i have been waiting for this question for YEARS. i am district 9s number one fan.

my personal headcanon for his surname is clover and a (bonus) hc is that sheaf's surname is silo!!

i headcanon him to be from the "outskirts" of district nine which is closer to the forests, and mainly poorer people live there because its the cheapest place to live/build a home because most people are scared of the capitol muttations that are said to live in the forests. anyway panlo is the oldest brother, he works in a granary and was the main source of income for his family, having two little brothers (jaz and garner) to provide for.

he knew sheaf because they worked near enough eachother, though sheaf worked harvesting grain with a scythe and panlo worked transporting it and storing it in the granary.

panlo had to take out lots of tesserae for his family since his brothers aren't eligible for the reaping yet, so that's most likely why he was reaped. sheaf was reaped because she was an orphan, and in the capitol's eyes its less of an expense because they don't have anyone to come back to.

he and sheaf agree to ally together since they're both from the same district and they agree that at least one of them should get to go home again. panlo is really good at strategy, and is very strong since he's used to carrying heavy things (i.e lots of grain) and sheaf is swift and agile and good with a scythe. and in this dynamic i think sheaf is more of a performer, so she does gymnastics for the capitol people watching at the zoo to get them food whilst panlo plans their strategy which would be to grab weapons and hide and get sheaf to steal food from other tributes (much like treech did) because they don't trust their mentors.

but unfortunately they never get to live out that strategy because the bombs go off. they were so both busy exploring the arena and fitting it to where they would hide together, that they didn't have time to flee when the bombs went off and got injured. their injuries were curable by means of an actual capitol doctor, but they were treated by vets, so they couldn't be helped. they died days later thinking of the hot sun of district nine and of what their lives could of been.

also a bonus headcanon is that panlos younger brother jaz is my oc, thea vaughn who won the 68th games', grandfather <3
