Not only that but the gold saints should have a replacement ready (especially in times of war) in case they die or are seriously wounded and become unable to fight.

Seriously during the saga of the 12 houses 5 gold saints died and if we add that there was no Sagittarius saint either it means that they only had 6 gold saints. And the only one who could be able to replace one of the dead would be Hyoga who wasn't ready yet.
