I posted my first Garashir fic on AO3. It's my take on why Garak never noticed the changeling had replaced Bashir. It's some of my best writing yet, and I'm quite proud of it!

Deep Space Nine is hosting its fifth annual Peldor Festival. Garak, still struggling to accept the loss of his own home, despises the sound of joy and celebration. All he wants is to be alone. He fails to notice how thoroughly the changeling that replaces Bashir deceives him.
This fic grabbed me with the first sentence and did not let go. A Partition of Oaths is one of the best takes on Garak I've read in awhile. The way he knows, and yet will not allow himself to know his own heart is infuriating. Yet the reader is guided to understand how this self deception is so integral to his sense of himself. One is drawn in to his worldview, and left almost impressed by the steadfastness of his loyalty, even as we watch it destroy him.

So we learn basically in Picard that the Voyager crew went their separate ways and that the Enterprise crew kind of kept tabs on each other, but I like to think that the DS9 crew have appointed times of the year they see each other and go on family vacations together (yes Worf too).
the whole reason they're not in Picard is that they're all sipping juice on Bajor during the Gratitude/Peldor Festival and said "peace out"

Bajoran Athiest: I mean, I used to get all up set about people saying 'peldor joi' to me. But I realized that most of them hardly meant anything by it other then hello. There's plenty of secular reasons for Gratitude during the Gratitude Festival. Just let people celebrate. Let's talk about the REAL problems, like how much influence the Vedeks have over the Provisional Government.
Just once I'd like to see an alien who doesn't belong to the one universal religion of their planet.
"I'm sure you think you're being very culturally sensitive by saying peldor joi, but did you know three percent of Bajorans are atheists? To say nothing of our various minority religions and imported belief systems. Just wish me happy holidays!"
Also it would be fun to see a Betazoid who worshipped Kahless or something. Faith is weird, growing up surrounded by one is no guarantee you won't end up something else.

So what, did nobody else notice Bareil was trying to propose to Kira in Fascination, or something?
Hear me out: he comes to the station to see Kira, during the Peldor festival - a festival of new beginnings - and tells her he's looking forward to spending time together, and hopes they'll be able to start some new traditions of their own. But, she runs out on him, to make preparations with Dax.
Later, when the Xanthi Fever sinks in, he attempts to propose to Dax, with an ancestral betrothal bracelet, which has been in his family for generations. Which is really interesting, because Bareil lives on Bajor, and must have packed the bracelet for a specific reason - it's not something he bought from the shops on the Promenade.
And why? Because he planned to see his girlfriend, on a date of special significance - a new beginning - because he intended to propose, and start a new life with Kira. What other explanation is there?

Despite having experienced the Festival for half a decade, Bashir was always learning something new about it. 
“I’m pretty sure it’s part of the Festival itself to come up with new lore for it,” Garak said, in a conspiratorial tone of voice he often adopted when he actually wasn’t being serious. Or at least, that is what Bashir tended to believe. It was easier that way. 
In all honesty, Julian had stopped trying to figure out where Serious Garak began and where Joking Garak ended. 
The words “Peldor joi“ at least were a constant through the years, and a constant in the background. 
“And yet I’ve never heard that part of it,” Julian said as he pushed aside his drink and tried to ignore the scent of the burning Pateret leaves that permeated the station despite the station’s systems that were meant to scrub the air of such contaminants. 
“You finish writing down whatever problems a Federation doctor can have?” Garak asked, and Julian was jealous he didn’t seem affected by the smell in Quark’s. 
“Just the same problems I had last year, some reason they weren’t fixed in the interim.” 
“Ah yes, the supply issues again. Well, if I recall you did enjoy the prospect of being a frontier doctor. Frontier doctors don’t get proper supplies.” 
“It’s been over five years, Garak! And I’m pretty sure we’re no longer in the frontier.” 
“Maybe you just need to burn your problems a bit harder?” 
“I wasn’t aware tailors owned incinerators.” 
The smile that formed on Garak’s face probably could have scared someone else. As it was, Julian couldn’t help but smile back. 
“I am a man who can get his hand on quite a few things, you know that better than most, doctor.”
“Maybe you could use that skill to get me some non-stained saws.” 
Garak leaned back at that then smiled.
“Peldor joi, doctor.”
The scent of the leaves seemed to intensify as Garak got to his feet and walked away. Julian was pretty sure that was just a trick of the air currents.
