Question: does the Officio Commissariat's purview extend to the Departmento Munitorum? Could a commissar execute a Munitorum clerk?

Seahawks III: Next Generation HD Remastered Edition
I've given the 99th Aleutian Militarum Tempestus regiment some much needed TLC. Two new troopers have been painted up, everyone's got the same base trim now, and the Tempestor-Captain and both iterations of Commissar Perry (not that he’ll see much use now that I don’t need him for 7th Ed. Formations) have received a touch-up of paint (fixing the Nuln Oil pooling on the former and the gun sights of the latter).

Message from the Commissariat:
That photo of my personal pass is for Officio Prefectus business only. Any Guardsman or personnel other than me will be *BLAM*ed on the spot. These are mine, you wankers.
However, seeing it in real life would be awesome. I’d love to see it actually used in your guys’ games.

Eye of the Commissariat
Commissar Perry of the Officio Prefectus has recently seconded himself to the 99th Aleutian 'Seahawks', though why Scions would even need a morale officer is debatable. Equipping himself with either a Garm-pattern bolt pistol or a Godwyn-Mundus pattern boltgun depending on the mission - though never seen without his power sabre - Perry believes that his presence inspires the men and women of Aleutia to fight all the harder.
It doesn't. No-one has the heart to tell him, though.
Commissars in the Militarum Tempestus - both in lore and the army list - make no sense. They don’t provide morale because Scions never disobey orders, they can’t issue orders, they aren’t even in the same branch of the Ordo Tempestus - yet they’re mandatory in every single formation, and you have to waste points on them in a Hellrain Brigade to make them survivable, because the formation only works if they’re alive.
Gits.
