4: A large shipment of long-neglected ammonium nitrate warehoused in the port city of Beirut goes up in flames, igniting a large-scale explosion that levels city blocks and kills at least 204 people. Millions of homes are left without power across New York, New Jersey and Connecticut. Falling trees, flooding, rip-currents and lightning-strikes claim 18 victims during the storm. In India, Prime Minister Modi lays the ceremonial first stone at a new temple in Ayodhya. The Babri Mosque previously occupied the site. Built in the 16th century, the mosque was destroyed during religious violence and riots during the 1990s. Archaeological reports indicated that, beneath the mosque, there was an earlier Hindu shrine, marking the birthplace of the god Rama. The country’s Supreme Court ruled that the land be returned to Hindu hands while a replacement mosque was built elsewhere. The country has seen dramatic swing towards Hindu nationalism under Modi’s leadership, accompanied by a distinct uptick in violence towards Muslims, a religious minority.
Hyderabad’s Muslim MP Asaduddin Owaisi says that Modi’s participation in the ceremony is a violation of the country’s secular structure and constitution. In Thailand protests continue as people demand new elections, reforms to the monarchy, and a new constitution to replace the one drafted by the military after the 2014 coup.
8: Frustrated protesters clash with security forces in Beirut as they rally against the government mismanagement and corruption. The ammonium nitrate that sparked Tuesday’s explosion had been stored in an insecure warehouse in the city’s port for six years, despite custom officials frequent appeals to government officials and the Lebanese courts to allow them to dispose of the material, transferring it to the army or selling it to local demolitions companies. For many Lebanese people, the blast is the latest embodiment of government negligence and incompetence.

9: It’s election day in Belarus, following weeks of brutal government crackdowns on independent journalists, activists, protesters, and opposition leaders. The long-time incumbent, Alexander Lukashenko, is being challenged by Sviatlana Tsikhanouskaya, an English teacher and translator unwillingly thrust into the political limelight after the arrest of her husband, Siarhei Tsikhanouski. Siarghei, a politician and entrepreneur, was detained two days after announcing his own intention to run for president on trumped up charges of assaulting a police officer. Late in the night, state-controlled media report that Lukashenko is leading exit polls with nearly 80% of the vote - which Tsikhanouskaya denounces as a rigged and unfair election. Spontaneous protests erupt across the nation - in at least 20 cities. In Minsk, the national capital, police batter protesters with pepper spray and rubber bullets. A police van barrels into a crowd, injuring a protester and another demonstrator is shot dead by security forces. Thousands are arrested - and the city is thrown into an internet blackout.

Hyderabad (Telangana) [India], Nov 7 (ANI): The Hyderabad Task Force Police and Saifabad Police have arrested four persons and seized Rs. 7,51,10,300 unaccounted cash on Wednesday. Addressing the media here, Anjani Kumar, Commissioner of Police said, "Multiple raids were conducted this morning after which four people were arrested. A case has been registered. We have also seized a weapon." Apart from the cash, a car, three mobile phones, a MacBook, an iPad, a laptop, 30 chequebooks and a note counting machine has also been seized. The Commissioner of Police further claimed that the money seized was about to be used in the upcoming state elections. Kumar added, "Many shell companies and hawala operators are also involved in this. We have sought help from Enforcement Directorate and Income Tax Department for investigation purposes." Further investigation in the case is currently underway(ANI)

My Failed Attempt at Activism
I am not an activist and have never done a march for anything in my life. However, the steady stream of disheartening and troubling news that I received about Kashmir made me think that I need to at least stand up for the people who are being oppressed by the Indian state.
But, before I go on, let me tell you something about Kashmir.

Stage: As you may know, on 5th August 2019, Indian government, by the Hindu Nationalist Bharatiya Janata Party (BJP) removed the semi-autonomous status of the contested state of Jammu and Kashmir (J&K) and reduced it to one of two Union Territories; to be directly administered by the Indian Union (that is the government at the centre--federal level).
J&K is a majority Muslim state and at the time of Indian independence had agreed to join the Indian Union only on the condition that it’d be a semi-autonomous state with only foreign affairs, defense and communications managed by India.
Accordingly:
The Constitution of India or any federal laws applicable to India will not be applicable to J&K unless they were approved by J&K legislative assembly.
A non-resident cannot own property there thus preventing an attempt at demographic change by non-Kashmiris.
Another condition was that India would hold a plebiscite there so that the residents can vote on whether they want to join India or not. That plebiscite never happened.
Despite this, the government at the centre had been trying to dilute the semi-autonomous status and since the late 1980s and 90′s there has been a steady armed insurgency (intifada and more) against Indian state in Kashmir. This has led to atrocities against Kashmiri Pandits (Hindus, who are a minority in Kashmir), which lead to their exodus from the valley in 1989-91.
And, after that came a retaliation by the Indian armed forces that led to many Kashmiri men going missing in the 1990′s.
Lately, an increasing amount of Kashmiri youth have taken to stone pelting at the forces, and even a terrorist attack that killed 40 of Indian armed forces (CRPF) in February.
International observers, Kashmiris and UN Human Rights Council has maintained that army has been violating human rights in Kashmir through torture, threats of rape, and violence. Mostly, non-biased news reports support this fact.
Following the abrogration of the article 370, the Kashmir Valley, a majority of whose people is against the action, has been under continuous lockdown with there being no internet, telephone or mobile service and limited amount of mobility. In periods when some of the curbs were lifted, people still refused to come out to protest the action.
Since August 2019 (and before as well), army and police has been raiding people’s homes, detaining boys as young as 12 year olds, and beating up and torturing citizens. There has also -been rape threats against the women.

Back to me: The trigger for my attempt was an article by Indian Journalist Rana Ayyub on Washington Post.
I spent the first night after reading it wondering if there is a protest for Kashmiris in my city (or outside Kashmir anywhere) that I could show up for. However, I had not heard of one. There may be one by the way, but there have been no news reports of it.
The second night, I decided that I should at least show that I stand with Kashmiris. I cannot organise a protest because I am an introvert and people organising is not my skill. And, it won’t happen overnight. I have no contacts and the number of twitter followers I have is a joke. But, I can hang a few placards outside my home so that the passersby can see it and question their stance.
The first thought that ran through my mind after deciding this was whether an FIR will be registered against me and if I would go to jail for it.
It would seem like a silly fear, really. Why would the Indian state be concerned about a total non-entity protesting, that too just outside their own home?
On the other hand, this is the country where people get arrested for whatsapp forwards and tweets. Who knew what might happen?
And, of course the majority of people in my colony were BJP supporters, what would they do about it?
Even if I am not jailed immediately, registering an FIR would mean that I may not be able to go for a long-planned trip outside the country.
Ugh! So many worries, and I haven’t even started by nano-level of activism yet.
Well, despite the worries and concerns, today, I went out and printed a few statements and got them laminated:
1.
I stand with Kashmiris (I thought it was important to draw a distinction between the land and the people; Indian government seems to be after the land. I stand with the people).
It is not democracy to abrogate Kashmiris’ right to self-determination.
2.
You cannot win hearts by oppression. (You really cannot; not in the long term).
You don’t oppress your people. You stand by them. PS: All humanity is your people.
3.
You cannot use a stick to liberate.
Reactionary Forces co-opt progressive values to justify aggression and oppression. Think of colonialism.
(The official line on Kashmir has been that this would bring LGBT rights, lower caste rights and women’s rights to the valley along with economic development. This is from the administration that abstains from a UN resolution ending discrimination against LGBT UN employees; the administration that allows Lower Caste to be ill treated everywhere else provided they are not in Muslim majority Kashmir; and from the party whose MPs promised during election to bring women to men if they just ask for it, whose MPs have been accused of sexual harassment and who supported people accused of raping and killing a child. The admin didn’t contest SC’s striking down of gay sex criminalisation last year and they use that to show themselves as progressive.)
4.
Detention and jails, beating and curfews do not make you safe.
It only increases the number of people who hate you and want to hurt you.
5.
Use Kindness and non-violence, debate and activism for change.
Pretty reasonable, no? Nothing that induces violence in my opinion. Or any seditious content.
My parents refused to allow me to hang it outside our home in plain view of the residents and passersby.
Oh, I didn’t mention did I? Due to many reasons, one of the main ones being that I work in the same city as my parents’ place of stay, I live with my parents. I have been reconsidering that choice, and now, have incentive to move out.
My father wanted to know if I wanted to ruin life in the colony for them? If I wanted to make life difficult for my parents?
And my mother told me that, I quote: What if you are jailed? You are a nobody. Nobody will come in support of you. Your entire life will be ruined. This is a matter of politics and you don’t know anything about politics. People like Sashi Tharoor (Indian opposition MP), can write books, and he may be safe. These days, not even politicians are safe. If you do this, not even close friends will stand by you or help you.
Great to know they don’t even trust our family and friends, many of whom are Modi supporters, to support me in case of such an event. Just to be clear, neither do I (well, most of them anyways).
Again father: Do you know if someone clicks a picture, shares, and then police registers an FIR against you, we can’t even travel next week. Have you thought of that? (I had).
Both: It would have been okay to endure personal harm and injury if it was of some benefit. But, you will achieve nothing by this. Kashmiris wouldn’t even know about it. What effect will this have? Nothing.
Don’t be so emotional and jump to actions that are useless and harmful.
Do something less political; like donations to poor people and orphans (I do that).
Me: If everyone thought like that, we would never have been a free country and there would never have been change.
Them: You are emotional and know nothing! (I am Jon Snow.)
Anyways, I decided that I cannot make life difficult for my parents and stress them out while staying in their home. So, any activism I do will have to wait until I get a house of my own once I am back from my trip.
Failure and retreat.
Thus!
So, that is who I am. A person at 38 years, and a failure at activism. :(
But, I am also the person who came out to my mother, cousins and friends, in 2013 when India recriminalised homosexuality. (Yeah, that is a thing we did. We went back on progress. Similar to the Bolsheviks after the 1917 revolution except, well, that was more out of confusion; or how Great Britain allowed gay folks to remain in prison post WWII. At least, we are among great company.)
I am not going to stand by when my land and my planet is ruined. I will find a way to fight.

What is interesting is how much fear there is in the country. Reporters who report stuff against the administration have been prosecuted for disturbing peace. Ditto for activists who report against the state narrative. And of course, there is the matter of tweets and whatsapp humour being treated as sedition.
An attempt to discuss Kashmir in University was not allowed at University of Hyderabad.
This should not be considered normal. And if it is, this state of affairs need to be resisted.

A little bit of personal history
Isn’t it interesting though how my parents’ middle class values work? Standing up for one’s principles against the majority’s ignorance and indifference is not just a recipe for disaster but also useless and the actions of an overly emotional individual.
And, this has been a trend, you see.
When I was not yet 21, my mother campaigned for months until I gave in to an arranged marriage.
I had done so at the time with grave misgivings. And then, after our engagement, I had wanted to call the marriage off and my parents had asked: why didn’t you say this before? (I had, but they were convinced I was just inexperienced; and I thought may be I am. What did I know? PS: Definitely not that I was gay. Or, ace.)
It took only a few months after marriage for me to realise that I’d never be happy in it. And then, of course there were campaigns not just by my parents, but my entire extended cast of relatives who regularly called me up to say how I am ruining my life by divorcing my then husband (I had the notoriety of being the first divorcee in the family). And from his side, how I am a horrible selfish person for hurting him.
Ugh! But, there were no threats of jail or a whole colony rising up against me, so I stood by my stance and got divorced. (I had to sent a suicide note for my parents and close relatives to decide okay, they are going to stand with me. They were pretty cool after that though.)
In 2013, when I came out, my mother wanted to know why I bothered telling her and by the way, did I know that no other girl is going to feel like me?
Recently, again, I had to campaign for months to get my parents from no to yes on resigning my job and getting a Masters in Canada. Because it would ruin my life. And, this time, they probably gave in because my position was non-negotiable.
When that didn’t pan out because Ca apparently was convinced I won’t return to India (and for some other mysterious reasons they haven’t made clear to me), I decided to take a leave of absence from my organisation to find out what to do with my life. And that too they protested because they thought I was headed for economic ruin.
So, if I ever expected my parents to support me at the first take, I should have given up on that by now. They have hardly ever done that.
In their defense, they have always come around; may be in weeks, at times in months, and others in years, if not to my point of view then to support my right to my point of view and appropriate actions.
I am hoping for that in this case.
You might wonder why that matters to me. Well, they are my parents and I love them. And on the whole, they are pretty decent people. So, it matters.
Anyways, I know that activism at any age doesn’t happen in one full swoop. It happens step by step. And, it needs resources and networks, and you have to build and work towards it.
It doesn’t happen in a vacuum.
And, not everyone contributes in the same way.
Here is hoping that I’d find my way.

What could you do about this if you so chose:
Whichever country (but India) you are in, send a note about Kashmir to your representative, MP etc. If there is international pressure, it’d help. Right now, there has been nothing but support for India from every quarter: Trump and Johnson, Middle East (UAE even gave Modi a medal). Bernie Sanders spoke against Indian action in Kashmir. And Rep Pramila Jayapal wrote to Secretary of State demanding action. Jeremy Corbyn spoke in support for Kashmir. But, nothing concrete from these countries.
Pakistan is the only country speaking against Indian action in Kashmir but Pakistan unfortunately has no clout or credibility with the big leagues these days.
If in India, vote BJP out please. But, also let your reps know that they need to support Kashmiris. Support Independent journalism like Caravan; because Press Freedom is in pretty bad shape in India.
Hopefully the next POTUS will do something about it. (While also steering your country right and helping the world right along; without starting any wars, please.)
If you know any Indian origin folks, talk to them about Kashmir and ask them if beating up of 12 year olds and rape threats against women are what they want their country of origin (or ancestry) to be known by. Or, detention of non-Hindu Bengalis in Assam (and possibly rest of India as well). Sam Manekshaw (of India) during Bangladesh war of independence and Wellington during Napoleonic wars managed to keep their men from raping (A People’s History of Britain, Rebecca Fraser). It is possible.
Why does that matter? Because a lot of support for BJP, both in political lobbying efforts as well as in terms of donations, come from the Indian diaspora. If this support can be weakened, even if slowly, that would weaken BJP.

Pegasus India List
Pegasus Project : Names Revealed
Amnesty International worked to analyze the phones of 10 Indians. Each phone showed signs of either attempted hacking or successful compromise.
The presence of a number within the database does NOT necessarily indicate that the target's device was successful. Without evidence from forensic analysis, it's impossible to tell if there were successful hacks or attempts. The list's names have been distinguished. Potential targets are those whose numbers appear on the list but whose devices have not been forensically analysed by Amnesty. If the phones of potential targets show evidence of successful hacking attempts, then they are classified as such.
161 names were revealed that were potential targets or targets for surveillance by clients at the NSO Group. The data was distributed over multiple stories. They are all listed below. This list does not include names that were disclosed by Pegasus project partners. Lets see Pegasus India List.
Journalists
At least 40 journalists that were either surveillance targets or targets. Seven journalists had their phones examined by an investigator. Five showed evidence of Pegasus infection.
1. M.K. Venu Founding editor. The phone of the victim was also forensically examined and Pegasus-related traces were discovered.
2. Sushant Singh:A former journalist for Indian Express, who now writes about national security. Amnesty came to the conclusion that his phone was compromised following a forensic investigation.
3. Siddharth Varadarajan: Founding editor The phone was then forensically analysed. Pegasus had compromised the phone, according to the analysis.

New Delhi: Delivery of essential items via e-commerce continued to face challenges on the second day of the 21-day lockdown, with the industry urging government for uniform classification of essential items across various states.
While the government has allowed delivery of all essential goods including food, pharmaceuticals and medical equipment through e-commerce, online platforms like Amazon India, Grofers, bigbasket and Milkbasket have been facing disruptions in delivery to their customers.
According to a senior industry executive, who did not wish to be named, e-commerce companies are finding it difficult to procure passes for their logistics and delivery staff separately for each state.
The person said the process is time-consuming and instead the government can look at alternate mechanisms like digital identity checks.
Another industry expert pointed out that there is an urgent need for uniform classification of essential items across various states, and that instructions need to flow down clearly to the last mile, where the delivery agents are facing issues.
E-commerce platforms have seen a spike in orders on their platforms in India over the past few weeks as people logged online to stock up on food and household products as well as office items like routers and cables (to work from home) on concerns around spread of COVID-19 infection and restrictions in public movement that have now been enforced.
“We have seen high demand on the platform, and working towards making deliveries at the earliest in collaboration with our sellers. Grofers, which initially saw some of its delivery staff getting arrested and over 60,000 deliveries affected, said it has resumed operations in Delhi, Gurgaon, Faridabad, Noida, Ghaziabad, Bengaluru, Ahmedabad, Lucknow and Kanpur with the help of local authorities.
“For the remaining cities, we are working closely with the respective authorities and shall resume operations as soon as we get the necessary permissions. Our team members are working around the clock to ensure support towards our customers, who are counting on us for essential supplies at their homes,” he added.
Snapdeal said it has been keeping an eye on the developments, and has extended the timelines available to its sellers for shipping the orders received by them.

It said for locations like Ghaziabad, Gurgaon, Hyderabad, Jaipur and Kolkata, bigbasket is hopeful of being operational in a day or two, while for cities like Chandigarh, Chennai, Delhi, Ludhiana, Pune and Vizag, it is not sure when it will resume operations.
“In each of these cities, our operations are completely shut down due to severe restrictions imposed on our staff and the movement of vehicles. We have been trying to work with the local government authorities to get necessary permissions/permits to start our operations, but unfortunately, we have not been able to get the necessary help so far,” it added.
Another player, Milkbasket said it has been able to resume partial operations across Gurgaon, Noida and Bangalore.

The year is 1999. I am at Amsterdam’s Schiphol airport and struggling to pick up my jaw that has dropped to the floor. Gate after gate of KLM 747s, all readying themselves to pick up passengers and whisk them off to some exotic corner of the globe. I can’t quite work out whether my jaw dropped at the sheer arresting beauty of the 747 or at the sheer sense of possibility that a large international airport brings. The possibility of new destinations, of new experiences, of new people, of new food. There is something special about walking into an airport, ticket in hand - ticket to another country. That day, I too boarded one of those 747s. To Mumbai.
Back then, the beautiful and majestic 747 could fly you halfway around the world, but even she was powerless to help you deal with the unparalleled boredom that plagued the long haul flight. Sure, you’d have a book to read. Maybe you talked with the person next to you. Perhaps a board game or two. Afterwards, you’d nod off - or at least try to. You’d wake up to find you still have 5 hours to go. 5 hours of staring into space, in a metal tube. The metal tube itself would be hurtling through the atmosphere at close to the speed of sound. Yet inside, you feel that time has stopped.

This time, it is what I found inside the aircraft that is crucial. The age of the inflight entertainment was all but upon us. A screen on the back of every seat - only a small one, but a screen nonetheless. Movies to watch, games to play, duty free to be bought - all at the touch of a button and without leaving your seat or craning your neck to catch a glimpse of those ghastly drop down screens from the roof. The year is 2017. I am at Dubai, settling into a 777ER to Hyderabad. This flight is a mere 3.5 hours long - even less than 3 if the winds are kind. Inflight entertainment has come a long way since 2002. Emirates claims to provide me with literally thousands of channels to watch. But I think we can do better than that, certainly in 2017.
The 777 I am on is a decade old, but it is equipped with WiFi that will be available from 10000 feet. It seems so trivial now but from being asked to religiously switch off all electronics not too long ago, to being provided with WiFi on board, I am amazed at how far air travel has come.
While we are still on the ground, I hit off a message to S, who is sitting 10000 miles away in downtown San Francisco. I decide to liven up his morning with a picture of the mighty GE90 engine that is right next to me. I struggle to get over how big this thing is.
We are just pushing back. “This aircraft still has CRT screens, I am guessing it is from 2006?” I try to recall how old Emirates’ oldest aircraft is. Happily, S is not having a busy morning and immediately fires up flightradar - another great wonder of the internet. “A6-EBH from 2006.” My suspicions are confirmed.
“Man, that engine,” he says out of the blue. “I can’t stop looking at it and marvelling at the size of it”
“It’s like flying with half a 737 fuselage next to us!”
Meanwhile, we gingerly make our way to the runway, and hold just short. I can imagine the ATC calls. “Emirates five two four heavy, hold short, runway three zero left”. The cabin lights have been dimmed. Only the odd reading lamp is visible. A hush descends upon the cabin. No babies on board tonight! I peer out of the window. The landing lights have been switched on. I can see the Emirates logo on the engine, the gold font, shining in the light. The engines are purring away impatiently. A hundred thousand pounds of thrust on each wing, waiting to be unleashed on the runway. This is my favorite part of the take off - the anticipation.
I turn my gaze skyward. The darkness is dotted with a line of approaching aircraft with their landing lights twinkling in the sky. I count 4 of them, then 3 more behind, all glistening like pearls on a necklace. The pinprick lights become bigger and bigger as one by one, Emirates 777s touch down, with an air of nonchalance about them. The landings are flawless. The passengers inside wouldn’t have felt a thing.
“Cabin crew, prepare for take off, ” the British accent from the flight deck is true and crisp. Less than a minute later we are aloft, the twin GE90s booming away. We continue our climbout over the Persian gulf, only impeded by a gentle buffet from a patch of rough air. The mighty 777 negotiates it with ease and then, the wing next to me drops, as we perform a swooping right hand turn to point towards the Arabian Sea. “Emirates five two four heavy, right turn heading one one zero,” The little map on the screen in front of me indicates a flight time of less than 3 hours. I am glad to be heading homeward.
The glittering Dubai skyline now behind us and the landing lights switched off, the ten thousand feet chime sounds, allowing the cabin crew to move around. It is also a sign for me to connect to OnAir, the inflight wifi. On the other side of the world, S, has been monitoring the departure on flightradar24. I can imagine him pretending to be an air traffic controller, with his screen set to the dark radar mode.
He sends me a screenshot, showing the other India bound Emirates departures at this time of night. Mumbai, Delhi, Trivandrum. In another picture he shows me some of the A380s - Titanics in the sky, tracing imaginary highways to London, Singapore, Melbourne. Thousands of people from all parts, thousands of people who would otherwise have nothing to do with each other, converging that night, every night, ten kilometers above the Arabian Sea. I cannot help but feel a deep kinship to everyone. There is something utterly magical about this - we are merely green dots on a radar screen, yet up here close to the heavens, I know we are more than that. We are all brethren of the same aerial kingdom, distinguished only by a flight number.
Dinner is served but for once, I am not interested. S is at work, but in spirit he is right next to me in conversation. “Imagine surveying a starry night sky from over the dimmed lights of the 777 autopilot panel, ” he says. We spend the next few minutes thinking about how the flightdeck has got to be one of the world’s most beautiful workplaces. Together we piece together the the 777 cockpit - screens showing the aircraft’s attitude, heading, fuel and engine thrusts. The captain and first officer, studiously monitoring the instruments, as the plane approaches the Indian subcontinent, autopilot in command. Soon they will be talking to Mumbai air traffic control.
From the window, I can see the lights of Mumbai fade away into the darkness of the Bhor ghats. Minutes later we are over Pune. I take a moment to reflect on countless ghat crossings I’ve done on the train. “The bhor ghat crossing, a leisurely hour on the Deccan Queen, blink and you miss it on the 777, ” I tell S, who channels his inner railfan and asks if we would like bankers for the crossing. “Not with two massive GE90s powering us, we don’t” I hit back.
As we begin our descent, I bid goodbye to S, thanking him for accompanying me on this flight. I gaze out of the window, looking for the first signs of my hometown. The landing gear drops, instantly causing the wind to whoosh around it, slowing us down. Almost on cue, the wing flaps extend, providing us with more lift. Hyderabad tower would have cleared us to land by now. But I still have some more thoughts to process.
Over the years I have flown home dozens of times. But every single time, in the moments before touchdown, more than the home I am about to walk into, it is always the plane that brought me there, that is in my thoughts. I owe a lot of wonderful memories with my family, to the miracle of flight. And on this occasion, to the miracle of wifi. Not only am I able to experience the joy of flying across oceans and continents, I can now share that joy with another person while I’m at it.
The plane is now lined up exactly with the runway center line. 500 feet beyond the threshold, the wheels meet the surface. Less than 24 hours earlier, I was in Texas. Now I am 10 time zones away, in India. On the way home in the cab, it hits me, not for the first time. Air travel has shrunk the world. And so has the internet.

Telugu journalist Manoj Kumar who succumbed to the coronavirusFILE “ICU is not good. Please, let’s go to a private hospital. No one is taking care here.” This was one of the last messages sent by Manoj Kumar, a journalist in Hyderabad who succumbed to the coronavirus last week, as he was admitted in the state-run Gandhi Hospital and availing treatment. The message was sent to his brother, Sainath, at 3.46 pm on June 6. In less than 24 hours, 33-year-old Manoj was dead. The chat captures the seeming desperation that Manoj, called ‘laddu’ by his friends and family, was going through. Stating that there was no proper response when he asked for oxygen support, Manoj texted his brother, “Please, let’s go from here.” The chat was released to the media, even as Sainath released a video highlighting the condition of the COVID-19 ward at Gandhi Hospital, which is the nodal centre of the state government to treat all patients who test positive for coronavirus. Sainath had also tested positive for coronavirus and was undergoing treatment along with Manoj. He was discharged from the hospital on Monday night, as he was asymptomatic and is presently under home quarantine. Highlighting the sequence of events in the video, Manoj’s brother said, “On June 3, at around 11 am we went to Fever Hospital as Manoj was showing some symptoms. At around 3 pm, a test was conducted on both of us. We went home after that. Shortly after 10 pm that same day we got a call that we both were positive. We immediately went to Fever Hospital. At around 11 pm, they referred us to Gandhi Hospital. For one hour, there were formalities to fill. When they didn’t do so for around 4 hours after that, I asked them firmly and then they said that the ICU doesn’t have enough beds. I asked if they could place the (oxygen) cylinder in the ward itself and they said that even that is not available. That is the situation here,” he said. “At around 4 pm on June 4, when I continued putting pressure, they took him out of the ward," Sainath said. Coronavirus India Lockdown Impact: E-retailers still facing delivery challenges amid coronavirus lockdown
New Delhi: Delivery of essential items via e-commerce continued to face challenges on the second day of the 21-day lockdown, with the industry urging government for uniform classification of essential items across various states.
While the government has allowed delivery of all essential goods including food, pharmaceuticals and medical equipment through e-commerce, online platforms like Amazon India, Grofers, bigbasket and Milkbasket have been facing disruptions in delivery to their customers.
According to a senior industry executive, who did not wish to be named, e-commerce companies are finding it difficult to procure passes for their logistics and delivery staff separately for each state.
The person said the process is time-consuming and instead the government can look at alternate mechanisms like digital identity checks.
Another industry expert pointed out that there is an urgent need for uniform classification of essential items across various states, and that instructions need to flow down clearly to the last mile, where the delivery agents are facing issues.
E-commerce platforms have seen a spike in orders on their platforms in India over the past few weeks as people logged online to stock up on food and household products as well as office items like routers and cables (to work from home) on concerns around spread of COVID-19 infection and restrictions in public movement that have now been enforced.
“We have seen high demand on the platform, and working towards making deliveries at the earliest in collaboration with our sellers. We’re also expecting that following government intervention, inter-state transport movement will also stabilise in the next couple of days,” Flipkart said in an e-mailed statement.
On Wednesday, after temporarily suspending operations earlier in the day, Walmart-owned Flipkart resumed its grocery and essential services delivery after assurance of safe passage of its supply chain and delivery executives by local law enforcement authorities.
Amazon had said it was working with government authorities to enable it to deliver essential items.
Grofers, which initially saw some of its delivery staff getting arrested and over 60,000 deliveries affected, said it has resumed operations in Delhi, Gurgaon, Faridabad, Noida, Ghaziabad, Bengaluru, Ahmedabad, Lucknow and Kanpur with the help of local authorities.
“For the remaining cities, we are working closely with the respective authorities and shall resume operations as soon as we get the necessary permissions. Our team members are working around the clock to ensure support towards our customers, who are counting on us for essential supplies at their homes,” he added.
Snapdeal said it has been keeping an eye on the developments, and has extended the timelines available to its sellers for shipping the orders received by them.

“…due to high demand, we are booked for the next 4-5 days, and this situation could continue if the demand continues to remain high,” it said.
It said for locations like Ghaziabad, Gurgaon, Hyderabad, Jaipur and Kolkata, bigbasket is hopeful of being operational in a day or two, while for cities like Chandigarh, Chennai, Delhi, Ludhiana, Pune and Vizag, it is not sure when it will resume operations.
“In each of these cities, our operations are completely shut down due to severe restrictions imposed on our staff and the movement of vehicles. We have been trying to work with the local government authorities to get necessary permissions/permits to start our operations, but unfortunately, we have not been able to get the necessary help so far,” it added.
Another player, Milkbasket said it has been able to resume partial operations across Gurgaon, Noida and Bangalore.
“Our Hyderabad operations are still shut,” it said but added that it is hopeful of resuming services to all customers by Saturday or Sunday. SR MBI MKJ

C.A Dated On 31-07-2019 GS-1 Water stress: India Context The recent acute water shortage in Chennai has fuelled concerns that a potential water crisis is awaiting India’s large cities, which are grappling with the pressures of rapid population growth, depletion of water resources and adverse effects of climate change. What does report says? The sub-national Water Stress Index, formulated by London-based risk analytics firm Verisk Maplecroft, lists India as the 46th highest risk country in the world. What’s more worrying is that 11 of India’s 20 largest cities face an ‘extreme risk’ of water stress and seven are in the ‘high risk’ category. According to the index, Delhi, Chennai, Bengaluru, Hyderabad, Nashik, Jaipur, Ahmedabad and Indore are among the cities facing ‘extreme risk’. The index measures the water consumption rates of households, industries and farm sectors and the available resources in rivers, lakes and streams. The index suggests that Bengaluru and Surat are experiencing the greatest surge in demand for water and are most at risk of facing scarcity. Chennai and Delhi are extremely vulnerable too, the paper notes. Moreover, increasing demand for water could lead to an economic crisis. The United Nations estimates that Delhi’s population will grow from 28 million people to above 43 million by 2035, a 52% rise, while Chennai will grow by 47% to top 15 million over the same period. Climate change vulnerability index India is rated ‘high risk’ in the Climate Change Vulnerability Index, which suggests that effects of climate change like an ‘extended dry season’ would make matters worse for the country’s cities. The study says, “Many major Indian cities are projected to experience a higher number of consecutive drought days when precipitation is less than 1 mm. Bengaluru, for example, is expected to experience 5% increase in consecutive drought days by 2060, relative to the period from 1981 to 2005.” Migration in India C.A Dated On 31-07-2019 A report In India, most men migrate for work while most women migrate after marriage. In every State, less than 1% of female migrants moved for education. On the contrary, in all the States >1% men migrants moved for education. Relocation for education was more pronounced in the northeastern States. Deterrent punishment to check misleading advertisements and adulteration of products Unlawful Activities Prevention Amendment (UAPA) Bill Why in news? C.A Dated On 31-07-2019 The Unlawful Activities Prevention Amendment (UAPA) Bill is an anti-terror legislation that seeks to designate an individual as a “terrorist”. Who is a “terrorist” in the Bill? The words “terror” or “terrorist” are not defined, but the UAPA Bill in Section 15 defines a “terrorist act” as any act committed with intent to threaten or likely to threaten the unity, integrity, security, economic security, or sovereignty of India or with intent to strike terror or likely to strike terror in the people or any section of the people in India or in any foreign country. The original Act dealt with “unlawful” acts related to secession; anti-terror provisions were introduced in 2004. The Bill seeks to empower the central government to designate an individual a “terrorist” if they are found committing, preparing for, promoting, or involved in an act of terror. A similar provision already exists in Part 4 and 6 of the legislation for organisations that can be designated as a “terrorist organisation”. How are individuals declared terrorists? The central government may designate an individual as a terrorist through a notification in the official gazette, and add his name to the schedule supplemented to the UAPA Bill. The government is not required to give an individual an opportunity to be heard before such a designation. At present, in line with the legal presumption of an individual being innocent until proven guilty, an individual who is convicted in a terror case is legally referred to as a terrorist, while those suspected of being involved in terrorist activities are referred to as terror accused. The Bill does not clarify the standard of proof required to establish that an individual is involved or is likely to be involved in terrorist activities. What happens when an individual is declared a terrorist? The designation of an individual as a global terrorist by the United Nations is associated with sanctions including travel bans, freezing of assets and an embargo against procuring arms. The UAPA Bill, however, does not provide any such detail. C.A Dated On 31-07-2019 The Bill also does not require the filing of cases or arresting individuals while designating them as terrorists. According to Home Ministry officials, the consequences will be prescribed in the Rules supplemented to the law once the amendment Bill is passed. The Bill also seeks to give the central government the power to remove a name from the schedule when an individual makes an application. The procedure for such an application and the process of decision-making will also be decided by the central government. If an application filed by an individual declared a terrorist is rejected by the government, the Bill gives him the right to seek a review within one month after the application is rejected. Under the amendment Bill, the central government will set up the review committee consisting of a chairperson (a retired or sitting judge of a High Court) and three other members. The review committee will be empowered to order the government to delete the name of the individual from the schedule that lists “terrorists”, if it considers the order to be flawed. Apart from these two avenues, the individual can also move the courts challenging the government’s order. What are the other major changes proposed in the UAPA Bill? The existing UAPA law requires an investigating officer to take prior permission of the Director General of Police of a state for conducting raids, and seizing properties that are suspected to be linked to terrorist activities. The amendment Bill, however, removes this requirement if the investigation is conducted by an officer of the National Investigation Agency (NIA). The investigating officer, under the Bill, only requires sanction from the Director General of NIA. Central agencies such as the Central Bureau of Investigation (CBI) are required to obtain prior permission from the state government since law and order is a state subject under the Constitution. The existing UAPA law specifies that only officers of the rank of Deputy Superintendent or Assistant Commissioner of Police of the NIA shall have the power to investigate offences under the UAPA law. The Bill seeks to allow NIA officers of Inspector rank to carry out investigations. GS-3 TOI 270 Why in news? C.A Dated On 31-07-2019 It is the name of the dwarf star and the planetary system recently discovered by NASA’s Transiting Exoplanet Survey Satellite (TESS). About the star: TOI 270 is about 73 light years away from Earth, and is located in the constellation Pictor. Its members include the dwarf star, which is 40 per cent smaller than the Sun in size and mass, and the three planets or exoplanets (planets outside the solar system) that have been named TOI 270 b, TOI 270 c, and TOI 270 d. These three planets orbit the star every 3.4 days, 5.7 days, and 11.4 days respectively. What is TOI270b In this system, TOI 270 b is the innermost planet. Researchers expect it to be a rocky world about 25 per cent bigger than Earth. It is not habitable since it is located too close to the star — about 13 times closer than our Solar System’s Mercury is from the Sun. On the other hand, TOI 270 c and TOI 270 d are Neptune-like planets because their compositions are dominated by gases rather than rock. Planet d, which is suspected to have a rocky core covered by a thick atmosphere, offers a surface unfavourably warm for the existence of liquid water, thereby rendering the planet potentially uninhabitable. With further study and observations, researchers expect to find the composition of these planets, the presence of atmosphere in them and the kinds of gases they contain, etc. Banning of Unregulated Deposit Schemes Bill, 2019 Why in news? On July 29, the Rajya Sabha passed the Banning of Unregulated Deposit Schemes Bill, 2019. The Bill was introduced in the Lok Sabha on July 19 by Finance Minister Nirmala Sitharaman and aims to protect investors from fraudulent investment schemes, such as Ponzi schemes. The Bill covers previously existing gaps in legislation that had been exploited by various parties to siphon large amounts of money away from small investors. Objectives C.A Dated On 31-07-2019 In essence, all deposit schemes, with or without interest, except those regulated by the government, have been banned by the bill. Such schemes can result in great losses of capital when those who hold the deposit default on its repayment, as in the case of Pune’s D S Kulkarni Developers, who defaulted on the repayment of their deposits worth over Rs 1,000 crore after promising depositors high returns on their deposits. How does Bill define deposits and deposit-takers? According to an analysis of the Bill by PRS India, deposits are defined as “an amount of money received through an advance, a loan, or in any other form, with a promise to be returned with or without interest”. The Bill excludes, among others, payments received in the form of a loan from relatives, and contributions towards capital made by partners in a partnership firm from this definition of deposits. The Bill defines a deposit-taker as the individual, group of individuals, or a company that is soliciting or receiving deposits. The provisions of the Bill make it so that in the event of prosecution, it is the deposit-taker who is liable to be prosecuted, and not those who made the deposits. What are unregulated deposit schemes? What are Ponzi schemes? Under the Bill, deposit-taking schemes are defined as unregulated if they are undertaken for business purposes, and additionally, are not registered with one of the nine regulatory authorities, whom the Bill has made responsible for overseeing such deposit-taking schemes. A common type of scam involving unregulated deposits is the Ponzi scheme, a type of investment fraud wherein one party promises high returns on an investment with little to no risk. The early investors in a Ponzi scheme are repaid by the scheme acquiring new investors, and so on. Once there are no longer enough people to secure a new round of investments, the scheme collapses and the investors lose their money. Which are the regulators overseeing deposit-taking schemes? C.A Dated On 31-07-2019 There are nine authorities charged with the oversight and regulation of deposit-taking schemes, including the Reserve Bank of India (RBI), the Securities and Exchange Board of India (Sebi), the Ministry of Corporate Affairs (MCA), and state and union territory governments. Each authority oversees different types of deposit-taking schemes, with the RBI overseeing deposits taken by non-banking financial companies (NBFCs), and Sebi overseeing mutual funds. Any deposit-taking scheme must be registered with the relevant authority, based on the category it falls under, and only then is its operation legal. What is the mechanism by which the Bill aims to combat unregulated deposit schemes? Under the provisions of the Bill, a competent authority will be appointed, with a rank not below secretary to the state or central government. The Bill gives this authority the power to provisionally attach (a protective measure to seize property) the property of the deposit-taker and all the deposits received by them. The Bill also allows the competent authority to summon and examine people to obtain evidence, and order records to be produced. Furthermore, the Bill provides for the formation of designated courts in specific areas. The designated court will possess the ability to make the provisional attachment absolute once approached by the competent authority. The court will then direct the competent authority in how the deposits recovered in this manner will be equitably redistributed to the depositors. The entire process is to be completed within 180 days of the application from the competent authority to the court. The central government will additionally designate an authority to establish an online database with information on various deposit-takers. The database will be used to ascertain which deposit-takers are regulated, and which are not. Deposit-takers will be required to inform the authority in charge of the database about their actions and the state of their business. What are the penalties for violating the provisions of the Bill? Three kinds of offences are delineated under this Bill: running unregulated deposit-taking schemes (which includes advertising, operating, and accepting money for such schemes), C.A Dated On 31-07-2019 fraudulently defaulting on the deposits made under a regulated deposit-taking scheme, and prompting investors to invest in unregulated deposit schemes by knowingly falsifying facts. The first kind of offence has been made punishable by 2 to 7 years of imprisonment, and a fine of Rs 3 lakh to Rs 10 lakh. The second kind of offence is punishable by imprisonment for 3 to 10-year, and fines ranging from Rs 2 lakhs to double the amount collected from depositors. Repeat offenders may be punished by a 5 to 10-year stint in prison, and fines ranging from Rs 10 lakh to 5 crore.
