Everytime I see people make fun of some outfits Dick wore in the past, it's always:

Either totally in fashion for the time period. Even tho it may seems ridiculous to you, that is what people thinked look cool.

Or maybe not in fashion for the time period, but a fashion item that was recognized as something people used to wear, so it's kind of retro/vintage, but it's mostly pretty expensive to own. Needless to say, wearing something like that was still seen as cool.
