Coin succeeded in bringing Katniss to an institution with plenty of propo opportunities of the "mad lovers of D12"(except Coin wants this to emerge naturally)

But D12 district government gave Everlark a lawyer, and Coin lost alot of potential revenue with D6 coming in to treat Peeta, Johanna and Haymitch's addiction.(and the addictions of non D13 residents in D13) Alot of districts thought Coin was abusing Katniss. But Coin’s gamble with the resource allocations paid off. She got Katniss in an institution. The October 7 incident was an embarrassment for Coin if it was her intention to kill Katniss it failed, saw Katniss risking her life for Peeta, and Annie assessed that Coin set this up and injured President Coin who panicked.(Coin is from the military caste so unclear if she panicked but it came as a shock to her). Katniss instead of taking all of Coin’s insults used her sass and during the evening meeting snapped and said cutting things to Coin. It's clear even if Katniss is killed that Katniss hates Coin’s guts. Coin hoped for Katniss to quietly crack and go to an institution if Peeta didn't kill her.

But alot of Coin’s achievements Getting Annie and Peeta involved in Propos milking them for Intel succeeded. Both Annie and Peeta are really good with words.

In order for Katniss to assess that Coin is using Peeta, Haymitch and such she has to admit that Morphling Peeta bothers her. She did admit it in the 4th and does indirectly attack Coin when addressing Peeta on October 8th. She already thinks Coin is trying to kill her. Its weird why Peeta didn't pick up on it. He is miserable enough so prefers to ignore it, he would probaby have a mental breakdown if he saw the full truth. Peeta is suspicious of Coin but does not think she is nearly as bad as Snow. He is impressed at what she built but thinks Coin is an egomaniac. Peeta thinks Coin is not suited to be President of Panem but should either be a cabinet official or remain as President of 13. He told Coin that she should remain as governor of 13, stressing that he didn't think she was temperamentally suited for collaborative rule. But he thought she would make a great governor of 13 in a postwar Panem.

Its unclear what impact the great episode of October 7 would have it might have contributed along with overwealming shame to Peeta trying to unalive himself.

Coin is charismatic and very competent, not everyone sees through her like Katniss does. Though if Peeta wasn't trying to find good in the future then he might be more suspicious.

Haymitch does not care and wants to drink morphling. He sees through Coin but it makes him depressed and hopeless.

If Coin did not like seeing Annie angry then Finnick takes a trident and says that if Coin tries to trigger Annie into an episode as well he will kill her slowly and Finnick does not believe Coin’s denials.

Finnick is never endorsing Coin for president even with a gun to his head. In the October 7 meeting he accuses her of responsibility for the October 7 incident. He outright states to Coin’s face that she should never be president.

Johanna and Peeta are convinced that morphling is a good thing until the specialists from D6 persuade them otherwise.
