His hands ball to fists at his sides as he storms ever forward, a bristle across his shoulders as the echos of rumours and gossip play in his head, words on the tongues of people who would rather talk about missing children than act. He understands if they can’t, if they don’t have the prowess, but that doesn’t stop them from taking what they’ve witnessed to some kind of authorities. It was their choice to stand on some street corner and feed the rumour mill rather than do something otherwise.
It’s colder here--harsher here, but Kazuma won’t stop and reconsider what he’s chosen to do. Not when lives are on the line, not when little kids are missing and he has the shadow of a warning in the back of his mind, half drowned in static and noise. His senses have felt like they’re submerged beneath water or something thicker since he arrived here, but he can tell where he heads is dangerous. Anyone could, but Kazuma can feel it settle in his chest like a dull, familiar ache.
He doesn’t care. It doesn’t matter. He can boast and claim he isn’t scared--and he will and would if ever asked, but the truth is he always is. Not necessarily for himself, but always for others, and right now his chest constricts for the fear those kids must be in, lost in something like this and hoping adults who’d rather gossip might come to their rescue.
Is he angry...? A bit.

It seemed the more these rumors were spread, fear and anxiety followed behind with it. After all, the talk of children being going into or being taken into a dangerous blizzard
This only seemed to spawn and fuel more gossip among the demon residents in the lodge and the local town.
“Did you hear?! More people are going into the veil! Talk about reckless..”
“They’re doing it for those poor children lost there though.. I think it’s noble!”
“Noble? No way, that’s just plain stupid.. for all we know those people might be involved in some kidnapping..”
“Yeah it might be.. I did hear about an adult leading them in..”
“They could be a serial killer or some sort of creep!”
“If some awful person is the reason this is happening, I hope those people going in will find him!”
This only meant trouble for our heroes entering the veil, when the people get near the veil, every experience varies from group to group.
Some groups see small child-like figures in distance, others could see some dark silhouette of a man leading children deeper into the veil, while others could hear the faint sound of children talking and laughing. No matter the experience, everything was difficult to pinpoint through the blinding wind and snow. 
As you try to get closer to the figures, they seemed to be moving further and further away. The further you go in, the further they’d seem to blend into the thick, blowing snow ahead of you.
If you didn’t give up by now, you then begin to hear child-like laughter all around you. It seemed to urge you to go deeper into the veil, if you managed to make it this far.. heading back would be quite the challenge, either way, the situation is probably pretty grim if you foolhardily explored this deep into the veil. 
Do you go further in? Or do you head back?
UPDATE IN A NUTSHELL
So whether or not your characters decided to go into the veil, each group will have a different experience in what they see that urges them in.
If your characters go deep enough in the veil to the point where it’d be very difficult to tread back, the silhouettes eventually vanish and you’re left with childish laughter. 
If your group was foolhardy enough to go that deep into the veil, you may need to find shelter or something. You have the option to either go deeper in the veil or try to go further in.

“Did you hear? A child was seen heading into the Veil!”
“I heard an adult kidnapped them!”
Frantic whispers of worry and concern echoed around the hotel’s lobby, and it was irritating Nero. Well of course children were heading there: it was the most convenient way to awaken a Persona. As to the possibility of a kidnapping, the chances of one of the universe’s alleged saviours being a kidnapper were not so high as that. Finishing his tea he turned to the nearest concerned demons.
“Frankly, I wouldn’t worry about the child. Don’t you know, all children have guardian spirits to watch out for them?”

He feels out of touch, out of place and like he’s a stranger in his own skin, like the footprints he leaves in the snow aren’t his own and he’s some kind of passenger along for the ride. In other words, it feels like he’s some kind of plot to a new Studio Ghibli film. He might as well be too, for how outlandish it is that he’s alive, standing on a street corner, watching snow fall and his breath turn to wisps of mist on the chilled air, reminding him of ghosts.
Mondo hunches his shoulders, shoves his hands deeper into his pockets to ward off both the cold and those who pass him, humans and what look like youkai alike. He isn’t in a place where he feels like speaking with strangers--physically or mentally. After all, he imagines most here have signed the contract he did, except they’re likelier heroes; he’s just a murderer twice, a teenager who escaped an execution with a wish for a different kind of death.
This young delinquent doing his damnedest to keep to himself is also the quickest to react, to step forward when he sees a girl slip on snow slosh and catch her by the shoulders. His chest is a solid cushion to fall back against. ❝You alright? That, uh, could’ve been a really shitty fall.❞ Mondo’s well aware he isn’t smooth, just as he knows there’s heat that’s lanced up his neck and across the bridge of his nose, blazing a trail of blush pink. Everything about this moment is awkward and he isn’t sure what he’s supposed to do from here.
He can’t bring himself to look down, to risk amethyst catching whatever colour her eyes might be. Instead, his gaze is fixed just above her head. His fingers twitch against her arms and he’s about to help her find her footing, but his movements pause when he catches a whisper of a rumour, gossip from nearby somethings about children and danger. Their tone is flippant enough to make him bristle, to make his hold on the girl’s arm’s tighten--not painfully but protectively, as though she’s one of those kids lost somewhere that have adults clucking their tongues instead of doing something.

“There’s kids out there, in danger and people are just standing around, talking about it and saying let them learn the hard way?! What kinda jerks dust their hands of that kinda thing?!” Kazuma’s blazing eyes and angry hand gestures in this moment, as though he’s trying to grasp at something--or illustrate how certain kinds of people deserve to be throttled for their very wrong opinions. “How the heck would they like it if they got lost out there and people just shrugged about it and said crap like they’re saying right now? If they aren’t gonna do anything I’ll go look by myself! I don’t care! Forget the jerks!”

“Did you hear? A child is going into the veil!”
“Really? Well they won’t last a second, nobody can survive in there...”
“I heard it was two children!”
“Really? I hear some irresponsible adult was taking them there..”
“Was it a kidnapping?” 
“Whoa.. that’s horrible.. I hope those children are okay.”
“Stupid children do stupid things, let them learn their actions the hard way.”
Several voices would echo across the small town, it seems that some gossip has been picking up lately and circulating throughout the snowy landscape. Demons and people alike have been catching word of what seems to be children intending on entering the veil. 
Naturally, with how harsh and unforgiving the veil is, it was the talk of the town. But rumors were rumors right? No way something like that could be true!
But then, spotted near the outskirts of the town, images of children could be seen either trapped inside the veil or running towards it.
NOTES ABOUT THIS
So basically, one of the big things about this setting and the persona universe as a whole is that rumors play a huge role in it.
In other words, weird things might happen based on dash commentary and what a lot of characters talk about. 
 Since this based on what you guys talk about, pretty much anything could happen. So have fun folks, bwahaha.
