Armenia-Azerbaijan Conflict Escalates With Intense Border Confrontation

On July 12, the decades-long conflict between Armenia and Azerbaijan escalated into a major military confrontation along the state border straddling Azerbaijan’s Tovuz and Armenia’s Tavush regions (Jam-news, July 12). The clashes, involving heavy artillery as well as aerial drones, resulted in the deaths of several military personnel and civilians along with the destruction of infrastructure in the border region. On July 13, it was reported that the two sides also fought along the border in Azerbaijan’s Nakchivan exclave, which is nestled between Turkey, Iran and Armenia (Mod.gov.az, July 13). As of July 14, press accounts state that seven Azerbaijani service members, including a major general and a colonel, were killed, while Armenia has reported the loss of two military officers (Report.az, July 14; Hetq.am, July 14).
The Armenian Ministry of Defense asserted that the clashes started with a provocation by the Azerbaijani side on July 12. A spokesperson for the ministry, Shushan Stepanyan, reported on her Facebook page that “[a]n Azerbaijani jeep, for reasons unknown to us, attempted to violate the state border of Armenia in the area of Tavush,” adding, “After a warning by the Armenian side, the enemy soldiers left the vehicle and returned to their position. Stepanyan claimed that, around an hour later, “Azerbaijani soldiers, using artillery fire, attempted to seize our outpost but were pushed back, taking casualties” (Facebook.com/shushanstepanyan, July 12).
In a phone call with Ambassador Andrzej Kasprzyk, the personal representative of the Organization for Security and Cooperation in Europe’s (OSCE) Chairperson-in-Office, Armenian Minister of Defense Davit Tonoyan declared that his country’s Armed Forces had been instructed to “occupy new advantageous positions” if the Azerbaijani side attempts any further provocations (Twitter.com/ArmeniaMODTeam, July 13).
In turn, the assistant to the president of the Republic of Azerbaijan on foreign policy, Hikmat Hajiyev, accused the Armenian side of suddenly launching an initial attack on the positions of Azerbaijani forces, declaring, “The armed forces of Armenia had flagrantly violated the ceasefire regime and used artillery mounts to fire on the positions of Azerbaijan’s armed forces in the direction of Tovuz district” (Azertag, July 12).

For Polad Bülbüloğlu, Azerbaijan’s ambassador to the Russian Federation, it does not matter who started the recent skirmishes, “the question is why does it occur?” Not ruling out the possibility the recent incident could lead to full-scale warfare, Bülbüloğlu asserted that this happens “[b]ecause the territories of Azerbaijan are occupied. Because foreign troops forcefully keep the territory of Azerbaijan. I am not shy and say that it is time to resolve this conflict on the basis of international law, and international law is completely on the Azerbaijani side” (Govoritmoskva.ru, July 14).
For Azerbaijani experts, the attack directly along the state border between the two rival South Caucasus neighbors is a deliberative move by the Armenian side to lay the ground for the involvement of the Moscow-led Collective Security Treaty Organization (CSTO) in the conflict. Notably, any hostilities in the Karabakh region itself and surrounding Armenian-occupied areas does not fall under the jurisdiction of the alliance due to the status of this area as part of Azerbaijan’s internationally recognized territories (Hafta.az, July 14).
In an attempt to invoke Article 4 of the CSTO Charter, which designates an attack on a member state as an attack against all members, Armenia’s Foreign Minister Zohrab Mnatsakanyan held a phone conversation with CSTO Secretary General Stanislav Zas (Mfa.am, July 13). A few hours after their talks, the secretary general announced an emergency meeting of the organization; however, that meeting was soon postponed indefinitely, to the disillusionment of the Armenians (Minval.az, July 13).
Multiple states and international organizations have called on the two warring sides to exercise restraint and observe the ceasefire regime established in 1994 with Russia’s mediation. In its statement, the Russian Ministry of Foreign Affairs expressed “serious” concern about the recent developments and underscored the “the inadmissibility of a further escalation of the conflict, which poses a threat to the security of the region” (Mfa.ru, July 13).
The Ministry of Foreign Affairs of Turkey and many high-ranking officials in Ankara declared strong support to Azerbaijan and condemned Armenia’s aggression. In particular, the foreign ministry statement pointed out that “Armenia’s recent attacks sought to draw the attention of the international community to other places than the illegally occupied Nagorno-Karabakh and surrounding regions [in order] to add new dimensions to the conflict” (Anadolu Agency, July 14).
The co-chairs of the OSCE’s Minsk Group, the main international mission tasked with coordinating the negotiations between Yerevan and Baku, likewise issued a statement lamenting the breach of the ceasefire and resulting causalities (APA, July 13).
Notably, the Minsk Group is widely criticized in Azerbaijan for its ineffectiveness, having failed to achieve any real breakthrough in the negotiations over the past three decades since it was formed. In one of his most recent media appearances, on July 6, Azerbaijani President Ilham Aliyev openly criticized the international mediators in the negotiations, declaring that the peace process has become “meaningless” (President.az, July 6).
Having been unable to push the Armenian government into substantive negotiations for nearly 30 years, and neglecting the potential repercussions of this extended failure of the peace process, the international mediators had become discredited in the eyes of the Azerbaijani people. In particular, the recent provocation in the town of Shusha, in occupied Karabakh, where the Armenian side held an inauguration ceremony for the so-called new president of the local regime in a place of deep cultural significance to Azerbaijanis, was seen as the last straw for many members of Azerbaijani society. As a result, popular pressure has been growing on the Azerbaijani government to finally liberate the country’s occupied territories at any cost (News.az, May 23).

CM CHAIRS 20TH MEETING OF PUNJAB CABINET  
LAHORE, November 05:
         Chief Minister Punjab Sardar Usman Buzdar presided over the 20th meeting of the provincial cabinet at his office here on Tuesday in which approval of amendments in Punjab Local Government Act, 2019 was granted. Under the amendments, taking part in local bodies’ elections will be permitted through political party or electoral panel. Religious minorities will have the right to vote for reserve as well as general seats. Returning Officers will announce the results and in case of any complaint, election tribunal will decide under election act. The meeting gave approval to amendments in Punjab Village Panchayats and Neighbourhood Councils Act, 2019. Delimitation of local areas under Punjab Demarcation of Local Areas Rules, 2019 and establishment of succeeding local governments under Punjab Local Government Act, 2019 were given approval, as well. As many as 455 local governments will be constituted in the whole of the province. The meeting approved revision of Punjab Municipal Services Programme and local governments will complete roads repair and maintenance. The cabinet gave approval to the heritage and urban regeneration programme for the promotion of tourism in Lahore Fort and its buffer zone. The royal privacy (khalwat khana) and other areas of the fort will be restored. The hanging electricity wires will be removed along with the restoration of historically-important places around the fort. A fort museum will be established in the Lahore Fort with a soft loan worth 25.8 million dollars which will be borrowed from the French Development Agency. The meeting decided to declare Lahore and Nakchivan city of Azerbaijan as sister cities and signing of an MOU was also approved in this regard. This would help in promoting economic cooperation, exchange of delegations and launching of joint projects.
         The meeting approved the establishment of South Punjab Institute of Science and Technology in DG Khan along with the endorsement of decisions made in 19th provincial cabinet meeting and 16th meeting of cabinet standing committee on finance & development. Provincial Minister for Human Rights and Minorities Affairs Ijaz Alam welcomed the decision of granting voting right to minorities in local bodies’ elections on general seats and added that Chief Minister Usman Buzdar has won the hearts of the religious minorities by giving them the right of double voting and the Punjab government has fulfilled their long-standing demand.
         Addressing the meeting, the chief minister said that PTI government is the custodian of minorities’ rights adding that historic steps have been taken in Punjab to protect their rights and every decision is being made in consultation with the cabinet. He asked the ministers to burn the midnight oil for public service. He hoped that local bodies system will be helpful in empowerment of the people at the grassroots as it has been designed in accordance with the needs of the time. Provincial ministers, advisors, special assistants, Chief Secretary and others attended the meeting.

CM CONSTITUTES PUBLIC-PRIVATE PARTNERSHIP POLICY AND MONITORING BOARD FOR SPEEDILY COMPLETION OF PROJECTS
LAHORE, November 05:
         Chief Minister Punjab Sardar Usman Buzdar has constituted public-private partnership policy and monitoring board under P&D department to speedily implement public welfare schemes. The first meeting of this board was held under the chair of Chief Minister Usman Buzdar at his office in which implementation on mega projects was given approval and appointment of Dr Muhammad Junaid Ashraf was approved as director executive committee of this board. Recruitment of human resource for public-private partnership policy and monitoring board was given approval along with the approval of establishment of weaving city in industrial city Faisalabad through PPP mode. This project would be completed with an amount of Rs4.50 billion and Faisalabad’s power looms industry will be shifted to weaving city. Zero-rating tax will be implemented for PPP mode projects and line departments will take necessary steps in this regard. The meeting gave approval to setting up of combined effluent treatment plants in Sundar Industrial Estate and Quaid-e-Azam Industrial Estate Lahore with a total amount of Rs6 billion. The meeting also approved installation of one million water meters in Lahore with an amount of Rs10 billion. The southern loop-III project of Lahore Ring Road was given approval which would be completed with an amount of around Rs10 billion. The meeting approved dualization of Chiniot-Pindi Bhattian Road along with provision of project development facility which would also be provided to Lai Expressway Project. On the occasion, repair and maintenance projects of Gujrat-Jalalpur Jattan Road, Mianwali-Muzaffargarh Road and Faisalabad-Chiniot-Sargodha Road were approved along with the approval of schemes relating to Multan-Vehari Road, Lilla Interchange to Jhelum Road, Tirinda Pannah Muhammad Din-KLM-Head Punjnad Road, Depalpur-Okara Road, Samundari-Jhang Road and Shakargarh-Zafarwal Road.
         Chief Minister Usman Buzdar said that constitution of public-private partnership policy and monitoring board will help to accelerate the implementation of development schemes. Now the investors will not have to move from pillar to post as needful will be done under one roof. The expertise of private-sector experts will also be benefitted upon and the delay in mega public welfare projects will come to an end. I will personally monitor the progress made on PPP mode projects, concluded the chief minister. The board secretary Dr Farrukh Naveed gave a briefing and the meeting was told that projects worth Rs389 billion are in the pipeline under the public-private partnership. Provincial ministers Hashim Jawan Bakht, Mian Aslam Iqbal, Sardar Asif Nakai, Advisor Dr Salman Shah, assembly members Sajid Ahmad Khan and Mian Shafi Muhammad, Chief Secretary, Chairman P&D and others attended the meeting.

Сурб Акоп-Айрапет - армянский монастырь Azerbaijan / Ordubad / Сурб Акоп-Айрапет был армянским монастырём на южной окраине верхнего квартала армянского города Агулис. После депортации коренного - армянского населения Нахичеванской области, в 1988 г. монастырь был разрушен до основания азербайджанцами. Безграничная ненависть к армянам в этой республике возникла в конце 1980-ых стараниями КГБ СССР, которая стравливала друг против друга окраинные народы СССР для удержания ослабевающего влияния советской власти. Эта ненависть вылилась в депортацию 25 армянских сёл Шамхорского, Дашкесанского и Ханларского районов в 1987 г. что привело к Карабахскому конфликту, а после развала СССР к массовому вандализму против армянских монументов и фальсификации истории региона в Азербайджане путём удалений любых упоминаний об армянах (кроме отрицательных). По мнению специальных государственных служб Азербайджана, занимающихся фальсификацией истории, армянские храмы Нахичеванской области трудно "подогнать" под кавказско-албанские, поэтому с 1988 г. их массовым оброзом уничтожают стирая в пыль и заметая следы. Власти Азербайджана знали что никто не предпринял попыток серьёзного давления на Турцию, которая после геноцида армян безнаказанно уничтожала и продолжает уничтожать около 4 тысяч армянских церквей. Тоже самое безразличие проявили международные организации и в случае единственного из заснятых на камеру актов вандализма в Нахичеванской области - уничтожение 10 миллионов армянских крест-камней в Старой Джуге. Похоже что в мире есть "лишние" народы и культуры, какие бы посягательства на их право на жизнь и на их культуру не предпренимались, всё равно, ничего кроме пустых негодований и лицемерных соболезднований они не получат. Потому что за их спинами произносятся слова "вы лишние на Земле", не важно, первыми ли вы приняли Христианство, в вашей ли стране остановился Ноев Ковчег, вы ли предпочли умереть, но не отречься от веры в 451 году, или вы ли лечили раненных врагов когда в 1375 году когда столлица вашего последнего королевства пала от рук соплеменников тех кого вы только что вылечили...
