Dholera SIR beats with patience: The fragrance of smart city is contained in every particle of the deserted

Dholera means that part of Ahmedabad district, which is no longer limited to just one place or tehsil in the whole world, the financial capital of the western state of Gujarat. Dholera has been declared as Special Investment Region i.e. SPEICAL INVESTMENT REGION (SIR) and is the largest Dholera SIR in the whole world, which is spread over 920 kms.

Recently got the opportunity to visit Dholera SIR. My journey by car started from Ahmedabad and after covering a distance of about 110 kms, when I entered Dholera SIR, I was a bit shocked. I have been hearing about Dholera Smart City Project since the year 2009 i.e. for 12 years, but even after these 12 years, Dholera appeared as if lying deserted all around. However, as Dholera went ahead on Sir's journey, the fragrance of the future vast city i.e. Smart City started coming from every particle of the deserted land of Dholera.

In fact Dholera Smart City is about to become the first Smart City of India. The dream of this smart city was seen by the visionary Prime Minister of India, Narendra Modi in the year 2009, when he used to be the Chief Minister of Gujarat. Modi had cherished the dream of a city on which not only Gujarat, but the whole of India can be proud of and that too on a land which is not cultivable but a barren land. Narendra Modi also dreamed of a smart city on this land so that all the surrounding areas and people including this barren land can also be developed. This task was not that easy. There were many challenges in the way of this dream project of Narendra Modi. But with these challenges, experts were engaged behind this work and the experts did a long study. After this long-term study, this ambitious project was launched in the year 2011. Now after eight years, 5600 acres of Dholera SIR will be developed and ready in 2022.

As I progressed during my visit to Dholera, projects of many companies investing in the land came up on the way. Although on the one hand Prime Minister Narendra Modi, his government and the government of Gujarat are eager to realize the smart city in Dholera at the earliest, on the other hand many builder-developer-investors were also seen, who showed the land on paper to woo the people. But nothing was visible on the surface of reality. In some places only the boards of the project were installed, in many places the land plots were not even delimited. Many investors were also found who were selling land only on paper. They were unable to state whether the customer wanted to buy the land, From where is he to? Can he stand on his own ground? During this visit it was found that the projects of many companies were limited to projectors only. No work was seen on the surface of the realm.

How will Dholera Smart City be?

Modern Technology. State-of-the-art facilities and advanced communication. All these are the demands of future times. In a way, it can be said that the coming time will be full of competition and progress in sync. To keep pace with the times and to stand in line with foreign infrastructure, India's first smart city is taking shape in Gujarat and this smart city i.e. Dholera. And this project i.e. Dholera Special Investment Region. ie SIR. This project is being prepared under the Delhi-Mumbai Industrial Corridor ie DMIC. The total area of Dholera is 920 km. Dholera Project will be developed in different phases and the overall project will be completed by the coming year 2037. Although about 5600 acres of land will be developed by the year 2020.

If we talk about Dholera and its surrounding area, then the sea area is its advantage. Apart from this, if we talk about connectivity with the main cities of the state, then it is located just 100 kilometers from the financial capital Ahmedabad and only 50 kilometers from Bhavnagar. Dholera is dreamed to be the best in the world and the six lane expressway connecting Dholera with cities such as Ahmedabad and Gandhinagar is also a major highlight of the project. A city where dreams will get wings and new opportunities. A city where the possibilities of doing business are the most. A city where any industry can easily start a business by setting-up in a very short period of time. Welcome to Dholera, India's first Greenfield Smart Industrial City.

The main focus of Dholera Smart City will be on Airspace, Defense and Heavy Engineering and Solar Sector. As far as industrial growth in Dholera Smart City is concerned, it will be achieved with 3 main missions.

These missions are as follows:

Mission No. 1 – To be a Global Hub in Manufacturing Sector.

Mission No. 2 - To promote ease of doing business, which is a very important aspect. It will have a single window system as per the plan. Being a single window system G2B i.e. Government to Business, permission will not have to be taken at different places. Due to this facility, the opportunities for doing business will also be on a large scale and along with ease of doing business, time will also be saved. If the objective of Ease of Doing Business is to be achieved, then Single Window System is the need of the hour and hence Dholera Smart City will have industry wise list of licenses. Recognition and permission of trade at single point of contract and pre-fixed time for each trade.

Mission No. 3 - To continue to create huge employment opportunities for skilled and non-skilled workers.

Industrial growth can be achieved with all these three missions. This has also been emphasized. If there will be business on such a large scale, then it is natural that along with it employment will also be created on a large scale. During the Dholera SIR project, through social infrastructure creation, the employees working there will be able to live with their families and green open space has also been created taking care of everyone's comfort. Garden-garden-garden for children to roam around and play. Sports zone for children and adults to play. is also being built. Dholera. Leave work will become a good example for the people working there and their families. Special arrangements will be made in Dream City to make life essentials easily available. Farmers can sell their products in Dream City There will be a huge market for this. Petrol Pump. Electric vehicle charging station. Taxi and auto rickshaw stands. Also bicycle parking. All facilities like public toilets etc. will be available in sufficient form. With knowledge comes joy. For this purpose, from Anganwadi to School-Colleges as well as Public Art and Cinema Halls will also be there on a sufficient scale. Multi purpose corridor in planning of Dholera. Bicycle Tracks. Service Roads. Pavement. Everything like this has been developed as a convenience by adding security. As part of the security arrangements, CCTV cameras have been installed at all the places. And wherever heavy traffic conditions arise, then a traffic management system has also been arranged for this.

Dholera's Greenfield Smart Industrial City will be the only smart city which will have infrastructure equipped with ICT i.e. Information and Communication Technology. Land will be available on a large scale for ultra mega and mega industries. The green covered area will be on a large scale i.e. a city, where there will be greenery. In this way, there is no pollution in Dholera Smart City, such a complete event has been organized.

Dholera Smart City will be a dream city. There will be all kinds of facilities here. Features that are commonly found in business friendly cities in Europe and America. When it comes to foreign affairs. So infrastructure becomes the most important and when it comes to the top class infrastructure of Dholera Smart City, So recently Dholera's connectivity is via National Highway ie NH 08A and State Highway ie SH 06. Among these, AH 08 is the Ahmedabad-Bagodra highway. Whereas SH 06 reaches Dholera from Bagodra Fedra Pipli. Here NH 08 is being developed as 6 laned and SH 06 is being developed as 4 laning. With the development of these two highways, Dholera's connectivity with the main cities of the state, Ahmedabad and Bhavnagar will increase. And that is why all the companies will also have the facility to do business with both the cities. It can also be said here that with better connectivity, the possibilities of industrial growth also increase immensely.

It is very important to connect any smart city with abroad. In such a situation, it becomes necessary to have an international airport for connectivity. Dholera International Airport will also be in Dholera Smart City. This greenfield airport will be on the side of Dholera SIR project near Pipli. And all the necessary permissions have been taken for this airport. All the airports have got the green signal from the Ministry of Forest and Environment and Ministry of Climate Change. After all these legal formalities, now by the end of this year, tenders will also be issued for airport construction-development. The airport has been recognized as one of the most important projects among all the facilities available in Dholera Smart City. Due to the airport, the international airport available at Dholera will prove to be the most important parameter for all the businessmen and general public traveling from abroad in terms of connectivity. airport and flight.

After the airport, it is an important project from the point of view of infrastructure. Greenfield Controlled Access Expressway. And this expressway will be between the commercial capital of Gujarat i.e. Ahmedabad and Dholera. This project will be developed by the National Highways Authority of India i.e. NHAI under the Bharatmala Project. The process of land acquisition for this expressway has also started. And like the airport, the tender process for the expressway will also start by the end of this year. The frequency of Dholera from Ahmedabad will increase due to the expressway. One of the objectives of Dholera Smart City is to attract business and business from big cities, in which projects like airport and expressway will play an important role. Also MRTS i.e. The Mass Rapid Transit System will be developed under JICA i.e. Japan International Cooperation Agency rolling plan.

Talking about the third biggest connectivity after airport and expressway, it is railway connectivity. Bhimnath-Dholera rail line will be in Dholera Dream City. And work has also been started on this railway line. The local connectivity via train will increase from the rail line and this facility will play an important role in making the local business smooth directly.

World class infrastructure has been prepared for the development of Dholera City. World class quality roads. Other essential services such as water supply network. Gutter line network. Storm water drainage network. World class schemes and unique arrangements have been made for their implementation in all these services. State of the art power distribution to maximize the efficiency of the entire system. And Information and Communication Technology is being emulated. A 5GW solar power plant will also be developed specifically for the use of renewable energy. According to an estimate, it will be developed by the year 2022.

And under this the process of tender for 1000 MW will be completed by the end of this year. Physical green cover is also making the most important contribution in making Dholera a sustainable city. Under this, 338 hectares of land has been kept reserved in the Dholera SIR project. Where different parks have been organized. Regional Park. Community Level Park. And the Neighborhood Level Park has been fully organized. All these facilities are such, which will make the most important contribution in making Dholera a sustainable city and Dholera will leave behind all the cities of the country in terms of creating a business friendly environment with all these simulations.

In general, there have been big complaints from the local people about any big development project, but this project to make Dholera smart city is an exception. Because here it is not only that there is an opportunity for those who invest for development, but the people of the rural area living in Dholera are also benefitted and have the highest lifestyle, they have also been given the best opportunity. For example, under this project, land collection has been organized from all the people living in Dholera. It is not land acquisition but land aggregation. This can also lead to the development of the people in a big way. Land aggregation means the one who owns the land, The ownership of that person will remain in the project area. All the people will get proper compensation under the TP scheme.

This is the biggest feature of Dholera SIR Project. The idea behind all this is that the local people can be made stake holders and with the development of this area, all the people living in this area should develop equally.
