Is simply Eating decarboxylated Canabis "raw" the same as using canabis infused oils?

When using canabis for cooking recipes I don't get the clear picture. Some people just simply put the weed they have decarboxylated in the oven before in p.e. the brownies, other just mix the weed with oil and heat it over an waterbath for a bit and then put the oil in the recipe and others do both. Is there a difference of potency between these methods or is it just easier to cook with oil? Doesn't also the heat you introduce to the decarboxylated canabis in the oven when baking the brownie itself harmful for the effect because the canabis gets heated to much? I would really appreciate your help in this topic because I couldn't find a clear answer.

PS: How much gram per person should I use with an level of around 20 to 25% thc to get a real strong high?
