1) i haven't watched much of the criminal minds reboot. i think i watched the first two episodes? but i don't like it. i think the reboot lays into the things i don't like about the show (gory deaths, really unhinged murderers, poor representations of people with mental health issues) while ignoring things i do like about the show (steady character development and family time, morgan, hotch, and reid being there >:( and an interesting analysis into what makes normal people do bad things, not what makes people run multi-level marketing murder schemes[???]). but i also have not seen enough of it to justify any stronger opinion than "i don't like reboots and this will not be an exception"

I think the reboot has really destroyed a lot of the characters (namely Garcia who is unrecognizable in terms of characterisation in CME) and especially in regards to this season, they made an unsub a main cast member?! So we have SOOOOO much of Elias Voit and so LITTLE of the characters we're here to see. I would trade all of his screentime for one look into what Luke and Emily do outside of the office tbrh (yes, the promo for this week has Emily at home for the first time in the whole reboot, but that's beside the point). I'm def not a fan of CME and I wish the show would have just ended in 2020 and that was that. But since it didn't and because my soul is eternally bound to this fandom, here we are. Every afternoon was spent hanging out until her parents and nannies started to disapprove but even that didn’t stop them as MK just started sneaking in and Mei gained the power of puppy dog eyes that the nannies and sometimes even her father couldn’t refuse.

She was ride or die for him since day one too– being part of the Dragon family had its perks like that. She was a formidable foe, so if anyone so much as looked at MK sideways, she was ON it with that White Horse Dragon energy. It helped MK was just as ride or die– they were together through graduations, breakups, get-back-together-s, art classes, PE classes, driving lessons, their Silly Band monopoly turned Multi-Level-Marketing Scheme turned banned from selling to the school turned illegal bracelet selling business turned all silly bands are banned from school forever now, more graduations, and Mei even helped him move into his apartment above their favorite restaurant Pigsy’s Noodles on his 18th birthday.

Ah Pigsy– the old fella’s place was practically a second home to the pair– something that originally bothered him until Mei showed the classic Dragon Credit Card and suddenly she was welcome whenever. It was also a second home in a more sentimental way, that was true– Pigsy practically raised MK since his parents were… complicated. No duo had ever been so badass or cool or loyal or awesome or as amazing as Mei and MK were. They were one of a kind, truly and infinitely.

“On your right Mei!!!” MK shouted on the battlefield, Mei drove to the left so MK had room on the top of the Pigsy’s Noodles-mobile to jump off and take a swing at the demon in front of the– The Single Horned Rhinoceros King who was on a ramage, having once again escaped the court of heaven, and brought his army with him too.

MK went in for an attack, going for the neck, but his fingers somehow slipped and the second he let go the demon grinned, pulling out a sparkling silver ring which had a force so specific and powerful, the staff went within and disappeared entirely.

“What the heck–?” He said as he fell, more confused about that than the emanate doom of falling onto the ground.

“MK!” Mei immediately drove off to try and catch him, but thankfully Wukong was there and able to catch him on his cloud instead.

“Man, you’d think they’d lock up heaven a lot tighter after how many demons keep slipping through– wait, aren’t you Lau Tzu’s buffalo? What the heck are you doing out again?!” The Monkey King taunted while MK got his wares back.

“Sun Wukong! Here to lose again?” He grinned with sharp teeth and an eyebrow raised.

“Wait, you lost to this guy?! I thought you never lose!” MK looked at his teacher.

“Psh– I didn’t lose per se, not as much as I did against the Samadhi Fire, and the journey was allowed to continue so you know– no real loss,” The Monkey King brushed it off as he always did and Mei couldn’t help but role her eyes with a laugh.

“Besides, taking weapons is a cheaters game, and I know I could easily beat you hand to hand,” Sun Wukong winked with his tongue out.

“As if I care for that,” The Rhinoceros King grinned, summoning a spear of his own.

“Alright– that’s it. MK, give me my staff,” He scowled, and MK laughed as his face turned red with embarrassment.

“Haha, about that…”

“Ugh, not again. You are SUCH a cheater, I don’t know why Lao Tzu even likes you that much,” Wukong scowled at the demon, who couldn’t care less, going in to attack the cloud, and continuing the fight. Wukong dropped off MK with Mei to get the demon away from the mortals while MK and Mei tried to think of a plan while dealing with the army of much more regular sized demons.

“Nice job, butterfingers,” Mei teased, parrying an attack with her family’s sword and slicing through a demon’s chest. “Remember any of Mr. Tang’s stories about this guy?”

“I remember something about Budha and ‘don’t use weapons or fire because he’ll just suck it all up’ I think but honestly my mind is kind of everywhere right now,” He said, trying to fist fight, but he knew his strengths were more in staff fighting.

“Well, does that apply to the Fire of Samadhi?” Mei got a mischievous glimmer in her eyes as she looked back at Wukong and the demon Rhino King.

“Could be worth a shot, I don’t think it was mentioned in the original story,” MK said, grabbing her and summoning a cloud (a newer, shakier ability of MK’s), and taking them right to the demon.

“Kid, what are you doing?!” Wukong said and, having created a sword out of one of his hairs, was currently attempting to ‘empty fade’ the demon, but was blocked easily.

“We’re gonna see if this guy can handle a little heat,” Mei said, feeling the familiar burn in her chest starting to rise.

“Wait no– you probably shouldn’t– Well…” Wukong couldn’t make up his mind so Mei took that as an invitation and after getting MK to get out of the way she unleashed the Fire of Samadhi on the Rhino King, Dragon style.

However, the Rhino King simply laughed and brought out the diamond ring, consuming the flames whole until Mei was left exhausted and weak on MK’s cloud.

“W-Well I guess I’m going old fashioned then,” She grinned, looking at the monkey king, “Two sword fighters are better than none, right Sun Wukong?”

“Sure kid,” He laughed, and she joined the battle, making sure to keep a tight, tight grip on the hilt. MK went back to fighting the lesser demons, which would’ve all been fine if the demon king didn’t order some of them to also start attacking MK and Mei, meaning the battle went from 2 on 1 to 2 on 8 in the blink of an eye, and it was getting harder to keep their ground, even with Sandy and Pigsy running to help them fight too.

“Man, you really are an asshole, you know that Unicorn King?” Wukong huffed as he swept a demon’s leg and stabbed them through the chest.

This made the Rhino King very angry and his attacks against the king started getting far more aggressive than before, swiping faster and faster and hitting harder and harder while demons pulled at his clothes and tried to trip him.

“Monkey King!!” MK leapt from where he was to Wukong’s defense, leaving Mei to deal with even more demons all on her own– which was chill but like– annoying at the same time. She was doing a fairly good job slicing through some of them despite feeling depleted from the fire release, but she wanted to attack the king not just the sidekicks– man it would be a lot better if she hadn’t gotten off her motorcycle, then she could go all… shit what was that guy’s name? Aragorn! Yeah, she could go all Aragorn on their asses.

“Kid I said I got this,” Wukong grit his teeth as he pushed against the Rhino King’s weapon.

“Yeah sure, don’t take my help, that’s something new,” MK laughed as he punched and pulled demons off of Wukong, which succeeded in making things easier for Wukong.

However, demons were still going for Mei and the more there were the more she swung violently and while she usually would have solved this with a lil bit of that Fire of Samadhi, it sure wasn’t going to be back for a hot minute, so all she had was sweaty hands, heavy breathing, and a determination to keep on going.

As the battle waged on, the Rhino Demon took a hard notice of MK and, with a smirk, silently ordered his armies to attack him. MK panicked and Mei realized she had to do something.

She ran through the hoard of demons, slicing only when she had to, and when she got to MK, a demon grabbed her jacket, causing her body to jerk and she dropped her sword with a loud clunk, that was just loud enough for the Rhino King to hear and rejoice at as he brought out the ring once again and took it right off the ground and also destroyed Wukong’s pathetic hair sword while he was at it too.

“HEY!! You give that back you dickweed!!!” Mei shouted on the top of her lungs, smoke flaring from her nostrils.

“Cute how that little dragon girl doesn’t have any fire left,” He said at Wukong, who recognized he was at a standstill once again.

“Yeah, well maybe if you played fair—”

“It surprises me how you always try to see the best in people, Sun Wukong– even when you have no business to,” He pointed his spear at Wukong’s throat.

“Monkey King!” MK cried out, getting on his cloud and going to grab his master away. Mei recognized he needed a distraction and so got on top of a car and started shouting.

“I was talking to you! Hello?!” Mei’s insides burnt as little flames began to spark once again. She ran to the demon, who took his staff away from Wukong just as MK grabbed him and before Mei could blink, he hurled it and—

Fuck.

At first, not much, just her heart beating in her ears as she felt a warm liquid starting to drip down her stomach. She fumbled backward, and a shlink and a tugging feeling left her feeling very, very cold instantly.

“MEI!!!!!”

Several voices cried out behind her. Mei’s vision was spotty, but she could see MK running towards her as Wukong started to scratch and claw at the Rhino King.

At some point she fell backwards– she knew that because of the massive pain in the pack of her head and a ringing in her ears. She saw familiar yellow and pink blurs as Mei slowly started to close her eyes.

Darkness.

Cloudy light, lots of dust and debris– voices.

“What do you mean you can’t heal her?! Y-you’re a billion years old– th-there’s gotta be something you know–!”

“I-i’m sorry, Bud, I-i know I should, but–”

“MK, let’s just get her to a hospital, okay? It’ll be alright there.”

“Right… Right, thanks Pigsy…”

Darkness.

Jesus christ– Blaring lights.

“I don’t care if the building is half destroyed, she tried to save it– do you know who she is?!”

“Sir please, I’m going to need you to calm down, there are many other patients–”

“I’ll handle this, kid. You and Pigsy go sit.”

“Sun Wukong, I’m sorry I can’t–”

“UGH FINE–! Tang knows stitches I’ll just take her back to the shop–”

“No, my boat is far more equipped, you tell Tang to go there and I can make tea.”

That voice was much louder, causing a rumbling sensation in her left side. She was being held by someone… her brain couldn’t focus on who– trying to caused a throbbing headache.

“Wait, is she awake?! Mei??? Mei!!!”

Darkness again.

Blinding lights again– Jeez, what’s with all these lights?!

A smell of bleach and sterile cotton, as well as a distinct beep of a heart monitor filled her senses.

So she didn’t go to Sandy’s boat after all.

Sandy’s– holy smokes she could think again, thank god

Owowowow– okay not without massive headaches and excitement yet, let’s tone it down.

She stared up, trying to get her eyes to stop being so blurry and while it took a solid while, she eventually got it together and started seeing the perfectly white and blue hospital room with the classic uncanny feeling hospital art and all.

She eventually noticed someone was holding her hand– the one without the heartrate alligator clamp thingy, and painfully turned her head to see it was MK– snoring away with a puddle of drool but with a tight grip on her hand nonetheless. Pigsy was next to him, also asleep and holding a little green bag that said “Get Well Soon!” with a bow on it with his other hand on MK’s back.

Mei smiled, not even noticing her biological parents weren’t even there.

She wanted to look around more, but her insides felt like the Fire of Samadhi and she cringed tremendously in pain, squeezing MK’s hand as hard as she could.

“H-huh? What– I’m– MEI!!!” MK shot up and was thrilled to see her with her eyes open– even if it was only really halfway. He immediately grabbed and hugged her, but that hurt even more than trying to move, and Pigsy pulled him away.

“Remember what the nurse said? Gentle, MK, gentle,” the chef grunted, and MK stepped back ashamed.

“S-sorry Mei– I just– I was so— And now you’re–” He sighed a breath of relief.

Mei smiled and opened her hand and when MK took it she gave it a squeeze again.

“S-so… what happened, exactly?” Mei asked.

“Well, Monkey King went berserk on that demon guy and chased him all the way out of the city and somehow managed to get that stupid diamond ring and managed to turn him back to his true form where he then dropped him off on heaven’s front doorstep and then–”

“You got stabbed in the gut with that guy’s spear and we took you to the hospital. You had to have surgery to repair the organ damage and–” Pigsy had interrupted MK but he suddenly couldn’t speak anymore. He took a deep breath and rubbed his eyes. “You’re still really hurt, kiddo, a-and they still don’t quite know how everything’s gonna heal and you lost a lot of blood and we didn’t know if you’d…”

Oh god…

“W-well that explains the hospital,” She tried to smile, but seeing Pigsy and MK’s tearful eyes made her want to sob.

“Monkey King’s working now to get back all the weapons and stuff, so don’t worry about your family’s sword,” MK informed her after suddenly remembering.

Frankly the sword was the last thing on her mind, but it was good to know it was being accounted for– no need for her family’s legacy to crumble apart like this so soon.

Maybe that’s why her parents were gone.

“That’s good,” Mei smiled tiredly.

God it hurt so much to breathe or– hell, just to live– right now.

“Mei, I am so, so, so sorry I couldn’t protect you– I should’ve done something– I could’ve turned into an eagle and grabbed it or something or–”

“MK, MK, it’s fine, really. I’m okay,” Mei stroked her best friend’s hand with her thumb.

MK went a bit silent.

“Mei, not to state the obvious but like… you aren’t– you could’ve– you nearly—”

Right.

“Y-yeah… I…” Mei felt like such an idiot for not knowing what to say.

“It’s not your fault kiddo, and it’s not Mei’s either,” Pigsy glanced at her to make sure she knew that too.

“Easy for you to say, you don’t even have any cool powers,” MK muttered under his breath.

“Yeah, but I was there, wasn’t I?!” Pigsy got a little huffy before sighing. “Look… tensions are high, Mei’s gonna be here for awhile… how about we just spend this time being happy she’s at least awake, alright? Because she very easily could–... not be.”

MK turned back to Mei.

“I’m just– I’m so sorry anyways. I-i– we’re two halves of a whole, you know that,” MK laughed a little and wiped his eyes.

“Yeah I know. You really think I’d let such an iconic duo fall apart like that,” Mei tried to punch his arm but ow.

“Yeah, without you, who’s gonna distract my best and only employee other than that old sap of a story teller?” Pigsy joked a little too, though Mei caught a tear rolling down his cheek.

“If you think this is bad you should’ve seen him in the hospital lobby– sobbing like a piglet,” MK whispered and Mei laughed a little, but owowowowow

“Alright, alright, enough of the whispering,” Pigsy rolled his eyes. “I got you something.”

“Oo! I love me a gift,” Mei smiled. Pigsy handed it to her and MK helped her open the bag and remove tissue paper to reveal a cheap little dragon plush keychain that looked to be from a claw machine and a coupon to Pigsy’s Noodles– 50% OFF???????

“Holy shit– You don’t even treat Tang this good– I-i don’t know what to say– I-i-i–” Mei instantly started tearing up.

“Hey, why can’t I get 50% off, I work there!” MK crossed his arms at his boss/dad.

“Have a near death experience again, then we’ll talk,” Pigsy shot him a look before cutting in front of him to get closer to Mei, offering his arm which Mei began to weep into, ignoring the absolutely godawful pain that flared with every sob. Soon enough MK was crying too, and he went on the other side of the bed and offered his arm too, and soon Mei was just holding onto both of them as best she could, crying her eyes out.

“I-I-I love you guys s-s-s-so much,” She wept.

Pigsy stroked her head with his free hand. “Yeah, love you too kiddo.”

“Y-yeah me too. Like you said– we’re two halves of a whole; the most iconic duo in history,” MK sniffled.

Mei couldn’t say more after that, in too much emotional and physical pain. She wanted to apologize for scaring them like that– for almost dying (maybe still dying, who knows) but she knew they wouldn’t care.

She was okay.

She was awake.

And she was still the bestest bestest bestest friend in the world of MK, with a pretty cool secret-softie pig dad to boot.

Mei was the luckiest dragon girl in the world.

Some might say Hazel’s latest attempt at creating new inventory for the distillery has “notes of orange” or “hints of booze” or whatever BS wine tasters use. Meta: CLO and White Fang

Of all the warring factions in Gundam Wing, perhaps the most impactful to the overall arc of the events in AC 195-196 are the Colonial Liberation Organization (CLO) and White Fang. Without these organizations, we would not have had the Gundams or their pilots much less the final multi-faceted showdown in space on Christmas Eve AC 195.

Despite this importance, very little is known about the CLO itself and White Fang is a late-introduction to the overall storyline. The same can be said of their apparent leaders, Quinze Quarante and Dekim Barton. Let us take a moment to shed some light on these critical players in the AC universe, and use what we know to extrapolate what we might be able to understand. To do so, I’ve split this meta into two parts. The first draws on canon and supplementary material; the second is entirely worldbuilding and extrapolation.

What We (Don’t) Know

Not much is officially “known” about the CLO beyond the fact that it appears on decals in gunpla kits. If we allow ourselves the flexibility to use that as “evidence” of canon connections, we can assume the pilots, the suits, and the scientists by extension were affiliated. If we take this a step further, we thus assume that at least some aspect of the CLO’s mission was focused on colonial independence...but that’s unfortunately where the knowledge ends. In fact, so much of CLO’s activities are defined by the activities of the Gundams and their pilots that it’s difficult to do little else but speculate. We know nothing about the CLO’s recruitment and retention, training, tactics, resources, logistical support, or other relevant matters beyond what we see of the Gundams themselves. In a similar fashion, we know that the Barton Foundation bankrolled at least some of the bills in order to create the Gundams themselves, but to what degree it provided other support to other CLO activities and how involved Dekim Barton was personally is unclear. 

Much the same can be said if we look only at the series itself. We understand the organization under Quarante’s leadership has recruited disenfranchised soldiers formerly of the Alliance and Treize Faction to infiltrate OZ ranks. Targeted recruitment was also a practice, as demonstrated by Quarante’s pursuit of Zechs and Duo’s vehement refusal to join the organization when propositioned by White Fang operatives in Episode 39. Likewise, we see Courtesy series events, we also know that White Fang took control of Romefeller’s lunar base and the Libra battleship in AC 195 with the intention to realize the original Operation M using Libra in lieu of a colony drop.  Supplementary materials also suggest that White Fang was in fact an off-shoot of the CLO: it was operational as early as AC 140 and was conducting terrorist attacks in AC 145 (which would by extension suggest that CLO is older by some measure).  However, yet again we’re faced with significant unknowns when it comes to the tactical side of things, much as we are with the CLO.

As to Barton and Quarante themselves, we know both were followers of the late Heero Yuy and his pacifist ideals. We know that upon Yuy’s assassination, both men swore to avenge his death by taking the fight to Earth. Quarante is credited with the inception of the original Operation Meteor (i.e. a colony drop) while Barton took the plan one step further by building the Gundams to facilitate his and his family’s takeover of Earth. Although we know little of Quarante’s path prior to rising to the head of White Fang, we know that Barton not only killed Odin Lowe in direct retaliation for Yuy’s assassination, established the Barton Foundation, faked his death, and funded both the building of the Gundams and the training of their respective pilots. With the failure of the original plan, we know we reinvigorated the operation against Earth in AC 196 before finally meeting his demise.

A Note on Conflict and Fragmentation

We should understand that the conflict we witness in the AC universe is less aligned with the traditional state-to-state conflict of traditional warfare and more low-intensity conflict (LIC). In brief, this entails a protracted politico-military conflict involving non-state actors, competing ideologies, psycho-social tactics, and limitations on both resources and geography.  Shifting allegiances and organizational fracturing is not uncommon in these conflicts. In fact, there is some indication that chances of fragmentation increases when there is a greater number of relationships between factions, membership overlaps to some extent, and the leadership structure is either too centralized or varies too often. We see some indication of this happening in real-time at the operative level in Episode 36, which opens on a secret meeting among rebel fighters debating the value of fighting not Earth but Romefeller specifically and teaming up with the Treize Faction. [Duo wisely notes the need to consider ‘what happens after’ and declines joining their cause.]

Extrapolation and Speculation

Colony Liberation Organization 

The CLO was established in the early AC 130s, though a specific date is unclear. Some argue it arose directly in response to Earth’s territorial lines being redrawn in AC 130; others contend that it followed some years after, once it was clear that not only would Earth’s nation-states leverage military prowess to exert control both on- and off-planet but also that whatever they did vis-a-vis the Alliance, so too would their colonies be required.

Regardless of founding date, the objectives and goals of the organization were clear and remained so until its disbandment in AC 196: 

Liberation from Earth rule and the right to self-actualization

Establishment of an independent space-based nation or nations

Colonial democracy and representative government structures

Full membership and participation in Earth-based institutions

Protection of colonial civil liberties and freedoms against Earth-based oppression

Calibrated, targeted, and direct action against aggressors

The CLO did not retain a firmly structured network; rather operations were conducted by loosely affiliated cells across the Earth Sphere, unified by their principles...although in what priority they were defined varied greatly among the disparate LaGrange points.  This last element listed above, however, drove much of CLO operations AC 130-195. Unlike other separatist or state-sponsored organizations, CLO recognized the limited resources and protections it had and restraint seems to have defined much of its operations accordingly. To avoid incurring the wrath of the colonial populations, the organization was careful in that its attacks primarily targeted space-based military facilities and associated infrastructure or resource mining projects. In rare instances the CLO chose “soft targets” but otherwise remained vigilant to ensure casualties were limited to Alliance personnel from off-colony. However, in one notable exception to this rule, an attack on the L1-B10201 Alliance base resulted in significant military and civilian casualties, to include 1,534 residents of nearby apartment complexes. The strategic communications arm of the organization—decentralized though it may have been—was quick to express condolences to citizens affected by the attack and simultaneously doubled down on condemning the Alliance’s basing on colonies in and amidst the 

The CLO’s credibility, recruitment, and retention—largely by word of mouth and fueled by underground political and social movements—declined sharply in the aftermath of the AC 194 attack. Many operatives lost faith in the cause and retreated to civilian life; others allowed themselves to be swept into White Fang’s ranks. 

Hindsight being what it is, we now know that at least some CLO operatives joined forces at this time with other organizations which boasted like-minded principles and personnel. The Sweepers are one prime example: the scavenge and salvage group allowed CLO operatives to continue their work undetected and cross LaGrange point boundaries with Alliance-approved flight plans and manifests.  Still others—such as those reportedly sheltered by the L5 cluster—operated independently.  

This diffuse and decentralized structure ensured the survival of the organization and the mission, but also meant no one entity could control operations once set into motion. Dekim Barton learned this lesson personally.  After faking his own death and funding both construction of five Gundams as well as the training of their pilots, he quickly lost command and control over these assets. The Gundams and their creators for all appearances executed their missions independently (though did eventually unite in December AC 195 to defeat White Fang) and without direction from Barton or his compatriots. In AC 196, we saw the culmination of this fragmentation: Barton’s attempts to assert total control over the Earth Sphere by holding it hostage to a colony drop resulted in defeat and his own demise.

White Fang

In AC 140, the CLO fragmented and White Fang was born. This new organization took umbrage with its originator’s restraint and decentralization, opting instead to embrace a more hierarchical structure to manage its ranks as well as more militant tactics. A young Quinze Quarante was among the new organization’s first recruits and quickly rose within its ranks, taking on greater and greater leadership responsibility, due to successful operations, visionary tendencies, and nefarious tactics alike.

Where CLO embraced a grassroots, small-scale approach to separatism leveraging limited resources for targeted action, White Fang pushed for bigger and more dramatic demonstrations of their capabilities. As the Alliance bore down with growing military and socio-economic strength on the colonies, black markets and criminal activity provided ample recruitment and financial avenues to fuel increasingly professional terrorist cells across the Earth Sphere. 

Heero Yuy’s entrance onto the political stage in AC 163 and his subsequent designation as “Leader of the Colonies” in AC 165 offered a respite from separatist operations across the colonies as a sign of good-will for negotiations with Earth. Yuy by all accounts was charismatic, intelligent, and home-grown in the L1 Cluster.  Sensing shifting tides, Quarante and other White Fang leadership put a halt to operations to see where the politician would lead them. 

Following Yuy’s assassination, however, White Fang renewed its attacks with fervor. Although reliable sources vary in their assessment on the degree to White Fang’s involvement, it is widely accepted that the colonial riots of AC 188 were driven by Quarante’s plans to further destabilize the strategic balance between Earth and Space.  When the Alliance—and later OZ—pulled the colonial populace into their own military ranks, White Fang was quick to seize upon the opportunity and planted operatives throughout the military and defense industrial complex. This provided multiple opportunities for sabotage from within between AC 189-195, causing significant damage to both resources and troop morale.

In AC 195, White Fang successfully captured a lunar base and began manufacturing the armaments and suits it needed to wage its ultimate war against Earth.  It has been reported that Quarante personally recruited Zechs Marquise into the organization for the final battle.  It has likewise been speculated that he or his representatives likely attempted much the same with other notable combatants (i.e., the Gundam pilots) but was ultimately unsuccessful.

Whereas AC 196 brought about the CLO’s formal disbandment and committed to cease all activities, White Fang marked the “Eve War” event as a strategic loss. The organization suffered significant losses in resources, popular support, and personnel—to include Quarante himself.  In the years following, the organization has been sidelined to extremism and is recognized by both orbital colonies and the Earth Sphere United Nations (ESUN) as a terrorist organization. Operations continue to this day, but are drastically reduced in scope and lethality.  In AC 202, the Preventers routed a human and arms trafficking and terrorist financing ring which had been operating under the oversight of L2 mob boss, Andris Ozols. The global, coordinated response demonstrated the Preventers’ improved capacity to deal with such widespread and disparate threats and further hindered White Fang attempts to regroup.  

For now, ESUN and both Earth and colonial governments can trust that the threat posed by White Fang is managed. However, with human expansion into the solar system, one must wonder whether we may have a new recruitment challenge to be wary of...

Stubborn: If he feels he must do something due to politeness or duty, you’d have an easier time trying to stop a calamity than getting him to do the sensible thing. If there is something extremely dangerous, but he has it in his head that it must be done? You're better off just going with him than trying to stop him. You *could* just pick him up and try to talk reason into him as you deny him his right to be an idiot, but he’ll be quite cross until his anxiety drowns him. He’ll pick up tabs, clean up messes, heal people that don’t deserve it, you name it. As long as he feels it has to be done and he can’t live with not doing it? He’s going to do it.

A Mess of Anxiety and Self-Loathing: Tons of anxiety and low self-esteem to boot. His ‘ideal self’ is nothing like him and it haunts him. Bad things happen around him all of the time and a lot of them are situations out of his hands, thus helping to create a loop. If he thinks in any way he can blame something on himself, he already thinks it’s his fault. This con actually feeds into the others and why they exist on some level. Except for the stubbornness. That’s just him. The way he deals with this is forcing forward his happy front and pushing many of his personal feelings down so that he can help others. Being able to help and be needed helps alleviate the feelings… but he still falls into alcoholism from time to time. It used to be far worse, but he’s been trying to be better about not being drunk for three days straight and forgetting week-long periods of time in one go.

Sacrificing: The healer that heals himself last. The man that will throw himself in the way if it means saving one person. Throw himself down to Esuna one man he doesn’t even like and risk being seen by a rampaging primal? That’s this guy. Want to have a heart-attack wondering what life-risking charity case he’s going to say he has to help in some way? I don’t know why you’d want that, but here you go, I guess.

So You Want to Build a Preventers Organization...

@kirinjaegeste​ asked about this in the GW Discord Channel and I thought it would maybe be useful for other Gundam Wing writers too.  Keep in mind that nothing—and I mean nothing—is universal, and because canon material is so amorphous there's really no wrong way to do this.  But this is how I did it, and figured I'd share.

Also, although this particular write-up is Gundam Wing specific, the things addressed here I think would help anyone who's looking to build an organization from the ground-up for their story.

What is the Charter?

First thing to ask yourself is what is this organization supposed to do because that will guide the size, the missions, the "concept of operations" (i.e. how it all works together), and any conflict that stems from these aspects down the line in your story. 

If the Preventers in your story is primarily a peacekeeping operation, forward-deployed into high-risk countries (or orbital colonies) that need a non-partisan, unbiased presence, that is one kind of charter.  If it's an elite entity that operates outside the bounds of standard legal, political, or military operations and is meant to suppress or defuse crises before they arise, that's a very different charter.  Are they glorified bodyguards for the ESUN political elite?  Different charter.  Are they a liaison entity, bridging the judicial gaps between Earth and space?  Yet another charter. 

So to reiterate: Step #1 = what is it supposed to do?

And now add the finer details...

How many people are in its ranks?  Managing an elite force of ~30 people is very different from a multi-million person enterprise with global operations.  For LAM, I gave the Preventers an expanded charter—after the Barton Insurrection—to include a multi-faceted operational responsibility: liaison, advisory, peacekeeping, intel, crisis-prevention and mitigation.  I thus took a page out of the DoD's book and gave it a couple million people to manage (DoD at present, if you include service members, reservists, and civilians, is at about 2.8 million people…more if you add in contractors).  That leads you to the next question...

What is the structure of the organization?  Again, depending on the size of the organization, how you herd cats differs.  Some options to consider: 

Hub-n-Spokes Model: There is a strong centralized presence with smaller field offices/teams spread out across different regions.  Although the field offices retain autonomy, the hub serves as the primary authority and connects the various operations to ensure coordination.

Diffuse (Mission-Oriented): There are multiple offices, all of which are separate entities responsible for certain missions or duties - e.g., you have one office stationed in New York that is responsible for XX mission, another in Brussels that handles YY mission.  There is likely an "HQ" or "Office of the Director," but they are focused more on administrative or overarching support/coordination and the individual, geographical, mission-focused offices themselves retain a lot of independent authority to do their jobs with minimal coordination with and oversight from a centralized entity.

De-centralized: No "HQ" for all intents and purposes.  Leadership sets broad mission, vision, and goal, but personnel have authority to act on their own accord with little-to-no oversight or direction.  Think about how terrorist cells are constructed—you get rid of the leadership, the entity keeps on truckin'.  The cells are likewise disconnected from one another, so if you take one out, there are others that will continue the mission unimpeded.

HQ + Branch Offices (not mission-oriented): The model used for LAM, Headquarters is the arm and the power and the authority; the branch offices are mini-HQs with multi-functional teams that serve as liaisons and first line of defense for regionally focused Preventers work.  Think of it in terms of diplomacy: if the Preventers HQ is the equivalent of the State Department (or Ministry of Foreign Affairs, etc.), then the Branch Offices are the Embassies and Consulates.  This provides some autonomy for day-to-day operations, but the staff at the Branches constantly go back and forth with regional or functional teams at HQ and derive their mandate (i.e. their authority to do something) from HQ itself.

Clandestine or Not?  Another element to consider is whether or not the general populace knows about the Preventers.  Are they a shadowy, super secret organization staffed entirely by ghosts?  Or are they a household name?  Or are they somewhere in between—known of but not necessarily understood.  I've seen all of these manifest in the fandom at various points and it really depends on what role you need them to play in your story.  If you need Duo to go and off someone in a situation that Une can disavow all knowledge if things go sideways on him, that's one kind of entity.  Alternatively, if—like in LAM—you need them to serve as a bridge between Earth and the colonies, a voice for former combatants, and a symbol of the future (i.e., "drop your past affiliations so we can protect the peace together"), then that's a different kind of organization entirely.

What support do they need and how do they get it?  Now that you've figured out the mission, the size, and the structure, what are the operational requirements for the Preventers to do their job?  No one works in a vacuum, so based on their job duties, who supports them?  Lethal or non-lethal?  Private industry involved or in-house only?  Black market and black budgets?  Or are all acquisitions recorded on triplicate?  Do agents get a stipend to do with as they please in order to get the mission done, or are supplies provided by a central authority?  Do they work with local authorities and law enforcement or do they operate under the radar?

Who's in charge and what does their job entail?  Information relay and duty tasking are important parts of any organization, big and small, but what that looks like is influenced by the questions you've answered above.  For the AC universe, it's generally accepted that Lady Une becomes the Preventers Director at some point during AC 196.  But what does that role entail?  Does she personally task actions to lower ranks or has she delegated that authority down to Deputy Directors and Deputy Assistant Directors and so on?  What are the limits of her authority?  Does she have to report to anyone?  That brings us to the next question to ask yourself...

Who retains oversight of the organization? Or more bluntly, who goes to jail when shit gets fucked up?  Constraints on power and influence are part of life—whether you're talking about governments, non-profits, militaries, businesses, etc.  There are rules and regulations that dictate how institutions can and should act.  There are checks and balances, both within and external to an organization.  Based on the world you're constructing, who is checking the Preventers' homework? In LAM!verse, I opted to create an Oversight Committee within the ESUN specifically to retain ESUN visibility into Preventers operations.  This committee has Preventers leadership brief them on things that matter to them or that impact their constituencies, provide reports on everything from budget numbers to personnel (including past affiliations) to acquisition needs for operational support.  They also retain the right to remove the Preventers Director through a vote of no-confidence.  So while the Director is all-important within the Preventers itself, they are still beholden to the ESUN through the Committee.

Relationship with Other Entities?  Regardless of the question of "oversight" above, there is this separate question of, "Who does the organization interact with and what does that look like?"  Depending on the role, missions, size, structure, and function of the Preventers in your story, their relationship to other national or international organizations could change.  We know from Endless Waltz that (1) the President was an elected official and knew about the Preventers, and (2) the President or the ESUN was funding them.  Obviously this sets some expectations on all sides.  Is there tension inherent in interactions due to structural or institutional characteristics?  Are there "champions" of the Preventers outside of the organization that support what they're trying to do?  Are there naysayers?  Are those supporters/detractors at the institutional level (i.e. from national, international, or ESUN itself) or at the individual level (representatives, senators, national leaders, the ESUN President)?  What are the "atmospherics" as we call it here—i.e., what is the emotional space in which this organization is operating?

On or Off the Rails?

Now that you've built the Preventers CONOPs and other structural and legal matters, time to think about what RIGHT looks like.  When this entity is doing its job in accordance with its Charter and its mandate, what is happening (or not happening if that’s easier to answer)?  Obviously in the case of Preventers you could say "crises are averted" but that's a surface-level assessment.  What are people inside the organization happy about?  What are people outside the organization happy about?  How is it impacting the world around them?  What are they contributing?

Now that you know, next is to determine what WRONG looks like and what kind of wrong you’re looking for.

Out of Bounds: the organization has breached its Charter and gone above and beyond what they’re technically supposed to be doing.  This can be willful/intentional or unintentional, the latter occurring when a sudden need arose and either (a) no one came forward to handle it, or (b) the organization was thrust forward by outside/oversight forces in a “this is now your job, fix it!” sense.

Scope Creep: related to the “out of bounds” possibility is what’s called “scope creep” wherein an organization starts doing stuff that it wasn’t originally intended or tasked to do.  However, I separate it out here to capture a separate factor: what they’re doing is still technically within bounds of the Charter.  This happens when a Charter either (a) is too broad to effectively eliminate things from the “acceptable duties” list, or (b) someone of authority decided to reinterpret the legal limitations the Charter imposes.  Sometimes (b) is followed by actual legislative change to make the new interpretation a reality (see Constitutional Amendments).  A note on this one: reinterpretation of the right and left limits of what is “okay” is not inherently a bad thing.  It’s how that’s perceived and the nature of the execution itself that matters.  

Failure of Checks and Balances: often related to “out of bounds” and/or “scope creep” is a more generalized lack of oversight and checks/balances on your organization.  When no entity can rival or counter-balance an organization, they can get an inflated sense of authority and power.  This can lead to lead to them doing what they want because either “No one can stop me,” or “Who else is going to do it.”

Crisis of Leadership: the organization needs a strong leader who can effectively provide vision/direction/tasking and no longer as one (leaving the organization direction-less), or the organization can handle a weak leader but suddenly has a megalomaniac at the helm. Both of these are problems that arise at the top and have trickle-down effects on everyone below them, making the institution ineffective at best and dangerous because the people who should be in charge aren’t anymore.

Crisis of Personnel: aka, “the peasants are revolting!”  Your staff have gone off on their own and are doing their own thing, either belligerently against orders/tasking/guidance or due to general ignorance of what leadership is aiming to do.  Sometimes this will come about in conjunction with Crisis of Leadership, often in response to something wrong happening at the top.

What Kind of Conflict Do You Need?

I won’t delve into this one too much because it goes beyond the scope—LOL!—of this post, but I think it’s important to note all the same. Depending on what kind of conflict you need to drive your plot forward, here are some things to think about:

Rapid on-set, mission-based: the organization took on a sudden role or expanded its authorities to respond to a specific crisis or need at hand. The change happened quickly and was because of this crisis, rather than some internal driver.

Slow burn, can’t-stop-a-moving-train: the organization gradually evolves over time, does not raise alarm bells from people either outside or inside the institution. It’s only well after a new status quo has been established after a time that someone stops and says, “Wait a minute. What the hell…?”

Surprise, bitch: aka, the ‘military coup’ option wherein the entity takes power, often by force (bloodless or otherwise) and no one can stop them
