arrangement? Of course not. He had his sights set on marrying Janet himself, and he sure as hell isn't reporting to some half-naked bum that clambered onto his ship.
So, Slade sure has his hands full. In addition to a new wife anxious to annul their marriage now that her beloved father has died, he now has to captain a whaler that hasn't caught anything in ages, deal with a mutinous crew, and somehow stop his meddlesome pearl diving partner, Kalo (Paul White), from making things worse.
This really was an adventure, even if a bit *cough* of a stretch when it came to the storyline... a dying captain marries his daughter off to some bedraggled stranger who just climbed aboard his ship? But eh, it is what it is. And the visual effects were spectacular for 1937. Some of the whale chasing sequences were clearly rear projection, but some others were done.... how???

“Jerry, I'm gonna head out, call me if there's any trouble.”
“Will do, miss Amanda.”
The man behind the desk waived to the blonde woman heading out the door with a smile. When she was gone he stepped out from behind the desk, fixed his tie and smoothed down his black suit jacket, and began his usual nightly rounds.
The bed and breakfast was usually pretty quiet in the evenings. The most the night manager would encounter was the occasional night owl holed up in one of the lounges, either watching videos on a laptop or reading a book. Tonight seemed to be no different.
He made his way through the first floor, stopping by the bar to check in, then wandered up to the second floor to circle the halls. All seemed quiet so far.
He was about to head up to the third floor when a noise from behind caught his attention. He turned, finding a woman in a slim black silk dress, black shoulder length hair, she was beautiful. But he couldn't remember seeing her before and he definitely did not check her in.
“Ma’am, can I help you?”
She said nothing, just stood and stared at him. He tried again, “Ma’am, are you in need of some assistance? I am the night manager, perhaps I can help you.”
In the blink of an eye she was across the hall and directly in front of him, and before he could let out a gasp she had a single hand around his throat. With one hand she lifted him off the ground, her grip so tight he couldn’t breathe let alone call for help. And in the silence of the dark halls he was completely helpless.

“Yeah, sure, Bobby, we’ll check it out,” Sam nodded as he walked into the common room and sat on the couch, “we’ll call you when we get there. Bye.”
“What was that about?” Dean asked, looking up from his laptop.
Sam placed his phone back in his pocket and opened his own computer, typing a few words before turning the computer to face Dean. “That was Bobby. He caught wind of a job he wanted us to go check out in Kalamazoo, Michigan.”
Dean furrowed his brows as he looked at the article on the screen and read aloud, “This guy was found hanging upside down in the second floor hallway of a bed and breakfast, sliced open, heart missing, and throat slashed. What the hell…?”
“What are you talking about?” Sera walked in and joined them on the couches, sitting beside Dean and reading the article for herself. “Seriously? You think this is our kind of thing?”
“Bobby does,” Sam shrugged, running a hand through his hair, “and we’ve checked out less before.”
“Doesn't hurt to stop by. Wait…” She touched the mouse pad, scrolling before looking back up to Sam. “This is Henderson Castle, it's one of the most haunted places in America, supposedly. People who have stayed here before have reported the feeling of being touched, radios and phones going haywire, seeing things, but none of it's ever been proven before and no ones ever been killed. So why all of a sudden is this happening? Are you sure it's not just some crazy human?”
“It could be, people are nuts,” Dean nodded beside her as Sam continued, “but I told Bobby we’d take a look anyways, we can head out tonight.”
“Sure,” she said as she stood and stretched, “I’ll pack a bag.”
As she turned to walk back to her room, Dean caught sight of the front of her shirt, a familiar band logo on the front, and grabbed her arm turning her back, “Hey, is that my shirt? Did you sleep in that last night?”
“Maybe,” she said as she removed herself from his grip, “I may have neglected to do my laundry, that and the smell of your cologne helps me sleep.”
Sam let a chuckle escape him, “You guys are too much sometimes.”
“You've lived here for over a year now, do your own damn laundry.”
She stuck her tongue out at him as she disappeared around the corner, making Dean shake his head with a smile. “God I missed her.”
“Me too,” Sam nodded, “I’m glad she stayed.”

“So what was this guys name?” Sera asked as they got out of the car, all dressed in their suits, fake badges in hand.
Sam looked down at his phone, going over the article again, “Jerry Melden, he was sixty-five years old, he was the night manager here.”
They walked inside looking around for a second and taking in the place. It still had all the old furniture and decor from back in the day, but the place was well kept. They eyed the front desk then, and walked over to talk to the young man standing behind it.
Dean flashed his badge, followed by Sam and Sera, “Hi, I’m agent Perry, these are agents Pineda and Smith.” They all placed their badges back in their jackets. “We're here to ask you a few questions about Jerry Melden.”
“What…” the young boy looked between the three of them nervously, then back to Dean, “what do you want to know?”
“Before Mr. Melden’s death, was there anything strange happening in the building?” Sam asked.
“Not that I can think of,” the kid shook his head, “it's all been normal. Not much happens here.”
“And did Mr. Melden have any troubles with any of the guests lately?” Dean asked, “Any arguments or unhappy customers that he may have dealt with.”
“No,” the kid brought up a binder from under the desk and opened it up, “any time Jerry had any problems on the night shift, which was rare, he would tell Amanda the owner. And when there was some kind of incident it always got written in here. But the last entry was when he had to call the cops on a man that was causing problems in the bar. He was escorted out and we never saw him again, but that was almost eight months ago.”
“Any way someone could have gotten past the front desk without being seen, and headed upstairs?”
“That's not possible.”
“You have key cards,” Sera chimed in, pointing to the elevators, “no one can get to the second floor without a key card.”
The kid nodded, “That’s right.”
Sera walked back over to the desk, “Does that mean you have an internal record of every time a door opens?” The kid nodded again. “That means you know exactly which doors were opened at what time that night.”
The kid nodded once again but gave her a sad look, “The police already went through all of that information and cross checked it with the guests statements. No one was out of their room that night aside from Mr. Miller, who was in the bar down here with our bartender Hank. And the only one who had used the elevator since the afternoon was Jerry when he went upstairs to make his rounds. Sorry, guys.”
“It's alright,” Dean slapped a hand on the desk then turned and pointed to the elevators, “any way you could get us up there to have a look at the scene?”
“The police already sent a crew in to clean it, but if you still wanna go up I can open the doors for you.”
“That would be great.”
The kid walked them over to the elevator and used his key card to open the doors, “You can get back down whenever you're finished without the key card. Sorry I couldn't be of much more help.”
They gave the kid a nod and Sam leaned over to push the button for the second floor.

“This makes no sense,” Sera furrowed her brows as she walked through the halls, “there's no EMF at all. So, even the past accounts of hauntings here are bogus, and whatever killed Jerry Melden was not a spirit.”
“Then what?” Dean asked, standing from where he had been checking the grates, “There's nothing. No EMF, no sulfur, nothing. And what kind of monster do we know that strings people upside down, cuts them open, takes their heart, and slits their throat?”
“But there's no way it could have been human, Dean,” Sam scratched his head, “no one was out of their room or able to get past the front desk to kill Jerry.”
“None of it makes sense.” Sera turned once more with the EMF meter just to be sure, before shaking her head and putting it in her pocket.
“You folks are a bit early.”
All three of them turned towards the man now walking down the hall. He was a stalky, older man, dressed in the same suit as the kid downstairs.
“Early for what?” Dean asked, confused.
“The convention doesn't start until tomorrow morning, I'm sorry if Carter told you otherwise, he’s still in training.”
“We aren't here for a convention,” Sera walked over and took her badge out, showing the man, “we’re investigating the death of Jerry Melden.”
“You're real agents?” The man asked with raised brows, and the three nodded just as confused as he seemed to be. “My apologies agents, I just assumed you were attending tomorrow's convention.”
“You're still having a convention here tomorrow even though there was a murder here a few days ago?”
“The man running the convention insisted we continue with the event, he then donated a generous sum of money and said that the murder would ‘add to the ombiance of the convention’,” the man shrugged then continued, “My name is Vincent Holwell, is there anything I can help you with?”
“We already spoke to your front desk worker about what happened here,” Sam answered, “but maybe you can tell us a bit more about Mr. Melden. Did you know him well?”
“Well,” he chuffed, “we've known each other since we were kids. Went to the same elementary school, the same highschool, we even started here on the same day.”
“Did he have any enemies?” Dean asked, “Anyone who might have wanted to hurt him?”
“No, no,” Vincent shook his head, “everyone loved Jerry. Wouldn't hurt a fly that man.”
“What about family, is there anyone we can talk to?” Vincent shook his head, looking away from Sera as she asked.
“His wife died five years ago, they never had any kids, and the rest of Jerry's family has been passed for over ten years now. I was all he had left.”
Sera placed a hand on his shoulder and gave a squeeze, “We’re very sorry, Mr. Holwell.”
Vincent nodded still looking at the floor when his phone went off in his pocket. He pulled it out and then looked up at the three of them, trying to keep his composure as best he could, clearing his throat. “Well, I must be off. That's Carter letting me know that the guys are here to set up for tomorrow's convention. If you agent’s are finished here I can walk with you.”
“That would be great,” Sam nodded to him and they all got in the elevator.

“The seashore seems to be a potent spot for ghosts. Fishermen dread to walk anywhere near where a ship has foundered. The souls of drowned sailors are said to haunt such places and the ‘calling of the dead’ has frequently been heard . . .” James Turner, The Stone Peninsula, 1975.
Fishermen and sailors are a superstitious clan, and passing close to the watery graves of the lost members of their brotherhood was once treated with great trepidation. There was a fear that the voices of dead sailors would call their name and somehow lure them to their doom beneath the waves.
“I have been told that, under certain circumstances, especially before the coming of storms or at certain seasons, but always at night, these callings are common. Many a fisherman has declared he has heard the voices of dead sailors ‘hailing their own names’.” Robert Hunt, 1881.
Porthtowan is ‘just’ another cove on Cornwall’s wilder north coast but it is a favourite spot of mine. I especially like to catch it at low tide when the flat sand runs all the way to Chapel Porth. I walk the mile or so with the stark cliffs towering above me, then I return along the grassy top path, making a satisfying circular walk. The cliffs and bare downs here once bristled with mine buildings and hummed with hard industry but now Porthtowan beach is popular with surfers and families alike.
Like so many places in Cornwall however, strange legends and tragedy are never far away.
The Man in Black
There is a curious story about Porthtowan that would make a sailor’s blood run cold.
Once a fisherman was making his way home across the sand late one afternoon. The tide was far out leaving a wide band of smooth sand, the water calmly lapped towards the shore. Quite suddenly the man heard an unearthly voice coming from the waves.
“The hour is come, but not the man.”
The strange phrase was repeated three times. And then, just as the fisherman tried to see from where the voice was coming from, a figure appeared on the cliff above the beach. A silhouette of a man dressed in black.
As the frightened fisherman watched the dark figure seemed to listen for a moment, then suddenly he charged headlong down the steep incline, ran across the beach and dove into the sea, vanishing from sight. In another version of this tale as the man in black jumps into the sea the fisherman sees a ghostly sailing ship appearing out of the mist on the horizon.
The Dragon & the White Shuck
The towering hills between Porthtowan and Chapel Porth are almost completely devoid of trees. Barren and windswept, intensive mining has stripped the landscape. Little grows here and it can be a bleak and forboding place when a clammy sea mist rolls in.
“We descend over a stony waste, threading innumerable walls to Chapel Porth, a cove at the mouth of a deep moorland combe . . . for some miles the cliff tops are covered with heather. Porth Towan a larger but in other respects similar cove comes next. Both are more or less spoilt by mines.” John Lloyd Warden Page, 1897.

There is a legend about this place which is particularly unusual, a one off perhaps, for Cornwall. Neither dragons or shuck are common here you see. And for those wondering, as I was one, a shuck is a huge, shaggy dog, normally black. A written description from 1888 claims that these hounds are sometimes headless but usually have a single ‘blazing eye’ in the middle of their forehead.
Their name apparently derives from an old English word ‘scucca’ meaning devil or fiend. Shucks are most common in East Anglia. It’s thought that they originated in Scandinavian folklore as a black hound of Odin and were brought to us here by the Vikings. The hound associated with our Cornish story was indeed monstrous in size, but it was apparently white, not black.
The myth tells us that back along, many moons ago, a fearsome dragon roamed the cliffs above Porthtowan, in an area known as Mile Hill. The scaly monster had his liar in a nearby cave in the cliff face and he spent his time terrorised the local people, as dragons often do.
One night however, according to tale, the dragon crossed paths with the Cornish White Shuck. A bloody battle ensued and against the odds the huge, mysterious dog defeated the dragon, who slunk off with his tail between his legs.
Legend has it that the spirit of that hound still haunts the wild clifftops above Porthtowan to this day.
Shipwreck of the Rose of Devon
On 16th March 1816 on the flat sands between Porthtowan and Chapel Porth a squadron of Iniskilling dragoons from had to beat off local miners with sticks. The miners were trying to board the brig Harriet that had run ashore on her way to Liverpool. Shipwrecks were once depressingly common on the Cornish coast. Many, like the Harriet, have been recorded on the stretch of coast close to Porthtowan, their stories written about in the papers, and rarely do they have a happy ending.
And so, the fate of the Rose of Devon that came to grief at Porthtowan is not for the fainthearted I am afraid.
On 28th November 1897 the waves were winter wild. The newspapers reported that sightseers had come from miles around to watch the roaring waters and the towering clouds of sea spray from the cliffs above Porthtowan beach, much as we do today.
As the light faded that day Coastguard West, who was on duty that weekend, took a last look at the churning waters and saw nothing in particular that concerned him. However, when West came down to the water at 6am the next morning something wasn’t right. There was wreckage pounding in on the incoming tide. And that wasn’t all.
To his horror he spotted first two and then four bodies rolling in on the waves or stuck in between rocks. West ran for help and within just a few minutes there were six bodies laid out on the sand. All but one of the drowned crew wore belts bearing the name ‘Rose of Devon’.

The Rose of Devon had apparently been driven onto the rocks by the raging gale. According to later reports the ship’s rockets and flares had been been hidden by the violent lightening and heavy rain that night.
The bodies of the crew were taken to a house near the beach and as the tide retreated later that day the shell of the 405 ton wooden barque was revealed stuck fast on the beach.
‘At dawn her shattered hull festooned with chains and ropes was stranded in the surf.’
The Rose of Devon was launched in Plymouth and owned by Onesimus Dorey of Guernsey. It was captained by George Borcher and had a crew of eleven. The rest of the men were eventually washed up, some weeks later, all along the coast. The body of George Borcher washed up at St Agnes.
The inquest was held on the six recovered bodies at Porthtowan two days later on 1st December and a self-evident verdict of ‘found drowned’ was given on each by coroner Laurence Carlyon. The newspapers of the day detailed each of the crew, including their physical descriptions, tattoos and various obvious injuries but no names were recorded. However, another more disturbing issue was also discussed. The condition of the bodies since they had been washed ashore.
Apparently in the days after the wreck the dead crew had been moved to an unprotected outhouse, where they had been laid out on a dirt floor and left uncovered. And the remains of the sailors had been attracting the attention of rats.
“Coastguard West said they could get the bodies removed into a house where there was a wooden floor but that they would have to obtain . . . permission first. He added that he and his colleagues knocked on the door of the shed in which the bodies were every time they passed in order to frighten the rats away.” The Cornishman, 2nd Dec 1897.
None of the men were from Cornwall and so there was no one to claim their bodies. In years gone by the practice had been to buried the drowned on the clifftops close to where they had been discovered but that had been outlawed. It was now the responsibility of the parish to pay for the sailors’ funeral. There appears to have been some debate over which parish, Illogan or St. Agnes, was to take the bodies.
As it was the funerals of six of the men (Captain Borcher’s family claimed his remains) were eventually held at Mount Hawke on 9th December 1897. The West Briton newspaper reported that hundreds of local people turned out to pay their respects and each coffin was draped with a flag. Some time after a granite memorial was raised in the graveyard to mark the spot where the unfortunate crew had been laid to rest. The inscription reads: F. Eliot, H. Martel, C. Palzard, W. Toll and 2 others”.
Local man Jerry Strongman, who grew up in Porthtowan, recalled seeing the remains of the wreck of the Rose of Devon at low tide during his childhood in the 1960s. As far as I am aware no trace of it can be found today.

Ed bent over to pick up the next box off the truck and laid it on the loading dock. Sun wasn't quite up yet, the wind still had a chill to it from the night. A few stars decorated the sky still. But the ache in his arms pretty much occupied his mind. He looked into the truck at the remaining thirty or so bigger boxes, then just sat down on the dock.
Needed a minute, Ed thought. Few more months, then he'd retire. Maybe Malibu. Or someplace warm. Eh, who was he kidding? Probably just ignore the world til Christmas. Maybe longer. He looked up as a couple walked by. Plainly but nicely dressed, they looked like they had Asian features. He caught the eye of one, who gave him a nod. Then a wink. They kept on walking up the street, probably for breakfast.
Ed shook his head. He imagined the wink, had to. It was almost like they knew him. He stood up, shaking his head again then hands to loosen them up. Get distracted too easy these days Ed, he thought. Gotta stay focused on your work. Wasnt like there was a going to be a 'flash of light' or something that would appear out of thin air. He took the little blue egg-sized stress ball from his pocket, giving it a few pumps in each hand. Need to get my focus, Ed thought. Bang out this last batch of boxes then head over to Gregg's Shop for a slice and a cup of coffee. Could've eaten breakfast first. But with all the idiots that come flying in to unload thinking they are entitled to their own special spot on the dock, just ain't worth the aggravation. Tho watching that one guy gets into an argument with a lady over her delivery yesterday was priceless. Beat the shit out of Jerry Springer. Best guess is the guy did a bid on the delivery, parcel unseen, in a fit of rage to beat out another shipper. However, he didn't realize what she had wasn't a movie prop. It was full-scale, military grade. He tried to weasel his way out of it, saying he didn't have licenses after she blew up when he tried to hit her up for money. No shit. He can still hear her words echoing all over the dock at the top of her lungs.
"But how am I going to get my field cannon home????"
Ed was just waiting to see after the guy finally left her in the lurch if she was going to load it up and blast his ass. Would've been funny as hell. Tho anyone asked, he didn't see shit. But when he came in this morning, it was gone. Wonder what kind of home she had that she needed a field cannon. Or for that matter, why the hell she needed one. Ed heard a noise in the corner, a rat looked like it had been in a fight with something and was flailing in a puddle of trash. Didn't look so good, tho no reason anything should need to suffer an end like that. Ed took out a broomstick and moved away from the trash, flipping a piece of string that had gotten tangled around the rat's neck. There ya go, little fellow, Ed thought. The rat did a few flips on its sides before righting itself. After a minute, it ran down a dark side of the wall out of Ed's sight.
Ed then heard the sound of a bicycle tire squeal and a young voice call to him. Shoot, he forgot. He waved at the voice and walked into the trailer, grabbing a large stack of papers. As he came out, he dropped the papers on the dock in front of a young boy, wearing a ball cap and jacket. The kid already had his swiss army knife out, cutting the string and starting to roll the papers into a bag he had.
Ed smiled. Nice to see a kid up early, trying to make some money for some sort of dooflicky thing. Wasn't sure if it was a video game, book, or someplace the kid wanted to go to. Maybe it was a movie he meant. Ed didn't know nor did he ask. The kid was on a schedule and he wasn't going to mess with his mojo. Ed went back into the truck for another box and came back out, noticing a tall man standing by the lamp post watching them. He looked like a mortician. Probably some guy that had a long night partying and wound up here to sober up. Didn't seem like a freak and the kid didn't seem fazed. It had been a very long time since Ed saw any form of law enforcement down here. Have to think on over coffee the last time it was later.
Ed turned his back, the young voice saying something as it trailed off. Ed turned back around, watching the kid disappear on his bike. The tall man in black was gone. Heck, for that matter, Ed seemed to be the only one around. The kid had left a paper for him, one of the extras they get in case one gets damaged when they're delivering them. He glanced over the headlines, reports of the death of Harry Stone, some great TV producer. His stars were planning a benefit in honor of him for some charity or another. Probably wanting to use it as a launching event for a new company while there was still some of Harry's warmth in people's minds. Or wherever they wanted it.
Ed flipped it to the back, some ads for alcohol and small news story on another death in Millville. Cub reporter, Ed thought. It was only a few lines. But it got this kid their first credit. Gotta start somewhere, Ed thought.
Ed went back into the trailer and grabbed what looked like a light box. Idiot kids liked to do it ass backward, lifting all the heavy stuff then the light. It all has to get unloaded. This way, he could have more room to shimmy the heavy stuff out. Ed had just placed one foot on the dock when the bottom of the box opened and its contents spilled out. Ed cursed, flipping the box over and tossing the contents back in before anyone saw anything. The top was still taped so he could just fake...
It was a hat that stopped him. A Totenkopf. He froze for a moment, then pulled himself together and threw it all in the box. It wasn't his business nor his shipment. He didn't even want to know why there was a pair of black stiletto boots in there. He got it all back in and folded the box together.
Shit, he thought. That took a lot out of him. Ed was feeling the need more and more for that coffee. Just to take the edge off, he thought. He started to go back into the trailer, then just shook his head. Naw, I gotta get the coffee. A few minutes later, Ed was still laughing after the service Gregg gave some tourist about their food. Gregg was in rare form, dousing the entire plate of pancakes in syrup. Then he set it on fire. There's your crepes, he said. Yea. Gregg....
Ed stopped in his tracks. The trailer he was unloading was gone. All the stuff he unloaded was also gone. But that was impossible. This town was too small for theft like this. Plus any truck that could haul this thing would have made a ton of noise going past the coffee shop. Ed checked his watch and the clocks in the loading dock office. They said the same thing, he was only gone for five minutes. Absolutely no way. Ed thought he might have been finally starting to lose it when he saw the newspaper the kid had left him was still in the office. Ads for frying pans and the new Pixie camera plus the article on the Millville Deep deaths.
He went back out, jumping off the loading dock and into the yard. It was all pavement, so no tracks. Ed then noticed a woman in all black holding up a lamp post across the road from the dock. He opened the gate and started walking towards her. She took a long draw on the cigarette she was smoking.
'Ed, we have a deal.' she said. 'I can do my thing until sunrise without hassle. We agreed to that.'
Ed nodded. 'Yea, yea. Don't care. I do care about what happened to the trailer I was unloading this morning. Did you see who took it?'
The woman took another draw on her cigarette, weighing her options as to whether or not it was worth asking for money. Before she spoke, Ed already had a $20 in his hand. Her eyes riveted to it, her top starting to open reflexively when she caught herself. Ed smiled. 'Just the info. I already had my breakfast.' She grabbed the $20, tho Ed didn't let it go. 'And what happened..', Ed asked?
The woman took a last hit on the cigarette, then dropped it to the ground and crushed it out.

Orks never changed.
In the years of the Great Crusade, they’d swamped the massed ranks of the Legions in a screaming riot of disorganized gunfire, ramshackle vehicles, and bellowed challenges. Ten thousand years later and the only thing different were the Astartes’ colors.
The entire structure shuddered as a nearby blast from the xenos’ artillery struck the foundation. The skyscraper shook perilously and, with a creaking inevitably tilted further and further to one side, the floor rising up at an angle as the wall dropped away. Shouts to brace and take cover filled the air, and Davion was thankful for the nearby support pillar as he whipped his arm around it and clung there as the building tumbled. There was no time for any further action.
Astartes lit their homing beacons as the world was filled with the thundering roar of Imperial architecture as the edifice tore itself apart. Through it all the orks howled, and some even kept attacking the Astartes closest to them throughout the ordeal, utterly deluded to the concept of self-preservation. Davion saw one such creature point a jerry-rigged gun at him, and with his one free hand, the primaris marine hefted the weight of his plasma incinerator and triggered the weapon. The incandescent ball of superheated energy tore through the ork’s body and into the wall behind it, cooking off the ammunition the greenskin had been toting.
Davion’s last thought before the impact was that at least no one could reprimand him for excessive damage to the structure.
A moment later, it seemed, he was opening his eyes to the sight of twisted wreckage and billowing dust. The pillar to which he had clung had torn from the ceiling, ripped from its moorings by who knew how many tons of displaced weight - the Administratum building had been over one hundred fifty storeys high. The pillar had yet managed the job of shielding Davion from the weight, but the force of the impact had still been sufficient to knock the sense from him - his armor’s internal clock told him almost twenty minutes had passed.
He had just enough room to roll over and see how lucky he was - just beside intricate coils of his plasma gun another beam had slammed vertically into the ground. An inch here, an inch there, and the Black Templar might never have woken up.
Davion shook his head. No use worrying about what might have happened - he had yet to survive this catastrophe. With a grunt of effort and a heave, the Black Templar managed to haul himself to his knees. The vox was a riot of distorted shouting and static in the wake of the collapse, and rather than add his voice to the requests for support busied himself digging upwards, carrying his weapon after him. He saw no other sign of life - Vahn, the nearest member of his squad before the collapse, was nowhere to be found. Perhaps he had already escaped the tangle of wreckage. Or perhaps had not been as fortunate in preserving the volatile plasma coils of his weapon. With the amount of interference it was difficult to ascertain status.
The Lyman’s Ear was an implant sensitive enough to pick out distance even in the most chaotic situation, and so when something crunched nearby Davion heard it even over his ongoing efforts to extricate himself. The primaris marine froze, listening, and heard another nearby crunch from a heavy footstep.

Davion balled his hand into a fist and punched up into the wreckage that still lay above him, spreading his fingers in the hopes that his hand might be seen.
There was another crunch of debris from just above him, and a moment later he felt a massive grip encase his gauntlet before hauling, hard. The Black Templar scrabbled with both legs, clinging to his weapon with his remaining hand as a giant figure in crimson terminator armor pulled him from the wreckage. “My thanks, brother,” he said to the Blood Angel as he gained his feet.
There was a short, husky laugh. “You’re welcome, Templar, though I’m afraid you’re off by about one.”
Davion, already in the process of wiping some of the excess dust from his lenses, turned his head in surprise. He had not mistaken the figure as wearing terminator armor, but in his brief disorientation had missed the sigil of a five-petaled rose backed by crossed swords on the figure’s armor. His rescuer was one of the rare champions of the Adepta Sororitas - a Sister-Exousia, the hallowed paragons of combat permitted to don the precious terminator plate.
“My apologies…Sister,” he said, returning to the task of hastily checking his armor and weapon for further damage. “I mistook your armor for one of the IX Legion.”
“Under the circumstances of just having a building dropped on your head, I’ll forgive the lapse,” replied the champion of the Bloody Rose, the amusement still present in her voice. “Are you ready to move?”
“A moment,” he said as he checked the weapon’s feed line. “Any word on other survivors?”
“Your company has moved on into the lower business district. They hardly slowed down,” she said, her tone one of admiration. “You space marines can really take a pounding.”
“We are so made,” he replied with half his attention. With a final snap he restarted the incinerator’s coils and the weapon came to life with a low hum. “I am ready to move.”
“Good,” she said, pointing with the finger of the immense powerfist that had pulled him free. “There’s an ork nob reported to be gathering a group of Bad Moons a few blocks in that direction. I could use some backup clearing them out.”
“I’ll back you up?” said Davion, his turn to hold amusement in his voice even as he hastened to assume a covering position. The Exousia briefly twisted his way, and the primaris marine idly noted that despite his size and the Tacticus armor he wore, the two of them stood eye-to-eye.
“Vox trouble?” she asked, her tone dry. “Come on.” With that, the hulking figure set off, and the Black Templar had little trouble keeping pace. She moved faster as the pair them cleared the wreckage of the collapse, and Davion found himself stepping quickly to keep her covered. “Have you got a name, Templar?”
“I have indeed,” he said, pausing just long enough to make her wonder before adding “Davion.”
“Idelisa,” she replied, drawing a stormbolter with her free hand. “Leave the nob to me, Davion. Just keep me covered.” By now the roaring of orkoid voices was audible to the Black Templar. It sounded like they were around the next corner.
“As ordered,” Davion said leveling the incinerator. Perhaps some things had changed, he reflected. In the days of the Great Crusade the Legiones Astartes had been the ultimate symbol of Imperial might. None had dared question a Space Marine, let alone issue orders. Let alone treat one as backup.
Idelisa of the Bloody Rose flexed her fingers, and there was a brief haze of energy around her powerfist. Then, with a motion seemingly too explosive to credit to the ponderous nature of terminator armor, she hurled herself around the corner, stormbolter chattering. Davion was a step behind her, firing a blast of plasma into the surprised orks.
“NO PITY! NO REMORSE! NO FEAR!” cried the primaris marine.
“LEX IMPERATOR!” roared Sister Idelisa.
“WAAAAARGH!” the orks bellowed, already responding to the sudden attack as if it were of no more surprise than a sudden rainshower, practically charging over one another to be the first to meet the onrushing pair.
Orks.
Orks. Never. Changed.

The best, worst, and biggest moves in NFL free agency so far
Tom Brady, DeAndre Hopkins, and Malcolm Jenkins are all on the move in 2020.
What signing surprised us most? Which player is the biggest bargain? Who made the most puzzling decision?
The NFL abhors a vacuum. Football rarely sleeps.
That’s why, barely two weeks after the combine, the league plunged back into a frenzy when the free agent tampering window officially opened March 16. Stars darted across the NFL like jet-packed glaciers, changing the game’s landscape in their wake. Tom Brady decided two decades with Bill Belichick was enough. DeForest Buckner was shipped from the Bay Area to Indianapolis at a premium price. Byron Jones became the league’s highest-paid cornerback ... for two days.
That’s just the tip of the iceberg, and we’re only talking about three days of transactions.
We’ve broken down all March’s offseason moves a few different ways:

Let’s dive a little bit deeper and give these signings and trades a little more context. These are our superlatives for the 2020 NFL offseason’s biggest moves through the first week of free agency.
Most surprising move: Tom Brady leaves New England ... for Tampa?
Even as reports swirled about Brady’s desire to leave and the Buccaneers’ willingness to offer him the world, it seemed foolish to think he could ever wear another uniform. Even if he did, the top landing spots for a player branching out with California roots, a personal lifestyle brand, and a budding production company seemed to be rooted on the West Coast.
Nope! Brady saw what the Buccaneers could offer — the guidance of QB whisperer Bruce Arians, two of the game’s top wideouts, the promise of building around him — and made his decision. His next jersey number will be written in calculator font instead of classic block numerals. Now he gets the chance to prove he’s not just a product of Bill Belichick’s coaching, and Tampa Bay has the gas to get his motor running again.
Least surprising move: The Cowboys franchise tag Dak Prescott
Prescott was a free agent in name only; there was no way in hell Jerry Jones was going to allow him to leave. However, the team’s short-sighted march toward salary cap hell meant the idea of a record-setting contract was a non-starter this spring. That left the franchise tag as the obvious call to keep the two-time Pro Bowler and former NFL Rookie of the Year deep in the heart of Texas ... for this season at least.
Biggest overpay: Dante Fowler Jr.’s $45 million deal with the Falcons
The Miami Dolphins were the only team that finished the 2019 season with fewer sacks than the Falcons. So it made sense for the Falcons to look for pass-rushing help in free agency. Fowler fits the bill perfectly after finishing the 2019 season with 11.5 sacks. But a three-year, $45 million contract that can climb as high as $48 million? That’s quite the headfirst leap.
Fowler had 14 sacks in 39 games with the Jaguars before he was traded to the Rams in the middle of the 2018 season. For all but one year in his still-young career, Fowler has been a subpar edge rusher.
If 2019 was a sign of things to come, then his $15 million per year price tag is worthwhile. But it’s also possible that being part of a 50-sack defense anchored by Aaron Donald made Fowler look good. He’ll have to shoulder more of the load in Atlanta, and the Falcons may find out that his contract doesn’t match his production.
Biggest bargain: Vernon Butler signs with the Bills for $15 million
Jordan Phillips’ monster season meant he was due for a big pay raise, which he found with the Cardinals. The Bills then brought in a more-than-capable replacement in Butler, who cost just $15 million over two years.
Butler is a similarly thick run-clogger who was a more reliable tackler than Phillips last season (a 3.0 percent missed tackle rate compared to 12.1 for his predecessor). The former Panthers DT put up similar pressure and knockdown rates as Phillips and is nearly two years younger. With a stacked defense behind him in Buffalo, he could be due for a breakout — much like Phillips had last fall.
This label could certainly change as the offseason marches on. The NFL’s biggest bargain probably isn’t an in-demand free agent who came to terms on an agreement at the dawn of the tampering period. It’ll be a veteran who quietly signs a small deal in the aftermath, like Shaquil Barrett did before leading the league in sacks. But for the first week of free agency, the Bills got the biggest steal. In fact, Ha Ha Clinton-Dix’s one-year, $4 million contract with the Cowboys — the same length and price Barrett settled for last spring — might be even better than Butler’s contract.
Best Bill Belichick cosplay: Lions coach Matt Patricia and GM Bob Quinn
Patricia, the longtime New England assistant, helped oversee a 2019 offseason that brought former Patriots Trey Flowers, Justin Coleman, and Danny Amendola to town. They weren’t especially helpful; Detroit went 3-12-1 thanks in part to the back injury that limited starting quarterback Matthew Stafford to eight games.
Patricia and general manager Quinn are doubling-down on that strategy in 2020. The Lions signed former Patriots Jamie Collins and Danny Shelton before executing a swap of Day 3 draft picks to bring clutch safety Duron Harmon to Michigan. Patricia’s plan to replicate New England’s dominant defense is by stealing away as much of it as he can.
Most baffling move: Bill O’Brien ships out DeAndre Hopkins
It’s no surprise that the Texans have made a boneheaded decision with O’Brien in charge of things. But this latest move needs to be dunked on at every turn. The Texans traded star wide receiver DeAndre Hopkins to the Cardinals along with a 2020 fourth-round pick in exchange for ... running back David Johnson, a 2020 second-round pick, and a 2021 fourth-round pick.
Johnson isn’t close to being in the same league as Hopkins, while a second-round pick is a pitiful compensation for an elite receiver like him. To completely pile on, the Vikings got a haul of draft picks that same day for Stefon Diggs, including the Bills’ first-rounder.
What makes this move so much worse is that the Texans have DeShaun Watson! They have a Super Bowl-caliber quarterback who can make absolute magic with the right weapons. And instead of continuing to build around him, O’Brien took away a top-three receiver from a quarterback who already is suffering from a lack of talent around him. That’s just cruel, but it’s par for the course with O’Brien.
Biggest tank move: The Jaguars trading Calais Campbell
Jacksonville had a few moves it had to make to get back under the salary cap. The team cut ties with defensive tackle Marcell Dareus to save $20 million, traded cornerback A.J. Bouye to save about $11.4 million, and pawned off its $88 million Nick Foles mistake on the Bears.
But it never really looked like the Jaguars were trying to tank until they decided to send Calais Campbell to the Ravens for a fifth-round pick.
Campbell was the heart and soul of the Jacksonville defense. He was the NFL’s Walter Payton Man of the Year in 2019 and a Pro Bowler each of his three seasons with the team. Even if trading him meant $15 million in savings, the move undoubtedly signaled a white flag from the Jaguars.
It’s probably not a bad idea. The Jaguars finished last in the AFC South in back-to-back seasons and need to start fresh. Loading up on picks (they have 12 in the 2020 NFL Draft) and cap space makes sense, even if it means losing a bunch in 2020.
Best reunion: Sean Payton brings Malcolm Jenkins back to New Orleans
In a surprise move before the official start of free agency, the Eagles announced they weren’t picking up Jenkins’ contract option. That made the veteran safety and team captain a free agent — for a few hours anyway.
It didn’t take Payton long to pounce, giving him a chance to make good on one of his biggest coaching regrets: letting Jenkins leave New Orleans in the first place.
Jenkins started his career with the Saints in 2009, when they drafted him in the middle of the first round. He became a free agent after the 2013 season and then joined the Eagles. In six seasons in Philadelphia, Jenkins was a three-time Pro Bowler who never missed a game and was a much-needed playmaker in the secondary.
He’s headed back to New Orleans, where Jenkins will be a valued leader on the field, in the locker room, and in the community. Even at 32 years old, Jenkins is still playing at a high level and will be a boost to a team trying to get another championship before Drew Brees calls it a career. The Saints won a Super Bowl in Jenkins’ first season in the NFL. Maybe they can do it again now that he’s back where he started.
Best homecoming: Todd Gurley heads back to Atlanta
The Los Angeles Rams released Gurley on Thursday afternoon, just a few minutes before they would’ve owed him $10.5 million. The good news is that Gurley didn’t have to wait long at all to find a new team. The Atlanta Falcons announced Friday morning they reached an agreement with the 25-year-old back:

While Gurley didn’t grow up in Atlanta (he went to high school in North Carolina), he played college football at Georgia. UGA’s campus in Athens lies just east outside of Atlanta, so there is a huge overlap between the Dawgs and Falcons fanbases.
How healthy Gurley is remains unclear — in his last season with the Rams his carries were significantly limited. If he can get back to being the same players he was in 2017 and 2018 when he led the league in rushing touchdowns, the Falcons are getting a big upgrade on the ground.
Biggest jerk move: The Panthers “granting” Cam Newton a trade
On Tuesday, the Panthers announced that they were allowing Newton to seek a trade. Shortly after posting the news on Instagram, Newton commented on the post to be clear he never wanted to be traded:

The Panthers made it even more obvious they were done with Newton by reportedly signing Teddy Bridgewater to a three-year deal soon after. For a player who’s been with the Panthers his whole career and is the franchise’s winningest quarterback in history, this split shouldn’t have been so messy.
Instead of acknowledging they wanted to move on, the Panthers treated Newton as if he were disposable. He deserved to go out in much smoother fashion than that, even if, as Newton said on Instagram, feelings and business don’t go together.
Biggest risk: Trae Waynes gets $42 million from the Bengals
Waynes is fast as hell and has a first-round pedigree, but wasn’t especially good in coverage last year for an overtaxed Vikings secondary. Opposing quarterbacks completed 74 percent of their attempts when targeting him, leading to a 107.9 passer rating. He hasn’t had multiple interceptions or double-digit passes defensed in either of his previous two seasons.
Despite all that, the Bengals still handed him a three-year, $42 million contract that’s stacked in such a way that he can’t be released without leaving eight figures of dead cap space behind until 2022. There’s a chance the change of scenery rebuilds his value as a corner, but he got a top-of-the-market salary after a middling season, and this could prove to be a massive overpay for Cincinnati. As is the Bengal way.

Chris’s brother, singer/songwriter Peter Cornell, spoke out about his brother’s passing in a touching Facebook post over the weekend. Along with sweet photos of the first and last time they were photographed together, a brokenhearted Peter wrote about how Chris “was always just my brother. We just ‘were.’ No pretense. No dog and pony show. We didn’t have to get deep all the time. Sometimes we only needed to just be in the same room and just be present. That was enough.”
He continued, “It wasn’t until this week, it really hit me how he belonged to the world. That he is an icon and a legend. That being said, I am so sorry to YOU for your loss. Artists, actors, musicians. We rely on these people to lift us up. To inspire us and distract us in times of trouble. Chris protected us when we needed him to. His one of a kind-ness surrounded us like a suit of armor. He was a warrior and a wizard. A howling wolf and a trusted mentor.”
Peter ended by saying that he “will never wrap my head around his passing. I’ve been in shock since I heard the news. I can’t and won’t let him go.”
So it seems that nobody wants to let him go — family, friends, fans. Like Peter and Brad, they’re just trying to put one foot in front of the other and carry on.

The nation’s stock of life-saving mechanical ventilators, used to help critical COVID-19 patients breathe, is dangerously low, experts warn.
A growing chorus of politicians, medical professionals and hospital officials are pleading with the president to ease the deepening crisis by using his authorities under the Defense Production Act (DPA) to mobilize U.S. private production capacity to manufacture the supplies. Trump did initially invoke the act a week ago, but he has yet to harness the act’s powers to its fullest extent: nationalizing production lines to crank out mechanical ventilators and other medical equipment. “The Defense Production Act is in full force, but haven’t had to use it because no one has said NO! Millions of masks coming as back up to States,” he said Tuesday in a Twitter post.
Instead, Trump’s strategy is to persuade the private sector to do more. It’s part of the job that he has come to enjoy, playing businessman for the American people. He has involved big name corporations in his Administration’s response to the COVID-19 pandemic from the start, bringing in executives to assist in the effort, which has thus far achieved limited results. But the president’s unyielding drive to play dealmaker, even in the case of a pandemic, could be the deciding factor in whether states can get supplies into the hands of its medical professionals, according to governors, mayors, lawmakers, doctors and nurses.

Even the best hospitals could run out of personal protective equipment and ventilators. In anticipation of the looming disaster, governors from the hardest-hit states say they’re locked into counter-productive bidding wars with one another to acquire the supplies from distributors. The CDC has advised doctors and nurses to use household items like scarves and bandanas as protective measures, if necessary. And a grassroots mobilization is underway inside small T-shirt factories, kitchens, basements and garages across the country to produce makeshift protective gear for medical professionals.
Time is running out. The American Hospital Association, American Medical Association and American Nurses Association jointly wrote a letter to Trump that described the pressing need for supplies. “America’s hospitals, health systems, physicians and nurses urge you to immediately use the DPA to increase the domestic production of medical supplies and equipment that hospitals, health systems, physicians, nurses and all frontline providers so desperately need,” it said.
New York Governor Andrew Cuomo has requested 20,000 ventilators in anticipation of the coming crush of severely ill patients in emergency rooms. The state is now the epicenter of the COVID-19 outbreak in the U.S. with more than 25,000 cases—and the rate of new infections is doubling every three days, Cuomo told reporters Tuesday. Asking businesses to for voluntary commitments is too risky of a strategy, he said, especially if human lives are at stake. “Volunteerism is nice. It is a beautiful thing,” he said. “That is not going to get us there, and I do not for the life of me understand the reluctance to use the Defense Production Act.”
“Only the federal government has that power and not to exercise that power is inexplicable to me,” Cuomo said.
Without Washington at the controls, the free market is working against the states, Cuomo said: “Masks that we paid 85 cents for, we’re now paying $7.” He’s not alone. The same criticism has been levied by Illinois Governor J.B. Pritzker and Massachusetts Governor Charlie Baker, who say suppliers are taking advantage of states as they vie for the same equipment.
Mike Schiller, senior director of supply chain for the Association for Health Care Resource & Materials Management, says a big factor in the shortage is that many of materials come from China, which saw its production capacity ravaged when COVID-19 first broke out there in December. “It’s also important to remember that there is a global demand for these supplies. It’s not just a U.S. need,” he says. “The Defense Production Act has been authorized, but I don’t know that we’re taking full advantage of it.”
Initially signed into law by President Harry Truman in 1950 in response to the Korean War, the DPA is historically based on the War Powers Acts of World War II. Its sweeping authorities allow the president to demand businesses and corporations to prioritize and accept government contracts for materials during natural disasters, terrorist attacks and other national emergencies. The president can incentivize the U.S. industrial base to produce the needed goods through loans and high-dollar contracts. During World War II, Detroit became known as the “Arsenal of Democracy,” after automakers transformed their manufacturing plants to assemble warplanes, tanks and other heavy equipment.
While the DPA is primarily associated with nationalizing parts of the economy for national defense, it has been invoked for a range of emergencies in recent years, including restoring power and distributing food and water in Puerto Rico in 2017 after Hurricane Maria. Presidents have felt most comfortable using the DPA in that limited role, says Jerry McGinn, who oversaw DPA programs in the Pentagon’s Office of Manufacturing and Industrial Base Policy. “The provision to control the distribution of materials in specific industries has always been controversial and rarely invoked,” he says. “Having the government nationalize an industry won’t necessarily solve the problem.”
Perhaps unsurprisingly, the business community has not warmed to the idea of being forced to manufacture products and prioritize government contracts. After Trump invoked the Act, the U.S. Chamber of Commerce said in a statement that the DPA “isn’t a magic wand to immediately solving medical supply shortages,” and won’t result in producing “highly specialized manufacturing equipment overnight.”
Trump, a career businessman who often preaches about the perils of socialism, is receptive to that argument. Invoking the DPA, he admitted Sunday, sent “tremors through” the corporate community. “We’re a country not based on nationalizing our business,” Trump said. “Call a person over in Venezuela, ask them how did nationalization of their businesses work out. Not too well. The concept of nationalizing our business is not a good concept.”
Trump is convinced that the best way to meet demand for equipment is by cajoling automakers, medical device manufacturers and other industrial firms for voluntary commitments. In some cases, it’s worked remarkably well. After Vice President Mike Pence made a high profile visit to 3M, a manufacturer of respirator masks, the firm said it will nearly double production to an annual rate of 2 billion masks worldwide. Honeywell also committed to boosting its capacity to make masks. Pence said Tuesday that tech giant Apple was planning to donate 9 million of its masks.
However, attempts to broaden that effort are less conclusive—at least in the near-term—as the number of cases across the country climbs. General Motors “is exploring the feasibility to build ventilators” at an Indiana facility by partnering with Ventec Life Systems. Ford said it would “lend its manufacturing and engineering expertise” by joining forces with companies like 3M and GE Healthcare to produce medical supplies, such as face-shields and respirator masks. Hanes will also begin making FDA-approved face masks, but not the medical grade N-95 masks that are most in-demand.
Nevertheless, the White House believes its strategy will meet hospitals’ fast-growing demand. “We’re getting what we need without putting the heavy hand of government down,” White House adviser Peter Navarro told reporters Sunday, claiming the Administration’s actions have resulted in “the greatest mobilization in the industrial base since World War II.”
He provided two examples in how the Administration’s strategy of private-sector volunteerism compares the most notable civilian-military partnership in American history: French company Pernod Ricard, which has retooled its American facilities from producing alcoholic beverages to hand sanitizers and Honeywell, which has promised to open another mask-making production line within 30 days.
Navarro, who counsels Trump on trade matters, has a staff of 10 on the first floor of the Executive Office Building across an alley from the West Wing of the White House. He is now spearheading—along with Larry Kudlow, the director of National Economic Council, and Rear Adm. John Polowczyk, who recently came over from the Pentagon where he led military logistics for the Joint Chiefs of Staff—the effort to persuade businesses into joining the pandemic response. The team is now trying to figure out how best to help the medical manufacturing industry, which is globally connected and complex. They are also coming to find that it’s difficult to track the constellations of suppliers and distributors widely disbursed around the world.
They are running short on time to catch up. “Nobody has one sight picture for that supply chain,” Polowczyk told reporters Monday. “We have a team of people that are searching the globe for personal protective equipment, figuring out where it is, figuring out if we need to buy it or just transport it and get it here faster.”

Hanes will also begin making FDA-approved face masks, but not the medical grade N-95 masks that are most in-demand.
Nevertheless, the White House believes its strategy will meet hospitals’ fast-growing demand. “We’re getting what we need without putting the heavy hand of government down,” White House adviser Peter Navarro told reporters Sunday, claiming the Administration’s actions have resulted in “the greatest mobilization in the industrial base since World War II.”
He provided two examples in how the Administration’s strategy of private-sector volunteerism compares the most notable civilian-military partnership in American history: French company Pernod Ricard, which has retooled its American facilities from producing alcoholic beverages to hand sanitizers and Honeywell, which has promised to open another mask-making production line within 30 days.
Navarro, who counsels Trump on trade matters, has a staff of 10 on the first floor of the Executive Office Building across an alley from the West Wing of the White House. He is now spearheading—along with Larry Kudlow, the director of National Economic Council, and Rear Adm. John Polowczyk, who recently came over from the Pentagon where he led military logistics for the Joint Chiefs of Staff—the effort to persuade businesses into joining the pandemic response. The team is now trying to figure out how best to help the medical manufacturing industry, which is globally connected and complex. They are also coming to find that it’s difficult to track the constellations of suppliers and distributors widely disbursed around the world.
They are running short on time to catch up. “Nobody has one sight picture for that supply chain,” Polowczyk told reporters Monday. “We have a team of people that are searching the globe for personal protective equipment, figuring out where it is, figuring out if we need to buy it or just transport it and get it here faster.”
