White House whistleblower says 25 security clearance denials were reversed during Trump administration
Tricia Newbold, an 18-year veteran of the security clearance system, detailed her concerns as a House panel signaled it would subpoena at least one individual who overruled her. By Rachael Bade April 1 at 10:43 AM A White House whistleblower told lawmakers that more than two dozen denials for security clearances have been overturned during the Trump administration, calling Congress her “last hope” for addressing what she considers improper conduct that has left the nation’s secrets exposed. Tricia Newbold, a longtime White House security adviser, told the House Oversight and Reform Committee that she and her colleagues issued “dozens” of denials for security clearance applications that were later approved despite their concerns about blackmail, foreign influence or other red flags, according to panel documents released Monday. Newbold, an 18-year veteran of the security clearance process who has served under both Republican and Democratic presidents, said she warned her superiors that clearances “were not always adjudicated in the best interest of national security” — and was retaliated against for doing so. “I would not be doing a service to myself, my country, or my children if I sat back knowing that the issues that we have could impact national security,” Newbold told the committee, according to a panel document summarizing her allegations. Newbold added: “I feel that right now this is my last hope to really bring the integrity back into our office.” The allegation comes during an escalating fight over the issue between House Democrats and the White House. Rep. Elijah E. Cummings (D-Md.), the committee chairman, said in a letter to the White House Counsel’s Office that his panel would vote on Tuesday to subpoena at least one individual who overruled Newbold — the committee’s first compulsory move aimed at the White House. (Shane Harris, Patrick Martin/The Washington Post) Cummings vowed more subpoenas would follow if the White House didn’t cooperate with his panel’s investigation. White House officials whose security clearances are being scrutinized by the House Oversight Committee include the president’s daughter Ivanka Trump, her husband Jared Kushner and national security adviser John Bolton, according to the panel’s letter. The White House declined immediate comment on Monday, and an attorney for Kushner and Ivanka Trump referred questions to the White House. In a statement, Rep. Jim Jordan (R-Ohio), the top Republican on the House Oversight Committee, accused Cummings of politicizing an issue that should be bipartisan. “Chairman Cummings’ investigation is not about restoring integrity to the security clearance process, it is an excuse to go fishing through the personal files of dedicated public servants,” Jordan said. “The process by which this matter has so far progressed has been anything but fair.” The Trump administration has refused to comply with numerous document requests and inquiries Cummings has made on the topic over the past two years. Cummings identified the security clearance process as one of his top priorities after Democrats took the majority in the House in the fall, but his panel has not received a single document from the White House on the issue. “The Committee has given the White House every possible opportunity to cooperate with this investigation, but you have declined,” Cummings wrote in the Monday letter to White House counsel Pat Cipollone. “Your actions are now preventing the committee from obtaining the information it needs to fulfill its constitutional responsibilities.” Cummings later argued: “In light of the grave reports from this whistleblower — and the ongoing refusal of the White House to provide the information we need to conduct our investigation — the committee now plans to proceed with compulsory process and begin authorizing subpoenas, starting at tomorrow’s business meeting.” The controversy, Democrats argue, strikes at the heart of their investigations into President Trump. They believe Trump has abused his power and bent the rules to accommodate himself, his children and his allies. And the security clearance issue, they argue, is an example of how he has put his own desires before the interests of the nation. Multiple newspapers, including The Washington Post, reported that Trump early last year directed his then-chief of staff, John F. Kelly, to give Kushner a top-secret security clearance — a move that made Kelly so uncomfortable that he documented the request in writing, according to current and former administration officials. Newbold expressed fear in coming forward, telling the panel, “I’m terrified of going back. I know that this will not be perceived in favor of my intentions, which is to bring back the integrity of the office.” She said she has already faced retaliation for declining to issue security clearances and challenging her superiors as they sought to implement clearance-process changes she disagreed with during the Trump administration. Newbold said she was suspended without pay for 14 days in late January despite “no prior formal disciplinary action” in her nearly two-decade tenure. And when she returned, she was removed from her position as a “second level adjudicator” on security clearances and is no longer a direct supervisor. In her interview with the committee, which was conducted over a weekend, Newbold told the panel that she began keeping a list of employees whose applications were denied but were later given clearances despite concerns about their ties to foreign influence, conflicts of interests, questionable or criminal conduct, financial problems or drug abuse. That tally now reaches 25, she said, “including two current senior White House officials, as well as contractors and individuals throughout different components of the Executive Office of the President,” the letter says. Newbold named several superiors she took her concerns to, including: Director of Personnel Security Carl Kline; his immediate supervisor, Chief Operations Officer Samuel Price; White House Counsel’s Office; the assistant to the president Marcia Kelly; and Chief Security Officer Crede Bailey. Newbold told the panel that she knew her denials of security clearances could be overruled. But she was initially concerned about a lack of documentation that went into those decisions and said those were made “without memorializing the risks they were accepting.” In the case of one top White House official, merely described as “Official 1” in committee documents, Newbold said Kline overruled her and another employee’s denial of an application amid concerns about foreign influence. But Kline, she said, “failed to address all of the disqualifying concerns listed by Ms. Newbold and the first-line adjudicator,” according to a committee summary of her response. Newbold said another agency contacted her and demanded to know “how we rendered a favorable adjudication,” expressing concern about the clearance issued to “Official 1.” Newbold also accused Kline of telling her to, in effect, stand down on concerns about another senior White House official, called “Official 2” by the panel. She said one of her colleagues wrote a 14-page summary of why they were planning to deny the application. But when she told Kline of her plan to agree with her colleague on the matter, Kline “instructed Ms. Newbold, ‘do not touch’ the case.” Kline later approved the security clearance, she said. Democrats have already identified Kline as one of the people they want to interview. In his letter to the White House, Cummings said the panel’s first subpoena would be to depose Kline, who now works for the Department of Defense. A Pentagon spokesman declined to comment regarding Kline on Monday and referred questions to the White House. Newbold also accused Kline of trying to get her to change her recommendation for a security clearance denial for a “high-profile official at the National Security Council,” with whom she said Kline was in daily contact on the phone. “According to Ms. Newbold, Mr. Kline ‘called me in his office and asked me to change the recommendation. I said I absolutely would not,’” the committee wrote. She later added: “I then followed up this conversation with an email to him, letting him know that my reasoning for not changing my recommendation was not me being insubordinate; it was me highlighting that I stand behind my national security recommendation and that he in his position has the opportunity to override me, using the appropriate mitigators.” Newbold also told Kline that he shouldn’t be talking with the individual trying to get the clearance because it was “unprofessional” and “it was opening up the door to hinder him from making a fair, unbiased recommendation.” “Official 3” is no longer at the White House, panel Democrats say. Newbold also raised concerns about new White House security clearance policies that she says put the nation at risk. For example, the White House security office no longer checks the credits of applicants, which she said keeps reviewers from knowing whether applicants could be susceptible to blackmail because of their debts. Newbold also said the White House was “getting out of control” with the number of interim security clearances awarded to White House officials who didn’t yet have permanent clearance status. Those temporary passes enabled aides to access classified information — including some sensitive information — for long periods of time. Some of those individuals never attained that clearance, Newbold told the committee. And in May 2017, another agency also complained about the practice, she added. Digital Skills You Need as a Remote Worker

Jim Landis, 53, is job hunting after a year spent as his wife’s full-time caregiver. Because she has ongoing medical issues, one of Landis’ must-haves is the ability to work from his Denver home at least part-time. To make himself a stronger candidate for remote work, the requirements-analysis manager and software programmer paid roughly $500 for four online classes in advanced digital skills such as data science and data analytics. Landis says his previous employer wasn’t very cutting edge, so his digital skills lagged. “I wish I had been a bit more focused on my own interests and kept an eye on staying technologically current with the broader industry,” he says. Landis doesn’t expect the courses to lead directly to a job offer, “but if a hiring manager is thinking about moving to a new technology in the future, being able to say I have course work — that will get me some points,” he notes. Brushing up on digital skills is a smart move if you want to work remotely in your 50s or 60s. That’s true whether you hope to get hired as an employee who works remotely, or you want to get freelance jobs that let you work from home. “It comes down to making a living. I also have a component of fear. I’m afraid of being left behind by technology.” To stand out at a time like today when the demand for remote-based jobs outstrips the supply, it helps to be competent with the digital tools necessary for success as a remote worker. These include the latest applications for communicating and collaborating with managers and teammates, regardless of where they’re based. Apps for Remote-Based Work Older workers can possess all the qualities that make them a great fit for remote work and not get an offer if they aren’t up to speed on popular apps for sharing files, participating in video chats or communicating with co-workers. A younger candidate might be less qualified, but if that person can use the tools and speak the lingo, it can give an employer peace of mind, says Laurel Farrer, a remote work strategist and founder of the Remote Work Association, Farrer, Kate Lister (a long-time remote-work analyst and president of Global Workplace Analytics) and other experts group must-have digital skills for remote work into four categories: File-sharing platforms that let coworkers upload and share work-related documents, including apps such as Google Drive, Dropbox and Box. Videoconferencing applications such as Zoom, BlueJeans, me, Skype and WebEx. Enterprise communications platforms that have taken email’s place as the main source of interoffice communication, including Slack or Microsoft Teams. Remote workers can use the platforms to exchange public or private messages with individual coworkers or groups and search old messages (like a Facebook newsfeed but for the workplace). Most communications platforms connect with other workplace apps so remote workers can share files and calendars or participate in video chats. Collaboration apps that make it easier for people on a team or project to work together, including project management applications such as Basecamp, Asana and Trello. Collaboration apps typically include some type of shared project checklist so team members can see who’s responsible for what and check off tasks as they’re finished. At Dell Technologies, for example, six out of 10 employees of all ages work remotely at least one day a week in a typical month. When they work remotely, employees stay in touch through Skype, Zoom, Slack and Chatter, an enterprise communications platform owned by Salesforce. “We strive to make the process of leveraging flexible and remote options easy and simple for all of our employees,” says Mohammed Chahdi, Dell’s HR service director. Independent contractors who are savvy about digital tools find that expertise beneficial in landing assignments. Working From Home With Digital Skills Take Lee Ann Harris, 59, who works from an office she set up in a spare bedroom of her Sunnyvale, Calif. home. Since leaving a job as a senior director of clinical operations for a medical device manufacturer five years ago, Harris has crafted a livelihood out of doing a variety of contract work. Harris consults for a few medical device companies on training and regulatory compliance issues, and got a notary public license to do home loan signings and similar work. She uses conference-calling services and file-sharing platforms such as Dropbox with all her clients. She also uses Google’s office apps suite, including Google Docs for writing and Google Sheets for spreadsheets. “It comes down to making a living,” she says. “I also have a component of fear. I’m afraid of being left behind by technology.” Along with the basics, people interested in remote work need to keep up with digital skills unique to their profession. Prior to leaving her full-time job, Harris dabbled in interior design as a hobby. After quitting, she completed an online interior design certification program to become an interior decorator. She followed that up by teaching herself a few computer-aided design (CAD) programs in order to show interior design clients what their spaces would look like after a remodel. “I’d never done any kind of computer-aided drawing in my life. It was a lot of fun,” Harris said. Getting Your Boss to Let You Be a Remote Worker If you’d like to work remotely with your existing office job, ask your manager during a routine performance review or a check-in about career goals, says Paul McDonald, senior executive director for Robert Half, a global staffing firm that places professionals into temporary and full-time positions, including hybrid or fully remote jobs. And if your company already offers remote work, let a supervisor know that it’s something you want to map yourself toward doing, McDonald adds. He also suggests taking advantage of employer-offered training to pick up needed digital skills. To find remote-work digital training on your own, McDonald says, look into courses available on online-learning sites such as LinkedIn Learning (previously known as Lynda.com) and Udemy. DIY types can teach themselves through free online resources offered by app developers, including training videos, step-by-step instructions and on-demand classes. Examples include Microsoft’s on-demand end-user training videos for Teams, the Slack Foundry tutorial app, Zoom’s instructor-led weekly online training classes, and free video lessons for adult learners that Google offers for its office apps suite, including Docs, Sheets and Slides. Learning Digital Skills at Community Colleges Some community colleges offer training on in-demand digital skills, in some cases, partnering with tech companies to train educators. Classes and costs vary by institution. In April, Google teamed up with the Coalition on Adult Basic Education to train community college teachers and other educators countrywide how to impart digital skills to adult learners, part of the tech giant’s ongoing Applied Digital Skills initiative. In 2018, Facebook said it would work with community colleges and other local groups in 30 cities, including Houston, St. Louis, Des Moines and Greenville, S.C., to develop classes on coding, digital marketing and other skills. Remote work’s popularity has also led to startups offering specialized remote-work training programs for companies and individuals. Workplaceless has a self-paced remote-work certification course costing $500. The full course, which can take up to a year to complete, covers seven topics, including productivity and time management, teamwork and critical thinking. Some nonprofits also offer digital skills training for older workers who can’t afford classes. Hello - I was involved in an auto-accident in March of 2006 in which both insurance companies (mine and hers) agreed that it was the other party's fault and I was a zero-liability. Joined At 40, Supply Technician Likes Mix Of Stability And Excitement

Ottawa, Ontario — Got all your gear, fuel and rations? Thank your Supply Technician.
This Canadian Armed Forces (CAF) trade is diverse, allowing its technicians to experience a variety of different jobs throughout their career.
No two Supply Technicians will have the same experience, according to Sergeant Cheryl Crispin. In 2002, she joined the Canadian Army Regular Force at the age of 40, looking for a career that would provide both stability and excitement.
“I was working in healthcare where it took time to work your way up to a full-time position. My husband was in the military and when we got posted, I would have to start all over again. I was just looking for something that had job security. I also wanted something that was a little bit more exciting, adventurous and would get me out of the office environment.”
This variety is what sold Sgt Crispin on the trade. “I think the main attraction was that there are many different aspects to supply: procurement, warehousing and stocktaking to name a few. You are always faced with a new challenge, which keeps the job interesting.”
Supply Technicians ensure that CAF operations have all of the required supplies and services available. Their role is essential for operations to run smoothly. Everything from clothing to fuel, they deal with a wide variety of materials. This allows for an exciting career that continually provides Supply Techs with the opportunity to learn more.
While Sgt Crispin is an Army member, her trade allows her to work with the Army, Navy or Air Force, depending on the needs of the CAF, increasing the possibility of new horizons.
Although born and raised in Petawawa, Ontario, Sgt Crispin did not grow up in a military family. However, she married a Military Police officer and had knowledge of the organization.
“My husband was in the military for 14 years before he joined the RCMP, so I knew what the military was about,” Sgt Crispin said. “He was able to answer a lot of questions I had when I was thinking about joining. I also researched trades on the website so I became more familiar with what the supply trade was all about.”
Those who wish to become Supply Techs must complete Basic Military Qualification (BMQ) training before moving on to occupation training at Canadian Forces Base Borden.
Sgt Crispin anticipated that her age would add a degree of difficulty to her BMQ training. To help combat this, she began training as soon as she made the decision to join, preparing herself for the physical challenge ahead.
Being the eldest in her group, other soldiers would view her as a mother-type. “That could be hard,” she says. “I was just as stressed as anyone else.”
After her training was complete, Sgt Crispin was posted to Comox, British Columbia, where she worked in a warehouse for airplane spare parts before moving to customer service and procurement.
Her following posting was also in procurement. “I was a Supply Manager in Ottawa from 2006 to 2012 at the national level and then I was a local procurement clerk at Canadian Forces Station Leitrim.” In her previous posting in Toronto – and her current posting in Vancouver with National Defence Quality Assurance Region (Vancouver) – she provides logistical support for civilian contractors in a shared office space, not on a base.
Sgt Crispin completed two deployments to Afghanistan. During her first tour in 2007, she was a Supply Tech for Vehicle Technicians in Kabul. In 2011, she worked in the contracting cell in Kandahar.
“We had various contracts opened and as the tour came to an end, we were closing out those contracts. As the base was winding down, we would still action customer’s requests. To do their job to bring the tour to a close, they may have needed certain equipment, such as a crane. So we would go out and raise short-term contracts or one-time jobs.”
She notes that deployments can differ from ordinary day-to-day activities. “When deployed, you are usually working at a much higher pace with longer working hours with very little time off. And of course when you’re overseas, you are ‘soldier first’. Your trade comes in second. You may be involved in convoys and other taskings that are not supply tech-related.”
Sgt Crispin had the opportunity to participate in several taskings in Canada. These assignments gave her the opportunity to see different parts of the country and engage with new communities.
She provided security to the CAF team to which she was attached during the 2010 Vancouver Olympics.
She also participated in two three-week operations in Canada’s North, first in Alert, Nunavut in 2004 with Operation BOXTOP, which is a twice-annual CAFmission to bring supplies to that remote location. The second one was Operation NANOOK in Iqaluit in 2008, where she ensured that those on operation had what they needed.
“In Iqaluit, we even put on a Fun Day to get some interaction with the community. That’s something the military is good at—getting the community involved, showing them what we do. It makes for a fun time.”
Sgt Crispin’s eagerness to volunteer for deployments and exercises did not go unnoticed. In 2012, she received the Queen Elizabeth II Diamond Jubilee Medal after being nominated by her civilian supervisors. The award honoured contributions and achievements of Canadians.
According to Sgt Crispin, who is in her 16th year as a Supply Tech, an ideal candidate for this trade is someone with strong organizational skills. “It makes your job much easier on a day-to-day basis. It’s also necessary to be able to work independently. You need initiative. And just a positive attitude.”
