One of his biggest hobbies is collecting rare weapons—whenever he raids a ship he will always look for unique swords, daggers, what have you, and he keeps them all in his quarters. He isn’t collecting them based on their value, though some of them may be extremely valuable, he just thinks they look nice (archaeologists and museum curators everywhere Hate him)
Another hobby of his is dance, specifically samba, and it lends itself to his footwork while fighting, immensely. He was never professionally trained, and doesn’t really do it much outside of his ship, but his mother Carina was an instructor and he watched her teach for 10 years
Surprisingly good at whittling, and after he shaved off a part of his desk out of boredom, Jacqui started finding pieces of driftwood to give him instead, and occasionally Rodrigo will pull one out and just absentmindedly carve
Magical abilities —
Rodrigo’s magic is very strong, but very volatile, and he doesn’t fully understand it
What he does understand typically falls under Illusionary/Glamor Magic
He normally uses this to create a mirror image of himself, or to disorient opponents when fighting—the mirror image is really just an afterimage, if he wanted it to move and fight with him, he could, but that takes more energy than he wants to use for just a quick diversion
He can also cast glamors over his appearance, allowing him to sneak into underground bars and similarly shady places unseen/unnoticed—helpful especially when your face is on more than a few wanted posters in such shady places
Will cast illusions over others, especially during raids to confuse the ship their raiding by making them think there are more pirates than there are, or tricking them into jumping off their own ship
He can create illusions for others too, for example, create a mirror image of Jacqui during a fight, though it takes more concentration and he can’t maintain it for as long
It’s easier for him to cast massive illusions over non-humans, like the sirens in the Strait of Sirens, and he can make better use of his range that way, but it still isn’t something he can maintain for more than a few minutes at the most
Most of his illusions rely on people being able to see, so they don’t work over blind people (like Leon) or in the dark of night
He can also create barriers, force-fields, that he will use to protect his ship during raids
He can use this on a more individual level, but for some reason, when that magic is more concentrated, it is harder to control

Jacqui, technically. It’s complicated. 
They’re both very dependent on the other, and it’s by no means a healthy relationship, but they both fall back together at the end of the day, and that’s what matters to them the most
If either of them were asked to name someone they loved, they would each be the other’s first thought, but neither would admit to that out loud
Kind of Jade, though they have more of a strictly friends-with-benefits sort of relationship, there aren’t any underlying feelings further than that

Background —
Rodrigo was born in a small Nopali village to Elena-Carmen Fernandez and Carina-Sofia Aguilar. Elena was the town’s leader and she was very beloved, which meant her wife Carina, and their son, Rodrigo, were very well known and cared for. Rodrigo was basically the village’s golden child, and he wasn’t always a little shit, so the attention was (mostly) well deserved. 
However, unknown to Rodrigo and most of the village, Elena was hiding something from the Original Scholars at the Sea Palace. When Rodrigo was 10, Captain Sydney was sent by the Scholars, (Drago Fortunado D’Oria specifically) to retrieve what she was hiding, but she died protecting the village, and the thing she was protecting was never explained to the rest of the village before Sydney’s crew attacked them.
Only Carina knew what Elena had died protecting—Rodrigo. His magic was fast developing, stronger than either of them expected, and Elena knew that it was only a matter of time before Drago knew of his existence through his connections to the world’s magic, and before he would come to take her son away. For years she had kept a barrier over their village, shielding his existence, but someone in the village betrayed them and word got to Drago about the magic there. So, he sent Syd to find the source of the magic and take it back to him.
Elena fought Syd, still using her own magic to protect the village, but when Syd killed her, her magic disappeared, leaving the village vulnerable. He and his crew raided the village, and Rodrigo was captured and taken to the Sea Palace’s catacombs, to Drago to study. 
Carina was able to escape and fled to Venterre, where she eventually met and married Rosabella Zita D’Oria, and they have a daughter together, Tatiana Eufemia D’Oria, Rodrigo’s half-sister. Carina thinks that her son is long dead, as she saw him being taken away by Syd and his crew, and as far as she knew, there was no reason to go after him, as anyone taken by force to the Palace is to be considered dead. Rodrigo doesn’t know she’s still alive, but he thinks she’s better off dead, as in his eyes, it looked like she let him be taken and didn’t try to save him.
From when he was 10 to when he was 16, Rodrigo lived in the catacombs under the Sea Palace, and he was treated as a test subject for Drago’s research. He spent those six years fighting back, and his magic was heavily tampered with. He’s convinced that the Scholars stole/locked a part of it away that he’ll never get back. It wasn’t until Jacqui (then 19) stumbled upon him in the catacombs that he was set free, and the two of them ran away.
They ran from the Sea Palace for a few years, dodging bounty hunters sent by the Scholars all around the Sea of Persephia until Rodrigo (18) won his ship, El Corazon Sangrante in a bet—which he cheated to win. He named himself Captain, and he and Jacqui began to build a crew. 
A few years later, Rodrigo, then 20, met the band as they were on their way to the Sea Palace, and got into a fight with then 14 year old Alec, giving him the scar on his face and a life-long grudge against her, which she returns wholeheartedly. 
Around this time, roughly (still ironing out the timeline), Rodrigo raided a ship that, among other things and people, was carrying one Doctor Julian Devorak, who helped treat him as he was injured during the raid. As such, Rodrigo spared Julian, and he traveled with Rodrigo and his crew for a few months, though the two did not like each other very much (especially after Rodrigo started noticing Julian spending more time with Jacqui than he felt necessary).
By the time he was 25, Rodrigo had attended his first Pirate Meeting in Ethari, run by Meredith, where he was introduced to the Code. He almost got thrown out of the meeting for running his mouth at the Queen, but Jacqui saved him (as is how Rodrigo gets out of most things). His crew was well-established, a group of ex-bounty hunters, wanted criminals (usually only for minor thefts and disturbances), and the crew’s cook, a little old Nopali woman named Paulina.
He and his crew have spent the past 10 years sailing (terrorizing) the Sea of Persephia, and don’t plan on stopping any time soon. In the game timeline, they are still sailing, though post all routes, El Corazon heads South for another Pirate Meeting.

Billet Doux, Chapter 4—A Season Two Caskett WIP
Title: Billet Doux, Chapter 4 WC: 1100
She gets to tell the full story on day four. “Gets to.” It’s her post-incident interview at last, bright and early on a Monday morning, and it’s fine. The members of the team are sympathetic, that’s clear, but it doesn’t mean they don’t put her through her paces. They take her through the story from front to back and back to front again, and she tells it, more or less the same way each time—Jacky Coonan to the girl, the girl to the drugs, the drugs to Johnny Vong, and Johnny Vong to Dick Coonan and the non-existent Rathborne. 
She tells that story, because her cop’s mind can’t tell it any other way. But she’s not a cop here. Sympathetic or no, as far as the investigative team is concerned—a seasoned homicide detective from another precinct and a couple of suits from Internal Affairs—she’s a suspect, and the story that pieces one lead together with the next is not the one they want. It’s not the one that will clear the shooting, and that’s what she’s here for.  
She takes a breath and tells the story they need to hear, the one with details her cop’s mind hasn’t already filtered out as irrelevant. She thinks it will be hard. She thinks for a drowning moment of Castle and the details that land thick on the page. She thinks for a drowning moment that she can’t do this, but her memory offers them up—the most curious details—though out of sequence. 
Her first memory is blood, but not the kind she’s expecting. Her gaze falls, fleetingly, to her own thighs. She’s not wearing the jeans, of course. She’s wearing the nicest wool trousers she owns, and anyway, the blood she’s thinking of is the dark maroon spreading across Coonan’s upper lip from when Castle’s head had slammed with bone-crunching force into his nose. Her memory lingers on the different shade of red it seemed to be—dark right away in contrast to the bright crimson that pumped endlessly between her fingers. 
Next, memory rewinds to the money—her insane break room promise to pay him back and his Negative, Ghost Rider. She presses her lips together and keeps that detail to herself. She moves on to Dick Coonan’s verbal slip—her killer—then leaps ahead to her own plea to the Captain—I need him alive. Before it can sound like a plea—like something calculated to argue for the purity of her her intentions, memory skips backward again to the ballpoint pen in Dick Coonan’s hand in the moment before he went for the uniform’s gun. 
She remembers, maybe for the first time, that he had slipped on it—Coonan had. The new detail deals a blow to her composure, and she sees one of the IA guys sit up straighter, bounce the cap of his own ballpoint on a yellow legal pad as she recalls that just for a second before he grabbed Castle and jammed the Glock into his ribs, the cheap plastic barrel of the pen had rolled right under Coonan’s shoe, and he’d slipped. She hears herself faithfully relating such a silly detail. She hears herself wondering aloud if she’d missed something in that second, wondering if that had been her opportunity to act. 
They don’t have an answer for her. It’s their job not to have an answer for her. Their job is simply to assemble the facts from interview, from physical evidence—to determine whether, according to departmental guidelines, she was justified in taking a man’s life. It’s not their job to tell her whether or not she missed the moment that might have changed everything. 
Things wrap up not long after. There are no promises, of course, but the sympathetic vibe runs strong through the round of handshakes she exchanges with each of them. She emerges from the room’s fluorescent lights, from the building itself, into another brittle and brilliant January morning. 
She’s not the first to text him on day four. He’d been up brighter and earlier than her meeting  to lob more obscure poetic forms her way, to say nothing of his list of suggested chores to help her while away the days. He hadn’t wished her luck or mentioned the interview at all. He hadn’t asked any of the million questions he must have about the whole process. 
And he hasn’t pinged her with a Things go okay? or anything else. She feels hollow about it for a moment. She feels irrationally abandoned, not just by him, but by everyone—Montgomery, Lanie, the boys.   
But the cold shakes her, then. The wind howls its way under her coat collar and New York roars around her. The city reminds her that here, she’s as alone as she does or does not want to be. She strips off one glove, yelping as January takes another bite. A mook striding by with a pair of city coveralls pulled on over his winter gear spares her a sympathetic look. 
How’s your head? She manages to jounce out on the move. She’s descending into the subway as she sends it. She’s practically cheek to cheek with half a dozen bundled up strangers who have barely made it inside with her before the doors close.  There’s literally no room to move enough to check the phone when she feels it vibrate. 
Indestructible. Thanks for asking. 
She reads the reply as she climbs the stairs once the train belches her out at her station. She imagines a different world where Coonan had lived and they’d broken him like they broke Johnny Vong. She imagines Castle making much of his battle scars. She emerges into the cold again and squints down at the message awaiting her reply.
Do you remember the pen? She leans against the outside of a bus shelter with her left glove stripped off this time. Coonan slipped on it. 
The letters of the name are a shock as painful as sudden, bright sun—as sudden, bitter wind. She waits for his reply, right there in the cold. It’s a stupid thing to punish herself over. But she waits. 
Did he? Must have been too busy being the idiot who got grabbed to notice. 
Not an idiot, she fires back. 
He replies with an orphan ellipsis. She laughs loud enough to turn the heads of seasoned bus riders who usually can’t be bothered to look up for anything less than an alien invasion. 
An idiot, definitely, just not in this instance.

You groaned pushing yourself away from Scott before the teasing began when everyone wandered into the room. Sam was covering himself as he searched for his non-existent clothing, without the alcohol his cockiness wasn’t extremely high. Your head was pounding. You sat up and silently looked over the situation. “When’s he’s quiet, he’s kind of cute” you thought to yourself.
You sat up and held your head in your hands. You took in your surroundings, you couldn’t help but wonder where the Cap had ran off to. The last thing you remember was the way he was silently making eyes at Bucky after their little dare. Bucky was waking up on the other couch shifting uncomfortable and you sure as hell noticed another soldier on that couch. Specifically in his pants.
“It’s like my hypothesis was correct.” You said staring right at the ex-assassin crotch.
“What...shit! Don’t look!” Bucky exclaimed curling down into his body.
“Holy shit can you like give yourself a bl-”
“SCOTT!” Bucky yelled turning a violent red color, “Shut up!”
“You do realize you practically gave us live porn last night right?” You raised one naturally arched eyebrow, “We do remember that. Hell my panties will be trashed because of that scene.”
Bucky groaned at the words that left your mouth. He quickly covered his hands over his crotch as he stood up and left the room. “I’m going to find Steve” was all he silently muttered under his breathe.
“You go girl! Let me know if Steve is the dom or not?”
“So it wasn’t a dream? Bucky and Steve got down and dirty?” Tony groaned dragging his body into a sitting position.
“Yup.”
“Wish we filmed it.” Tony sighed reaching into his pocket to retrieve a pair of sunglasses.
You shrugged before climbing to your feet and seeing your younger brother half under the couch. You nudged him with you foot before you were sent crashing onto the glass coffee table. It smashed leaving you in pain and webbing on your ankle.
“OH MY GOD! Y/N!” Peter screeched to the annoyance of everyone, “I did...are you hurt?!” “YOU ASS!” You exclaimed climbing to your feet, “Why the hell-”
“I thought you were going to attack me!”
“OKAY NO MORE ALCOHOL EVER!” You shouted.
“Shut up and help me find my clothing.” Sam whined from the couch, “I didn’t pack a bag this time and my clothing is in my apartment.”
You rolled onto your back trying to shake the glass off of you without pushing it further into your body. Scott helped you up before brushing it off also, to the gratitude of you. You winced at the expression on Tony’s face at the shattered glass.
“I...just...Why is it always my stuff that gets broken?” Tony grumbled crossing his arms.
“Like it matters.” You snorted, “You probably shit diamonds and cough up gold coins.”
Sam shifted on the couch again gaining the attention of everyone. Groans of disgust came from everyone because the Falcon’s bare ass was sitting on the couch, talk about contamination. Tony shook his head before mumbling.
“I didn’t like the couch to begin with.”
“Hey Sam?”
“Yeah?”
“Are you hiding a post-serum Steve or a pre-serum Steve?” You asked tilting your head to the side.
“Can we leave the size of my dick out of this?” Sam exclaimed. He scrunched down and managed to grab the lone blanket on the back of the couch.
“That’s a good one.” Scott said pointing to you, “We’re getting married.”
“Who are you Deadpool?” You questioned.
“You know that mercenary?” Tony asked glancing over at Sam, “Remind me to burn the couch and blanket.”
“Yeah I know him.” You chuckled, “Long story.”
“I want to hear this.” Wanda grinned. You sighed before taking a seat as far away from Sam as possible.
Peter was giving you a strange look when you announced the little tidbit of information but then again he kept his saving people a secret for awhile. You shrugged before rubbing the side of your head in pain. You were one of the few that knew about Deadpool’s ‘real life’ and actually you did attend the small wedding. Wasn’t a large wedding at all.
“Well, I told you guys how I did the stripper thing a while back? I met Vanessa at the club I worked at. Real sweet, gem of a girl.We were working one night when some freakish burned weirdo walked into the club.”
“I’m guessing it was Deadpool without the suit?” Wanda said leaning forward, “That means you know his identity!”
“I’d rather not be turned into that fruit ninja game.” You scrunched your nose up at the threat Wade had given you, “I watched the sparks between them and knew they were together so I made a comment on knowing some ways to get hitched without people knowing, next thing I know I’m holding flowers beside Vanessa.”
“Deadpool is married?” Tony rhetorically asked.
“No. Deadpool isn’t married, his identity is.” You shrugged, “Moving on. Sam you didn’t answer the question.”
“Why does everyone always want to know what the brother is packing?” Sam asked
“It’s the whole once you go black, you don’t go back thing. BBC has people curious.” Scott said nonchalantly.
“Exactly. So Sam super-soldier … or wimpy-wimpy?” You gave a sly wink.
“I’ve never seen Steve’s “soldier” so I wouldn’t know. Speaking of Steve has anyone seen him or Bucky since last night?”
“Actually, F.R.I.D.A.Y where are Bucky and Captain Rogers?”
“Captain Rogers and Mr. Barnes are acting rather strange in the kitchen.” The IA said immediately.
“What are they doing?” Tony asked pulling up a tablet to show the camera feed.
“It appears they are refusing to make eye contact and keeping a large distance between each other Mr. Stark.”
“Sam let’s go see if you can borrow anything.” You shrugged making your way into the blanket swaddled man.
The two of you entered the kitchen where the two supersoldiers were going out of their way to avoid each other. You were admittedly guilty for slightly tarnishing the friendship between them. You were however amused at how they went from horny teenagers to awkwardly dancing around each other.
“Damn, we really did a number on you guys.” You whistled as the men bristled at your appearance, “Why are you acting so strange.”
“Can I talk to you in private.” Steve practically grilled you. He dragged you out of the room and further down the hall, “What the hell?”
“Er. What?” You shifted uncomfortable under his heated gaze.
“You shouldn’t have said that dare. Bucky is still adjusting and he needs me. He’ll go back into his shell and we can’t have that.”
“If you weren’t bothered by it why are you two acting like you’re dancing an awkward dance at a middle school dance? It mattered to both of you.”
“Maybe it bothered us because we’re from the 40s! This...whatever is between Bucky and I...it wasn’t acceptable back then.” Steve huffed, “We may be in this current timeframe but we are still boys from Brooklyn when it wasn’t populated so much.”
“Oh my god! Yet Mr. Golden boy has fucked Sharon Carter?” You exclaimed, “Wasn’t pre-martial sex something unacceptable?”
“Leave Sharon out of this.” Steve’s glare got even more heated, “You have absolutely no right to come into this building and fuck up my relationship with Bucky. You have a choice. Respect us or leave and do not come back.”
“Wow. Nice Steve who doesn’t like bullies sure has changed.” You bit back, “You took the dare so deal with it like a man.”
You were stunned at the sudden change before you stomped back to the room where the others were. You slumped on the couch as you heard Sam, Steve and Bucky come into the room with space between all of them.
“We’re going for a run.” Steve said shortly, “We’ll be back later. Training is happening when we get back.”
“Can I just chill here?” You asked.
“Why not. I like you.” Nat smirked as she got up off the couch, “Now excuse me, I need to rinse off the stench of alcohol.”
You whined and turned back to see Scott eyeing you from across the room.
“I don’t feel like training today either...May-”
“Maybe what? We could train together, as in the kind that involves both of us naked and in a bed?”
“Well, um..ac..ac..”
“Oh god, Scott not my sister!” Peter groaned completely distracted when Tony smacked the back of his head.
“At least it’s not a threesome with the grandpas.” Tony rolled his eyes, “Poor girl would give them a heart attack at their age.”
“Shit. Y/N, May messaged me and she’s not happy at all.” Peter groaned.
“Why’s she pissed at me! I don’t live with her.” You whined, “Tell her you crashed at my place.”
“Wouldn’t it be more acceptable that you were staying here?” Tony questioned.
“You really think it would be okay?” You chuckled, “You haven’t seen angry May and it’s not something you want to see either. Let us do it our way.”
Tony rolled his eyes before announcing he would be in his lab and if anything juicy came about with the grandpas to let him know. Wanda was completely distracted by Vision as he explained more about something you didn’t quite understand.
“Hey Wanda?”
“Yeah?” She turned to you.
“Can I borrow your shower?”
“Sure. I can’t take you there but I’m sure someone can take you.” Wanda shrugged before her attention returned to the red man.
Scott smirked before he strolled over to you with a grand plan in mind to attempt at seducing you. He knew that if you did say no that he would leave it at that. He was flirty but he didn’t pressure females into something they weren’t comfortable with.
“I’ll show you. Her room is beside mine.” Scott said before leading you out of the room.
“He doesn’t have a room here.” Peter frowned before looking at Wanda, “Hey Wanda why did Scott lie to my sister?”
“I believe that Scott wants to perform sexual acts on Miss Parker.” Vision stated, “The tension between them is rather strong.”
“You mean...they’re gonna...get frisky together?” Peter’s eyes widened before he felt the urge to ‘save’ you from ruining yourself.
“Leave it alone kid.” Clint said as he walked out of the room, “Let it happen or else it’s gonna even more worse than it is right now.
You were humming as Scott was making idle conversation as you followed him to a red door.
“Stark wasn’t happy when he saw that Wanda painted her door but she threatened him and he let it slide. He feels guilty over Pietro’s death.”
Your eyebrows raised because Tony didn’t look like he was the one to let his emotions how, other than the story that Peter told you. Apparently he wasn’t happy when he learnt the truth surrounding his parents death.
“Well thank you for walking me to the door.” You smiled biting your lip.
“My pleasure. I want you to know that I’m not trying to disrespect you, I really do like you.” Scott admitted, “It’s fun having someone that has a similar sexual orientation.”
“Are you bisexual?” You asked slightly surprised. You thought he had been playing with you and like to make Steve and Bucky uncomfortable.

Batik, which contains an artistic element, a handicraft worked by women since the beginning of time using simple tools, such as the canting tulis or waxing pen, and natural dyes deriving from plant life. In the form of a fast-growing industrial activity, batik has subsequently, and in a massive way, produced through use of canting cap or wax stamp. The influence of the developed world on batik appears in its coloring, while the high artistic of the orient is evident in the skilled handiwork that emphasizes the finest of the artwork. Batik is a technique of wax-resist dyeing applied to whole cloth, or cloth made using this technique. Batik is made either by drawing dots and lines of the resist with a spouted tool called a canting, or by printing the resist with a copper stamp called a cap. The applied wax resists dyes and therefore allows the artisan to colour selectively by soaking the cloth in one colour, removing the wax with boiling water, and repeating if multiple colours are desired. A tradition of making batik is found in various countries, including Indonesia, Malaysia, Singapore, India, Bangladesh, Sri Lanka, the Philippines and Nigeria; the batik of Indonesia, however, may be the best-known. Indonesian batik made in the island of Java has a long history of acculturation, with diverse patterns influenced by a variety of cultures, and is the most developed in terms of pattern, technique, and the quality of workmanship. In October 2009, UNESCO designated Indonesian batik as a Masterpiece of Oral and Intangible Heritage of Humanity. Batik is designated as a UNESCO's Unitary Cultural Heritage of Human Heritage. the Indonesian government officially dedicated October 2 was chosen as National Batik Day to commemorate this historic. This process is repeated as many times as the number of colours desired. The most traditional type of batik, called batik tulis (written batik), is drawn using only the canting. The cloth needs to be drawn on both sides, and dipped in a dye bath three to four times. The whole process may take up to a year; it yields considerably finer patterns than stamped batik. In the Javanese naloni mitoni ceremony, the mother-to-be is wrapped in seven layers of batik, wishing her good things. Batik is also prominent in the tedak siten ceremony when a child touches the earth for the first time. In October 2009, UNESCO designated Indonesian batik as a Masterpiece of Oral and Intangible Heritage of Humanity. As part of the acknowledgment, UNESCO insisted that Indonesia preserve its heritage. The day, October 2, 2009 has been stated by Indonesian government as National Batik Day, as also at the time the map of Indonesian batik diversity by Hokky Situngkir was opened for public for the first time by the Indonesian Ministry of Research and Technology. The popularity of batik in Indonesia has varied. Historically, it was essential for ceremonial costumes and it was worn as part of a kebaya dress, commonly worn every day. The use of batik was already recorded in the 12th century, and the textile has become a strong source of identity for Indonesians crossing religious, racial and cultural boundaries. It is also believed the motif made the batik famous. Inland batik or batik kraton (Javanese court batik) is the oldest form of batik tradition known in Java. Inland batik has earthy colour such as black, indigo, brown, and sogan (brown-yellow colour made from the tree Peltophorum pterocarpum), sometimes against a white background, with symbolic patterns that are mostly free from outside influence. Certain patterns are reserved for royalty, while other are worn on specific occasions. At a Javanese wedding for example, the bride wears specific patterns at each stage of the ceremony. Noted inland batiks are produced in Solo and Jogjakarta, cities traditionally regarded as the centre of Javanese culture. Batik Solo typically has sogan background and is preserved by the Susuhunan and Mangkunegaran Court. Batik Jogja typically has white background and is preserved by the Yogyakarta Sultanate and Pakualaman Court. Weekly Legislative Roundup 1/25/19
Welcome to the latest edition of NORML’s Weekly Legislative Roundup!
U.S. Representatives Lou Correa (D-CA) and Clay Higgins (R-LA) and Senators Jon Tester (D-MT) and Dan Sullivan (R-AK) introduced legislation this week, HR 712 / S. 179: The VA Medicinal Cannabis Research Act of 2019 to facilitate federally-sponsored clinical research into the safety and efficacy of medical cannabis among veterans.
At the state level this week, activists gathered in Denver in conjunction with Colorado and Denver NORML chapters to lobby their state lawmakers in favor of  workplace drug testing reforms, social consumption, parental protections and expanding access to the state’s medical cannabis program.
Opioid dependency was added to New Jersey’s list of conditions for medical cannabis eligibility.
And a North Dakota bill to permit qualifying patients to cultivate personal use quantities of cannabis for therapeutic purposes was defeated in a Senate committee this week.

Legislation is pending, House Bill 1150, to expand the state’s nascent medical cannabis access law.
The measure expands the pool of applicants eligible for medical cannabis by allowing physicians to recommend it to those with a wide array of conditions, including asthma, ADHD, bipolar disorder, Parkinson’s disease, and traumatic brain injury, among other diagnoses.

North Dakota
Legislation is pending, House Bill 1417, to expand patients’ access to medical cannabis in North Dakota.
The proposed changes:
Expands the pool of eligible patients by permitting providers to recommend medical cannabis to those diagnosed with neuropathy; opioid use disorder; opioid withdrawal; migraine; rheumatoid arthritis; and Ehlers-Danlos syndrome;
Allows physicians to explicitly authorize select patients to legally possess greater quantities of cannabis than are generally allowed under the law.

NSAC’s Guide to the 2018 Farm Bill Conference Process

As we barrel toward the expiration of the 2014 Farm Bill on September 30, both the House and Senate have now passed their respective versions of what they hope will become the next farm bill. The House passed its version on June 21 by a narrow and strictly partisan margin of 213-211. The Senate passed its version on June 28 by an overwhelming bipartisan vote of 86-11.
On many key issues related to food and agriculture, the House bill fails where the Senate bill succeeds. This is true for conservation, nutrition and food access, beginning farmers and farmers of color, local and regional food systems, value-added agriculture, rural development, and renewable energy, as well as when it comes to stemming consolidation and economic concentration in farm country.
On Wednesday, July 18, the House voted to form a farm bill Conference Committee, officially kicking off the process of negotiating the two bills. The Senate is expected to take action next week, and then the conference can officially begin. Each member of the Conference Committee will have some influence over what goes into the final farm bill; however, the main drivers of the negotiations will be the chairs and ranking members of the Agriculture Committees. Stay tuned for a blog post next week listing House and Senate conferees.
There may be as few as two meetings of the full Conference Committee: one as early as this month to open discussions, and another to vote on the final conference report at the end of the process. The bulk of the decision-making will likely happen behind closed doors, as it did in the last farm bill process five years ago, and not through active meetings of the Conference Committee as was the norm previously.
Heading into conference, we compare how each of the two draft farm bills measures up on key priorities facing the sustainable food and agriculture community:

Local and Regional Food & Rural Development
Beginning and Socially Disadvantaged Farmers
Agricultural Research
Reforming Commodity and Crop Insurance Programs
Unlike many titles of the farm bill, the House and Senate commodity title (Title I) and crop insurance title (Title XI) are not that different, with one primary exception – payment limitations and means testing (more below). The smaller differences include:
The House bill modestly increases spending on commodity supports while the Senate bill modestly decreases it.
The House bill increases spending for the Price Loss Coverage commodity subsidy, while decreasing it for Agriculture Risk Coverage commodity subsidy, while the Senate bill does the opposite.
Both bills have similar, but not identical, provisions for the dairy program.
The House bill cuts spending for the crop insurance title, but primarily by cutting risk management education and outreach programs, not by any changes to crop insurance subsidies. The Senate bill does not change overall spending in the crop insurance title, and leaves the education and outreach programs intact.
While the differences are not huge, they may still be the subjects of intense debate, especially in Title I and especially between regional commodity-based factions within the conference.
The big difference between the bills centers on rules for applying the annual, per-farm payment limitation that determines a farm’s subsidy payment amount and the adjusted gross income means test that determines payment eligibility.
By adding numerous new loopholes to payment limits, the House bill effectively guts payment limits in practice, allowing mega farms to collect millions of dollars a year in subsidies. An equally terrible, though transparent and honest approach, would have been striking payment limits from the law altogether.
The Senate bill, by very sharp contrast, includes the amendment brought by Senator Chuck Grassley (R-IA) that narrows existing loopholes, thereby improving enforceability and making the current nominal $250,000 annual payment limit the real payment limit.
The House bill also effectively guts the adjusted gross income (AGI) provision that has been part of the farm bill for many years to prevent millionaires from receiving commodity subsidies. AGI is a measure of net income, or gross income minus all farm and non-farm expenses and deductions. The Senate bill keeps current law intact and goes a step further by decreasing the nominal AGI limit from $900,000 a year to $700,000 a year. (Note: For many married couples, the actual income eligibility threshold can be two or three times higher than the nominal limit.)
It would not be at all surprising if the Title I payment limit and AGI provisions were among the very last issues that will be settled by the conferees.
On crop insurance, both bills keep current subsidy levels intact and neither bill does anything to put any limits on the amount of subsidy any one farm can receive or to make multi-millionaires have to pay more of their own insurance premium subsidies. There are nonetheless some important differences between the two bills. As we detail here, the House bill cuts important risk management education and outreach programs, while the Senate bill does not. And as we detail here, the Senate bill makes important advances for improving conservation outcomes of federal crop insurance and improving access to insurance for diversified farms and for beginning and socially disadvantaged farmers.

Conservation
The House and Senate bills differ dramatically in terms of overall conservation spending, conservation policy, and their approach to working lands conservation programs.
The House bill cuts total funding by nearly $1 billion over 10 years, moving that funding into other titles of the farm bill, while the Senate keeps overall conservation funding constant.
While both bills cut working lands conservation programs, the Senate bill stands in stark comparison to the House bill. The Senate bill retains all current farm bill conservation programs but reduces funding for the Environmental Quality Incentives Program and Conservation Stewardship Program by $2.5 billion over the next decade to free up money to increase funding for conservation easements and partnerships. The House bill, by contrast, would completely eliminate the nation’s largest, and only comprehensive, conservation program, the Conservation Stewardship Program (CSP), and cut overall working lands conservation funding by $5 billion. The House’s slash and burn approach would impact tens of thousands of farmers, ranchers, and forest owners across the country – indeed, more than 12,000 producers enrolled or re-enrolled in CSP in 2017 alone.
The House’s attempt to fold CSP into the Environmental Quality Incentives Program (EQIP) fails to retain the most important features of CSP, including a comprehensive, whole farm approach to conservation, an eligibility threshold based on conservation benefits for participation, and a clear reservation of dedicated funds for stewardship contracts.
Conversely, the Senate makes important policy improvements to working lands conservation programs. These include improved coordination between EQIP and CSP as well as additional payments and support for cover crops, diversified crop rotations, advanced grazing management, and comprehensive conservation planning. In order to protect both programs as well as advance critical policy reforms, NSAC urges conferees to use the Senate bill as the blueprint for an approach to working lands conservation.
In addition to the major differences in how both bills approach working lands conservation programs, they also contain several differences for land protection and partnership programs. While both bills increase the acreage cap for the Conservation Reserve Program (CRP) above the current 24 million acres, the House bill increases the cap to 29 million acres, and the Senate increases the cap to 25 million acres. Neither bill increases funding for CRP. Instead, reducing per-acre program benefits offsets the increase in acres.
NSAC is concerned about provisions in both bills that would negatively impact the continuous enrollment option for partial field enrollments including conservation buffers. We urge the conference committee to protect and enhance the continuous CRP enrollment in the final farm bill. We also urge the conferees to include provisions from the Senate bill to establish a Clean Lakes, Estuaries, and Rivers (CLEAR) initiative with the continuous CRP, and to create a permanent easement option for CLEAR and other continuous practices.
For the Agricultural Conservation Easement Program (ACEP) and the Regional Conservation Partnership Program (RCPP), the two bills include relatively equal funding levels, though differences in funding mechanisms and funding allocations for RCPP. We are disappointed that the House bill eliminates conservation plan requirements from ACEP, and urge the final bill to retain that critical component of agricultural land conservation, as is the case in the Senate bill.
The House bill includes an important provision to give USDA the authority and funding to measure, evaluate, and report on conservation program outcomes on a regular, iterative basis. This good government provision is not included in the Senate bill. We urge its inclusion in the final conference bill.
Outside of the conservation title, but with major implications for natural resource protection, the House bill includes several policy riders, many outside the committee’s jurisdiction, that threaten water quality, endangered species, forest health, and more. We hope the conference will follow the Senate’s lead in leaving extraneous fights over environmental laws out of the farm bill.

Local and Regional Food & Rural Development
In terms of support for local and regional farm and food systems, the House and Senate farm bills are like night and day. While the bill passed by the House actively undermines the very programs and systems that have been the shining stars of the local and regional food renaissance, the Senate bill increases investments in these successful programs and also avoids the divisive changes to SNAP included in the House farm bill.
The House failed to incorporate a single provision from the bipartisan Local FARMS Act. The Senate bill goes in the opposite direction: rather than undermining long-standing and successful farm to fork programs, it builds on the foundation laid by previous farm bills and provides the tools and programs that will help to ensure local and regional food economies continue to grow and thrive – creating new opportunities for producers and rural communities.
As has been widely reported, the House bill includes drastic and highly controversial changes to the Supplemental Nutrition Assistance Program (SNAP) that will lead to increased hunger and inadequate nutrition for thousands of families and individuals in both rural and urban communities. On top of that, the House bill effectively eliminates key programs that support increased access to healthy, locally produced and organic foods – including the Farmers Market and Local Food Promotion Program (FMLFPP), Value-Added Producer Grants (VAPG), and National Organic Certification Cost Share Program (NOCCSP) – by not providing them with mandatory funding. On the positive side, both bills substantially increase mandatory funding for the Food Insecurity Nutrition Incentives Program and establish permanent baseline for the program.
On the rural development front, the House farm bill eliminates all mandatory funding and baseline for the Rural Energy for America Program, a cut of $500 million over 10 years, crippling the program. In addition to cutting REAP and providing no mandatory funding for VAPG, the bill fails to renew mandatory funding for the Rural Microentrepreneur Assistance Program (RMAP), which is the only USDA program focused specifically on increasing access to credit and business training for very small rural businesses.
The Senate bill creates the Local Agriculture Market Program (LAMP), combining and strengthening the functions of VAPG and FMLFPP and providing the consolidated program with permanent mandatory funding of $60 million per year. LAMP is almost identical to the Agricultural Market Development Program of the Local FARMS Act with the inclusion of cost-share assistance for producers to help with the expense of food safety practice upgrades and certification, similar to what was proposed as a stand-alone program in the Local FARMS Act.
In addition, the Senate bill requires USDA to have an Undersecretary for Rural Development, overturning a decision made last year by USDA Secretary Sonny Perdue to eliminate that position. The Senate bill also continues to invest in REAP and NOCCSP. Sadly, like the House bill, the Senate bill provides no mandatory funding for RMAP, a decision we hope will be rectified in conference. It also reduces mandatory funding for the Community Food Projects Grant program from $9 million to $5 million annually, whereas the House bill maintains funding for that program at $9 million annually, as we prefer.

Beginning, Socially Disadvantaged, and Veteran Farmers
While support for the next generation of farmers and underserved producers is evident in both the House and Senate bills, on the whole, the Senate bill comes out on top as the clear winner.
In total, the Senate bill invests over a half a billion dollars over the next decade in programs that will permanently expand access to new farmer training, better connect retiring landowners with prospective new farmers, and scale up targeted outreach and technical assistance to farmers of color and military veterans.
The major issues that will be on the table during the upcoming conference negotiations will center around funding levels for three important programs that serve these communities: the Beginning Farmer and Rancher Development Program (BFRDP), the Outreach and Assistance for Socially Disadvantaged and Veteran Farmers and Ranchers Program (2501), and the Conservation Reserve Program Transition Incentive Program (CRP-TIP).
All of these programs are funded at significantly higher levels in the Senate version, and two of these programs (BFRDP and 2501) are consolidated into a new program – Farm Outreach Training Opportunities Program – and given permanent baseline funding in the Senate bill. As with the case of LAMP (see above), this means that, under the Senate proposal, funding for these two programs wouldn’t run out after five years with the expiration of the next farm bill, but would rather be considered permanent. NSAC will be urging adoption of the Senate funding levels for all three of these programs in the final bill to ensure long-term support for the next generation.
Another significant difference between the two bills is the individual loan limits on Farm Service Agency (FSA) loans (see our previous post for a discussion of this debate). The House bill increases loan limits for guaranteed loans (those loans made by a private lender but guaranteed by USDA in case the farmer defaults), with no strings attached or oversight measures to ensure that an increase in the size of loans doesn’t negatively impact access to credit for beginning and socially disadvantaged farmers. The Senate took a similar but much more targeted approach. While also increasing loan limits for guaranteed loans (in addition to direct loans), they did so in a way that ensures a level of transparency, accountability and public reporting on lending trends – specifically related to target lending goals for beginning and socially disadvantaged farmers. NSAC will be supporting the Senate reporting requirements and increases to direct farm ownership loan caps during final negotiations over the farm bill, though we remain concerned about increases to loan caps for the other FSA loan programs.
There are many other beginning and socially disadvantaged farmer provisions that differ between the two bills in regard to crop insurance, conservation incentives, research, and data collection which are outlined in the chart below.

Agricultural Research
While both the House and Senate bills provide new investments in agricultural research, the Senate bill does more to address longstanding deficiencies in Research Title funding. While the House bill provides $250 million in new research, education, and extension funding over the next decade, the Senate bill nearly quadruples that investment and directs roughly a billion dollars of new federal grant funding into agricultural research, education, and extension.
The overall funding level for programs in the research title will be the single largest research-related issue up for debate during conference negotiations between the House and Senate bill. For example, while both bills increase funding for organic research through the Organic Agriculture Research and Extension Initiative (OREI), the increases included in the Senate bill go beyond those in the House bill. Part of the reason for the significantly higher price tag in the Senate is because the Senate bill makes the program permanent, which will ensure ongoing investments in organic research in the future.
Another significant difference is whether or not to reinvest farm bill funding in the newly established Foundation for Food and Agriculture. The Senate bill reinvests $200 million in this foundation, while the House provides no additional funding.
As discussed earlier, the Senate bill also increases and makes permanent support for BFRDP, but moves this education and extension program into the Miscellaneous Title, though it would continue to be administered by USDA’s research and extension agency.
Aside from overall funding issues, two other issues that will need to be negotiated during conference relate to seed breeding research and matching funds requirements for competitive grants. The Senate bill includes changes that begin to lay the groundwork for increased investments in plant breeding research, specifically in the development of local and regionally adapted varieties. The House is silent on these issues.

Path Forward on the 2018 Farm Bill
We do not yet know when the Conference Committee will hold its first meeting, though House Agriculture Committee Chairman Mike Conaway (R-TX) has said that he would like to meet before August recess begins. Conferees will be negotiating with the goal of agreeing to a final package that can pass both the House and the Senate, a monumental task considering the politics around changes to SNAP. The Conference Committee will aim to finalize a final conference report with time left for the full Congress to vote on the bill before the expiration of the current farm bill on September 30.
If conferees are unable to meet that deadline, Congress will need to quickly pivot to passing a short-term extension of the 2014 Farm Bill. The most critical need, under that scenario, will be securing stopgap funding for 10 innovative programs that have no funding after September 30. This list includes many of the local food, rural development, beginning and socially disadvantaged farmer, organic, and research programs outlined above. Doing so would require a relatively small amount of money for a set of programs that have an enormous impact and would otherwise cease to operate.
Our hope, however, remains that the farm bill Conference Committee can agree to a family farm-friendly final bill with sufficient time to get it to the President’s desk before the end of the fiscal year. Stay tuned for more detail on farm bill negotiations in the coming weeks and months!

Single Review: “The World is On Fire” by American Aquarium

The lead single from Things Change (slated for release on June 1st via New West Records) surely left some fans feeling like American Aquarium was heading in a different direction. They are and most certainly will continue to blaze a new path for the band, however, the latest single from it should ease those minds as it affirms that the Raleigh-based alt-country outfit isn’t doing anything too drastic. “The World is On Fire” feels like an instant classic from American Aquarium, one that fits in line with the material from their last couple of albums or so. Mining more of a country vein with hints of Americana, it’s more restrained than the single that preceded it, it relies heavily on the work of Adam Kurtz, whose pedal steel guitar is a crucial component of the track. It alone nicely captures and accents the emotions conveyed in the lyrics, sounding melancholy at times while also countering that with an underlying sense of optimism and hope. Despite the more relaxed vibe the percussion is no less substantial, Joey Bybee providing a robust groove, being steadfast as he lays down the thick beat courtesy of the kick drum. Those two instruments are at the forefront of the single, the guitars and bass further adding to the flare but taking a backseat in this instance.
And, like all American Aquarium songs, it is the story that unfolds that really sets it off and allows it to be a truly gripping piece of work. With “The World is On Fire” BJ Barham has crafted the next great anthem for the band he founded and helms. It’s undeniable that it draws inspiration from the current climate of social issues and politics here in the United States, though Barham carefully walks the fine line that exists in those realms, making that evident without ever getting specific. For example, one could infer what the lines, “…We just stared at the TV tryin' to find some meanin'. Hopin' that we'd wake up from this dream…” are referencing, though it’s never explicitly stated. It could just as easily be about watching some tragedy unfold (i.e. a school shooting) as it could the results of the 2016 presidential election. It seems evident which one was the specific catalyst for that first verse and the song as a whole, though it’s still open to interpretation. That’s when the track really starts to evolve; and in the five-minutes plus that it runs it covers a wide spectrum. From a concerned couple who is cautious of the things they see transpiring in their country, to that man wanting to get a look at it all firsthand – Barham surely referring to his solo tour when he sings the line, “…So I packed up my car and went lookin' for answers…”. Other verses look to the past, his ancestors and what they valiantly fought for, ultimately ending with a glimpse of what’s to come, that couple – Barham and his wife – preparing to welcome their firstborn into the world, uncertain of what she will be up against. And if it isn’t perfect by the time she gets older, he’s vocal about her continuing the battle for something more pure and righteous. But even that isn’t what makes “The World is On Fire” so anthemic. It adds a tender quality to it, Barham opening up and thinking not just of himself, but his loved ones and the world his child will inherit. Still, that isn’t what makes it something of a rallying cry. It’s deep questions he ponders, such as, “When did The Land of the Free become The Home of the Afraid? Afraid of the world. Afraid of the truth. Afraid of each other.” It’s observations like, “This ain't the country my grandfather fought for, but I still see the hate he fought against…” Those are just a few of the lyrics that are geared to get one to stop and think. They’re meant to speak to the listener on an intimate level and have them self-evaluate what is going on currently in the U.S.A. And it’s capped off by the triumphant chorus. “…We just can't give in, we just can't give up. We must go boldly into the darkness and be the light.” That should loudly resonate with everyone who takes time to listen to “The World is On Fire”. That title itself suggests a viewpoint some may or may not agree is true, though that is beside the point. The point of it is that it’s up to each individual in the country to hold themselves and everyone else – other ordinary citizens to elected officials – to a higher standard. To speak up concerning egregious acts against our brethren. To pursue a righteous path where every soul is treated with the same rights and respect. And that is what makes “The World is On Fire” such a powerful track. Page 5: The same bureau in its report on the rehabilitation and fire protection of the city shows that since the first conflagration 375 building permits have been issued — 165 for brick or concrete buildings; 210 for frame buildings; estimated value, $2,637,937. These are located in the conflagration area as follows: Within fire limits, 60 buildings; easterly section, 175 buildings; westerly section, 140 buildings. The Silsby engine that broke down at the September fire has been sold; the three engines that gave trouble have been satisfactorily repaired, and two new up-to-date steamers have been contracted for and will be delivered in about two months. The new central fire station is practically completed, and the new No. 5 firehouse will be ready for occupancy about April 1. New hydrants and more of them will be set, and plans are being prepared for a high-service for sprinklered risks only in the easterly tenement district, and possibly for the improvement of the high-service on Bellingham hill. The waterworks system, likewise, is to be improved according to the suggestion of the insurance companies. Page 8: A new fire station for the Salvage corps of the borough of Brooklyn, New York, will be opened very soon at 12:14 Dean street, about one block away from the present station at 172 Pacific street. It will be known as No. 1 station and will serve the downtown section of the borough. The old No. 1 station will then be abandoned. the new station is described as a model firehouse, and is equipped with every convenience that can be found. The structure is 50 ft. in width and 100 ft. deep. It is two stories in height. The exterior is of brick, with limestone trimmings. It is not only convenient, but commodious — a matter of much importance to those who have to live in it. Page 9: The Ninth ward in Knoxville, Tenn., will be afforded ample protection when the new firehouse is built. It will be up to date in every particular and its front will be of red pressed brick trimmed in marble, the roof being of slate. The tower, or cupola, will serve as a hose tower. There will also be a heating room outside of the building, a hospital staff for sick horses, and a coal bin adjoining the building. On the first floor will be two large swinging doors, opening automatically; in the center is the hose tower. Towards the rear is the switch board and watchman’s desk. The floor is of concrete and reaches to about the center of the building. In the center will be placed the engine and combination wagon and 4 stalls for the horses. Each stall will have a dirt floor, and in the rear of the apparatus stalls will be a concrete floor. On the west side will be a platform for hay, with a tin-lined oats-bin, a sawdust-bin and a work bench. In the rear will be the heater for the constant supply of hot water for the engine. It will be installed in an adjoining building and will also supply heat for the whole house. A 23x48.6 dormitory for the firemen will be on the second floor, and adjoining it will be a 20.9x20 ft. gymnasium, a 16.6x20 ft. reading room and a hay loft. In the rear will be a linen closet, bathroom (shower and tub), toilets, locker and another work bench. Page 15: Chief I.H. McCracken, of Oskaloosa, Ia., writes that the new firehouse will be completed in February. It is 49x60 ft., and has three stalls. It will be finished in the most modern manner and equipped with the best apparatus. Page 14: Hayward, Cal. is considering plans for proposed firehouse of Hayward volunteer dept. ….. Ardmore, Okla. will vote on issuing $20,000 firehouse improvement bonds. ….. Mansfield, O., proposes to build a firehouse in the northeast section. …. Pique, O., council has passed an ordinance appropriating $2,000 for a firehouse. Page 17: The walls are everywhere 6 in. thick. The columns, including those integral with the walls, are spaced 12 ft. on centers, and are 12x12 in. in section. There is a clear height of 17 ft. in the apparatus from and 9 ft. in the basement. Column caps 4 ft. square secure extensive bearing-surface for the roof and floor. Reinforcement for the latter consists of 3/8-in. cold-twisted bars, spaced 4 in. on centers close to the under-surface and spanning the space between the columns. Four 3/8-in. bars disposed in the corners of the columns furnish reinforcement against flexure. The firehouse itself is free from any danger of fire, because of its complete concrete construction, which includes the roof and extending eaves. Window frames and sashes, door frames, and doors, including stair railings and posts, are the only part of the station in which wood is employed. Page 20: Company No. 2 of the Wilkinsburg, Pa., fire department has built a 3-story firehouse of buff brick, with Indiana limestone trimmings, the basement to be used as a stable. The building cost about $15,000. Page 21: The department, as it stands today, consists of one full-paid driver, chief, assistant chief and ten other part-paid firemen, with ten volunteer firemen equipped with three horses, one modern two-horse wagon (Seagrave), carrying 1,150 ft. of double-jacket, 2 1/2-in. hose, one one-horse hose wagon (loaded) in reserve, one one-horse hook and ladder truck (remodeled), carrying Seagrave ladders, three other hose reels located in different parts of the city, besides small hose. The department is housed in a small but neat and handy firehouse, which is located near the central part of the city, is provided with all the latest apparatus for quick-hitching and has clean and comforable sleeping quarters for the men — the sleeping quarters being directly over the apparatus. Page 25: During the past year the firemen of Elizabeth, under Chief August Gerstung, were kept busy. Up to December 15 they answered 268 alarms. Eighteen new hydrants were set, and four extra alarm stations were installed. The new hook and ladder truck for company No. 2 was placed in service, and plans were taken up for an extension of the department to meet the requirements of the newly annexed El Mora district. On account of a technical flaw in the measure, it has been decided to recommit the ordinance authorizing the issuance of $24,000 worth of bonds for the new firehouse to be erected in the Eleventh ward of Elizabeth. Page 26: Ridgefield, Mas., has built a new brick 35x60 firehouse. Page 34: The new central engine house, now in process of erection, will serve as a headquarters for the fire department and police patrol. It will cost $90,000, and its dimensions will be 94x196. The police patrol will front on Seventh street; the firehouse, on eight street. The main room will be 90x60 ft., with a balcony 50x8 ft. over head for visitors. The stable for the horses will be 90x30 ft. and will have all the latest improvements. On the second floor will be a sitting room, 60x30; a dormitory, 60x30 ft. There will also be a gymnasium, with bathrooms, baths, shower and ordinary, toiletry and drying room for the use of both police and fire departments. The chief’s headquarters will be on Court street. Page 43: In the central station are the headquarters, the men being under the command of Captain Dennis Madigan. The apparatus comprises the following: Double-tank chemical engine; hose wagons, 2; 65-ft. aerial truck; chief’s buggy. In firehouse No. 2, under the command of Captain Fred B. Coakley, is a 2-horse combination chemical and hose wagon. In No. 3 house are a 2-horse combination chemical and hose wagon, a service truck and 5,000 ft. of good hose. The fire alarm is given by a whistle. M.J. Peterson is fire marshal; his assistant is John Cater. During the last year the department answered 150 alarms — five more than ever before. Page 49: The chemical tank on the combination wagon holds 50 gal. of chemical, which is considered enough to put out any ordinary fire; but, in the event of the supply being exhausted, small reservoirs containing a very strong solution of the chemical are held in reserve, and, in cases of emergency, are placed in the tanks and water added, thereby renewing the 50-gal. Supply. The second test was superintended by S.T. Wallace, vice president of the L.E. Boyle company, of San Francisco, and all members of the fire department are satisfied that the new piece of firefighting apparatus, which cost $2,1000, is a most important addition to the city. It will be located at the new firehouse in West Berkeley, and will assure the manufacturers of that section of the city better protection. Lowenthal, chief. ….. Ottawa, Ont., is urged by Chief Provost to provide for the adequate protection of 3 newly annexed suburbs. He asks for an additional h. and l. truck, a 1,000-gal. steamer, another aerial truck, a water tower and 4,000 ft. of hose capable of withstanding high pressure; also, for firehouse No. 4 to be replaced by a new building, for firehouse No. 3 to be rebuilt, and for firehouse No. 3 to be sufficiently enlarged to admit of a h. and l. truck being placed there. ….. New Haven, Conn., is urged by Chief Fancher to build a firehouse in Prospect st. Altoona, Pa., is securing a site in the 12th ward for a firehouse; ordinance for a hose wagon for No. 9 station in Fairview list. referred to com. on fire. ….. Irvington, N.J., council approves the recommendations for new equipment for auto truck, sliding pole in town hall firehouse. Bids will be asked on 1,000 ft. of hose and removing fire alarm wires from Union ave. to Augusta st. ….. Topeka, Kan., has secured a site for firehouse No. 6. …. Philadelphia, Pa., has referred ordinance appropriating $30,000 for remodeling a firehouse in the 30th ward to the finance committee. Page 70: The paid fire department, however, had to come, and he at once joined it, and has been a fireman ever since. In 1889, after he had been raised to the rank of a district engineer, he found time to get married, and not long after had his arm broken at a fire. Notwithstanding this severe hurt, he would not go off duty, and, in order to keep him away from the firehouse altogether and at the same time to allow him to be in touch with the operations of the department and his own district — No. 4, a fire alarm box and gong were installed in his home, which was within a few feet of his headquarters in the house of engine company No. 21. Page 83: It cannot be that the municipal authorities are ignorant of the fact that ti is the first few seconds after the fire has started that count, for which reason a thoroughly reliable and yet perfectly simple system of turning in an alarm should be installed at once. It would pay, if only by the reduction in fire insurance rates that would follow such installation. At least the business section of the city should be so equipped, and, as it is only the first step that costs, other boxes might afterwards be gradually installed. Nor should any considerable portion of the city be left without at least one firehouse being within easy distance of every building in the section. The reverse appears to be the case in ward No. 1, in which were twenty-one out of the sixty-nine fires that took place during the past year. Page 87: During the past year Knoxville, Tenn., has greatly improved fire protection, and now Chief Sam B. Boyd will feel more at his ease, but not entirely so till he sees the following recommendations carried out: Placing the extra engine in service — this would make five engine companies in service at all times; the erection of a standpipe, so as to furnish sufficient pressure at North Knoxville, and the addition of 4,300 ft. of hose so as to have at least 11,800 ft. of really reliable hose. The betterments made, excels of those in the waterworks system included the following: First-size Metropolitan engine, rubber-tired; double 50-gal. chemical engine, rubber-tired; wagon with Glazier deck-pipe, 2,000 ft. of standard hose; Hale water tower; additional horses and harness. A new firehouse is being built; the addition to the North Knoxville firehouse has been contacted for; and 24 men are being added to the strength of the department — making a total of seventy-nine full-paid men. Page 90: Salem, Mass., is recommended by Mayor Hurley to build a firehouse one Loring ave. Tucson, Ariz. has secured a site on 6th ave. for a firehouse. Melrose, Cal., will build a firehouse, cor. 12th st. and 47th ave. ….. Duluth, Minn., is considering sites for a firehouse. ….. Elk Ciy, Okla., will build another firehouse. Galveston, Tex., will build a firehouse; cost, $2,4000. Page 95: George M. Diven brother of John M. Diven, superintendent of waterworks at Charleston, S.C., and late superintendent of waterworks in Elmira, N.Y., died at his home in that city on February 3, after an illness of two weeks. Mr. Diven, who was in his seventy-fourth year, was born at Angelica, N.Y., and was the eldest son of General Alexander S. Diven, a resident of Elmira. He received his education in that city and Geneva, N.Y., and Hamilton college, from which institution he graduated in high standing. He studied law in his father’s office and was admitted to the bar in Binghamton, meeting with great success in his profession. He was one of the founders of the New York State Bar association, and in 1890 was elected its president. In 1863 Mr. Diven married Miss Lucy M. Brown, of Clinton, N.Y., by whom he had several children. He was a public spirited citizen and took a lively interest in municipal affairs. He was vice president of the Elmira Waterworks company from 1876 to 1888, and its president from 1888 to 1892. He took great interest in the city’s fire protection, and donated a block of land adjoining Diven park on which was built firehouse No. 4, thereby affording fire protection to the old seventh ward. Mr. Diven was also interested in the La France Fire Engine company. During his life he was most highly respected by all his fellow citizens as a man of culture and probity, one always on the watch for some opportunity to help on his fellowmen. Page 101: On account of the good work done by the firemen of Rushville, when the Memorial building was burned down, three of the citizens have pledged to give $100 each, when the volunteer hose company incorporates, towards building and equipping a firehouse. Page 121: Robert-dale, Inc., is building a firehouse in Indiana boulevard. ….. At St. Joseph, Mo., with the building of the new firehouse at Sixth and Jule streets, all parts of the business sections will be placed within a few blocks of one of the other of the firehouses. Page 127: Twelve firemen were exposed to the danger of suffocation in the basement of the 5-story tenement house, 313 First avenue. They went down into the basement with their hose and dropped unconscious, one after the other, owing to an escape of gas, form the pipes attached to the meters, which had been melted by the flames. They were found by their comrades, dragged to the streets and revived by the doctors in attendance, who turned vestibules into temporary hospitals. With the exception of one man, who was taken back to his firehouse, all rallied quickly. Three days afterwards, the same tenement house was again set on fire, kerosene oil being liberally employed. Once more engine No. 5 was the first on the scene, with nearly the same men who had been knocked out before. This time, however, the blaze was in the hall. The flames were quickly put out, but the tenants were badly scared. It made the fourth attempt within three weeks at burning that house. Page 128: Chief F.A. Leonard, of Taunton, Mass., fire department makes, the following recommendations for the betterment of the fire protection of the city: The building of a new, 2-way, modern firehouse on Oak street; the rebuilding of engine No. 4 (now out of commission), which has been in service since January, 1865 — the cost, including the temporary use of an engine would be $2,800; the purchase of a runabout automobile, suitably equipped, for department use; the purchase of 1,500 ft. of 2 1/2-in. cotton hose. During 1908 the department answered 244 alarms, including 1 second and 1 general alarm and 2 special calls. Page 168: Clinton, Ia. has opened its fourth firehouse. It will protect the factory district. Page 183: During the year an extra second-size steam fire engine was purchased, and an automobile for the chief’s use. Six additional men were added to the permanent force, and three lots were purchased for additional fire stations. Chief Guthrie asks for an additional firehouse fully equipped; a corporation yard in which to keep extra apparatus, to stable relief-horses and train and break in new horses; also for a drill house. At present schoolhouses and other inconvenient and easily damaged buildings have to be utilized for drilling the firemen. Page 184: An explosion of gasoline set fire to a celluloid collar which David Watson, a 16-year-old plumber’s apprentice, of West Orange, was wearing. The gasoline supply having become exhausted in the stove, the boy was pouring more into the plumber’s smaller can, when the explosion took place and set fire to the lad’s collar. the firehouse was next door, and the boy made for it. When he firemen opened their doors, he was lying on the ground unconscious. they wrapped a service coat round him and put out the fire. He was taken to hospital and will recover. How the gasoline exploded no one knows. The boy does not smoke (it is claimed); no one was with him; nor was there any fire hear him. The wonder was that the building escaped being burned. Page 204: Total charges, $13,355.46; deficiency, $669.73; interest on bonds, $1,950 — cost to the city of Sidney for all free water, including 118 fire hydrants, $2,619.73. The fire-water supply, with an approximate estimate of the value of water used therein, is as under: Six school buildings , $600; 3 watering troughs, $150; 35 flush tanks (sanitary sewer), $800; city building, including firehouse, $100 — total $1,650. Two of the items in the above list — watering troughs and flush tanks — are not provided for in section 2417, R.S. of Ohio, which clearly recite the purpose for which a municipality may furnish free water. The waterworks department should be reimbursed for the water thus used and for all other purposes not authorized by the above statute. Page 218: With the enrolling of these paid men the volunteer force was disbanded and minute men were substituted — a system which was maintained up to a few years ago. Till the newest order of things was inaugurated there were always men enough in the engine house to take out the engine, which was operated by a crew regularly assigned to that work. These were paid at the rate of 40 cents an hour from the time the alarm sounded on the bell of the old First Baptist church until the fire was out, provided they reported at the scene of the blaze and at the roll call at the central firehouse. The bell was operated by a windlass arrangement and a code adopted for the alarm. The old order has changed, giving place to the new, in the shape of the Gamewell fire alarm telegraph system, which has succeeded the big city hall gong, that had ousted the old bell. The gong still sounds by means of electrical devices connected with the Gamewell system. Page 248: Butler, Pa., has a new firehouse. …. Milwaukee, Wis., is building a new No. 1 firehouse. Page 257: Hose company No. 1, of Little Ferry, has installed a new hose wagon in its recently erected $5,000, 2-story brick firehouse. Page 275: In the fire department of Bakersfield, Cal., under Chief Max Gundlach jr., are seven full-paid and eight part-paid men, equipped as follows: Steamers, 3; hose wagons, 2; chemical engine; combination chemical and hook and ladder wagon; 3,500 ft. of hose; horses, 9; and an electric fire alarm system with about 5 miles of wire. They are housed in an up-to-date $31,000, 2-story, brick firehouse with a lofty tower. The total fire loss last year was under $18,000. Very few wooden buildings remain in the city, and no wooden roofs are allowed within its fire area. Between twenty and thirty fire hydrants are set and the fire pressure is 40 lb. Page 279: Under existing conditions, a city, with such a large fire area as that of Elyria — 3,900 acres — and so many wooden buildings, should have at least two steamers and two hook and ladder trucks and, besides, should own its own teams to haul every piece of apparatus, and, not least, the aerial truck, which is not so equipped. To depend upon livery horses for such an important firefighting matching is to invite loss of property, even life, through the delay that must ensue in getting out horses, taking them from the livery stable to the firehouse, and then hitching them up. The necessity for another truck was also shown, when during the fire the aerial machine was damaged by the falling walls and had most of its ladders burned. Page 291: A new firehouse for Tucson, Ariz., will probably be placed in commission this month. ….. At San Francisco no more licenses will be granted for the keeping of a saloon within 150 ft. of a firehouse. Page 346: The fire protection at Savannah, Ga., needs special improvement in the southwestern portion of the city, especially round the Union station — a neighborhood which is not only very populated, but, also, has streets so badly paved as to delay the fire apparatus, in case of its being needed there. What is wanted therefore is a firehouse to be built there, or, at all events a hose company should be established. During the year engine company No. 9 has been formed for the protection of the southeastern part of the city, which needed it badly. The new house is in every respect up-to-date. The headquarters of the fire department have also been moved to a new office built over the east wing of engine company No. 3. Page 353: At Blissville, borough of Queens, New York, has been erected the finest firehouse in the borough for engine company No. 159. It is a 3-story brick structure, in every way up-to-date. The top floor is the recreation room, extending the full length of the building and lighted and ventilated from the top and sides. In this room are closets built into the wall for each member of the company. Each closet is lighted by an electric lamp, and has a ventilating tube. In this room are tables and chairs and other conveniences. The second floor is the dormitory. There is also a bathroom, with tubs and showers and hot and cold water. Built into the wall is a cabinet with apartments, each just large enough to contain shaving necessities. At the front of this room is the office for the captains and lieutenants. the main floor of the building, where are the engine and tender, the horses and the receiving station for alarms is a model of sanitary construction. The walls are of vitrified brick for about 8 ft. from the floor, and above that to the ceiling are of white tile. The ceiling is of metal and is painted white. The horses have roomy stalls and feed boxes that slip back into the wall when they are not in use. Truck company No. 78, which will soon be organized, will share the house with the engine company. its apartments will be exactly similar to those occupied by the engine company. Page 377: There should be at once added to the equipment a fireboat, 2 new engines, a combination hose and chemical wagon and a new house on Fourth avenue East, near Seventh street. The fire commissioners ask, besides, for an automobile, for the use of the department, and a low flat car for the transportation of apparatus over the street-railway lines between Lakeside, West Duluth and Superior, and the building of a new firehouse on Nineteenth street, to take the apace of an old structure on Park Point. During the past year the department answered 406 alarms, of which 8 were special calls; 2, second alarms; 3, second and third alarms combined. Page 378: The contracts have been signed for the new No. 2 firehouse at East Orange. Exclusive of extras and the architect’s fees, it will cost $15,573. The building will be 2-story, with basement. There will be a hose tower at the rear, 56 ft. high from the floor. A masonry wall will divide the building in the middle, and on one side will be the truck, with its three stalls in the rear and bedrooms and bathrooms for the men above. A slide for the men will be placed at both ends of the two rooms. The truck room will be 60 ft. deep and the chemical 54, space being taken at the rear for the tower. Each room will be 19 ft. wide, the exterior dimensions of the structure being 42x67 ft. The material will be of plain brick, except for the front, which will be of faced brick. The basement will be used solely for the heating apparatus and coal bins. Page 381: The Dayton, Ohio, Journal thus speaks of its fire department and its members: “As a concrete example of excellent organization and fire service, we may safely point to Dayton’s fire department. It is quick, alert, ready; well manned and well disciplined; effective in its work. Troy Aves’ 1967 Dart Runs 8s With a Gen III Hemi and a Big Turbocharger
Troy Aves’ Dodge defies conventional expectations. “Turbo Dodge” often conjures up recollections of 1980s front-wheel-drive, four-cylinder Iacocca Mopars or badge-engineered Mitsubishis. “Hemi Dart” typically references Dick Maxwell’s legendary Hurst-assembled LO23 Super Stock Darts from 1968. But “turbo Hemi Dart” lands well outside of these established patterns. And when the “Hemi” part refers to an 8-second, late-model Gen III powerplant instead of a NASCAR-bred, traditional, 426-cube Elephant, expectations are completely shattered.
It’s not as if Troy’s GY3 Citron Yella 1967 Dart missed out on being a conventional Mopar drag wailer. Troy bought the bumblebee-striped A-body on RacingJunk.com a few years back as a roller. His first build of it would have stoked nearly any old-school Scat Pack fan: a 13:1-compression, 472-cid winder that eventually ground out a buirdly 750 hp after three escalating stages of rebuilds. Supported by enough flyweight fiberglass and Lexan bolt-ons to make an A-990 Coronet sublime with envy and sporting a punishing 5,500-rpm stall speed torque converter, the Dart knocked out a naturally aspirated best of 10.3 seconds in the quarter-mile. Then it knocked a big window in the side of its tortured engine block during a flirtation with a plum-crazy snort of nitrous oxide. This catastrophic failure prompted a big rethink.
“It began to be not as much fun,” Troy says of the traditional configuration. “I wanted the old-school feel but with the reliability of a modern engine and fuel injection.” And he hoped for more streetable combination. During the Dart’s yearlong sabbatical, Troy even briefly contemplated the heresy of transplanting in a trendy GM LS-style lump. However, Troy’s research on the modern 6.1L Hemi V8 convinced him to keep the Dart Dodge powered.
The big ram rod of the Hemi Dart is a massive 83mm turbocharger that flows enough air to send stock Hellcats scurrying back to the cloister of an animal-control shelter. Now an EFI flex-fuel vehicle, the 21st-century turbo Hemi whistles up a stratospheric 1,349 hp at 7,300 rpm on economical E85. Torque twists in at an outrageous 1,200 ft-lb at 6,000 rpm. “Now it has the stock front windows back in, 9.5:1 compression, and the stall acts like a 3,400-rpm converter when just cruising,” Troy said. “It can be driven anywhere and it still puts a smile on your face at the track.” Aves’ turbo Hemi Dart may just be infectious enough to start a whole new pandemic of Dodge fever.

This is the sixth and final post in a multi-part blog series analyzing the draft farm bill released on June 7, 2018 by the Senate Agriculture Committee. Previous posts focused on: conservation, local/regional food systems and rural development, research and seed breeding, beginning and socially disadvantaged farmers, and organic agriculture. The bill is expected to be considered and “marked-up” (aka amended) by the full Agriculture Committee next Wednesday, June 13, and on the Senate floor later this month. We expect a major showdown on an amendment to target the distribution of farm subsidies during mark-up and again on the Senate floor and will report on those developments through updated and future posts.
Many politicians and interest groups have been repeating the following mantra for months: Given low commodity prices and a seemingly impending trade war, farmers need some certainty in the form of a new farm bill. Despite this cry for certainty, however, neither the House’s nor the recently introduced draft farm bill by Senate Agriculture Committee leadership does much to reform or improve the farm safety net (aka commodity programs and federal crop insurance programs). In fact, both bills go one step further toward decreasing certainty for farmers by cutting working lands conservation programs, through which farmers also receive payments – the failed House bill would have cut working lands conservation payments to farmers by $5 billion, the Senate draft by roughly $2.5 billion.
Even though neither chamber has thus far taken any decisive actions toward modernizing federal commodity subsidy or crop insurance programs, there will still be considerable debate around the safety net programs as mark-up and floor action proceed. Before getting to our breakdown of how the Senate draft bill performs on farm safety net programs, we will provide key background information that will help to frame our analysis of this bill, as well as upcoming farm bill debates.
Framing the Debate
As part of the budget deal struck by Congress earlier this year, both the cotton and dairy commodity subsidy programs received major upgrades (program changes that cost roughly $1 billion for dairy and $3 billion for cotton). Resolving the major issues in the cotton and dairy subsidy programs were widely considered the two most pressing farm bill problems coming into 2018. Dealing with them in the budget deal meant that there would be no pressure to cut other programs in order to pay for the upgrades, and therefore relieved Congress from having to negotiate these huge costs in the farm bill.
The second key thing to understand is that Committee leadership made only a few relatively minor changes to the Agricultural Risk Coverage (ARC) commodity program and no changes to the Price Loss Coverage (PLC) commodity program. Neither did they include any changes to the sugar program. Several members of the Senate Agriculture Committee would like to make more serious changes to these programs, however, which could set the stage for some interesting action when the bill is debated. Look for Committee members to push for further upgrades to ARC, as well as added assurances that the government-set assistance prices in PLC are equitable across different commodities and not above long term market averages. Committee Chairman Pat Roberts (R-KS) previously rejected that option when putting the draft bill together, but it could yet come before the Committee in the form of an amendment.
Finally, the draft bill makes only one change to the commodity programs affecting eligibility or targeting. The bill would reduce the so-called Adjusted Gross Revenue (AGR) threshold for program eligibility from $900,000 to $700,000. AGR is a measure of net non-farm income plus net farm income with all the costs associated with farming subtracted out. For married couples, the effective AGR threshold can be two or more times higher than that nominal level. This is a welcome, but very limited change. It does, nonetheless, produce over $250 million in projected savings over 10 years that the bill drafters used to make welcome premium discounts for small and medium-sized dairy producers as well as ARC improvements.
The bill makes no changes at all to per farm subsidy limits, or to rules that supposedly limit subsidies to working farmers. Recently, the U.S. General Accounting Office issued yet another in a long series of reports demonstrating that current law with respect to payment limits and “actively engaged in farming” rules are so weak and full of loopholes that some mega farms regularly receive over $1 million a year in taxpayer subsidies. Where the Senate draft bill does nothing to resolve these loopholes in eligibility, the House bill (which is slated to go up for a re-vote soon) went a step further by adding even more loopholes – so many that they would have effectively nullified payment limits altogether. We expect that the payment limit and actively engaged issues will be front and center as the Senate proceedings continue, and that Senator Chuck Grassley (R-IA) will offer an amendment during Committee markup to close the loopholes and reduce the limits. If introduced, the National Sustainable Agriculture Coalition (NSAC) will strongly support the amendment.
With that framing under our belt, we can now better analyze how draft Senate bill performed on farm safety net programs with respect to NSAC priorities.
Highlights
Improves the Whole Farm Revenue Protection (WFRP), an important new crop insurance option for diversified farms that NSAC championed in the 2014 Farm Bill, by:
Increasing the compensation for insurance agents writing WFRP policies;
Requiring meetings to get feedback from farmers and instituting a review process to decrease paperwork burdens and increase flexibility;
Directing the U.S. Department of Agriculture’s (USDA) Risk Management Agency (RMA) to consider removing caps on livestock and nursery production coverage, reducing paperwork and simplifying record keeping, and finding better options for moderating the impact of disaster years on coverage; and
Directing RMA to increase agent training and outreach in underserved regions of the country and to underserved farmers and farming sectors.
Adds Local Food and Greenhouse Policies to the list of new policies that RMA should develop. The local food policy would be oriented livestock, poultry, and specialty crops in urban, suburban and rural settings, including marketing through direct-to-consumer, farm-to-institution, community supported agriculture as well as greenhouse, rooftop, and hydroponic production. The greenhouse policy would consider a wide range of controlled environment systems and consider causes of loss that maybe unique to controlled environments.
Improves the Noninsured Crop Assistance Program (NAP), which provides insurance coverage through the Farm Service Agency (FSA) to producers and crops not otherwise eligible under federal crop insurance, in several ways:
The “buy-up” coverage added by the 2014 Farm Bill is made permanent, with an payout limit increased to $300,000, a $325 service fee (waived for beginning and socially disadvantaged farmers, who also receive a 50 percent premium discount), and inclusion of local, organic, contract, or other premium prices.
A streamlined policy is created for diversified operations as well as for farms with less than $100,000 in liability, as well as an easier process for submitting farm records and acreage reports.
FSA and RMA are directed to collect and share data so that RMA can develop policies for NAP users. The bill also requires a coordination effort between the two agencies to provide better coverage options for beginning and socially disadvantaged farmers.
FSA and RMA are directed to work together to help the transition of crops and counties from NAP to crop insurance, including to assist beginning and veteran farmers.
Mandates that RMA produce an Underserved Producer Report every three years, which must include recommendations for improving participation by beginning, socially disadvantaged, and veteran producers. The report must also include plans for administrative reforms and recommendations for congressional action.
Modifies Good Farming Practices rules, the process used in the federal crop insurance program to decide whether or not a farm is eligible for indemnity payments, to include conservation activities and enhancements (including cover cropping but all other conservation practices and enhancements as well). NSAC has been pushing for the inclusion of all conservation activities as Good Farming Practices for many years and we are pleased to see this finally codified.
Clarifies the definition of cover crop termination in a way that will reduce farmers’ fears that cover cropping could risk their crop insurance coverage.
Requires continuing education for loss adjusters and insurance agents to ensure familiarity with conservation activities and organic and sustainable practices.
Directs RMA to consider on an annual basis the demonstrated risk reduction from cover cropping, crop rotation, precision farming, or other conservation practices, and then decide whether or not to offer premium discounts. This could potentially pave the way for Performance-Based Premium Discounts beginning in 2020 and the years following.
Establishes a new Conservation Data initiative including a conservation and farm productivity data warehouse at a university with a wide range of USDA data from multiple agencies. This data warehouse would include yield data and conservation data that could be accessed by researchers to explore the risk reducing potential of advanced conservation practices and systems.
Mixed Bag
Reduces the Adjusted Gross Income (AGI) income threshold to qualify for commodity program benefits from $900,000 to $700,000. The AGI test is useful, but quite limited. Its primary purpose is to make it more difficult for millionaires to receive commodity subsidies. Taking the simple step of applying the AGI test to a married couple rather than only to individuals would at least stop the doubling or tripling of the nominal limit, but such a provision is not included in the draft bill.
Lowlights
Fails to include any reforms to payment limitations or actively engaged in farming requirements, despite widespread abuse of the system. The House and Senate both voted to plug the loopholes and reduce the limits in the farm bills they both passed back in 2013, but those efforts were overturned by Committee leadership just prior to final passage of the 2014 Farm Bill. Senator Grassley’s pending amendment would restart the process of reducing the limits and plugging the loopholes, this time we hope with a very different final result than in 2014.
Fails to make any structural reform of the federal crop insurance program. The bill includes no income test, no per farm premium subsidy limits, and no reining in of crop insurance company taxpayer-backed profit margins. While we do not expect these issues to come up during mark-up, we do expect them to be front and center during Senate floor debate.
