what still really messes me up about the whereabouts of the beacon vault and how it may be accessed is that at the beginning of the fall of beacon, ozpin sent qrow and glynda away.

which is fine, obviously the city of vale and its citizens need to be defended but—

later qrow is surprised and not at all happy about the fact that lionheart doesn't have his staff around, that they're all away, and calls him reckless for leaving the relic completely unguarded.

so which one is it? if the relic really is at beacon, why would ozpin sent his allies, the people most capable of guarding the crown by the mere fact of being aware of its existence and knowing exactly what's at stake, away when they would be needed the most?
