Longer answer: It is genuinely difficult to remove firearms from the US population in a way that it isn’t in other places so when you see people giving examples of stuff like “but they do buybacks in australia” that’s overlooking the fact that those were kind of mandatory buybacks that are functionally impossible in the US because there is very specifically NOT a big list somewhere of everyone who owns guns and I’m actually kind of okay with that the same way I’m okay with there NOT being a big list somewhere of everyone who has ever downloaded Signal and if you DID try a buyback like that you’d just have the prepper response of “cool plan, I’m going to bury my guns in a waterproof locker in the forest” and who would know because, again, it’s not like there’s a big list somewhere, to track down who a gun was sold to you have to find the store that sold it to them and then go through the physical records and even then there are a shitload of rifles that’s going to miss SO I’m sort of going “well if they have them I want them too” because I actually *DO* think it’s useful to say “I’m not a pacifist and I’m not an easy target” - when I was getting a lot of threats online from MRAs that all stopped nearly instantly when I made it very clear that my home is full of guns and you’re perfectly welcome to come try to intimidate me here because I’m probably a better shot than you are - and that was especially revealing because other than going “try it motherfucker, I can take you” or “UwU violence isn’t the answer” I didn’t have a lot of recourse because the cops sure didn’t care about targeted harassment or violent threats and I’m not a huge supporter of the “you need a firearm for home defense” because home invasions are actually really rare and violence almost always tends to be between people who know each other and you’re not going to use your shotgun to warn your brother out of the house during a 3am break-in, probably, but a sibling or family member or ex is the person most likely to do violence to you and honestly most concealed carry proponents get an eyeroll and a jackoff motion from me because most concealed carry proponents are like “CITIES ARE SCARY BECAUSE OF DIVERSITY” and that’s incredibly stupid but also if you look at a lot of mass shootings, which is what people tend to use as evidence that semiautomatic rifles should be banned, there’s some really weird stuff that tends to go unspoken or unexamined, which is mainly that a huge number of mass shootings are actually instances of domestic violence and honestly I kind of think that mass shootings that can be considered domestic terrorism (so they’re not targeting coworkers or family/partners) kind of need to be in a completely different category because we have seen ample evidence that terrorist attacks continue to happen globally in spite of varying gun laws (Norway, New Zealand, and France all have much stricter gun laws than the US does) and that terrorists will happily weaponize non-weapons to kill people and it will be seen as similarly non-terroristic as US terrorists using guns (white supremacists sure seem to want to drive cars into protestors right now) like I understand the urge to look at the US’s culture of mass shootings and to look at the US culture of gun ownership and go “these two are related” and they ARE and I DO think there are some things that could/should be done to reduce the incidence of mass shootings in the US on the gun ownership side of things but I am also completely perplexed at the way that white supremacy and domestic violence are continually erased from the mass shooting discussion in spite of being HUGE parts of that discussion so BASICALLY my thoughts on the matter are complicated and scattered but

SERIOUSLY there are so many awful people who own guns, shooting ranges are a nightmare and that side of the aisle certainly isn’t letting go of any advantage so I might as well grab on too
are probably my personal strongest reasons for wanting to own firearms *aside* from the “under no pretext” thing, which honestly frequently comes off as a LARP or very Timothy McVeigh when people talk about fending off the FBI or whatever, though I do believe in the validity of the idea that workers should be able to resist violence - just look at the history of Pinkertons as strikebreakers, holy shit, if your boss can pay someone to shoot you you should be able to shoot back good lord (I’m aware that’s not anywhere near as common now as it was a hundred years ago but I maintain that the principle is similar at protests; the open carry crew is mostly on the right, they’re not giving up their guns, and even if the guns were illegal they wouldn’t give up their guns).
And generally I consider rifle ownership fairly uncontroversial aside from the interminable discussions of ARs because once you get about fifty miles outside of a major metropolitan area rifle ownership is the norm and the US is huge and full of rattlesnakes and charismatic megafauna with huge teeth and/or antlers and sometimes you do legitimately need to have a plan for dealing with 30-40 feral hogs or at least one unexpected moose.

Anne's and Benoît's friends become concerned when they are unable to reach them.They remember a rumour about the family leaving for Australia where their father had been given a job transfer, and they find it suspicious that their friends hadn't told them about this "departure". They attempt to contact Benoît and Anne online and by text.
Xavier speaks with his sister, Christine de Ligonnès, on the telephone for 20 to 30 minutes. She said that everything seemed normal.
Xavier dines alone with his son Thomas at La Croix Cadeau, a high-end restaurant in Avrillé, near Angers. The pair arrived at about 9 pm. Xavier ordered a €35 tasting menu with half a bottle of Anjou-villages-brissac red wine; Thomas had a sea bass dish and a tomato juice. The total bill for the meal came to €72.55.The two waiters remember Thomas feeling unwell near the end of the meal, and that Xavier and Thomas barely spoke to each other during the meal.
Investigators believe that Xavier Dupont de Ligonnès murdered his wife and three of his children on the night of 3 to 4 April, then murdered his son Thomas on the evening of 5 April.
Tuesday 5 April
A bailiff comes to the family home to recover a debt of €20,000, but no one answers the door.
The family's neighbours dispute Agnès's stated date of death. They have claimed that she was seen in front of her house on 5 April around 12.15 or 12.30 pm, and again on 7 April.The prosecutor in Nantes acknowledged that forensic experts were unable to narrow the exact date of death down to a specific day. In addition, an employee of a hairdressing salon near the house claimed on RTL to have seen Agnès on Tuesday 5 April. The employee stated, "I came to pick up my wages. It was a Tuesday, it was 5 April. I needed my wages. I saw her on the pavement on her phone around 12.15 or 12.30."
A friend of Thomas who studied music with him confirmed that Thomas spent Tuesday afternoon with him at the friend's home in Angers, where they played music and watched television. Thomas had planned to spend the night at his friend's house, but Xavier phoned his son, asking him to return to Nantes, as his mother had been involved in a "cycling accident". Thomas ate quickly with his friend, then took a train home at around 10 pm. The following day, the friend tried to reach Thomas, but only received brief text messages in reply, such as "I'm not coming to yours. I'm ill" and "Really ill, I'm not coming to class". Two days after Thomas's departure, his friend received a text: "I'm out of battery, my dad's looking for a new charger for me." This is the last that Thomas's friend heard from him or anyone else in the family.
During this week, neighbours heard the family dogs howling for two consecutive nights and then never heard them again.

Arthur's girlfriend, who is concerned after not having heard from him, knocks on the door of the family home, where "a light was on on the first floor", but the family's two Labradors do not bark when she knocks.
Thursday 7 April

Xavier is seen making several return trips from the house to his car, loading the car with large bags. A neighbour also claims to have spoken to Agnès on this day: "On 7 April, I saw Agnès walking her dog. We spoke briefly, then I cut our chat short because I had an important appointment."
This same neighbour spoke to RTL on condition of anonymity, saying "the newspapers say the autopsies put her death on the 4th [April], but I'm almost convinced I saw her on the evening of Thursday the 7th because I know I didn't have much time to speak to her as I pick up my son from the childminder every Thursday evening."
Friday 8 April
Xavier writes on the Catholic online forum cite-catholique.org. According to the state prosecutor, he "went online for the last time on 8 April from the IP address of the family home in Nantes."
He sends an email to his brother-in-law (Christine's husband), saying "everything's fine, Bertram, you'll hear more detailed news soon through Christine. Bye for now. All the best, Xavier."
A message to Xavier's mother and sister is sent from the family home's IP address. After this was revealed by RTL and Le Figaro on 7 May, the family's lawyer, Stéphane Goldenstein, said "it was sent from their IP address, but what if it was written under duress? Either Xavier killed himself or he was murdered..."
Disappearance and letters
Monday 11 April
Anne and Benoît's school receives a letter signed by Xavier, stating that Anne and Benoît will be leaving the school and the family will be moving to Australia due to "urgent professional changes". The Catholic school where Agnès works receives a resignation letter signed by Agnès, stating the same reason for leaving. The headmaster is unable to reach her by telephone.
A typed, unsigned letter dated 11 April (the date may have been added afterwards) is sent to Xavier's immediate family. This was revealed by the press on 5 May. In this letter, Xavier explains that after having worked covertly for the American Drug Enforcement Administration (DEA), the entire family has had to relocate to the United States as part of a Federal Witness Protection Program, and that no one will be able to contact them for a few years. He advises his relatives to circulate reports on social media that the family has in fact moved to Australia. There is no proof that this letter was written by Xavier Dupont de Ligonnès. To this day, results of DNA analysis (if any) are unknown.
Xavier spends the night of 11 to 12 April at the Hôtel Première Classe in Blagnac, near Toulouse, in southern France, and pays for his stay by credit card. He then leaves in his Citroën C5.
Tuesday 12 April
Xavier spends the night of 12 to 13 April at the Auberge de Cassagne in Le Pontet in Vaucluse, in south-eastern France, under the false name of Mr Laurent Xavier. He pays €214.59 by credit card.
Wednesday 13 April
Neighbours in Nantes become concerned and contact the police. The house's shutters have been closed for more than a week and Agnès's car has been parked outside on the street the entire time.
Xavier spends the night of 13 to 14 April at a hotel in La Seyne-sur-Mer in Var, south-eastern France. He had lived in the town in the 1980s. A former girlfriend from that time informed the police that Xavier had contacted her that evening, although they did not meet.
Thursday 14 April
Xavier withdraws €30 from an ATM in Roquebrune-sur-Argens in Var.
That evening, Xavier sleeps at the Hotel Formule 1 in the town, where he is captured on film by a surveillance camera – the last known sighting of him.

Xavier checks out of the hotel, abandoning his car there.

Thursday 21 April
A "wanted" notice is issued for the whole family. During the day, investigators discover the remains of Agnès and the four children under the patio in the back garden of the house. The family's two Labrador dogs had also been killed and buried.
During the night of 21 to 22 April, the metallic-blue Citroën C5 with registration 235 CJG 44 is found in the car park of the Formula 1 Hotel in Roquebrune-sur-Argens by police equipped with an automatic number plate recognition system.The whereabouts of a Pontiac, which was also being sought, remain unknown to this day.
Investigators turn towards a line of inquiry involving a monastery. It is speculated that Xavier Dupont de Ligonnès could have withdrawn to a monastery, where he would be afforded discretion.
Autopsies, funeral and cremation
22 April: autopsies
According to the autopsies, the victims were drugged and then shot dead with a .22 Long Rifle as they slept. Xavier has a weapon of this calibre, which he inherited from his father three weeks before the murders.
The prosecutor in Nantes states that he will allow the victims to be buried in the next few days. The surprising speed of this procedure, combined with the fact that relatives were advised not to view the bodies, leads Xavier's relatives to believe that the bodies recovered are not those of Agnès and her children.
An international arrest warrant is issued to locate Xavier Dupont de Ligonnès, in order to obtain witness testimony from him with regard to the murders.
28 April: funeral
The family's funeral was held at 2.30 pm at Saint-Félix Church in Nantes.

On 29 April, a search was carried out in the Var department. On 10 May, an international arrest warrant was issued for Xavier Dupont de Ligonnès. He remains not found.

Tech trustbusting's moment has arrived
When it's railroading time, you get railroads.
When the railroads turn into the personal satrapies of rail-barons, you get trustbusters.
A couple decades ago, it was online service time. We had the users, the telcoms systems, the computers, the modems, so we got platforms.
We had that, but we lacked something important: effective antimonopoly enforcement. Lax merger laws allowed companies with access to capital markets to buy out or neutralize all their competitors, so we got monopolies.
Right on schedule, we're getting digital trustbusters.
Now, some people aren't technically sophisticated, but they do understand a lot about competition law. That's how you get meat-and-taters antitrust proposals like Amy Klobuchar's CALERA, which address the structural problems with antitrust law.

Klobuchar's CALERA doesn't just seek to apply antitrust law to tech – it also explicitly restores the pre-Reagan basis for fighting monopolies: we fight monopolies because they concentrate power and corrupt our politics. All monopolies are guilty unless proven otherwise.
But though industries all attained their monopolies through similar tactics – predatory acquisitions and mergers, vertical integration – they also each have their own technical characteristics that must inform our demonopolization tactics.
Take emergency care: monopolists love ERs because we don't choose which ER to use, nor when. You can't shop for an ER from the back of an ambulance. You don't know going in whether you're going to spend $1m or $1k. And you'll buy whatever services the ER tells you to buy.
Or power-grids: demand for electricity is both inelastic (you need power when you need power) and price-insensitive, and that inelasticity increases with demand: that is, when it's freezing or boiling out, everyone wants electricity.
Tech, of course, has its own technical characteristics. Chief among these is its flexibility. At a deep, theoretical level our digital tools and networks are capable of interoperating with one another in ways that no physical technologies can match.
Think of the Australian rail-system. In the mid-19th century, would-be rail-barons laid differing gauges in hopes of conquering the nation's logistics and transport. For 150+ years, engineers have tried to solve the "multi-gauge muddle" by designing multi-system railcars.
Hundreds of designs for cars that retract and extrude different wheelbases have been tried, and none ever caught on. Instead, Australia is tearing up and re-laying thousands of kilometers' worth of track. With physical tech, "compatibility" often means starting from scratch.
Not so with digital tech. If you are an OS company whose rival has locked up all office docs in a proprietary format, you don't have to convince all its customers to abandon their documents and start over. You just make a compatible program:

Because monopolies are good at subverting regulation, so any Magic API rule would be brittle – dependent on the tech companies not sabotaging those APIs by moving the important data-flows away from the mandatory APIs.
That's why we have to strip monopolists of the power to ask a court to block interoperators: take away the wildly distorted copyright, patent, terms of service and other legal doctrines that Big Tech ignored during its ascent, but now enforces against would-be competitors.
With both interop mandates and a legal right for new entrants to force interoperability through technical means, tech giants will face consequences if they subvert antimonopoly rules.
The choice becomes: either respect the intent of a mandate and preserve interop; or be plunged into a chaotic arms-race with competitors who switch to scraping, bots, and reverse-engineering.
All of this is incredibly wonkish, a highly specialized debate that involves highly technical propositions about how digital technology works today, how it used to work and how it might work – layered atop a similar, highly technical understanding of antitrust law.
The Venn overlap of "deep understanding of digital tech" and "deep understanding of antitrust debates" isn't so much a slice as it is a sphincter, and the debate has been equally narrow, but when it's railbaron time, you get trustbusters.
The tech monopoly/interop debate is going mainstream. Francis Fukuyama and his colleagues at the Stanford Working Group on Platform Scale have proposed an intervention similar to the ACCESS Act, where trusted third parties mediate between monopolists, new entrants and users.
The Stanford proposal calls them "middleware companies," but they're conceptually interchangeable with the idea of a "data fiduciary": companies that act as referees when a new co-op, startup or nonprofit wants to plug into a monopolist's service.

What's especially interesting about this work is that it appears to have been developed in parallel to pre-existing work from Masnick and Keller (and me) – it's a case of convergence between the tech-policy world and the broader world of policy.

My hope is that the trend continues – that we see ideas about Competitive Compatibility/Adversarial Interop join the idea of API mandates, so that we produce durable anti-monopoly systems, not just anti-monopoly rules.
Most important, though, is restoring an appreciation for the importance of interoperability in preventing monopolies and promoting technological self-determination for communities and individuals.
Because such a sensibility can escape the legislative world and be enacted via fast-moving, easier-to-use policy tools. For example, we could (should!) make interop a feature of all government procurement rules.
No school district should buy devices for students without securing the right to sideload the apps they need on them – imagine buying 50,000 Ipads at public expense and then having Apple boot the app you rely on out of the App Store!
Likewise, no district should buy Google Classroom without securing a legally binding guarantee not to block interoperators who want to integrate other ed-tech services into the curriculum, with or without Google's cooperation.
Procurement and interop are as old as the Civil War, when the Union Army demanded firearms and ammo that had multiple manufacturers. As the state-level Net Neutrality rules (which bar governments from using non-neutral ISPs) showed us, procurement can shape markets.
Procurement is just for starters. Right now, tech companies caught breaking the law are handed down fines that are less than the profits their lawbreaking generated – instead, we could demand interop as part of any settlement.
One major barrier to interop is contract law: terms of service, EULAs, noncompetes, arbitration, etc. States wield enormous power over contracting terms: states can declare certain contractual language against public policy and thus unenforceable.
If, say, California were to pass a rule nullifying the mountain of abusive garbage that has become standard in digital "contracts," it would be in a position to export fair usage terms to the country in just the same way it exports robust emissions standards.
Antittrust is primarily a federal manner (that's why 40 years of federal antitrust malpractice has been such a disaster). But every level of government, down to your local school board, can make a meaningful difference in tech antitrust.
Digital technology's inescapable, marvellous, terrifying flexibility can be translated into so many unique, powerful weapons for transforming the industry and empowering communities to control their digital lives and seize the means of computation.

9: Ireland cancels St. Patrick’s Day parades. I continue to be very annoying at work, probably. I meet Cheese, the Corgi, in one of my last visits with friends before lockdowns begin in earnest.

10: Coachella is postponed - and nothing of merit is lost. Harvard announces that the University will be switching to online classes, giving students five days to pack their dorms and move home - many other colleges will be issuing similar plans in coming days and weeks. The Grand Princess sails under the Golden Gate bridge to land in Oakland, California - during the ship’s cruise from Hawaii to California, nearly two dozen staff and crew have fallen ill with coronavirus. Too many countries to count begin experiencing spiking cases - they close schools, shut down flights, ask returning travellers to self-isolate and declare states of emergency. Putin backs a measure that might enable him to become lifetime president of Russia and the Democratic primaries continue in the United States with Biden cinching Idaho, Mississippi, Missouri and Michigan and leading in the mail-in Washington vote. Bernie takes North Dakota. Canada caps the day by introducing a measure to ban conversion therapy. Hey, it ain’t all bad news.
11: More countries - more first cases (Honduras), more first deaths (Sweden, Ireland, Belgium, and Indonesia). The WHO officially declares COVID a pandemic. Tom Hanks announces, from Australia, he has coronavirus and suddenly I’m not the crazy germaphobe at work anymore - everyone is starting to freak out. Harvey Weinstein is sentenced to 23 years in jail - he will later contract the coronavirus as an inmate at Wende Correction Facility in upstate New York. The virus is spreading to even small territories - like Guadeloupe (France). And in Louisville Kentucky, a young black ER technician named Breonna Taylor, was killed by plainclothes officers conducting a no-knock raid on her house, searching for her ex-boyfriend - a man who’d already been picked up by police hours earlier. Her boyfriend, Kenneth Walker, fearing intruders were breaking into their home, fired a warning shot from his legally owned firearm - police retaliated with a barrage of bullets, firing blindly into the home. They killed Breonna Taylor. Her death becomes an focal point of the racial justice movements over the summer of 2020 - alongside Ahmaud Arbery, Elijah McClain, and George Floyd.
