the Capitol was adept of lobotomy in citizens who showed signs of distress towards the games or the government, arguing that those rebellious thoughts were some kind of dreadful mental illness and it should be fixed before it could lead to worst scenarios, like unintentional violence and the unavoidable harm of their loved ones

they couldn’t go around killing Capitol citizens without a proper explanation, and the government wasn’t thrilled by the prospect of admitting that a legitimate member of society was capable of developing such a contradictory statement against the constitution- that it wasn’t a disgrace reserved only for the uncivilized Districties and their animalistic tendencies, but something that could easily reach the surface of their highly educated civilization. Therefore, so that they no longer had to justify the sudden disappearance of influential figures with unconvincing accidents and suicides, neither admit that people from the Capitol also had the ability to develop critical thinking, their solution was to create the excuse of a mental disease and propose a surgical solution to repair their damaged brain and those awful revolutionary tendencies
