At the risk of providing Discourse Ammunition to People What I Generally Disagree With i do actually suspect that whoever wrote that There Is Only One Bed Tablecloth Blanket scene did just forget about the Frost Giant thing. (It's easily handwavedthough and very much the sort of thing where when someone points out your mistake you'd go "but it's a good scene so, fuck it, it stays.")

But I think they did (perhaps eventually?) remember that the Lokis should have been bright blue if magic doesn't work in the TVA but given what seems to be very deliberate efforts to tone down the supervillain visuals (replacing the Finest Asgardian Pleather Fetishwear with a nice shirt and tie, etc) that was ruled out as an option and lacking a simple one-line explanation for why Magic Doesn't Work Except That Bit Of Magic Does it was just left unaddressed, with the assumption that any viewer who cares enough to be bothered by it is capable of coming up with their own explanation.
