📍According to a new analysis, 69,000 people bought homes in Florida between July 2022 and July 2023. Properties were purchased mostly in the Sunshine State's frequently flooded regions of Brevard, Lamanti and Lee.

📍Experts note that frequent natural disasters are forcing thousands of Floridians to leave dangerous counties. Ironically, however, they are being replaced by other residents for whom climate is not crucial.

📍The same situation is happening in Texas. About 24,000 Americans bought homes in extremely arid Brazoria and Fort Bend counties during the same period.

What’s happening in Texas?!?!  (not Houston specifically)

Well, I went to school and lived in Houston for a while, so I know many people there and I have friends and fam who are still living there... we’ve been in touch on Facebook, Twitter, and here. 

But there is a whole lotta other places in Texas that are even more fucked right now than Houston is - but because they’re rural and or poor as fuck, they aint makin the news... so I’ll tell you what is going on in places I do know about.

1)Brazoria County - this is where my hometown is and yesterday afternoon they ordered a mandatory evac for the county.  Many people had already headed to shelters set up in the county seat and moved their livestock to the county fairgrounds so that they too would be safe.  

Unfortunately it kept raining, sometimes at rates of 4inches an hour, and the rivers and creeks were spilling thier banks. The waters were rising so fast that it was like a flash flood. An evac order was issued by the county. Once again everyone had to get on busses, in thier cars or get thier animals from the fairgrounds into trailers again and then get on the ONLY ROAD OUT OF THE COUNTY that was not flooded. Think of this evacuation as being one giant clusterfuck in the middle of an ongoing shitstorm and you get a picture of  what was occurring.  The next county over, Matagorda county wasn’t gonna be a refuge tho. As you’ll see in a minute, they have thier own clusterfuck goin on.

The one thing Brazoria County is really known for is it’s oil refinerys and chemical plants - all of which are now under water (the most water that has flooded the area in recorded history) and being run by skeleton crews. I have no idea how that is gonna work out. That is not even being mentioned in hte news at all so i have a rlly bad feeling about it.

2)Matagorda County - yesterday a voluntary evac order had been issued so all hte folks coming into the county from Brazoria County PLUS all hte people who wanted to evac then were on the one road trying to get out to higher safer ground. yes,AGAIN because of the amount and extent of the flooding, there was only ONE way out and it was a two lane highway that was only one lane of traffic bcus of water up to and along side the road. 

The rain continues and the county seat, Bay City has massive damage and all structures in town had at least 10ft of water in them. There was rescues from ppl on their house roofs by just random strangers who volunteered to use their boats to save ppl’s lives. The police station had to close because the flood waters had destroyed police cars and all the equipment including dispatch radios. Pick Your Neighborhood Carefully

To make good on a promise to my wife, a native Texan, we just completed our move from Florida back to Texas.

When we left the Lone Star State in 2005 (on her birthday, no less), she told me she’d like to move back when the kids had left the house. With the youngest now a freshman in college, it was time.

We could live anywhere, since my work doesn’t require a geographic center. So last fall we narrowed the search for a new home by considering climate, natural beauty, proximity to a major airport and health care, and travel time to relatives.

I didn’t quite have spreadsheets and critical path models laid out, but pretty close.

In the end, we settled on the Houston area.

As things go sometimes, we didn’t exactly give equal weight to each of our original criteria.

Houston’s climate is sticky, and oil production facilities often obscure the natural beauty. However, we’re close to major airports and, most importantly, family is less than an hour away.

Once we picked out the area, we had to find a neighborhood and a house.

We ruled out many very quickly, and focused on just a few that seemed to fit our lifestyle. We eventually found an active community with a lot of outdoor activities that’s near water. As I’ve mentioned in the past, I like to sail.

And the neighborhood has another redeeming quality – it’s just over the line that separates Harris County, the home of Houston, from Galveston County.

Living on the Galveston side of the line doesn’t change the humidity or the proliferation of oil storage tanks, but it does allow me to avoid some things like the pension crisis that’s currently burning in Houston.

The city’s pensions, covering firefighters, municipal employees, and police, are underfunded by roughly $3.2 billion, with more than half of that, or $1.7 billion, owed to municipal employees alone.

As time goes on, the city falls deeper in the red. Eventually, they’ll have to deal with it, which will mean wringing concessions from all parties, including Houston and potentially Harris County taxpayers.

That’s a game I didn’t want to play.

How these pensions ran off the rails is a story for another day, but like so many others around the country, today they’re in a ditch. And I don’t want to be on the hook for pulling them out.

Instead, we live just over the border in a county that, while not totally free of pension problems, chose a different path almost 30 years ago.

There’s still a police pension in Galveston County and, as you might expect, it’s only 45% funded. But the bulk of employees are under a different plan.

The voters in Galveston, as well as Brazoria and Matagorda counties, opted out of Social Security for municipal employees and set up individually-funded pensions.

The program has worked so well that it’s considered a model for the nation.

The Alternate Plan, as it’s called, requires employees to contribute 6.1% of their pay, while the counties contribute 7.8%.

The funds go to individual accounts, where most of the assets are conservatively invested by First Financial Benefits, which guarantees a return of 3.75% to 4.00%.

Like Social Security, the Alternate Plan provides life insurance, has a feature that pays income for life, as well as some other bells and whistles, but there are major differences.

Social Security provides more salary replacement in retirement to workers who earn less, making it a progressive system.

The Alternate Plan buys an income stream for each worker depending on his individual contributions (along with those of the county on his behalf). And the payout under the Alternative Plan isn’t capped.

If your contributions would buy an income stream of $10,000 per month for life, as would happen for someone who earned $125,000 for 25 years, then that’s what you get. Under Social Security, the maximum monthly payments this year are $2,369. Period.

At its core, the Alternative Plan funds an insurance policy that each employee can customize to his individual needs.

This allows the employee to take a lump sum at retirement, or receive higher payments over a short period of time (10 years is common). Neither of these options are available with Social Security.

If these attributes sound familiar, it’s because I’ve discussed this sort of personal pension several times.

Any move we can make toward decentralizing retirement systems and putting them in the hands of individuals is a step forward. As we’ve seen nationally and locally, when third-parties manage pension funds, things often go awry, and provide weird incentives.

When politicians offered pension sweeteners instead of wage increases to public employees two decades ago, they probably didn’t think they were signing the financial death warrant of their own cities and counties, but that’s exactly what happened.

And they did it because it was easier to push the responsibility into the future, and onto future politicians and workers, than to deal with the pain at the moment.

To end the cycle, we’ve got to take a bold step, just as Galveston, Brazoria, and Matagorda counties did decades ago, and put responsibility back where it belongs. Back in the hands of individuals. (This is what Charles’

While most of us will never work for one of these three counties (though I now live in one of them), or any public entity for that matter, we can still take the same steps: building our own private pensions.

In the insurance world, these are called deferred income annuities, and can be purchased or added to annually as we go through our working lives.

By taking this approach, I can rest assured that I control my private pension. And I can relax in my new neighborhood and enjoy a great financial decision that the voters here made 30 years ago.

Houston combating Harvey looters with mandatory jail time

The City of Houston and surrounding counties are not playing around with looters taking advantage of the massive floods caused by Harvey.

“People displaced or harmed in this storm are not going to be easy prey,” Harris County District Attorney Kim Ogg said, noting that burglarizing a home in a disaster area could carry a life sentence under Texas law. Prosecutors said at least 14 suspected looters were arrested, and Brazoria County announced a curfew in mandatory-evacuation areas for Tuesday night.

“Anyone who tries to take advantage of this storm to break into homes or businesses should know that they are going to feel the full weight of the law,” Ogg said. “Offenders will be processed around the clock without delay.”

The Montgomery County District Attorney’s office posted a warning on Monday that any looters, thieves or burglars caught victimizing area residents would be arrested and served up mandatory jail time, according to the Houston Chronicle.

“(District Attorney Brett) Ligon announced today that his office will seek prison or jail time in each and every forthcoming case where the defendant stands charged with theft (looting), burglary, robbery, or any similar crime committed during Hurricane Harvey,” the DA’s office posted on Facebook. “Leniency and probation will be off the table for these offenses committed during this time.”

According to Montgomery County officials, state law “allows for enhanced punishment ranges for certain offenses committed during a declared natural disaster event.”

Ligon also commented on the need to enforce the law.

“[L]aw-enforcement and first responder efforts have been tremendous in our County these last few days and they must remain focused,” Ligon said in a released statement. “We stand behind all our law-enforcement agencies and will support their decisions to shut down and immediately arrest suspected criminals during this difficult time for our community.”

Houston Police Chief Art Acevedo said during a news conference Tuesday that armed robbers were apprehended overnight and a “handful” of looters also were taken into custody. He didn’t say just how many have been arrested on charges related to looting.

Acevedo says he’s spoken with the Harris County district attorney’s office to ensure anyone suspected of looting is prosecuted. He also says he’ll lobby judges and prosecutors to secure the most severe punishment Texas law allows.

State law allows for penalty enhancements for crimes like burglary and robbery that occur during a state of disaster.

The sherriff for Harris County also issued a caveat for looters on Twitter.

“To crooks out there, be warned! No looting & burglaries. We will not have it. My jail is open and you will be arrested & charged,” Gonzalez posted on Monday morning.

This often means that they have little time to think about feeding themselves. To show their support, Whataburger employees stepped up to make and deliver meals to H-E-B employees.

Gulf Coast Distillers switch production to hand sanitizer

In recent weeks, hand sanitizer has become a hard-to-find commodity. To help combat shortages, Gulf Coast Distillers obtained a federal permit to add the production of both hand sanitizer and isopropyl alcohol to its normal production of beer, bourbon, vodka, whiskey and coffee. Their new products are being sold at Aldi, Dollar General and H-E-B, which already carry their coffee line. Along with selling the product in stores, Gulf Coast Distillers will also donate sanitizer and alcohol to government agencies and non-profit groups.

J.J. Watt and Kealia Ohai donate $350,000 to food bank

Houston Texan defensive end J.J. Watt and his wife, Kealia Ohai, a soccer star, donated $350,000 to the Houston Food Bank. This donation will provide as many as 1 million meals to those in need in the Houston area. In addition to Watt and Ohai’s donation, Houston Astros’ Alex Bregman made a donation of 1,000 quarantine food kits to the food bank.

Houston animal shelter provides foster parents curbside pickup

For those interested in fostering a dog during quarantine, the Harris County Animal Shelter will deliver your chosen pup to your car to comply with the city’s social distancing order. The HCAS is providing this service to those in Brazoria, Chambers, Fort Bend, Harris, Galveston, Liberty, Montgomery and Waller counties.

Houston Zoo uses Facebook Live to entertain kids

Despite stay-at-home orders, animals at the Houston Zoo still need to be cared for by zoo staff. While caring for the animals, zoo staff are using the opportunity to entertain and educate kids that are home from school. Each week day at 11 a.m. your kids will be able to tune into Facebook, Twitter and Instagram to learn science from the Houston Zoo.

Keepers will provide updates on how the animals are doing and facts about the animals. The Houston Zoo also has a number of webcams you and your kids can enjoy throughout the day.

$9,400 tip left at Houston restaurant

Before Texas restaurants had to close their dining rooms, the popular Houston restaurant, Irma’s Southwest, received a generous gift from a regular customer—a tip of $9,400! This tip, to be shared among the entire staff, was to be an anonymous gift. The husband wrote a note to the owner on the receipt and instructed that they “hold tip to pay your guys over the next few weeks.” A portion ($1,900) of the tip was left in cash on the table, and the remaining $7,500 was on a credit card.

Houston Food Bank receives donation from rodeo vendor

The RCS Carnival Group, a Houston Rodeo vendor, provided the Houston Food Bank with a large donation of food after the rodeo was canceled. The donation included bread, produce, dairy and some meat and is expected to be able to feed thousands of families. The RCS Carnival Group typically has 5 food booths during the Houston Rodeo.

Houston Methodist Hospital gives first plasma transfusion to treat COVID-19

In the battle against COVID-19, Houston Methodist Hospital is pioneering a new treatment for the virus. They have become the first academic medical center to receive FDA approval to transfuse plasma donated from those that have recovered from COVID-19 to help treat those currently fighting the virus. This treatment (which is still experimental) was fast-tracked by the FDA in the hopes to slow the death rate of those infected.  The concept of the treatment is that plasma from recovered patients will have antibodies from the immune system that will kick in and help the body kill the virus.
