Liquidity: Refers to the stability of the cryptocurrency price. Since crypto isn’t backed by physical resources, it depends on how many people want to buy and sell the coin. The more people want to buy it, the higher its liquidity is, so people can sell them for real money without affecting its price. But if multiple people sell them with no one buying them, its price drops (reduced liquidity).
Sniping: Is a common practice where traders use automated tools or bots to quickly place buy or sell orders of tokens en masse before other investors can. Due to cryptocurrencies being a supply and demand game, they try to buy as much crypto as they can when it first launches (at a low price), which artificially raises its market price, to later sell them all ("dump" them) at its high price at the time (earning irl money, while dropping the cryptocurrency price).
Insider trading: A market strategy (considered illegal in traditional markets), that happens when someone with non-public information about a financial asset buys or sells it before it changes its price to gain an unfair advantage. In crypto, usually happens when snipers decide to suddenly sell all their tokens at the same time, as those without the information of when the dump will happen will end up with a worthless asset.
So, Hayden basically explains that, due to him seeing $LIBRA was "about to be sniped", he decided to snipe the cryptocurrency himself, before someone else did it. He basically "robbed the bank" before others could, which is why its price suddenly crashed.
However, this still means that he... well... "robbed the bank". So he has around 110 millions USD in his bank accounts... which he doesnt know what to do with.
Because if he "returns that money" to the cryptocurrency market, it could get sniped by someone else. But he is worried that if he somehow gives the money to the government, that would prove he "stole it" and could go to jail or get killed or sth.
