Wally cares for the fish as much as really anyone. I wouldn’t say he’s super attached to them but he also just doesn’t want them hurt!

Most times he doesn’t even notice them or how they love to swim through his hair and splash around. (I personally like to draw 9 fish atleast in his hair).

And it’s not just fishies! All the sea creatures, that can, love to swim in his hair and overall love him! And like I mentioned, Wally cares for them back!
