Gautam Buddha Nagar Administration cautions against Illegal Plots near Jewar airport
The Gautam Budh Nagar district administration has warned people against fraudulent real estate agents trying to sell small land parcels in six villages near the upcoming Noida International Airport in Jewar. The officials have found out that after the news of Jewar Airport, many agents are illegally selling small plots of land ranging from 10 to 50 square metres by enticing buyers with the promise of government jobs or free plots once the land is acquired. The officials have already identified 908 such agreements till February and anticipate many more since then. When we spoke to some real estate agents regarding the issue, than Rajesh Bhatti, a prominent real estate agent in various sectors of Noida such as Sector 50, sector 75, sector 100, sector 25 (Jalwayu Vihar), sector 122, etc. told us that such practices have become extremely common in the area and many innocent buyers are becoming swayed by these offers which are too good to be true and may lose there hard earned money. His colleague, Anand Ranjan added that the number of such agreements are likely to be significantly higher than the ones claimed by Noida Authority.

The district administration has issued a notice to inform people of these fraudulent activities and has warned that people indulging in these activities will not be eligible for rehabilitation and resettlement benefits. The administration is investigating the matter and plans to take strict legal action including filing a police FIR against the agents to prevent outsiders who are not from the affected villages from exploiting the locals. The district administration has also requested people to file complaints and inform them about any such sellers through email or the ADM's office.
The government will acquire around 1,185 hectares of land from six villages for the airport, and the district administration has already issued a public notice under Section 4 of the Land Acquisition Act. The officials can now begin their surveys and mapping to calculate the number of affected people, their families, and the compensation amount that will need to be disbursed.
For the first phase of the airport, the government acquired 1,334 hectares of land, and the affected families were provided with compensation at the rate of ₹2,300 per square metre, and they were also offered additional benefits. The government provided compensation against assets such as trees, borewells, and permanent constructions on the land being acquired, and every youth over 18 years of age in the affected families was assured either a job at the Noida International Airport Limited or a one-time grant of ₹5.5 lakh or ₹2,000 every month for 20 years.

To ensure a smooth process of land acquisition, the state government offered additional benefits to the farmers. The government disbursed ₹3,066.8 crore as compensation and rehabilitated 3,627 families by giving them plots in a township being developed in Jewar Bangar village.
In conclusion, the district administration has warned people against fraudulent activities and is investigating such cases where small plots of land are being illegally sold to outsiders. The officials have said that court cases will be registered against the accused and have urged people to inform them about any such sellers and have reiterated that only the landowners and families who are being displaced or whose livelihoods are being affected will be eligible for rehabilitation and resettlement benefits.

नई दिल्ली, 07 मार्च (वेबवार्ता)। दिल्ली के मुख्यमंत्री अरविंद केजरीवाल ने राष्ट्रीय राजधानी में कोरोना वायरस को फैलने से रोकने के लिए पांच सूत्री कार्रवाई योजना की घोषणा की और कहा कि शहर के अति प्रभावित क्षेत्रों में बिना किसी क्रम के एक लाख लोगों को चुनकर उनकी जांच की जाएगी।
वीडियो लिंक के माध्यम से संवाददाता सम्मेलन में उन्होंने कहा कि दिल्ली सरकार द्वारा संचालित लोक नायक जय प्रकाश नारायण अस्पताल, जी बी पंत अस्पताल और राजीव गांधी सुपर स्पेशियलिटी अस्पताल को विशेष कोविड-19 अस्पताल घोषित किया गया है। केजरीवाल ने कहा कि शहर के अस्पतालों में इस समय 2,950 बैड कोविड-19 रोगियों के लिए आरक्षित हैं।
उन्होंने कहा कि दिल्ली सरकार कोरोना वायरस के तेजी से बढ़ते मामलों को देखते हुए होटलों में 12 हजार कमरों का अधिग्रहण करेगी। उन्होंने कहा, ‘हम तबलीगी जमात के कार्यक्रम में शामिल होने वाले लोगों के फोन नंबर पुलिस को देंगे ताकि उनका पता लगाया जा सके कि उन्होंने आसपास के इलाकों में आवाजाही की थी या नहीं।’
केजरीवाल ने कहा कि अगर कोरोना को हराना है तो उससे तीन कदम आगे रहना होगा। मुख्यमंत्री ने पांच सूत्री कार्य योजना की विस्तार से जानकारी देते हुए कहा, ‘इसमें पांच टी शामिल हैं। इनमें टेस्टिंग (जांच), ट्रेसिंग (पता लगाना), ट्रीटमेंट (उपचार), टीम-वर्क (मिलकर काम करना) और ट्रैकिंग (नजर रखना) हैं।’ केजरीवाल ने संवाददाताओं से कहा कि सरकार ने 30 हजार मामलों से निबटने का बंदोबस्त कर लिया है तथा 8,000 और बिस्तरों की व्यवस्था की जाएगी।

DRUG TUNNEL RAN FROM OLD KFC IN ARIZONA TO MEXICO BEDROOM…. US authorities have found a secret drug tunnel stretching from a former KFC in the state of Arizona to Mexico. The 600ft (180m) passageway was in the basement of the old restaurant in San Luis, leading under the border to a home in San Luis Rio Colorado. Authorities made the discovery last week and have arrested the southern Arizona building's owner. They were alerted to the tunnel after the suspect, Ivan Lopez, was pulled over, according to KYMA News. During the traffic stop, police dogs reportedly led officers to two containers of hard narcotics with a street value of more than $1m in Lopez's vehicle. Investigators say the containers held 118kg (260lb) of methamphetamine, six grams of cocaine, 3kg of fentanyl, and 21kg of heroin. Agents searched Lopez's home and his old KFC, discovering the tunnel's entrance in the kitchen of the former fast-food joint. The passageway was 22ft deep, 5ft tall and 3ft wide, and ended at a trap door under a bed in a home in Mexico, said US officials. The drugs are believed to have been pulled up through the tunnel with a rope. This is not the first such discovery - two years ago a 2,600ft tunnel was found by authorities in San Diego, California. Authorities said it was one of the longest such drug tunnels ever discovered, used to transport an "unprecedented cache" of cocaine and marijuana. In July alone, US Border Patrol seized 15kg of heroin, 24lbs of cocaine, 327kg of methamphetamine and 1,900kg of marijuana at border checkpoints nationwide… Comment: Now we know what the “Secret” ingredient is in the Col’s recipe…..
TRUMP ADMINISTRATION 'CONSIDERS FUNDING GUNS IN SCHOOLS'…. The Trump administration is considering allowing schools to access federal education funding to purchase guns for teachers, US media report. The Department of Education (DoE) is looking at allowing states to use academic enrichment funds for firearms, the New York Times first reported. The federal grant being considered for this purpose is one that does not specifically prohibit buying weapons. Congress forbids using federal funds for school safety to purchase weapons. DoE spokeswoman Elizabeth Hill told CBS News: "The department is constantly considering and evaluating policy issues, particularly issues related to school safety." "The secretary nor the department issues opinions on hypothetical scenarios," she added… Comment: I cannot think of a more irresponsible action on behalf of a government…
AUSTRIA REJECTS 'GIRLISH' IRAQI ASYLUM SEEKER…. Austrian officials rejected an Iraqi migrant's asylum application because he was too "girlish", local media say. The 27-year-old's claim to be gay was deemed "unbelievable", in part due to his behaviour, according to reports. He can appeal against the decision. It comes just days after Amnesty International criticised Austria's asylum processes as "dubious". The government has hit back at the criticism, saying its asylum officials work appropriately. In the latest case, the Iraqi asylum seeker was felt to exhibit "stereotypical, in any case excessive 'girlish' behaviour (expressions, gestures)", which seemed fake, Austria's Kurier newspaper reported. Said to be an active member in local LGBT groups, he is understood to have fled Iraq in 2015, fearing for his life. However a spokesman for Austria's asylum office said the decision had been reviewed, and rejected the accusation it contained any "clichéd phrasing" by officials in Styria state, Kurier added. It is the second controversial asylum case in recent days. Last week, activists said that an 18-year-old Afghan asylum seeker had his application rejected because he did not "act or dress" like a homosexual. "The inhuman language in asylum claims does not conform with the requirements of a fair, rule-of-law procedure," Amnesty International said in a report. Interior Ministry spokesman Christoph Poelzl also rejected the accusation officials used "inhuman" language, telling news agency AFP that all employees who assess asylum claims receive training. However, the official involved in the Afghan asylum seeker's case is no longer involved in assessing applications, he added. Austria is currently run by a coalition of the conservative People's Party and the far-right Freedom Party, which came to power following an election dominated by Europe's migrant crisis last year. CHINA ARRESTS OVER TANG DYNASTY RELIC THEFTS…. Chinese police have arrested 26 people suspected of stealing relics from an ancient burial site. The gang allegedly seized almost 650 objects, including gold and silver cutlery and jewellery, from the Dulan Tombs, which lie on the ancient Silk Road in northwest China. The stolen items date back to the 7th Century, the Chinese Ministry of Public Security said in a statement. The suspects allegedly tried to sell them for about $11m (£7.8m). The objects were said to have been illegally excavated from the tombs, located in the north-western province of Qinghai. Silk, gold, silver, bronze ware and other items have been unearthed at the tombs, of which there are more than 2,000, since 1982. Experts believe that many of the items are of huge historical value as they show cultural exchanges and interactions between East and West during the early Tang Dynasty (618-907). Following the arrests, police will increase their crackdown on cultural relics crimes to better protect the country's cultural heritage, the Chinese government said. INDIA'S 'BIGGEST' PET RESCUE OPERATION IN KERALA FLOODS….  When rescuers in India's flood-ravaged southern state of Kerala reached a flooded hut in the city of Thrissur, the couple living there refused to leave without their 25 dogs. The water was rising, and the dogs were huddled on a single bed. The rescue workers had arrived on boats, and Sunitha, who uses only one name, flatly told them she and her husband would not leave without their stray and abandoned pets. "Our neighbours had been moved to schools and camps nearby. Rescue workers said that we could not bring our dogs to the relief camp," she said. So the workers went back and got in touch with an animal rescue group. Sally Varma of Humane Society International told the BBC that their volunteers arrived soon, and arranged for the dogs to be taken to a special shelter for affected animals. Ms Varma said she has started a fundraiser for the family and its pets so a kennel could be built at their home after the floods recede. Nearly 400 people have died in the worst flooding Kerala has witnessed in a century. Thousands remain stranded. More than one million people have been displaced, with many of them taking shelter in thousands of relief camps across the state. But what is striking is how hundreds of animals are being rescued in the affected areas. In what appears to be one of the biggest animal rescue operations during a natural calamity in India, hundreds of volunteers and animal rescue workers have travelled to flood-affected areas. Social media is awash with dramatic rescue videos: a rescuer removing his life jacket and putting it on a Labrador to help it swim to higher ground; drenched dogs being taken out of flooded homes and kennels; and country boats and inflatable rafts carrying dogs, goats and cats to safety. Rescuers have waded through water, and travelled on boats and rafts to treat, feed and rescue hundreds of animals - dogs, cats, goats, cows, cattle, ducks, and even snakes - as the waters have begun receding. Trucks with animal feed and medicines are reaching affected districts. Some animals have been moved to shelter camps, and others to higher ground. A number of animal rescue help lines have been set up, and rescuers are using WhatsApp and social media to respond to calls. "We are getting more than 100 calls a day on our helpline. The number of animals that have been moved to higher ground and rescued must be in hundreds," Anand Shiva of Kerala Animal Rescue said.

Hoarse voice, if it persists for more than 3 weeks , certainly needs to be evaluated as it can be a sign of laryngeal cancer or cancer of your voice box. But no need to panic! Just because your voice has changed its quality , it does not necessarily indicate that you have cancer. Other reasons why your voice may change or become hoarse are – laryngitis (inflammation of larynx), overuse or misuse of voice , acid reflux, allergies, trauma. So how do you know what has actually caused that change in your voice?  For this you need to be properly evaluated by your ENT doctor who will infer from a proper and detailed history and examination, and if necessary , relevant investigations; your accurate diagnosis. He may need to do your laryngeal endoscopy to visualise and evaluate your voice box and surrounding structures. An examination of your neck to look for any enlarged lymph nodes, which may again be a sign of cancer is mandatory. If necessary, your ENT doctor will advise further investigations like a CT scan and / or biopsy. Although , most of the time , it is possible that your change of voice may be due to completely benign reasons which are stated above ; and if so, you will be prescribed some medications for your condition. If necessary, you will also be advised to undergo voice therapy for the same.  The important thing to remember here is that- if at all you are suffering from a change of voice, please be sure to visit your ENT surgeon and get your condition diagnosed as soon as possible to avoid further complications. Any disease diagnosed in the early stage has the highest chance of recovery.   The incidence of laryngeal cancer worldwide currently is 2.76 cases per year per one lakh inhabitants and 1.66 deaths per year per one lakh inhabitants . In India , laryngeal cancer contributes to approximately 3% -6% of all cancers in men. It is one of the 10 leading causes of cancer in Indian men. The 5 year survival rate for laryngeal cancer in India is approximately 28%.  The factors most often implicated in the causation of laryngeal cancer according to Indian studies are : Smoking, alcohol consumption, tobacco, long term exposure to indoor air pollution ( from coal/ wood burning ) , spicy food . According to research more than 60% of laryngeal squamous cell carcinoma patients were cigarette smokers and nearly 75% of them had smoked for more than 30 years. In more than 75% of cases there was history of alcohol consumption. Change of voice or hoarse voice is not the only symptom of cancer of the larynx. Some of the patients also present with difficulty in swallowing, lump or swelling in the neck , weight loss, some even present with extreme pain in the ear (also known as referred nostalgia), in severe cases patients may present with difficulty in breathing. Depending on the stage and type of cancer , it can be treated by surgery (laryngectomy) , radiotherapy , chemotherapy or a combination of the above modalities of treatment. As stressed earlier, the management of laryngeal cancer is easier and the prognosis better if diagnosed early.

For many of us, the day cannot start without your morning dose of Java! And why shouldn’t it? We all require the caffeine to overcome that morning drowsiness and make us alert to the long day ahead of us! Apart from the boost that it gives us we justify the morning cup and several cups thereafter with a list of its benefits like its fat-burning quality, essential nutrients like vitamin B2, vitamin B5, magnesium and potassium, some studies say it reduces the risk of type 2 diabetes, contains antioxidants etc.etc.  Because of all these reasons having that morning joe has become a routine part of our life as soon as we wake up just like brushing your teeth, or having a bath.  Hence when we are affected with thyroid problems at some point in our life and have to take life long supplements, we fail to realize the big hurdle in the absorption of our thyroid medication simply because the thought does not cross our mind! Taking coffee within an hour of taking your thyroid supplement can reduce the absorption of your medication and thus makes it less effective. Caffeine in coffee is known to increase the intestinal motility i.e. it can increase the movement of your intestines. This makes your oral medication of thyroid supplement to pass through your intestines rapidly thus leading to decreased absorption. And since the prescribed dose is less absorbed, it obviously increases your chance of developing hypothyroidism. Coffee also inhibits the conversion and absorption of the thyroid hormone and as such is not considered good for your thyroid health. Hence coffee should be taken at least an hour or later than your daily thyroid supplement. Likewise, you have to keep in mind that fiber-rich foods, calcium supplements such as calcium carbonate and iron supplements such as ferrous sulfate can interfere with the absorption of your thyroid medication, and this effect can last longer than an hour. Hence the schedule of these drugs should be adjusted after consultation with your ENT doctor or your endocrine specialist. Calcium and Iron supplements in a patient with hypothyroidism should be taken at least  4 hours after taking thyroid supplements. Commonly used antacids like proton pump inhibitors can also interfere with the absorption of thyroid supplements. Remember that thyroid supplement interacts with minerals such as iron, calcium, and magnesium. Any supplements which contain these can lower the activity of your thyroid medicine. Voice is produced by vibration of your vocal cords or vocal folds, which are membranous band like tissues inside your voice box. Whenever these are affected by trauma, infection or tumor or when the nerve supplying them is damaged, your voice changes quality or becomes hoarse. Causes of hoarseness of voice are cited below: 1. Acute or chronic laryngitis – acute or chronic inflammation of the vocal cords due bacterial or viral infection. 2. Overuse or misuse of voice – shouting or singing in a loud voice can cause trauma to the delicate vocal cords and cause a hoarse voice. Speaking in a high pitch for a long period of time e.g. teachers, speakers can damage the vocal cords. 3. Swellings or benign cysts, polyps or nodules of the vocal cords are common causes of voice change. 4. Cancerous tumors of the vocal cords are a cause of hoarseness and should be evaluated properly for early detection of the disease. 5. Chronic systemic conditions like Gastro esophageal reflux disease, allergies, some thyroid disorders can cause hoarseness. 6. Smoking can affect the vocal cords and cause voice change. 7. Neurological conditions can cause paralysis of one vocal cord and can cause hoarseness. If both the vocal cords are affected then person will have difficulty in breathing too. Tips to improve vocal hygiene: 1. Voice rest – if your voice is affected, giving it complete rest i.e. not speaking will recover them faster 2. Do not shout or whisper- we all know that shouting causes trauma to the vocal folds but note that whispering is also similarly traumatic and can damage these delicate structures.  3. Hydrate the throat. Drink plenty of fluids. Also if your occupation entails speaking for a long period of time, have sips of water every 15 -20 minutes which will lubricate and protect your vocal cords 4. Treatment of acid reflux- if you tend to suffer from acid reflux, get it treated as reflux can contribute to or even exacerbate voice problems 5. Stop smoking – the relation between smoking and laryngeal cancer is well known but smoking can also cause respiratory diseases, which can lead to hoarseness of voice. 6. Avoid excess alcohol – alcohol has a drying effect on mucosal lining of tissues and also contribute to acid reflux which can affect vocal health 7. Stop that compulsive practice of ‘throat clearing’. 8. Maintain a good posture –Slouching over your desk for extensive hours can in the long run affect the respiratory system. This in turn leads to a weak or hoarse voice. Also cradling the phone between your shoulder and ear is not recommended for the same reason. If your job entails having to use the phone often and for a prolonged period, then it is advised you switch to a headset. 9. Do NOT gargle – if you are experiencing voice problems gargling will further cause trauma to your vocal cords. You can sip on warm liquids instead. These will hydrate the vocal cords and provide steam to soothe them. Conclusion: If conservative management to treat hoarseness of voice caused by benign pathology fails, vocal cord surgery also known as  Microlaryngeal surgery maybe required. Public Expenditure and Agricultural Production in Meghalaya, India: An Application of Bounds Testing Approach to Co-Integration and Error Correction Model

Abstract
An attempt is made in this paper to examine the short and long run relationship between government expenditure on agriculture and its allied sector and agricultural output of Meghalaya. The study is based on a time series data of 30 years from 1984-85 to 2013-14. During this period, the state economy has experienced both upswing and downswing in its agricultural sector. Government expenditure in different sectors including agriculture and its allied activities, education, transport etc is expected to promote agricultural production. Here ARDL approach to co integration and an error correction representation of the ARDL model have been used due to certain advantages. The result of the Bounds test indicates the presence of a long-run co integrating relationship between the variables in the study. The results reveal that in the long run, the effect of public expenditure through agriculture and allied activities, on agricultural output is significantly negative, while expenditures on education and transport on agricultural output are significantly positive that is in line with several earlier studies. Public expenditure in healthcare however does not significantly affect agricultural output. The findings reveal that judicious use of government spending have significant potential to accelerate agricultural development and improve its efficiency.

Introduction
Finance is an essential need ofany country whether developed or developing. A government needs to gather resources in an adequate and proper way; and apportion and utilize resources or assets responsively, productively and successfully [1]. Public expenditure is alluded to as an outpouring of assets from government to different areas of the economy [2]. It is in fact the main instrument for a government to control the economy to bring about economic growth, which in turn promotes the living standard of people by providing better infrastructure, good health, education, an improvement in agricultural output and food security [3]. Expenditure in agriculture is important for the transformation of agricultural sector that is more important for an agricultural economy [4]. Low agricultural output has a negative effect on the economy as a whole vide its low production of food and raw materials for industries. It therefore follows that in economies where majority of the population depends on agriculture for its livelihood, government agricultural spending is one of the most important instruments of government for promoting overall economic development and the alleviation of poverty. Agricultural spending by the Government can directly increase agricultural output by shifting upward the production frontier as in the case of irrigation [5]. It therefore implies that agricultural spending by the Government increases the rate of return to private agricultural investment and thereby leads to greater investment and output in the agricultural sector of the economy
The Problem and Objective
Government spending can specifically or indirectly influence farm income. Government spending that is correlative to private investments would to some degree influence productivity of farming sector. Public expenditure like access or provision of credit to farmers, spending on animal health, veterinary, research, extension services and access to roads in rural areas has a significant effect on the output of the agricultural sector. In Meghalaya, a key challenge for the government has been to increase productivity of all agriculture and horticulture crops in the state so as to keep pace with the growing need of population. However, efforts on the part of agriculture sector have not yet produced the desired outcome. Therefore the question arises if public expenditure in the state has any significant and positive impact on the agriculture output in Meghalaya. This study therefore is an attempt to investigate the direction and magnitude of relationship between public expenditure in agriculture and agricultural output in Meghalaya. With the above problem at hand, we tried to analyze the existence of long run relationship between public expenditure and agriculture output in Meghalaya. It also exposed the contribution of government budgetary allocation to the agriculture sector in Meghalaya.
Background of the study
Meghalaya, a state in North-East India has predominantly an agrarian economy. The importance of the agriculture sector in the state economy can be seen from the percentage of working population engaged in this sector. In 2011, percentage of working population engaged in agriculture was 58.4 percent and in 2001 it ass 65.8 percent. Agriculture still continues to employ majority of workers in the state although there has been a decline in proportion of workers engaged in agriculture. As per 2011 census, there has been a marginal fall in rural population since 2001 from 80.4 percent (2001) to 79.9 percent (2011). Although the rural population has declined, level of urbanization is still low with urban population increasing marginally from 19.58 percent in 2001 to 20.06 percent of total population in 2011. The economy of the state is relative small as compared to other states in the country. According to estimates of the state government, gross state domestic product (GSDP) in 2011-12 at current prices was Rs. 16434 crore while GSDP at constant (2004-05) prices was Rs. 11141 crore. From 2002-03 to 2011-12 the state GSDP (at constant 2004-05 prices) grew at an average annual growth rate of 7.9 percent. The total expenditure in agriculture sector stood at Rs. 14431.26 lakhs in 1984-85 and increased to Rs 38679.46 lakhs in 2013-14 (at constant 200405 prices). Despite increase in expenditure on the agriculture sector, the contribution of this sector to real GSDP declined from 7.29% in 1984-85 to 2.90% in 2013-14. However, from the perspective of rural livelihood, agriculture remains an important economic sector, despite its declining share in GDP. Since a large part of population is employed in farming, financial development is practically difficult to accomplish without building up the sector. Research on this issue is therefore essential to help policy decisions with regards to proper allocation of public expenditure and its proper spending to accomplish agricultural growth and development.
The share of public expenditure (three years moving average) through Agriculture and allied activities, Education, Medical and Public Health, Rural development, Transportation and Communication as a percentage of Total Expenditure (TE) is presented in (Figure 1) at constant 2004-05 prices. The share remained almost constant during the period of 1984-87 to 200003 but decreased the next year and then again remained almost constant from 2002-05 onwards till. The share of Transport and Communication expenditure as a percentage of total expenditure initially decreased and then gradually increases upto 1994-97 and gradually decreased up to 2000-03 and then drifted down sharply but from 2001-04 it remained almost constant for the remaining study period. Public expenditure through agriculture and allied activities as a percentage of total expenditure also followed a similar trend. During the study period, the average share of public expenditure on medical and public health, transport and communication, agriculture and allied activities and education as a percentage of the total expenditure were 2.66, 4.29, 7.03, 7.65 and10.69.
From (Figure 2a), we can see that both GSDP agriculture and GSDP of Meghalaya exhibit an increasing trend over the years (in Rs. Lakhs). However, percentage share of GSDP agriculture to total GSDP of Meghalaya decreased over the years (Figure 2b) with the highest percentage share of 22.56 and the lowest percentage share of 12.32. The average percentage share GSDP agriculture to overall GSDP was 16.91. Production of principle crops over the years in Meghalaya is depicted in (Figure 3). The crops have been categorized into food grains, oilseeds, fruit crops, tuber crops, spice crops, plantation and other crops. We can see that the production of different categories of crop groups followed increasing trend. Total food grain has been at the top with an average production of - 25MT during the study period, which was followed by tuber crops with an average production of 193529 MT and fruits with an average production of 176584 MT Sugarcane and tobacco was at the lowest in terms of production with an average figure of 774 MT during the study period.
Review of literature
Public expenditure plays an important role in the functioning of economy at almost all phases of economic advancement. The government resorts to expenditure and programs to produce desirable results on the national income and employment generation. A number of studies reveal that there is a positive relationship between public expenditure and agriculture output [6-8]. On the other hand, some studies show a negative relationship between public expenditure and agriculture output [9-12]. Public investment in R & D is observed to be a superior performer in enhancing agricultural results and decreasing poverty or destitution. Analyzing the returns on different types of investment in agriculture i.e., irrigation, extension, resulted in mixed outcomes and in aggregate public investments in agriculture resulted in modest outcome. Since, the impact of different investments in agriculture vary in magnitude, the returns on agricultural public spending might also differ according to the commodity being focused [13].
A study on the effects of government budgetary allocation (public expenditure) to agricultural output in Nigeria by Adofu, Abula and Agama [14] using OLS regression found that the major determinant of agricultural output (proxy by agricultural contribution to Real GDP) is budgetary allocation to agricultural sector and credit to the agricultural sector. Both the variables- budgetary allocation and credit to the agricultural sector has a positive relationship with agricultural output. In their assessment of Nigeria expenditure on the agricultural sector and its relationship with agricultural output shows the existence of a long-run relationship between government expenditure on agriculture (capital and recurrent), and agricultural contribution to GDP (output) [15]. The result from causality shows that a reduction in total government expenditure on agriculture (TGA) has a negative effect on agricultural contribution to GDP (output) in Nigeria. Results also revealed that there is no causality between the variables up to 4 lag lengths at 5% level of significance. However, at 10% level of significance and 2 lag lengths TGA is found to granger cause AGDP with no reverse causality from AGDP to TGA. Similarly, at 10% level of significance and 3 lag lengths, a unidirectional causality running from AGDP to TGA with no reverse causality from TGA to AGDP is found.
Investigate the impact of macroeconomic policy on agricultural output in Nigeria (1978 to 2011) [16]. Result from estimation of the long-run co-integration equation normalized on agricultural output reveal a significant relationship with respect to Government spending, Exchange rate, Agricultural Credit and Inflation rate. The main finding of their investigation is that government spending on agriculture plays a significant role in achieving food security in Nigeria. In their case study on the impact of agricultural public spending on agricultural productivity in Kenya found that there is a positive and significant relationship between agricultural productivity and agricultural donor spending. Also [17] show that agricultural output and public expenditure on agricultural sector has a positive impact on the economic and agricultural growth in Pakistan [18]. In a study on the determinants of agricultural productivity in Kenya, [19] find that there is a negative impact of exchange rate and inflation on agricultural productivity whereas labor force, rainfall, and government expenditure has a positive impact on agricultural productivity in the long run. In the short run labor, rainfall, and government expenditure are the main determinants of agricultural productivity Using Fully Modified Ordinary Least Square (FMOLS) regression in a study on government fiscal policy and agricultural sector outputs in Nigeria, [20] reveals that the value added tax (vat) and government total recurrent expenditure on agriculture has a significant and positive relationship on the growth of agricultural output while total government capital expenditure on agriculture has a negative and insignificant relationship with value of agriculture output.
Materials and Methods
This study is based on the secondary data for the period 1984-85 to 2013-14. Annual time series data on agricultural GSDP is used as a proxy for agriculture output which is obtained from the Directorate of Economics and Statistics, Meghalaya. The variables pertaining to public expenditure in agriculture and allied activities, education, health, rural development, rural development and transportation are collected from RBI Publications of State Finances: A Study of Budgets. To neutralize the impact of increase and decrease of prices, all the time series variables that have been employed for the study are deflated by using GDP (GSDP) deflator and are all expressed in Rupee Lakhs at Constant 2004-05 prices. All the variables in the model are tested for stationary using the Augmented Dickey Fuller Test (ADF Test). The ADF test is conducted using the following regression (1) which includes a trend and an intercept.

Where ∑Yt is the first difference of the series Y, et is a stochastic error term and where ∑Yt-1 = (Yt-1 - Yt-2), ∑Yt-2 = (Yt-2 - Yt-3), etc. B1 is a constant, t is the time, B2 and Z are parameters. The number of lagged difference terms to include is often determined empirically, the idea being to include enough terms so that the error term in the above equation is serially uncorrelated. The null hypothesis stated that variable has a unit root or variable is not stationary against the alternative hypothesis that variable is stationary.
Model Specification
The following equation is estimated to investigate the impact of public expenditure on agriculture output
Ln(Gsdpagri) = β0+β1 Ln(Agriexp) + β2Ln(Edu)+β3 Ln(Health) + β4 Ln(Rudev) + β5 Ln(Trans) ...(1). Here Gsdpagri (proxied for agricultural output) represent the agricultural GSDP. Agriexp, Edu, Health, Rudev and Trans represent the public expenditure on Agriculture and Allied Activities (it includes Crop husbandry, Soil and Water Conservation, Animal Husbandry, Dairy Development, Fisheries, Forestry and Wild Life, Agricultural Research and Education, Agricultural Finance Institutions, Co-operation and Other Agricultural Programmes), Education, Medical and Public Health, Rural Development and Transport and Communications respectively. β1, β2, β3, β4, β5, are the long run elasticities of Gross State Domestic Product of Agriculture with respect to public expenditure on Agriculture and Allied Activities, Education, Medical and Public Health, Rural Development and Transport and Communications respectively.
Bounds Test
To find out if there is co integration or long-run relationship among the variables under study, bounds testing (or autoregressive distributed lag (ARDL)) co integration procedure developed by [21] is employed. Unlike other co integration test, bounds test is applicable regardless of whether the variables in the model are I(0) or I(1) or a mixture of those. However, the method is not applicable in the presence of I(2) series. Therefore, before employing the Bounds Test we test the level of integration of all the variables of interest by using the ADF Test. In order to find the long-run relationship as given in equation (1), we conduct bounds test of equation (2) using F-statistic with two bounds (lower and upper bound). The null hypothesis assumes no co integration/long-run relationship among the variables of interest. Null hypothesis is rejected if the value of F statistic is greater than the upper bound and it is accepted if the value of F statistic is less than lower bound. However if it the value of F statistic falls between the lower and upper bounds the inference is inconclusive. For testing stationary and co integration, Schwarz Bayesian Criterion (SBC) is used to select the optimal lag length of variables. Autoregressive Distributed Lag (ARDL) model was proposed by [21] and was further extended by [22]. This method is employed in order to capture the long-run as well as the short-run dynamic relationship among the variables. The ARDL model of the relationship between Gross State Domestic Product of Agriculture with respect to public expenditure on Agriculture and Allied Activities, Education, Medical and Public Health, Rural Development and Transport and Communications is represented as follows:

Where p is the optimal lag length, β1, β2, β3, β4, β5 and β6, represent the short run dynamics of the model and P8, P9, β10, β11 and β12 are the long run elasticities and Ut is the error term. The conditional ARDL (p, q1, q2, q3, q4, q5) long-run model is established below:
Finally, Short Run Dynamic coefficients are obtained by estimating an error correction model associated with long run estimates. The equation is as follows:
Results and Discussion
Unit Roots Tests
Stationary of all the variables is tested by Augmented Dickey Fuller (ADF) Test. Absolute value of ADF test statistic of public expenditure variables viz., Agriculture and Allied activities, Education, Transportation and Communication and agricultural GSDP at level are less than the absolute critical values. Therefore the null hypothesis is accepted. This indicates that the time series variables are not stationary at level. As it is well known that the non-stationary data series are poor candidates for reliable regression since they yield spurious results that are useless for predictive purposes. After taking first difference, the absolute value of ADF test statistics of those variables are however greater than the absolute critical values, and thus the null hypothesis is rejected which confirms that the 1st differences of variables are stationary (Table 1). The result of the Bounds test presented in (Table 2) shows that the calculated F-statistics is higher than the critical value at 1% level of significance of the [23] upper bound values. Therefore, the null hypothesis of no co integration is rejected, which signifies the presence of a long-run co integrating relationship among the variables in the study. Since there is long run co integration between the variables in the bounds test, the ARDL approach can now be adopted to estimate the level of relationship. The ARDL model is selected on the basis of the Akaike Information Criterion (AIC). The estimated coefficients of the long-run relationship are shown in (Table 3). In the long run, effect of public expenditure through agriculture and allied activities on agricultural output is significant at 1% level.
The negative coefficient of 1.20 shows that one percent increase in expenditure on agriculture and allied activities leads to over 1.2 percent decrease in agriculture output and this is in line with the study by [10-12] and contradicts the study by [6-8]. The negative relationship is due to the fact that public expenditure through agriculture and allied activities comprise of other expenditure like Animal Husbandry, Dairy Development, Fisheries, Forestry and Wild Life (in addition to expenditure through Crop Husbandry, Soil and Water Conservation, Agricultural Research and Education) which do not contribute to the increase of agricultural GSDP directly. Expenditure on education is another significant factor for agricultural output in Meghalaya and that supports the studies by [24,25]. At 10% level of significance the effect of public educational expenditure on agriculture output is positive with a coefficient of 0.60, which indicates that one percent increase in educational expenditure would increase agricultural output by 0.6 percent.
According to [26] farmers who are more educated are in a better position to adopt improved technologies and can also influence adoption by other farmers. However, it is also important to note that improvement in human capital can have a negative impact on overall agricultural production and productivity when it promotes off-farm employment opportunities and exit options out of agriculture to the extent that it reduces the knowledge and skills of those left on the farm. Public expenditure in health however does not significantly affect agriculture output which contradicts the study by although its relationship is positive. Public expenditure in various rural development schemes is another variable that affect agricultural output significantly and supports the study of [27]. The coefficient of 0.54 reveals that one percent increase in public expenditure through rural development would increase agricultural output by over 0.5 percent. Various rural development schemes help raising agricultural productivity that in turn raises agricultural wage and reduce food prices and more importantly reduce rural poverty. Public expenditure in transportation also significantly affects agricultural output, which is in line with the studies of [28,29] One percent increase in public expenditure in transportation raises agricultural output by 0.7 percent. Previous studies also stated that good transportation facilitate easy transport of fertilizer, good seeds; improve agricultural equipments and pesticides at required time for the production of crops. It also facilitates diversion from food crops to commercial crops and good transportation also open up opportunities for the cultivator to sell their produce at a higher price in various urban markets. Good transportation helps bankers to easily establish rural branches and extend financial services to farmers. A decent transport and communication framework likewise helps farming indirectly by connecting isolated villages and promoting a sense of awakening. Other rural enterprises like dairy farming, bee keeping, poultry farming, and sericulture etc. can be adopted as subsidiary enterprises to augment their income in addition to farming. Table 4 shows the results of the Error Correction Representation of the selected ARDL Model. Results show that in the short run, public expenditure through rural development programmes is highly significant and coefficient of 0.15 signifies that if rural development expenditure is increased by one percent, GSDP of agriculture is increased by 1.5 percent. Public expenditure in agriculture and allied sector is the next significant variable with a coefficient of -0.18 which indicates that a percentage increase in agriculture and allied sector expenditure would decrease GSDP Agriculture by 1.8 percent. Public expenditure in education is also significant with a coefficient of 0.17 which implies that if education expenditure is increased by 1 percent, the GSDP of agriculture is expected to increase by 1.7 percent. Finally, coefficient of public expenditure in transport and communication lagged one year is significant and negative. The results show that the error correction term ect (-1) represents the speed of adjustment from short run deviation to its long-run equilibrium with a negative shock and statistically significant coefficient at 1% level confirms the existence of stable long-run relationship. The Error Correction Term of -0.279 implies that 27.9% of disequilibrium from the previous year's shock converges back to the long-run equilibrium in the current year.
Diagnostic Tests
To examine the stability of short-run and long-run coefficients, the cumulative sum of recursive residuals (CUSUM) and cumulative sum of squares of recursive residuals (CUSUMQ) stability tests for the AIC-based error correction models is performed. CUSUM and CUSUMQ plots are depicted in Figure 4(a) and Figure 4(b) respectively. Both the plots statistic confirmed within the 5% critical bounds of parameter stability. The straight lines in the plots represent critical bounds at 5% significance level. Therefore, we can conclude that the model is structurally stable.

Hetero skedasticity Test Breusch Pagan-Godfrey
H0= Residuals are not hetero scedastic; H1: Residuals are hetero scedastic Obs* R-squared= 7.936; p = 0.635. Here also residuals are found to be homo scedastic. From the diagnostic tests of the model, it is observed that residuals are normally distributed, not serially correlated and is homo scedastic and the model is stable. Thus the model pass the standard tests and we can say that the model possess the features or characteristics of a good regression model.
Conclusion and Policy Implications
This paper tried to examine the impact of public expenditure on agriculture output in Meghalaya. Here ARDL approach to co integration and an error correction representation of the ARDL model have been used due to certain advantages. The result of the Bounds test signifies the presence of a long-run co integrating relationship between the variables in the study. The results reveal that in the long run, the effect of public expenditure through agriculture and allied activities on agricultural output is significant and negative at 1% level. Expenditure on education is another significant factor and positive on the agricultural output in Meghalaya (in line with the studies by. Public expenditure in healthcare however does not significantly affect agriculture output which contradicts the study by although the coefficient is positive. Public expenditure in rural development affects agriculture output significantly and positively which is in line with the study of [27]. Public transportation expenditure also has a significant and positive effect on agriculture output.
In the light of the findings we can say that various types of Government spending have varied impacts on agricultural output implying potential to improve efficiency of government spending by reallocation among sectors. Governments should take conscious efforts to reduce spending in unproductive sectors but should instead increase their spending in sectors like agriculture, education, transportation and rural development in order to enhance the quantity and quality of agricultural output. Moreover spending in these sectors not only yields high returns to agricultural production, but also has a large impact on poverty reduction since most of the poor still reside in rural areas and their main source of livelihood is agriculture. Government should also take efforts to adopt a monitoring mechanism to ensure that budgetary allocation to various sectors are allocated for what it is intended to assure good result. Government should also take initiative to provide an enabling environment that will encourage young school dropouts to take farming as a profitable profession. But this can be attained through the provision of social facility in the rural areas where most of the farming activities take place. Finally, it can be concluded that increase and monitored budgetary allocation to various sectors may contribute significantly to agriculture and it is one of the effective instruments of achieving improvement in agricultural output that has remained an important challenge to the government of Meghalaya.

However, for the discoms, this tariff order will substantially increase the financial challenges and hence, the ability to ensure 24×7 power supply,” the spokesperson of the Tata Power Delhi Distribution Limited (TPDDL) said.

Flood-like situation in 4 C’garh districts, thousands shifted

The Swamitva scheme which is launched in pilot mode in 6 states helps to map rural inhabited lands using drones and latest survey methods. The scheme will ensure streamlined planning, revenue collection and provide clarity over property rights in rural areas. This will open up avenues for applying for loans from financial institutions by the owners. Disputes related to property would also be settled through the title deeds allotted through this scheme. Addressing the Sarpanches all over the country, the Prime Minister said the Corona pandemic has changed the way people worked and taught a good lesson. He said the pandemic taught us that one has to be self-reliant always. “This Pandemic has thrown at us new challenges and problems which we have never imagined, but it also taught us a very good lesson with a strong message. It has taught us that we have to be self-reliant and self-sufficient. It has taught us that we should not look for solutions outside the country. This is the biggest lesson we have learnt.” “Every Village has to be self-sufficient enough to provide for its basic needs. Similarly every district has to be self-sufficient at its level, every state has to be self-reliant at its level and the whole country has to be self-reliant at its level”, he said. Shri Narendra Modi said that the Government worked hard in trying to provide self-sufficiency to villages and making the Gram Panchayats stronger. “In the last five years nearly 1.25 Lakh Panchayats have been connected through broadband from a mere 100 before. Similarly, the number of Common Service Centres had crossed 3 Lakhs”, he said. He said since mobile phones are being manufactured in India, the cost of smartphones has become cheaper and the low cost smartphones have reached every village and this would further strengthen the digital infrastructure at village level. The Prime Minister said the “Progress of Panchayats will ensure the development of the nation and democracy”. The occasion today was an opportunity to establish direct dialogue between the Prime Minister and the Gram Panchayat representatives. During his interaction with the sarpanchs PM complimented the villages for giving the mantra - 'Do gaj doori' to define social distancing in simpler terms. He said that the slogan of "Do gaj Deh ki doori" given by rural India showed the wisdom of the people. He appreciated the slogan, saying that it motivates people to practice social distancing. Prime Minister said that notwithstanding the limited resources at its disposal, India has taken the challenge proactively and showed its resolve to move forward with new energy and new ways. He said, “the collective power of the villages is helping the country move forward”. He stressed that amidst these efforts, we have to remember that the negligence of any one can endanger the whole village and therefore, there is no scope for relaxation. The Prime Minister urged the Sarpanch’s to work towards the Swachhata Campaign in the villages, to take care of the old, divyang and other needy in the villages, while ensuring quarantine, social distancing and covering the faces with masks. He urged the Sarpanches to provide correct information to every family on various aspects of COVID-19. The latest data reveals that the cases of Kidney cancer will impact more than Five lakh people throughout the world by the end of 2019. Studies and data have shown that in 2018, kidney cancer remained one of the 15 most common cancers worldwide. the total cases of kidney cancers were approximately 400,000 new cases of kidney cancer around the world with a death rate of 175,000 deaths. Pharmaceutical companies and expert scientist are breaking new ground in the quest to develop new treatment options for people with advanced kidney cancer. This starts by utilizing what has been detected in other areas of cancer research.
Researches Reveal Fat Could Be A Key Factor For Fueling Kidney Cancer
Studies have revealed that obesity causes 13 types of cancer. It has been recommended that high levels of insulin in the body due to excess weight may be one of the drivers of kidney cancer. It’s known to everyone that Insulin is a hormone that supports break down of carbohydrates and fats, and the kidneys help prepare this hormone in the body.
Excessive weight gain can lead to cells becoming resistant to insulin, which can induce levels of the hormone to rise and cells to divide more quickly. *WORKING PRINCIPLE OF A DVD PLAYER?* 💿📀
The DVD ( Digital Video Disc or Digital Versatile Disc) is a digital optical disc data storage format invented and developed in 1995.
DVD base layer made of a polycarbonate plastic. A thin layer of aluminum coating over the polycarbonate plastic. A clear protective acrylic coating over the aluminum layer.
The pits and bumps in the DVD are hit by the laser from the optical mechanism of the DVD player. This laser will be reflected differently according to the change of pits and bumps. Though the laser hits a single spot, the DVD moves in a circular motion so that the entire area is covered.
Red Laser shines onto a spinning DVD disc, reads the bumps (known as “pits”) in the reflection, converts it to 1s (Shiny) and 0s (Non-Shiny Pit), and the circuitry inside the player converts those 1s and 0s into sound and picture.
These reflected laser beams are then collected by a light sensor (eg. photo-detector) which converts the different signals into a binary code. In short, the optical system helps in converting the data from the DVD into a digital code. The binary signal is then sent to a Digital to Analog converter which will be setup in the PCB (Printed Circuit Board). Thus the corresponding analog signal of the DVD is obtained. The PCB also has amplifiers which amplify the signal and then sends it to the graphic and audio systems of the computer/TV. Thus, the corresponding audio/video signal is obtained.
