I don't have yellow letters so, im sorry Yellow, you shall be white (Someone once tried to help me but it apears that there is no yellow in the phone vercion for some reason)Ok now, lets go

Yellow (imagine that these letters are yellow)

Ok Yellow is actually very introverted, but unlike Purple, they try to socialize, they are like Hitori Bochi, wanting to have 100 friends, but he fails, Blue is the most social of all of them, he is allways listening and trying to help the poor boi.

Ok Yellow is defenetly a pre-teen YOU CAN'T PROVE ME OTHERWISE! Is yunger than Purple, like, the frist born was Red, then a year latter goes Blue, after another year later comes Green, then few years after comes Orange then monts later purples arrives, a year later yellow borns and lastly Cyan with a few monts of diference (this is how a see them all, they are not friends for me, they are a FAMILLY yay!)

So believing that yellow is a pre-teen, and that Purple is like, a late teen is like neat, you know? Believing that purple has some maternal instinct somewere in the weird a head that Purple has is like, having them interacting is like:

It talks abaut this girl that went to a club and the bouncer didn't let her in because she fat and then she figth the bouncer and then she entered the club through the ladys room! And Yellow is looking at them like it is the most bizarre thing they have seen

And now, like i like to think that Yellow has allways had problems with his identity and now it has some disphoria abaut beeing a boy, sometimes he is ok with it and sometimes hes not so, now he is trying to fidn out who he is, but tell no one, only he knows, and nobody else. Unless, you became friends with him

Now, you just don't became friends with him as easly as the others (with the others i am talking abaut Blue, Orange, Cyan and Green, for me those are the easiest), no, he is dificult, like Red and Purple, you don't chose him to be your friend, he just choses you! But there is a big diference between 'friend' and 'someone that is nice to me' for Yellow, you see you need to look up for

The signs

Yellow follows you from behind (yea he just got a lil' creepy but this is just to check on what do you like)

He trys to mimic you (this is very good psicological advice from Green but you know, it is quind of creppy that he can also mimic your voice and accent if you have one)

He trys to get close to you, little by little, when you are having a conversation with someone and then he looks at you and goes like "..h-hi...🤚"

He trys to walk like you do, even if its unconforfable for him, you will find him walking like he were a tall person (if you are tall) or walk like a robot with fancy Pink-long-leg boots (if you are mettanton)

Yellow will try to make small talks with you and trick or make you look at his nest "look! Thats my nest.... i-it looks like that because its... old... but i-i have more! W-wanna see them? They are not that diferent than this one but they are... prettier..?"

They will make sure you hang out with them than with the others (yea other creppy thing)

He will give you pretty rocks, metalic junk, botle caps, pices of glass, pennies, sometimes money, flowers, pices of paper that shines, old rusty jewlery, old brocken clothes, anyting that he finds and and thinks these are pretty, no, you are not allowed to trow away the trash.

they give those to you as a sign of either afection or friendship (yea! A darn Raven! But pterodactil) keep them with you or they will be sad and will stop trying so Hard to became your friend

He will also try to hide/pet your hair, because he doesn't has that (to me he has (animal) scales in his body, also Orange, also Cyan)

And thats it, if you notice the signs and invite him to be your friend he will be most glad. Other wise, he will belive that you just don't like him as a friend and will be sad, but Yellow is the kid of guy that will hide all his emotions until he can't take it anymore

Blue understand that, he has totally been in that phase once, now, he is not only a wise voice of knowledge, but also a father figure, i mean, he had to raise Orange once (i like to think that Blue has raised most of the other Rainbow Friends in there while Red was bussy working) so, yea, The only one who can be a showlder to cry on

So yea, Yellow is a Demiboi in the middle of the dysphoria raven-pterodactil with Hitori Bochi's same history lol

This is Yellow for me.

One Last thing to note here, it apears that the whole Rainbow familly comunity thinks that this raven-Pterodactil likes to steal others, yea, i also believe on this thing, i actualy imagine him stealing Green's Food and got heavily grounded for that

DERECHO A LA PARTICIPACIÓN EFECTIVA DE LOS PUEBLOS INDÍGENAS DE LA SIERRA NEVADA DE SANTA MARTA-Vulneración por afectación del territorio ancestral Línea Negra

VI. DECISIÓN

En mérito de lo expuesto, la Sala Plena de la Corte Constitucional, administrando justicia en nombre del pueblo y por mandato de la Constitución

RESUELVE

PRIMERO.- LEVANTAR la suspensión de términos decretada en este proceso mediante Auto de 21 de agosto de 2015.

SEGUNDO.- REVOCAR, por las razones expuestas en esta providencia, la sentencia del 16 abril de 2015, proferida por la Corte Suprema de Justicia, Sala de Casación Penal, la cual confirmó la sentencia del 17 de febrero de 2015 emitida por el Tribunal Superior del Distrito Judicial de Mocoa, Sala Única de Decisión, que negó la acción de tutela de la referencia. En su lugar, CONCEDER el amparo de los derechos fundamentales a la consulta previa y al ambiente sano de la comunidad indígena Awá La Cabaña, localizada en el Municipio de Puerto Asís, Departamento del Putumayo, dentro de la acción de tutela incoada por el Gobernador del Cabildo Indígena Awá La Cabaña, Juvencio Nastacuas Pai contra el Ministerio del Interior, la Autoridad Nacional de Licencias Ambientales -ANLA-, y el Consorcio Colombia Energy, integrado por las empresas VETRA E&P Colombia S.A.S, Petrotesting Colombia S.A y Southeast Investment Corporation, con operación petrolera en los campos Quinde, Cohembí y Quillacinga, cuya titularidad corresponde a ECOPETROL S.A.

TERCERO.- ORDENAR al Ministerio del Interior, a la Autoridad Nacional de Licencias Ambientales –ANLA– y a la Corporación para el Desarrollo Sostenible del Sur de la Amazonía – CORPOAMAZONÍA -, o quien haga sus veces, para que, dentro de los tres (3) meses siguientes a la notificación de esta providencia, convoque a la comunidad indígena Awá La Cabaña, para adelantar un proceso de consulta, el cual tendrá dos objetivos generales y transversales. El primero consistirá en identificar los impactos ambientales, espirituales, culturales y sociales que la explotación petrolera en los Campos Quinde, Cohembí y Quillacinga haya generado sobre la comunidad indígena Awá “La Cabaña”. El segundo consistirá en proponer e implementar las medidas requeridas para prevenir, mitigar, corregir, recuperar o restaurar los efectos de esa actividad extractiva. La consulta se surtirá entre la comunidad Awá “La Cabaña”, el Consorcio Colombia Energy, la Corporación para el Desarrollo Sostenible del Sur de la Amazonia -CORPOAMAZONÍA- y la Autoridad Nacional de Licencias Ambientales –ANLA–, bajo la dirección del Ministerio del Interior. El proceso consultivo ordenado deberá adelantarse en un plazo máximo de seis (6) meses, contado a partir de su convocatoria, término que podrá ser prorrogado por una sola vez por otro lapso igual. A su vez, se deberán respetar los principios que rigen la consulta previa, en los términos indicados en los fundamentos de esta providencia. El acompañamiento del proceso de consulta estará a cargo de la Defensoría del Pueblo y la Procuraduría General de la Nación.

Las medidas específicas que se adopten en beneficio de la comunidad accionante para prevenir, recomponer, mitigar, recuperar o restaurar las afectaciones deberán atender el criterio de justicia ambiental y contener, como mínimo, los parámetros que se enuncian a continuación: (i) fechas y plazos precisos que permitan hacer un seguimiento de las medidas de prevención, recomposición, mitigación, recuperación o restauración a implementar; (ii) prever mecanismos de control y evaluación, que faciliten el monitoreo sobre el avance de las alternativas y sus grados de cumplimiento ante el Tribunal Superior del Distrito Judicial de Mocoa; y (iii) tener por objeto promover el derecho de la comunidad Awá La Cabaña a acceder y disponer de un ecosistema y de recursos naturales que permitan su subsistencia.

CUARTO.- En caso de que el proceso de consulta no conduzca ni concluya en un acuerdo la ANLA y CORPOAMAZONÍA, según sus competencias legales, podrán adoptar las decisiones pertinentes debidamente motivadas, las cuales deben ser razonables y proporcionadas, de conformidad con los criterios señalados en la parte motiva de esta sentencia, en especial en el fundamento 15.2. En ese evento el Tribunal Superior del Distrito Judicial de Mocoa debidamente informado remitirá el proceso a la Corte Constitucional, la cual reasumirá competencia para asegurar la protección efectiva de los derechos tutelados de la comunidad Awá La Cabaña, para lo cual impartir�� las órdenes pertinentes, que podrían incluir la suspensión de la operación petrolera en los campos Quinde, Cohembí y Quillacinga.

QUINTO.- ORDENAR a la Agencia Nacional de Licencias Ambientales –ANLA– que, en caso de que sea necesario, en el término de diez (10) días siguientes a la protocolización de los acuerdos derivados del trámite de la consulta con la comunidad accionante, modifique el plan de manejo ambiental.

SEXTO.- EXHORTAR al Gobierno Nacional y al Congreso de la República para que, con base en los lineamientos expuestos en esta sentencia: adopten las medidas pertinentes para regular lo relacionado con los certificados de presencia y afectación de comunidades étnicas, que hagan efectivo el derecho a la consulta previa, en los términos del Convenio 169 de la OIT; así mismo se realicen los ajustes para que la institución encargada de otorgar los certificados de presencia y afectación de comunidades étnicas cuente con autonomía e independencia administrativa y financiera, necesarias para ejercer adecuadamente su función.

SÉPTIMO.- ORDENAR al Ministerio del Interior que, en uso de sus facultades legales y en cumplimiento de las funciones que le atribuye el artículo 5° de la Ley 199 de 1995, disponga los trámites necesarios para traducir, en un término no mayor a un (1) mes, posterior a la notificación de esta sentencia, la síntesis y la parte resolutiva de este pronunciamiento en la lengua awá-pit del pueblo indígena Awá La Cabaña que habita en el municipio de Puerto Asís, Putumayo. También deberá proceder a dar lectura de la síntesis y parte resolutiva del fallo en un acto público en el cual participe la comunidad y las autoridades correspondientes del Cabildo Indígena Awá La Cabaña.

OCTAVO.- SOLICITAR a la Defensoría del Pueblo y a la Procuraduría General de la Nación vigilar, apoyar y acompañar el pleno cumplimiento de lo determinado en el presente fallo, con el fin de garantizar la efectividad de los derechos aquí protegidos, así como garantizar la participación y la consulta de la comunidad Awá “La Cabaña”. En desarrollo de esa labor, las autoridades referidas deberán remitir cada cuatro (4) meses un informe sobre el cumplimiento de la presente decisión al Tribunal Superior del Distrito Judicial de Mocoa (Putumayo), juez de primera instancia de este proceso.

Cópiese, notifíquese, comuníquese, insértese en la Gaceta de la Corte Constitucional y cúmplase.

CNE inició proceso de inscripción de candidaturas

El 13 de septiembre marcó el inicio del proceso de inscripción para las precandidaturas a las próximas elecciones generales de 2025. Este proceso es totalmente en línea, facilitando la participación de las organizaciones políticas en la actualización de sus candidaturas. Para apoyar a aquellos que requieran asistencia adicional, el Consejo Nacional Electoral (CNE) ha habilitado tres mesas de apoyo en sus instalaciones, donde los representantes de las organizaciones podrán subir su documentación o recibir ayuda directa. El plazo para completar la inscripción de precandidaturas es hasta el 2 de octubre a las 18:00. Los movimientos políticos están llamados a realizar este trámite dentro del tiempo estipulado para asegurar su participación en las elecciones. Tras el cierre del período de inscripción, en noviembre se llevará a cabo la elección de los miembros de las Juntas Receptoras del Voto (JRV), y se iniciará la capacitación de los mismos para garantizar una adecuada preparación para el evento electoral del año 2025. Durante el proceso de inscripción, se permitirá la presentación de objeciones e impugnaciones, las cuales deberán ser realizadas en el mismo período de inscripción. En la provincia del Cañar, actualmente se encuentran registradas 14 organizaciones políticas en calidad de precandidaturas. Son endémicas de América, es decir, solo se encuentran en este continente. Los colibríes son conocidos por su pequeño tamaño, colores vibrantes y la capacidad de volar incluso hacia atrás. Son las aves más pequeñas del mundo, con algunas especies que miden solo 5 cm de largo y pesan menos de 2 gramos. Estas aves se caracterizan por su pico largo y fino, que utilizan para succionar el néctar de las flores. Su lengua es bifurcada y extensible, lo que les permite alcanzar el néctar de las flores más profundas. Son polinizadores lo que los hace cruciales para la reproducción de muchas plantas. Esta Ilustración también pertenece a un encargo que nos hizo la fundación @secretosparacontar mientras trabajaba en el ya desaparecido Lúmina Estudio (Medellín) con Natalia López Q. y Leonardo Romero Z. Las ilustraciones se publicaron en el libro Los Secretos de los Animales que hace parte de una completa colección con la que la entidad realiza una hermosa labor educativa en miles de hogares campesinos de Colombia. A las Comunidades, Rondas Campesinas, a los Gremios, Colectivos, Organizaciones Sociales y pueblo en general:

1. Desde el Nuevo Perú- Base Ayabaca, condenamos que el señor Alcalde de Ayabaca, Darwin Quinde, pose a lado de los dictadores y asesinos del pueblo, Dina Boluarte y Alberto Otárola.

2. La dictadura de Dina Boluarte se aplicó en el país para firmar medidas entreguistas a través de los denominados “Contratos Ley” dentro de este paquete de medidas está el desarrollo de megaproyectos mineros en la sierra de Piura, entre ellos el proyecto Minero Río Blanco. Posar a lado de la dictadura es ponerse en contra del 80% que rechaza a este gobierno genocida, en el caso de Ayabaca y Huancabamba es ponerse de lado de la mina.

3. Mientras que el pueblo de Huncabamba se movilizaba el domingo 14 de junio en una multitudinaria marcha en defensa de la vida; el Alcalde de Ayabaca y otras autoridades como el Gobernador Regional, Lucho Neira, se reunían con los asesinos del pueblo.

4. Es inconcebible que autoridades tengan actitudes de esta naturaleza frente a genocidas que ya llevan 76 muertos.

5. Como Nuevo Perú por el Buen Vivir- Base Ayabaca ratificamos nuestro apoyo a las familias de las víctimas, asimismo respaldamos las propuestas del pueblo por la restauración de la democracia, por cambio de la Constitución Política, por el respeto irrestricto a la vida de las personas y por el respeto al derecho de protesta.

6. El Nuevo Perú por Buen Vivir-Base Ayabaca seguirá respaldando todas las luchas del pueblo peruano. No podemos permitir que asesinos nos gobiernen y por tanto condenamos a la dictadura cívico-militar de Dina Boluarte en alianza con el Congreso.
