Let’s talk about IETM and put an end to some misconceptions. Now, when you hear “interactive,” you might think it’s all about fancy 3D blowup software. But hold your horses! Interactivity means you can actually dive into this software, browse around, cross-reference stuff, and search for specific topics or subtopics.
Imagine you’ve got a whopping 3000 pages spread across ten different manuals. You can’t possibly flip through all of them in a jiffy. But fear not! With an interactive electronic technical manual, you can search the entire database of 3000 pages in the blink of an eye. Boom! Instant results. Why? Because all that text is converted into a snazzy database, making searching and retrieving information a breeze. And guess what? You can also feast your eyes on related topics, and when you hover over the text, you’ll see images, videos, and descriptions popping up. Cool, huh?

Developing Interactive Technical Manuals
But wait, there’s more! You can save bookmarks, jot down notes, and even check your search history or document access history. Now, that’s what we call interactivity! These nifty features power up the document and transform it into an Interactive Electronic Technical Manual (IETM). Since these manuals are all about tech stuff and we view them on electronic devices, we call them interactive electronic technical manuals. Fancy, right?
But here’s the deal: interactivity doesn’t mean you click on a part and it blows up into sub-parts, then you click on those sub-parts, and a voice starts explaining everything. Nope, that’s what we call 3D blowups or 3D virtual reality models and computer-based tutors (CBTs). They’re a different ballgame altogether.
Now, don’t get me wrong. You can still add those snazzy 3D blowups to your IETM. If the original equipment manufacturer (OEM) has any cool videos or 3D animated blowups, we can totally plug them into the IETM and make it even more awesome.

Exploring the IETM Assignment:
Alrighty, We’ve got ourselves an exciting IETM assignment. Our mission? Creating some top-notch Interactive Technical Manuals, Level -4 style! Now, here’s the deal: our IETM vendor will work their magic using inputs from the client. So, dear client, we’ll need you to provide us with all the goodies — videos, images, CAD drawings/PDFs — so we can integrate them into the IETM and make it shine!
But hold on, my friends.!!! Our IETM vendor won’t be creating any fancy 3D animations, 3D models, 2D animations, or 2D drawings. Nope! We’ll simply plug in whatever nifty 3D files the OEM has into the IETM. As for videography, photography, CAD designing, blowup drawings designing, and the like, that’s not our cup of tea. We’ve got a separate division for those tasks, ’cause hey, we’ve got our specialties!
When “IETM” Means Level 3: Staying Within Budget
Now, let’s talk budget, my savvy folks. If your SCOPE/SOTR/RFP specifically mentions IETM, then stick to IETM alone. Trust me, those flashy 3D animations cost more than your regular IETM fare. Oh, and here’s a pro tip: make sure you check which IETM level the client or SCOPE is asking for. They might be after Level 3 or Level 4. (If your RFQ is from around 2016–17, they might even ask for Level -2. Talk about throwbacks!)

But fear not! The latest RFPs/SCOPE requests Level -4, so that’s what we’re aiming for, my friends. And here’s the tea: if your client simply says “IETM,” go ahead and rock that Level 3. Level 4 IETM will cost you almost double the price of Level -3. So, choose wisely and keep those budgets in check!

EXCERPT: Nearly 1,200 attendees packed the Diplomat Beach Resort in Hollywood, Florida, late last month for the Legal Marketing Association’s annual gathering.
The agenda was filled with programs exploring niche areas — ESG guidance for firms, the science behind rainmaking, and DEI communications best practices, to name a few.
A keynote by the author Laura Gassner Otting and networking events like an ’80s dance party helped round out the three days of professional offerings (and good vibes).
“The energy and sense of community at this conference was unique, motivating and palpable,” LMA President Roy Sexton wrote on LinkedIn.
One perennial LMA favorite is the general counsel panel, and this year’s drew inspiration from daytime TV.
Presented on a festival-style stage, “How to Win Big at the Legal Marketing Gameshow” saw Jennifer Dezso of Thomson Reuters leading three GCs through a wide-ranging discussion of what law firms are doing right and what they’re getting wrong.
If there was one clear theme throughout the panel, it’s that private practice lawyers who show curiosity about their clients will score big points with general counsel.
Peter Nguyen, GC of the Descartes Systems Group, described curiosity as the key differentiator in evaluating the law firms he works with.
“I want to have that engagement,” he said. “I want you to really understand — want to understand — what it is about my business that you can help us with.”
This curiosity is often central to the value law firms provide.
That’s because general counsel aren’t looking to just get answers to legal questions. They want guidance based on an organization’s unique goals and circumstances.
“Sometimes lawyers are a little hesitant to actually weigh in and give an opinion on what you should do,” said Jodi Trulove, general counsel at Bates White LLC. “We want you to tell us what you think we should do, but you have to understand us first.”
For law firms looking to demonstrate this trait to potential clients, the RFP process provides one big opportunity.
Fender’s general counsel, Aarash Darroodi, described receiving template-based RFP responses from law firms — an approach he called “fundamentally a mistake.”
Instead, he would like to see a law firm respond to an RFP with an offer to come look at the company’s operations in-depth, gaining a better picture of his organization before a proposal is prepared.

A set of documents leaked by a group identifying itself as Russian hackers purports to be training materials for Russian psyops agents who were paid to make favorable comments about Russia's position in Ukraine on western media websites. The group of fake commenters, called the Internet Research Agency, is based in Saint Petersburg, and its operatives were ordered to maintain multiple commenter identities based on certain archetypes, and to post a minimum quota of pro-Russia messages every day. Included in the documents are per-site strategy notes for preventing moderators from erasing messages (for example, on Worldnetdaily, do not use "vulgar reactions to the political work of Barack Obama.")
These tactics are familiar ones. Rebecca MacKinnon's indispensable book Consent of the Networked describes the Chinese government's "Fifty Cent Army," each paid 0.5RMB per message pro-government postings. And of course, the 2011 HB Gary leak revealed the existence of a US Air Force RFP seeking "persona management" software that would let US psyops operatives maintain up to 20 fake identities from which to post pro-US messages on Arab-world websites.
