Something that Percy learns early on, and i mean really early on, is that you can't save people who don't want and/or ask to be saved. The only thing you can do for them is give them the tools to help themselves and your support. And every time he starts to question this, every time he gets frustrated with someone not helping themselves or he thinks that he could do it so much faster, could fix this problem in a heartbeat, he remembers how relieved his mom felt when gabe was finally gone.
She had that in her the whole time, and now she'll never have to question if she can get out of situations like that again. Because she's done it. And she can do it again if she needs to, even if Percy isn’t around to save her. She can save herself.
He can't in good conscience take that away from anyone. If they always think he's going to be around to save them, when he isn’t they'll be stuck.
And if they don't want to be saved? If someone doesn’t want to be saved and he does it anyway, like with the Briareus, he's either putting them in a worse situation, or they'll resent him, or they just go back. They don't have the knowledge that they did this, they don't have the confidence that they can help themselves.
