Sindh Chief Minister Murad Ali Shah has a bone to pick with the federal government over its initiation of an "unrealistic" rotation policy of transfers and postings of bureaucrats and police officials and over the approval of controversial bills about the population census and the use of an electronic voting machine (EVM) in the joint session of Parliament.

The Sindh CM expressed his views at a press conference following a provincial cabinet meeting Thursday.

“It is a wrong impression that officers of the PAS [Pakistan Administrative Service] and PSP [Police Service of Pakistan] are the employees of the federal government, who in fact are employees of the Federation and the federal government is legally bound to have a 'meaningful discussion' with the chief minister before transferring or posting any of them from the province,” the Sindh CM was quoted as saying by The News.

The federal government has withdrawn the services of four grade BS-20 PAS officer and seven PSP officers from Sindh and sent four PAS and eight PSP officers in their place under its rotation policy, informed the Sindh CM, protesting the transfer of nearly 50% or 12 officer from Sindh against 26 sanctioned posts of PSP officers of Grade BS-20.

In the case of PAS officers, he said that against 67 sanctioned posts, only 30 were working – which means Sindh has a shortage of 37 officers. Similarly, the Sindh government has a sanctioned strength of 16 officers of grade BS-21 against which only four officers are working, he said.

Despite protests, the Sindh Assembly adopts a budget of Rs1,477 billion

The Sindh Assembly approved a budget of 1.477 billion rupees for 2021-22 in the face of opposition protests.

It is a rare occurrence in the history of the provincial assemblies when neither the opposition makes a short proposal to reduce development costs, nor does the opposition leader or prime minister, who happens to be the chair of the chamber, speak during the session.

Pakistan’s Muttahida Qaumi and Tehreek-e-Insaf movements label it a deficit, anti-grassroots, and anti-poverty, and say they also ignore Karachi and other urban cities in terms of development plans.

“I had a meeting with the opposition to avoid protests and to focus on the budget. We also gave opposition members a chance to make a move, but no one seemed interested. My office does not accept the summarized proposal,” said Aga Spokesman Siraj Durani while chairing a meeting this morning.

He asked Sindh Chief Minister Murad Ali Shah to submit the total grant for the next fiscal year to approve the budget.

But when the Prime Minister stood up, the general opposition began to protest. On the sidelines of the boisterous meeting, Murad, who also serves as finance minister, disclosed the total grants for the fiscal year and announced a 20 percent increase in civil servants’ salaries while setting the provincial minimum wage of 25,000 rupees.

In the budget, the provincial government increases the development portfolio by 41 percent and provides Rp 329 billion. Despite protests, the budget was approved by a majority.

Sindh Assembly approves budget 2021-21 amid opposition protest

Sindh Assembly on Friday approved the provincial budget for the fiscal year 2020-21, amid ruckus from the opposition benches.

The house met with Speaker Agha Siraj Durrani in the chair. The opposition members were asked for speeches by the speaker, but they denied and started raising slogans in the house.

The opposition parties’ lawmakers surrounded the speaker’s rostrum and pasted banners with various slogans.

The behaviour of opposition parties compelled Speaker Durrani to suspend all the speeches and gave the floor to CM Sindh Syed Murad Ali Shah.

After the concluding speech of the chief minister, the Sindh assembly approved the budget for the fiscal year 2021-22 during the hue and cry of the opposition.

Later, the house was adjourned till Monday.

Sindh budget 2021-22

On June 15, Sindh Chief Minister Syed Murad Ali Shah, who also holds the portfolio of Finance Minister, had presented the budget of the province for the next fiscal year 2021-22.

The total outlay of the budget for the province is estimated at Rs1.477 trillion, witnessing an increase of 19.1 percent from the previous year.

The total receipts of the province for Financial Year 2021-22 are estimated at Rs.1.452 trillion as against a budget estimate of Rs.1.22 trillion for CFY, showing an overall increase of 19 percent.
