The stuff dreams are made of, or the interesting case of Anthony J. Crowley
We’ve talked a bit about Crowley’s trauma and his way of reclaiming the narrative in the past, but it’s time for some deep dive into the story he’s trying to tell. A story that meanders through the fabric of time and space, slightly changing with the human fashion trends, but slowly and surely bringing the demon closer to a certain angel like the red thread of fate.

Some stories start in a garden, some even Before the Beginning, but this one starts with an Arrangement. Or, to be precise, a little bit after that.
See, most of the iterations of Crowley we saw throughout the history until then didn’t delve too deep into human cultural tropes. If anything, they were the inspirations behind more or less prominent biblical figures, maybe some nameless villains matching his demonic provenance and role assigned to him by his employers.
But in the hustle and bustle of the revolutionary Paris, Crowley emerges as a prototype of the Scarlet Pimpernel — a chivalrous Englishman who rescues aristocrats before they are sent to the guillotine. Stan Lee famously called him “the first character who could be called a superhero”.

Sir Percy Blakeney, the main character of the novel and the West End play under the same title, leads a double life. Appearing as nothing more than a wealthy fop, in reality he’s a formidable swordsman, a quick-thinking master of disguise and an escape artist. Even his own wife, Marguerite, has no idea.
Unfortunately Marguerite is being blackmailed with her brother’s life to find and expose the wanted Pimpernel. She regrets betraying her husband the moment she's forced to do it and spends the rest of the plot working to save him. She does, they make up, and return together to England.

In Aziraphale and Crowley’s case there was just a short stop for crêpes. But what seems to be an inspiration of a specific scene might as well come up later in the wider perspective of the show, so keep in mind those fragments of the musical’s libretto:
We all are caught in the middle
of one long treacherous riddle.
Can I trust you?
Should you trust me too?...
We shamble on through this hell
taking on more secrets to sell
'til there comes a day
when we sell our souls away.
We seek him here, we seek him there,
Those Frenchies seek him everywhere!

1941
The London Blitz is when we see a full-fledged iteration of the superhero Crowley performing dashing and heroic deeds under the literal cover of darkness and air bomb smoke. In a bespoke double-breasted suit and a fedora — still free from the unfortunate modern connotations from the internet culture — he’s clearly channeling Humphrey Bogart as a private investigator Sam Spade in The Maltese Falcon (1941) now.
It all starts with a woman and a simple plan gone wrong: Spade’s partner is shot dead, just like the man he was supposed to be tailing upon the request of a mysterious Miss Wonderly. And when a very soft-looking, sweet-scented man named Joel Cairo appears in his office willing to pay a hefty price for a "black figure of a bird", Spade starts not only a new job, but also his own quest for truth.

On the surface, The Maltese Falcon ends happily: the killer gets caught, and the hero winds up with the Falcon. But Spade's victory is completely hollow. The Falcon itself, originally meant as a symbol of loyalty, transforms into a symbol of a corrupting, futile, and self-destructive greed that makes people betray their own loyalties.
The treasure is just a worthless forgery and he’s fallen in love with the criminal — one of the first femmes fatales on screen. Despite his feelings for her and a kiss, Spade gives her up and submits the statuette as evidence, describing it as "the stuff that dreams are made of".

Remember the eagle lectern? The eagle was believed to be flying highest in the sky and therefore closest to heaven, symbolizing the carrying of the word of God to the four corners of the world. Aziraphale in the 1941 church scene is the closest to Heaven we’ve seen him on Earth. Just look at him: dressed in a smart, well-fitted coat with peaked lapels, symbolizing his Heavenly allegiance, and doing good this time not as a work assignment, but of his own accord. Being the closest to Heaven means the furthest and most unattainable for a demon like Crowley.
The Maltese Falcon is a metaphor for unattainability — things out of reach to desire and fight for, although never truly possess. It’s “the stuff that dreams are made of”. But Crowley secured the original — made of gold and encrusted with jewels, but hiding its real value under black enamel — eerily reminiscent of the demon himself and the unending kindness behind his inappropriately tight black clothing.

Quoting Michael Ralph — the production mastermind behind Good Omens — from the S01E04 “Saturday Morning Funtime” DVD commentary, “We wanted to tip our hat to the Maltese Falcon as being a precious object that no-one thought really exists but it does”. So we can safely assume that Crowley can and will achieve his dream in the future.
1967
Do you know what else happens in 1941 in Scotland? Ian Fleming, a British naval intelligence agent, meets with the famous occultist Aleister Crowley and asks him to lead the interrogation of newly imprisoned Rudolf Hess — a leading member of the Nazi Party in Nazi Germany appointed Deputy Führer — given the two men’s shared enthusiasm for the occult.
This meeting has a significant impact on Fleming’s work as a writer; Aleister Crowley becomes the inspiration for his first villain Le Chiffre and creates a blueprint for most of the James Bond’s franchise ever since 1953, the publication date of the novel Casino Royale.

Meanwhile our Anthony J. Crowley believes in himself not being the villain he’s usually and sometimes forcefully painted as, but a superhero in disguise. The character of James Bond in particular inspires him so much that he buys petrol to get the limited You Only Live Twice (1967) window decals for his Bentley, dons his own tactical turtleneck, and sets off to organize a heist like no other. Sean Connery style.
Like a typical superhero, Crowley’s once again both saved and betrayed by his love interest. Aziraphale leaves him with a thermos of Holy Water, a faint smile, and a hope that they’ll soon match their speeds to meet halfway at the Ritz. The cancelled heist is not an ending, but a promise of a new beginning. And the fact that UK decriminalizes homosexual acts in the very same year is more than telling in this regard.
2019
An exceptional situation calls for exceptional solutions, and what’s more important than the impending Apocalypse? Demon Crowley does his best to put the arsenal of his 20th century film inspirations to good use.
"Ask yourself, do you feel lucky?" Crowley drawls, clearly imitating (although slightly misquoting) the titular Dirty Harry (1971). He’s hoping to be menacing and making the point of being the one on the right side of the law and history.

Some situations require more than quoting action heroes is not everything though. He knows what to do:
A jeep was heading purposefully towards the gate, and it looked as though it was crowded with people who were about to shout questions and fire guns and not worry about which order they did this in.
[Crowley] brightened up. This was more what you might call his area of competence.
He took his hands out of his pockets and he raised them like Bruce Lee and then he smiled like Lee Van Cleef.
'Ah,' he said, 'here comes transport.'
When in doubt, Crowley acts. He transforms into a combination of a stoic martial arts phenomenon and a sardonic, menacing character. His smile alone — even on Aziraphale’s angelic face, as seen in one of the final cut scenes — seems to be enough to ward off evil spirits, angels, and humans alike.
But we all know that even as breathtaking performances as those can’t protect anyone from the cogs of the Heavenly machine and its plans.
2023
No wonder that Crowley’s tactical turtleneck comes back in style after mere four years of retirement with a self-introduction “Former Demon, hated by Heaven, loathed by Hell. How will our hero cope?”. Something has changed during this time; he’s more mature now, not playing pretend by hiding behind the usual veneer of sarcasm and movie quotes anymore. Finally comfortable with the fact that this is his own story and there’s no need to become anyone else than himself.
The bookshop fire and the Heavenly trial still seem to haunt the demon in a way that makes him realize what all humans know: that every hero is his own biggest enemy. His ultimate dream might effortlessly change into his greatest nightmare any moment now, and the only thing he can do about it is hover in a two-minute distance from the epicenter of his feelings. But Crowley has no time to work on it when a new mission appears, to protect his angel from Gabriel and the combined powers of Heaven and Hell. Even if this — rather ostentatiously — is the last thing he wants to think about at the moment.

Crowley tries to plan ahead, while his story slowly warps into a different genre due to Aziraphale’s interruptions. He eventually changes back into his usual Henley shirt after agreeing to swap places and guarding the bookshop while the angel is off to Edinburgh, collecting more clues. Did he finish his personal quest off-screen? Did he just give up on it in the whirlwind of matchmaking shenanigans? Remains to be seen.
In the S2 finale our master of disguise in yet another turtleneck proves that he can successfully infiltrate even the universe’s back office. We don’t know where he drives off in the end, but one thing is certain — he’s got a plan. And a world (and his dream) to save, like a superhero he is.

They spend the day in Cairo.
“Do what you want, Remus,” Kingsley says, resigned, “Just… don’t let him out of your sight.”
“Wasn’t planning to,” Remus answers and Kingsley looks so disturbed by the notion that Remus thinks it came across different than he meant it.
They behave like tourists - a silly thing, from people with over a decade of combined research experience in Egyptian matters. But the day is hot, and Cairo is lovely, and Remus licks melting ice cream from Sirius’ cone to try the flavour. It’s cherry. He thinks he’s in love.
Sirius is dressed in wide-bottomed, floral-patterned shorts, a white shirt with its collar open. Sunglasses perched atop his head. It’s the same outfit droves of tourists wear, but on none other does it look like that. Like it was made just for him, like the purple swirls of blossom only bloomed to inspire the designer so they could make the clothes Sirius would wear. A strand of hair falls over his face so prettily Remus would be convinced it was purposeful if not for the fact that he saw Sirius roll out of bed that morning and do nothing to it.
He can’t believe that he gets to fall asleep and wake up next to that, that he gets to watch that mind at work.
“The new moon is on the fourth,” Sirius says over a shared plate of Fūl. (The smell made Remus’ mouth water as they passed the restaurant, someone at one of the tables eating a portion. They had to stop.)
“When did you have time to check that?”
“The date? I knew it already.”
There’s no reason to, for Sirius. “Why?”
“What do you mean why. You know why.” The words come with such precise eye contact Remus can’t even try to misunderstand.
“But… why?” He asks again, this time with different meaning.
“Remus, you know why.” Sirius answer, and the words are the same but they are so, so different.
Remus thinks he does. Sees it in the mornings as they wake up, side by side, and in their office as they work together, and in their apartment as they live together. He’s not sure when it changed, from nothing but two people occupying one space to this, but the change is obvious and, from a distance, startling.
Doesn’t have the words for what it is, not in any of the languages he can understand. Not yet. He hopes soon.
“Will you make it? The potion?”
“I’m not very good at that, unfortunately,” Remus admits. He has to, because it’s true. And because he can’t mess up his research for the sake of appearing more competent than he is, but saying it to Sirius? Mortifying. Makes him wish he paid more attention when his mum tried to teach him.
“I can, then, if you don’t want to hire someone.”
“Let’s check what the Box says on the inside, first. Don’t want to wast time if it’s something silly, like a hair potion.”
“Her hair was rather lovely,” Sirius laughs. “But I doubt it. You don’t go through all the trouble she’s gone through if it’s not important. Will that be enough time for you to translate?”
It will be. He’s looking forward to it, to getting back to their office and working on it again, but it’s bittersweet with finishing this holiday they made themselves, lazy days and long night and Sirius, Sirius, Sirius.

One of the things that really annoys me about the Star Trek community on Reddit is that so many people there are adamant about treating Starfleet as if it's the Federation's military and nothing else. What really annoys me about it is that it leads to a lot of conversations about why this or that character isn't being subjected to an up-or-out policy the same way military personnel might in the real world.
This is the kind of view that's absurd on the face of it. Starfleet is the Federation's military, but it's also more than that. A lot of the work it does is stuff that would be done by other government departments or by private entities in the real world. This includes stuff like science and exploration (what they're explicitly focused on), disaster relief, transporting colonists to new colonies, providing transport to ambassadors, and so on. Even in cases where some of this is being done by organisations outside of Starfleet, the shows portray Starfleet being involved in some capacity.
There also isn't a clear delineation between ships and personnel who are mostly working on the military side of things and those that are mostly doing the science, exploration, and civil service work. The same hero ship whose mission in one episode is to deal with some military confrontation or another can often be dealing with a non-military issue in the next.
Yes, there are some ships and some officers that are implied to mostly be focused on that (e.g., Captain Jellico on the Cairo, or basically anything Admiral Nechayev is up to), but it can't be taken as a given that this has been their entire career. It's often just the assignment they have right now. It's been shown that someone can go from a generalist ship to being on a specialist mission. Barclay, for example, was on the Enterprise-D and -E for years, but his next assignment was on the Pathfinder project looking for Voyager.
Coming from that perspective, having an up-or-out policy doesn't make a lot of sense. A lot of people do go get a job and just stay in that position for decades. This isn't really as common with Millennials or Gen Z, but it was common enough with Baby Boomers and Gen Xers, who largely wrote and produced the older Trek shows. Plus, a lot of the people in Starfleet are people doing very specialised jobs that there wouldn't be too many other people capable of doing, so they can't just go, "Oh, you're like 40 and still a lieutenant? You're being drummed out."
Another thing here is that some of these ships are on very long-term assignments. The Excelsior had been on a three-year cataloguing mission prior to the destruction of Praxis for example, and the Enterprise had been on a five-year mission in deep space around the time of the Klingon war in Discovery. This is something that'd only get more pronounced as time went on. One of the big reasons why ships in the TNG era were designed to have families onboard is because a lot of these ships, the Galaxy-class particularly, are designed for ten or twenty year deep space assignments.
In cases like that, it doesn't really make sense to have an up-or-out policy. These ships are hundreds of light years away from Federation space for years at a time, so once someone is promoted to a point where they should be a department head or a first officer on a different ship, they'd have no other ship to go to. Even for someone who really wanted to go up the chain of command on those ships, it'd make more sense to have them as a lieutenant for five or ten years and then bump them up to lieutenant commander when they're actually able to be transferred to a different ship.
I think it also ignores the actual practical reason why up-or-out policies exist in real world militaries. In real life, there's only a limited number of postings available, even in very large militaries. It's not like in other industries where you can just bide your time for an opening at another company; if you're in the military and want to continue working in that field, there's only one employer. If someone stays in one position for too long, they're clogging up space that would otherwise be taken by someone who actually wants that position and eventually the one above it.
This is less of a concern in Starfleet. A fleet of around 40 ships is considered to be a huge deal in The Best of Both Worlds, set in 2366-7, but a decade later, Starfleet's fielding these huge fleets with hundreds of ships in them during the Dominion War. Between the huge size of those fleets compared to the size of the fleet five or ten years earlier and due to the wartime losses, they struggle to find enough warm bodies to actually crew them.
Even outside of that, the Federation is constantly expanding during the early centuries of its existence. In 2161, the Federation was founded with four members, and by First Contact in 2373, it had 150 members. That's 146 members in about 110 years. On average, once one new member joins, it'll be less than two years before another does. This is before considering the huge amounts of colonisation of planets that the Federation apparently does.
Just due to that, there'd always be a need for more and more Starfleet ships just to protect that amount of space. While in real life, the up-or-out policy is there to benefit the career oriented, Starfleet doesn't need it as much. For people who are dead set on going up the chain, there's always going to be another ship available pretty soon.
So overall, I don't think Starfleet is hurt by not having an up-or-out policy. I think if anything, it has the opposite problem. It's not really attracting enough people to crew all the ships it actually needs to do its job.
All of this is one of the reasons why I feel like a lot of Reddit Star Trek fans are fans of the franchise in the same way World War II wonks are history buffs. Yeah, the World War II wonk can tell you all the major battles, can describe to you in great detail every weapon used in the war, and can give opinions on how the T-34 compared to the Panzer or whatever, but they struggle when it comes to describing the political situation and how it's affected world politics ever since. Similarly, a lot of Reddit Trekkies can give you a broad overview of the canon and can describe to you in great detail what any given class of ship is shown to be capable of, but they often struggle in dealing with the actual thematics of the show.

1__ Hachiko: The Legendary Dog of Loyalty
Hachiko is a Akita dog that became famous in Japan for his remarkable loyalty to his owner. Every day, Hachiko would walk his owner to the train station and return to the station to pick him up after work. However, one day his owner passed away at work and never returned to the train station. Hachiko continued to wait for his owner at the train station every day for nine years until his death. Today, there is a statue of Hachiko at Shibuya Station in Tokyo to commemorate his loyalty.
2__ Balto: Chú chó kéo xe anh hùng của Alaska
Balto was a Siberian Husky who led a team of sled dogs during the 1925 serum run to Nome, Alaska. The serum run was a life-saving mission to deliver diphtheria antitoxin to the town of Nome, which was experiencing an outbreak of the disease. Balto led the final leg of the mission and delivered the serum to Nome, saving countless lives. Today, a statue of Balto stands in New York City's Central Park in honor of his bravery.
3__ Laika: The Trailblazing Space Dog
Laika was a stray dog from Moscow who was selected by the Soviet space program to become the first animal to orbit the Earth. In 1957, Laika was launched into space aboard the Sputnik 2 spacecraft. Although the mission was successful in demonstrating that a living organism could survive in orbit, Laika did not survive the flight. She became the first animal to die in space, but her sacrifice paved the way for future human space exploration.
4__ Trakr: The Hero German Shepherd of 9/11
Trakr was a German Shepherd who was involved in the search and rescue efforts following the 9/11 attacks on the World Trade Center in New York City. Trakr helped locate the last survivor found in the rubble, a police officer who was trapped beneath the debris. For his bravery, Trakr was named "Dog World Magazine's" "World's Most Heroic Dog" and was awarded a prize by Pedigree dog food company. Trakr also went on display at the U.S. National Museum of Natural History in Washington D.C. In 2015, Trakr passed away at the age of 16.
5__ Chips: The Courageous War Dog of WWII
Chips was a German Shepherd who was trained to serve in World War II and participated in many campaigns across Europe. Chips captured several German soldiers and was injured during battle, but recovered afterwards. After the war, Chips was awarded many honors and was inducted into the "Dog Hero" category of the U.S. Army's military museum.
6__ Appollo: The Bravery of a 9/11 First Responder
Appollo was a German Shepherd who was trained to serve in the New York Police Department and participated in the response to the 9/11 attacks. Appollo helped locate and rescue many victims from the rubble of the North Tower and was named "Dog Fancy" magazine's "Hero Dog of the Year" in 2002.
7__ Cairo: The Loyal and Fearless Navy SEAL Dog
Cairo was a Belgian Malinois who was trained to serve in the U.S. Navy SEALs and participated in the raid on Osama bin Laden's compound in Pakistan in 2011. Cairo worked alongside the SEAL team on many dangerous missions and became a symbol of courage and loyalty in the U.S. military. After retiring, Cairo was awarded the American Red Cross and American Humane Association's "Hero Dog" awards.

Dust rained down upon Bill for what felt like the twentieth time that day. Even when the handkerchief covering his mouth and nose, he felt like a pound of dirt had settled into his lungs. Shaking the grit from his hair and trying to find a clean spot on his shirt to wipe his eyes, Bill sat back on the ground and studied the impenetrable wall of earth before him that was preventing him from entering the room that held what would be his latest acquisition. Whoever had set up the hexes around this tomb had been very, very clever.  They had buried the door behind the dirt wall, and hexed it so that no matter how you went about it, you could never break through more than a few inches before a massive cloud of dust appeared and practically smothered you.
Bill Weasley was never the type to give up, but after a week of choking on dust, he was nearly ready to call it quits. His employer had already been nagging him about how long it was taking to get this job done, and he loathed having to report in after another failed day that they were no closer to acquiring the treasure than they had been when they started this expedition. Still, he exhausted and he needed to consult a few texts before having another crack at the wall. A shower wouldn't hurt, either.
Leaving the tomb, Bill apparated to his employer's office in the Cairo branch of Gringotts, dust falling from nearly ever part of him and leaving a small pile of sand on Grinrig's pristine Persian manticore rug. His usual grimace deepened at the sight, his gruff voice cutting across Bill before he could even speak.
"Don't tell me, you've wasted another day."
"Whoever put up the curses knew what they were doing," Bill said by way of explanation, knowing that no answer would appease the goblin.
"I don't need to remind you that you will not be paid until I receive the item, Weasley." Grinrig paused for a moment, eyeing the wizard with disdain. "Should I look for someone more qualified?"
"No, sir," Bill answered readily. "I promise, I can retrieve the item. I just need a few more days."
"Two." Grinrig replied evenly. "You have two days, then you're fired. Get out."
Bill felt grateful for even the smallest extension and nodded his head, sending another shower of dirt and sand onto the rug. "Thank you, sir."
Before Grinrig could grimace again about the added mess, Bill apparated to the small village that had become home to him in Egypt.  Karihsmak was home to a predominantly Egyptian collective of witches and wizards.  Much like Hogsmeade in Scotland, there were shops, and taverns, and affordable living. Lying near the banks of the Nile River, the desert gave way to green-space here, providing a small oasis in the otherwise harsh climate.
Making his way to his favourite tavern, Bill cast a quick cleansing charm on himself to remove most of the dirt from his hair and clothes. He knew his face would still be streaked, but lately that was nothing new. As he entered, he spied a man at a table near an open window, an orange tabby seated on the table top pawing at a saucer the man was pouring milk into. Bill laughed and shook his head as he approached. 
"Still feeding that bloody cat, Seb?"
The young Egyptian wizard smirked but didn't look up as the cat began to lap at the milk. "All creatures deserve charity, my friend."
"Says the wizard who makes a living by swindling Muggles." Bill smirked as he slid into the chair opposite the other man.
At this Seb did look up, holding up a finger as he countered, "Muggles believe only what their eyes and minds allow." 
Seb, a parseltongue, billed himself as a snake charmer to unsuspecting Muggle tourists, knowing they wouldn't understand the magic that was taking place between the snakes in Seb's employ and Seb. It always worked out well for Seb and the snakes--Muggles would practically throw money at him to see him kiss a cobra, and the snakes were always well fed and well cared for.  
"Besides, Muggles who can afford the luxury of going on holiday hardly need the charity, do they?"
"Fair point," Bill conceded, motioning to the tavern keeper to bring them a round.  
"I take it you still haven't broken the curse?"
"What gave it away?" Bill deadpanned, sitting back and watching the cat drink. "I really think Grinrig's on the verge of sacking me this time."
"He won't. You're the best curse-breaker there is, and he knows it. Goblins are just...impatient." 
"I've got two days to figure this one out, Seb. Two days!! This is the Cursed Vaults all over again, except this time I'm not facing expulsion from Hogwarts and Professor McGongall's wrath... I'm facing being fired...or worse."
Seb was laughing at the English wizard with open amusement. "You will break the curse. Of this, I am certain."
"Yeah, wish I had your confidence." Bill picked up the shot glass brimming with Firewhiskey and tossed it back quickly. "You still on for going to the match this weekend? If I'm not sacked and selling my possessions by then, that is."

"Again? Pft." Bill argued, picking dirt from under his nails as a distraction. "England can't possibly lose as badly as they did last time."
Seb roared with laughter, making the cat jump beside him, and the wizard pet her to sooth her.  "Admit it, Bill. England doesn't stand a chance against our players."
Downing a second shot of Firewhiskey to avoid having to make that confession, Bill wiped his mouth on the back of his dirty hand, merely smearing more dirt across his face. "I best get to the flat and see if I can figure out a counter-curse against that bloody wall." He rose and scratched the cat behind the ears. "You mind if I borrow your owl? I think I might see if I can get a second opinion from someone." 
"About the curse or about your Quidditch team?" Seb teased with a smirk, then nodded. 
Bill clapped him on the shoulder. "See you back at the flat, then."
Leaving enough sickles on the table to cover the tab for the two shots, Bill headed off and made his way to his and Seb's shared flat, making a mental list of everything he needed to do. First, the shower. Second, he would write to an old professor he'd kept in touch with and inquire about spells that he, perhaps, had yet to consider. Third, he would pour through his texts to try and find the answer. 
The only thing Bill knew for certain at this moment in his life was that if England didn't win the match against Egypt this weekend, he was giving up all hope on ever hearing the end of it from Seb.

The Withers Swash District Concept Plan proposes a restorative design approach to a stressed environment. Considerations given to the design process include a healthy storm water system, appropriate urban densities with green design strategies, an active/passive park system, preservation of cultural heritage, and a diversification of economies for the City of Myrtle Beach.
The city of Myrtle Beach is poised to embrace a dramatic shift in development to a planning approach that presents a more comprehensive approach to sustainable living. Unique not only because of its tourism context, Myrtle Beach presents an environment with unparalleled challenges and opportunities for a synthesized approach to planning and design.
Public Input
The intent for the conceptual development of a Withers Swash District Plan is to repurpose an environmentally stressed region of the city into a highly sustainable, ecologically rich park environment; and recognize and preserve the historical significance and heritage of the region. The resulting green space should integrate a sustainable approach to storm water management, create qualitative green space for the surrounding residents and provide a catalyst for neighborhood revitalization and interconnectivity for the district. Implementing an integrated approach, the planning process includes a comprehensive strategy creating opportunities to address transportation, land use, community connectivity, preservation of cultural heritage, economic catalysts, and development density.
Final Concept
An important aspect of the planning process for the City of Myrtle Beach is the inclusion of relevant collaborating entities and stakeholders whose input and support are critical as a part of this process. Several classifications of stakeholders were identified for input into this process and include: Residential Impact Group, Commercial Impact Group, Governmental Impact Group, Environmental Impact Group, and a District Planning Advisory Committee (DPAC).

Concept Plan
Formed in March 2000, Van Tine|Guthrie Studio of architecture quickly earned a reputation for the progressive work of the three principals, Michael L. Guthrie, Kenneth R. Van Tine, and Gina Van Tine. The firm has received continued peer recognition and community attention for design excellence in acquiring numerous state and local AIA Honor Awards, authoring the winning entry for the Bagley Street Pedestrian Bridge as part of the $120 million Michigan Department of Transportation Ambassador Gateway Project and in June of 2003, was selected as one of eight international finalists out of 1,557 entries to present at the Grand Egyptian Museum Competition Symposium in Cairo, Egypt.

In 2004 the firm was invited to participate, as one of 30 firms from around the world, in the prestigious Canadian Museum of Human Rights competition and recently received an honorable mention in the world-wide competition for the Museum of Contemporary Art and Planning Exhibition in Shenzhen, China. In late 2010, a 2-phase international competition involving 47 firms from around the world was held to select an iconic pedestrian bridge design for the city of Providence, Rhode Island.

The proposal submitted by inFORM studio was selected as the winning entry and is slated for completion in 2013. In an effort to pursue a higher level of research and immerse our practice in an environmentally sustainable approach to every project, the firm formally changed the name to inFORM studio in early 2007. Constructing Egypt’s New Capital
Renowned for its grand architecture, cultural heritage, and religious sites, Cairo has a rich history extending back to the 10th century C.E. The city’s long run as Egypt’s capital, however, is coming to a close. As has happened many times in the country’s past, the seat of the national government is moving, this time to a brand-new city in the desert 45 kilometers (28 miles) east of Cairo.
Considering Cairo’s rising population, congestion, and pollution, the government announced in 2015 that it would build and migrate to the so-called New Administrative Capital (the city is not yet officially named). In 2024, more than 22 million people were estimated to live in Cairo, with a population density of more than 19,000 people per square kilometer. The new city will ultimately cover an area about the size of Singapore. It is designed to house more than six million residents, along with Egyptian government offices, a financial district, and other facilities.
As of March 2024, more than 1,500 families had moved to the city, according to news reports, with that number expected to reach 10,000 by the end of the year. Government ministries were relocating, the parliament began meeting in its new building, and several banks and businesses were slated to move their headquarters there.
These images of the new capital were acquired by the OLI (Operational Land Imager) on Landsat 8 (top) and the OLI-2 on Landsat 9 in August 2017 (left) and August 2024 (lower), respectively. In the earlier image, traces of the city are visible; work on the megaproject had begun by this time. The expansion of the New Administrative Capital is evident in the later image.
Several large landmarks in the new capital are easily visible in the images. Sinuous green space, part of Green River Park, stretches for 10 kilometers through the arid landscape, containing walking and biking paths and native Egyptian vegetation. Many government ministry offices comprise the dense development to the east of the park, while the Ministry of Defense occupies a sizeable facility called The Octagon (despite its concentric-circle appearance in this image). To the south, a sports complex contains the second-largest stadium in Africa and many other sports facilities. Egypt is reportedly planning a bid to host the Olympics.

Cairo, one of Africa’s largest cities, has undergone profound expansion for decades. Its urban growth has been documented from space since 1965 and NASA’s Gemini 5 mission. In more recent years, Landsat satellites have imaged Cairo’s expansion and the construction of other new, outlying cities. The time series above shows how the greater Cairo area changed every 10 years between 1984 and 2024.
Cairo’s population has grown from about 8 million to over 22 million since 1984, and this near-tripling of the population has dramatically changed the city’s footprint. In addition to building upward and outward along the fertile floodplain of the Nile River, development has spread to several new satellite cities built on desert plains outside of the city. Approximately 95 percent of Egypt’s population lives within 20 kilometers of the Nile River and its delta, reliant on its fertile land and water. With increasing domestic and agricultural demands, the country is likely to import more water than is supplied by the Nile by the end of this decade, according to one projection.
