Pre-examination System——One Way to Expedite Prosecution of Invention Patents in China
Besides patent prosecution highway (PPH) and prioritized examination, pre-examination system is also one way to expedite prosecution of invention patents in China.
From 2016, many intellectual property protection centers have been successively set up throughout China. These IP protection centers perform patent pre-examination services for patent applications. Applications that pass pre-examination can quickly enter the examination channel before the CNIPA.
How fast?
According to an official news release, the time to grant a patent application submitted to CNIPA after passing pre-examination can be shortened. It is about 3 months for invention patents; about one month for utility model patents; and less than 10 days for design patents.
What are the requirements for requesting pre-examination?
In order to apply for pre-examination before an IP protection center in China, an application must satisfy the following four conditions:
a) The applicant should submit the pre-examination application to the proper IP protection center prior to formally submitting the patent application to CNIPA;
b) The registered address of the applicant must be in a location where an IP protection center is located;
c) The applicant has been recorded before the IP protection center; and
d) The application submitted must be within the technical field of the IP protection center.
It should be noted that different IP protection centers in China provide pre-examination services in different technical fields. Therefore, the applicant should check whether their inventions are within the technical field of a specific IP protection center.
Can foreign applicants request for pre-examination?
It should be noted that the pre-examination system is not applicable for Chinese national phase entry application of a PCT international application.
In addition, the registered address of the applicant (enterprise, university, or research institute) must be in a location where an IP protection center is located, and the application submitted must be within the technical field of the IP protection center.
Therefore, if a foreign applicant wants to file a request for pre-examination, the applicant should have an entity registered in China.
Different IP protection centers provide patent pre-examination services in different technical fields.
The Beijing Center mainly focuses on the fields of generating new information technology and high-end equipment manufacturing.
The Shanghai Pudong Center focuses mainly on the fields of biomedical and high-end equipment manufacturing.
The Guangdong Center focuses mainly on the fields of new generation of information technology and biological industry.
So, if a foreign applicant wants to register a company in China to be qualified for pre-examination, he/she should choose a place where 1) a protection center is located; 2) the technical filed of the protection center is close to the technical field of the company.

Andrew makes headlines yet the UK politicians' associations with the alleged spy are so much worse. Prime ministers actually have power, unlike Andrew.
And what's with Beatrice & Eugenie not going to Sandringham for Christmas?
MailOnline understands that their children, Princess Beatrice and Princess Eugenie, had already made the decision to spend Christmas with their respective in-laws, having not had the chance to do so for several years.
That seems weird. Almost as if Bea & Eug are striking or distancing themselves from the BRF. Edo missing the opportunity to place himself next to William seems extra strange. Also interesting is that I assume that Eug was in the UK when Kate's carol service happened, and Eugenie & Jack didn't attend.
Are we getting a new letters patent on 01 January 2025 or something?
Can't wait to see who shows up to the Christmas lunch this Thursday!

15% Discount on Chinese Patent Annuities for Open Licensing
Per a slightly ambiguous notice from the Ministry of Finance and the National Development and Reform Commission released July 24, 2024 (财政部 国家发展改革委关于调整优化专利收费政策的通知), annuity fees will be reduced by 15% for Chinese patents for participating in China’s open licensing system. As of the time of writing, there were over 2,000 open licenses published on China’s Intellectual Property…

IPO Announces the Theme of World IP Day 2024: "IP and the SDGs: Building our common future with innovation and creativity"
The World Intellectual Property Organization (WIPO) has recently announced the theme of the World Intellectual Property Day 2024: "IP and the SDGs: Building our common future with innovation and creativity".
In 2015, the 2030 Agenda for Sustainable Development was adopted by all member states of the United Nations, with the aim of providing a shared blueprint for peace and prosperity for people and the planet, now and into the future. At the heart of the 2030 Agenda are the 17 Sustainable Development Goals (SDGs), which concern, among others, the themes of poverty fighting, good health and well-being, reducing equalities, sustainable economic growth, responsible consumption and production, affordable energy, climate change, conservation of marine resources, and protection of terrestrial ecosystems.
To achieve the SDGs, the WIPO advocated the need to re-think how we live, work and play, and using World Intellectual Property Day 2024 as an opportunity to explore how IP encourages and amplifies the innovative and creative solutions that are crucial to building our common future.
World Intellectual Property Day provides a unique opportunity to join with others around the globe to consider how IP can help global arts scene to flourish and enable the technological innovation that drives human progress. In 2000, WIPO member states designated April 26 - the date on which the WIPO Convention came into force in 1970 - as World Intellectual Property Day, with the aim of increasing general awareness and understanding of IP.

The Best News of Last Week
1. ‘We are just getting started’: the plastic-eating bacteria that could change the world
In 2016, Japanese scientists Oda and Hiraga published their discovery of Ideonella sakaiensis, a bacterium capable of breaking down PET plastic into basic nutrients. This finding marked a shift in microbiology's perception, recognizing the potential of microbes to solve pressing environmental issues.
France's Carbios has successfully applied bacterial enzyme technology to recycle PET plastic waste into new plastic products, aligning with the French government's goal of fully recycling plastic packaging by 2025.
2. HIV cases in Amsterdam drop to almost zero after PrEP scheme
According to Dutch AIDS Fund, there were only nine new cases of the virus in Amsterdam in 2022, down from 66 people diagnosed in 2021. The organisation claimed that 128 people were diagnosed with HIV in Amsterdam in 2019, and since 2010, the number of new infections in the Dutch capital has fallen by 95 per cent.
3. Cheap and drinkable water from desalination is finally a reality
In a groundbreaking endeavor, engineers from MIT and China have designed a passive solar desalination system aimed at converting seawater into drinkable water.
The concept, articulated in a study published in the journal Joule, harnesses the dual powers of the sun and the inherent properties of seawater, emulating the ocean’s “thermohaline” circulation on a smaller scale, to evaporate water and leave salt behind.
4. World’s 1st drug to regrow teeth enters clinical trials
The ability to regrow your own teeth could be just around the corner. A team of scientists, led by a Japanese pharmaceutical startup, are getting set to start human trials on a new drug that has successfully grown new teeth in animal test subjects.
Toregem Biopharma is slated to begin clinical trials in July of next year after it succeeded growing new teeth in mice five years ago, the Japan Times reports.

Prioritized Examination——One Way to Expedite Prosecution of Invention Patents in China
Besides patent prosecution highway (PPH), prioritized examination is also one way to expedite prosecution of invention patents in China
Similar to certain acceleration provisions before the USPTO, in some situations it is possible to expedite prosecution of a Chinese patent application based on real-world developments. For example, if a particular invention is directed to certain technologies, or is actively being infringed, or is of particular national or public interest, that patent application can be examined on a fast track.
How fast?
For invention patents, if the Request for Prioritized Patent Examination is accepted, the Chinese Patent Office will examine and issue a first Office Action within 45 days, with examination being completed within one year of the request.
When can you file the Prioritized Examination Request?
For invention application, you may file a request for Prioritized Examination after the application has entered the stage of substantive examination, before or after the first Office Action is issued.
What are the requirements for Prioritized Examination?
Patent applications are entitled to Prioritized Examination, if:
1) They involve national key development industries such as energy conservation and environmental protection, new generation information technology, biology, high-end equipment manufacturing, new energy, new materials, new energy vehicles, and smart manufacturing;
2) They involve industries encouraged by the provincial and district-level municipal governments;
3) They involve the Internet, big data, cloud computing and other fields and the technology or product obsolescence is fast;
4) The patent applicant has made preparations for implementation or has began implementation, or there is evidence that others are implementing their inventions;
5) The patent application was first filed in China and then filed in a foreign country; or
6) They are of great significance to national interests or public interests need to be reviewed first
The requirements are applicable for all patent applications in China. However, the results may be affected by some local policies and the situation undergoes constant change. Therefore, it is suggested to consult local counsel when it comes to decide whether and how to apply for prioritized examination.
What are the documents needed for Prioritized Examination Request?
1) Priority exam request;
2) Prior art;
3) Proof of meeting the requirements; and
4) Power of attorney
Please note that for invention applications under Prioritized Examination, the Office Action should be responded within 2 months. Besides, the applicant is not entitled to a 15-day grace period on postal delivery which it is otherwise entitled for normal examination. Further, the applicant is not entitled to extensions if the applicant wants to maintain prioritized examination.

BLs with Strong Historical Elements
Costume dramas, historical BLs, and BLs with time travel or flashbacks to historical locations & times.
These are in order of my personal preference, best at the top.
I Feel You Linger in the Air
2023 Thailand
IFYLITA is an exquisite BL, from filming techniques to narrative framework (much like Until We Meet Again). It's about a gay man from our time who falls into the past, becomes a servant to a noble house, and falls in love with the heir. It turns out this has all happened several times before. Steeped in history and family drama it edges into lakorn (but not as much as To Sir With Love and with way less scenery chewing). This is an elegant and classy soulmates BL... from Thailand which normally doesn't even try for classy. The main couple (both as a pair and as individuals) were excellent, particularly Bright (Yai) whose eye-work acting style is a personal favorite of mine. Pity about the ending. Oh it wasn’t that sad but it wasn’t good either. This show could easily have earned a 10/10 from me except that it fumbled the… erm… balls in the final quarter. Argh. Whatever.
Nobleman Ryu's Wedding
2021 Korea - WeTV
A boy cross-dresses to take his runaway sister's place as a bride to a shy scholar, turns out they like being married. A historical setting allowed this BL to use some seriously old fashioned romance tropes (arranged marriage, evil step-sisters, Cinderfella) but also modern BL stylings like fake relationship & secret identity (drag) plus some cute gay panic. It reminded me of 12th Night more than anything else which just happens to be my favorite Shakespeare play. For all these reasons, I adored it.
(the ghat kiss!)
Tinted With You
2022 Korea - Viki
Fun stylish time travel meets portal fantasy with a likable cast, historical setting, and two actual kisses that mitigate the rough plot and issues around anachronisms.
Word of Honor
2021 China (censored) - Viki/YouTube?
I don’t rec Chinese stuff often, because I believe in censoring the censors, but this show is one of my favorites of the post 2016 censored bromances. It’s two murder-gay assassins (pining sunshine/tsundere), and they are so insanely gay for two boys who will never be allowed to kiss. Tropes include: wuxia, soulmates, paranormal, historical, and fantasy elements.
To Sir, With Love AKA Khun Chai
2022 Thailand - YouTube?
This is a true lakorn (basically Thai tellenovella or soap opera) with scenery chewing performances, especially from the mother characters. Gone With the Wind + Days of Our Lives but gay. That said? I loved it: A glorious central brother relationship (the best, made me cry), het romances, class divide + gay *gasp* main romance - oh my word, the campy drama of it all! Arranged marriage, rebellion, cut sleeves, over-the-top death with curses and regrets, beautiful if inaccurate costumes, secrets unraveling, cover ups, sparkle murder, sex herbs, coils within coils including snakes and murderous green metallic sequins (is anything gayer on this earth?). It’s a WILD ride but it does end happy for our gay boys. A man cries when he finds DEATH GLITTER. Come on! You haffa watch it. That said, like Manner of Death I struggle to rate something on a BL scale when it patently isn’t a BL. So I ended up giving this exactly what I gave that show, 7/10 I enjoyed it a whole lot, but not as a BL.
The Untamed (Special BL Edition)
2020 China (censored) - YouTube
Censored wuxia bromance, amorphous ending. Probubly the best known BL of its kind out of China and responsible for bring many fans to the BL side.
Our Skyy 2: Never Let Me Go
2023 Thailand - YouTube
I was nervous to watch this PondPhuwin vehicle but I liked it a lot! Doomed soulmates + paranormal time travel to fix the past. I’m happy for the outfits and the dancing (if not the singing). It’s not a bad premise and it’s nice to see GMMTV lean into its high production values for a change. I'd adore a full historical starring these two and this was definitely the best of the second series of Our Skyy. I don't think you have to have watched the original Never Let Me Go to enjoy this.
Legend of Long Yang: Rebirth
2017 China
Gaga
Whipping boy trope... literally, servant character takes the strap for the prince, who then makes him his bodyguard and lover when he becomes king. Low budget historical, comes off as kind of cosplay wuxia version of Irresistible Love, but we get (in the credits) an actual kiss, and they both live. So yay for small mercies.
The Director Who Buys Me Dinner
2023 Korea (historical flash backs)
iQIYI
A new employee at a film company encounters a director who claims to have lived 300 years and insists that they have to date (eat, hug & kiss) if baby doesn't want to die. It has a lot of Japanese elements, not the least of which are: an office setting, the fact that every character in this show is unhinged, and a killing of the gays. Featuring a gorgeous & stellar cast, TDWBMD should have utilized them less for melodrama and more for chemistry. This BL surprised me by going there with a lipstick mark AND an actually gay idol. But (you knew there was a but) while it's a unique twist on an office romance it is NOT a unique twist on the doomed red thread trope, resulting in it feeling less than the sum of its parts and ultimately unsatisfying. This might have also had to do with the fact that this was one of those KBLs where I felt how very short it was the whole time I was watching, like I was missing something constantly, in every episode. Worth watching for some but seriously flawed.
First Love Again
2022 Korea (historical flash backs) - Viki
A popular novelist who remembers his past lives meets his soulmate for the third time, only to find she has been reincarnated into the body of a man. This one started out a touch mean-spirited, but we eventually got a good kiss. The confession/rejection scene was justified and the reconciliation and ending was... fine. All in all, the pacing felt rushed and the romantic arc was underdeveloped. They go from like to love to boyfriends in a red hot minute. But that’s par for the course with Korea’s short form. If you don’t mind a heavy does of melodrama in your BL this one has a solid story with a strong concept that’s well acted and produced, making it a classic KBL with better than average chemistry but ultimately a touch forgettable.
Love in Spring AKA Spring of Crush
2022 Korea
This show was all over the place with uneven acting, narrative, and focus (sometimes it wanted to be a slapstick comedy, sometimes a depressing melodrama) which meant no one, actors or viewers, took anyone or anything seriously.... AND it’s a bromance. I was left wondering if SalHyung is now code for “they were roommates” in Kdrama historicals but otherwise largely apathetic and unimpressed. Korea, I now know you can do better. Do better.
Mermaid's Jade
2019 China (censored-esk) - Gaga
Kills the gay.
The Male Queen: Han Zi Gao
2016 China - Gaga
Kills the gay. Schrodinger's BL, both a BL and entirely not one at the same time.
Diary of Heong Yeong Dang
2014 Korea
Kills the Gay
I was gonna do a top 10 list, but there aren't enough by my metrics, so many end sadly.
This post at the behest of @verymuchof thank you for the idea!
Dated April 2023, includes only BLs that had finished their run by that date. Not responsible for cool costume flix that come after that. But you should check the comments to see if any have been added by others!
I might have missed a few that only have time historical elements since I don't always track those.
Also I would like to point out a decided lack of Japan on this list. My ninja yaoi consuming tiny past self is VERY upset about this void.
WHERE ARE MY GAY NINJAS??!!!

seemingly cool fiber arts person i followed a little bit ago just put radfem shit on the dash, anyway the blanket statement that the only contributions of men to textile production are capitalist/exploitative and the only contributions of women are household-centric/victimized is patently untrue. while less of a documented presence, women in medieval europe [1] absolutely participated in weaver's guilds and commercial cloth production [2], and men have been participating in household knitting in all parts of europe for as long as knitting has been a thing there [3]. like i'm not trying to say women haven't been deeply excluded from economic opportunities in the textile trade for centuries but you cannot be making sweeping statements like that about everyone in every part of the world through all of history and expect them to be true. do, like, a basic level of research and have a basic understanding of nuance, i beg of you [4]
footnotes/sources/etc under the cut, sources are a bit basic because i just grabbed whatever was nearest to hand but they should suffice to prove my point:
[1] i'm only referring to western europe here because that's the only region i feel comfortable talking about in any detail without embarrassing myself. systems of medieval cloth production in european guilds are not gonna look anything like the systems of hundreds of servants employed to do textile production for a household in china. don't make categorical statements about everyone everywhere all at once, you will end up with egg on your face.
[2] quotes from "when did weaving become a male profession," ingvild øye, danish journal of archaeology, p.45 in particular.
england: "in norwich, a certain elizabeth baret was enrolled as freeman of the city in 1445/6 because she was a worsted weaver, and in 1511, a riot occurred when the weavers here complained that women were taking over their work" + "another ordinance from bristol [in 1461] forbade master weavers to engage wives, daughters, and maids who wove on their own looms as weavers but made an exception for wives already active before this act" germany: "in bremen, several professional male weavers are recorded in the early fourteenth century, but evidently alongside female weavers, who are documented even later, in 1440" -> the whole "even later" thing is because the original article is disputing the idea that men as weavers/clothiers in medieval europe entirely replaced women over time. also: "in 1432-36, a female weaver, mette weuersk, is referred to as a member of the gertrud's guild in flensburg, presently germany" scandanavia: "the guild of weavers that was established in copenhagen in 1500 also accepted female weavers as independent members and the rules were recorded in the guild's statutes"
[3] quotes from folk socks: the history and techniques of handknitted footwear by nancy bush, interweave press, 2011, don't roast me it was literally within arm's reach and i didn't feel like looking up more stuff
uk/yorkshire dales: "...handknitting had been a daily employment for three centuries [leading up to 1900]. practiced by women, children, and men, the craft added much to the economy of the dales people." (p.21) uk/wales: re the knitting night (noson weu/noswaith weu) as a social custom practiced in the 18th/19th c.: "all the ladies would work on their knitting; some of the men would knit garters" (p.22) uk/channel islands: "by the early seventeenth century, so many of the islands' men, women, and children had taken up the trade of knitting that laws were necessary to keep them from knitting during harvest" (p.24) -> this one is deeply funny to me, in addition to proving my point uk/aberdeen: "the knitters, known as shankers, were usually women, but sometimes included old men and boys" (p.26) denmark: "with iron and brass needles, they made stockings called stunthoser, stomper, or stockings without feet, as well as stockings with feet. the men knit the legs and the women and girls made the heels" (p.32) iceland & faroe islands: "people of all ages and both sexes knit at home not only for their own use but for exportation of their goods as well" (p.35)
[4] actually? no. i'm not begging for shit from radfems. fuck all'a'y'all.
#fuck it maintagging because i'm genuinely deeply annoyed about this#eta: un-maintagging bc after a couple days' reflection - i stand by the substance of what i said but i don't stand by my tone or attitude#shoot-from-the-hip reactionary anger is seldom effective and more to the point it's not a response of grace or love & i should do it less#aggressive linguistic prescriptivism#<- personal fiber arts category tag#<- that tag can stay tho i think this is an internal use only kinda post

Normalization is an English translation of the Arabic word tatbi’, making something abnormal appear normal. As stated before by PACBI:
It is helpful to think of normalization as a “colonization of the mind,” whereby the oppressed subject comes to believe that the oppressor’s reality is the only “normal” reality that must be subscribed to, and that the oppression is a fact of life that must be coped with. Those who engage in normalization either ignore this oppression, or accept it as the status quo that can be lived with. In an attempt to whitewash its violations of international law and human rights, Israel attempts to re-brand itself, or present itself as normal -- even “enlightened” -- through an intricate array of relations and activities encompassing hi-tech, cultural, legal, LGBT and other realms. [3] Another aspect of normalization is the attempt to use Palestinians and/or Arabs as “fig leaves” [4]. In the context of applying the BDS movement’s guidelines for the international academic and cultural boycott of Israel, PACBI sometimes faces scenarios where boycott bashers attempt to redeem their conscience, and with it some moral ground, by using token Palestinians (or more rarely other Arabs) as a fig leaf to cover up their complicity in Israel’s violations of international law and Palestinian rights. While the pool of available “fig leaves” is diminishing every year, thanks to the recent impressive spread of BDS consciousness among Palestinians and in the Arab world, there are still those who are ready to accept for their names to be manipulated in the cynical political agendas of international boycott violators. From the above, one can see that normalization applies to relationships that convey a misleading or deceptive image of normalcy, of symmetry, of parity, for a patently abnormal and asymmetric relationship of colonial oppression and apartheid [5].
[...]
BDS is not about saving Israel as an apartheid state, giving up some occupied lands that are densely populated by Palestinians to make Israel a more pure apartheid, and to prolong the life of this apartheid for several more years. BDS is all about achieving Palestinian rights, paramount among which is the inalienable right to self determination, by ending Israel’s three-tiered system of colonial and racial oppression: colonialism, occupation and apartheid. Of course, PACBI and the BDS National Committee (BNC) advocate a complete boycott until Israel ends its three tiered system of oppression, not simply its occupation of the West Bank and Gaza. The main reason for this position is that, according to international law, Israel, as the Occupying Power, bears responsibility for the occupation and all its manifestations (colonies, wall, siege, house demolitions, etc.), not to mention the other grave violations of international law outside the realm of occupation, such as forcible displacement, denial of refugee rights, and the crime of apartheid (which an increasing number of legal scholars is now convinced Israel is guilty of). The BDS movement calls for boycotting Israel as the state responsible for denying Palestinian rights, just as South Africa was the target of boycott due to its apartheid regime, and China is the target of some boycotts due to its occupation of Tibet, and Sudan is the target of some boycotts due to its crimes in Darfur. Only in Israel's case do we hear objections to boycotting the state that is responsible for egregious violations of international law, and do we hear suggestions instead to boycott only some manifestation of these violations (settlements), not the root cause.
