he's telling a story. he's living a different life in his head. his song starts with him introducing his alter ego, and then moves onto what she does and how she earns money. and then he talks about how his alter ego will eventually die and how it will happen. noel has a life planned out for monique because that is who he truly aspired to be and was how he wanted to live his life.

he says that he "was saving up to move to france". he constantly expressed his hatred for uranium city and he felt as if his real life would start when he finally got out of there and moved to france.

noel is talking about real things. he's saying he shouldn't die because he hasn't lived yet.
