This dude is Ezrin! He's a siren sailor. Sirens are semiaquatic and usually found in trade or sailing professions. They are all able to use magic and usually opt to channel their soul through a spell tattoo on their throat. The tattoo is a complex spell that translates single word commands to action in the physical world. It's a dangerous method of magic use, however, because it is likely to backfire if used improperly.

Yes, I know sirens lure sailors to their deaths with song in mythology 😭. The irony is fun <3
