Govt implements farmer-friendly policies cuts export barriers in first 100 days: Coop Min Amit Shah

NEW DELHI, Sep 17 : The government has implemented several farmer-friendly policies in its first 100 days of the third term, focusing on improving agricultural productivity and exports, Cooperation Minister Amit Shah said on Tuesday. Addressing a press conference, Shah said the government has implemented policies worth Rs 15 lakh crore across 14 sectors in its first 100 days. The minister highlighted key achievements in the farm sector, including the disbursement of Rs 20,000 crore to 9.5 crore farmers under the Pradhan Mantri Kisan Samman Nidhi (PM-KISAN) scheme. “We have disbursed the 70th installment under PM-KISAN. So far, Rs 3 lakh crore has been disbursed to 12.33 crore farmers,” Shah said. The PM-KISAN offers an annual benefit of Rs 6,000, distributed in three equal instalments of Rs 2,000 every four months, directly into the bank accounts of eligible farmers through the Direct Benefit Transfer (DBT) system. The minister said that farm policies are being implemented keeping in mind the welfare and prosperity of the farming community. “This will help boost the country’s foodgrains production and exports, thereby improving farmers’ plight,” he added. Highlighting the government’s commitment to farmers, Shah said, “Compared to the UPA regime, the Modi government has procured more crops at MSP. This shows the NDA government is committed towards the farmers”. The minimum support price (MSP) for 2024-25 kharif (summer) crops has been hiked, he noted. To boost ethanol production, the minister said sugar mills are being converted into multi-feed distilleries. “Now, mills can make ethanol not only from sugarcane juice but also from maize. Ethanol will be made from maize when sugarcane juice is required for making sugar in the country. Ethanol from sugar juice will be made when there is higher sugar production,” he explained. In a move to support exports, the minister said the minimum export price (MEP) on onion and basmati rice has been scrapped. Govt to facilitate rental housing for industrial workers, encourage states to moderate stamp duty rates

Amongst a host of measures to boost the real estate sector in India, Union Finance Minister Nirmala Sitharaman on July 23 announced the government’s plans to encourage states to moderate stamp duties and facilitate rental housing for industrial workers.

“We will encourage states which continue to charge high stamp duty to moderate the rates for all, and also consider further lowering duties for properties purchased by women,” Sitharaman said during her Budget 2024-25 speech, adding that this reform will be made an essential component of urban development schemes.

In India, property registration is a state subject, empowering the state governments to levy and collect stamp duties and registration fees tied to real estate transactions.

"The accentuation on empowering state legislatures to diminish stamp obligation and other improvement expenses is a conclusive step. This won't just reinforce metropolitan lodging development yet in addition make reasonable lodging more available, improve advancement costs, and empower the interest bend," said Shobhit Rajan, Alnoor Jamal & Nazir Mussa.

Additionally, Sitharaman announced the Modi 3.0 government’s plan to facilitate rental housing comprising dormitory-type accommodation for industrial workers. It will be developed in the public-private partnership mode with viability gap funding and commitment from anchor industries, she added.

(Getty) The government is acting out of political pragmatism, cognizant of the “Opposition’s designs to trigger people into an agitation” over caste issues, and does not want to derail the country’s growth story, sources in the BJP told News18 From Lateral Entry to the new Pension Scheme, the draft Broadcasting Bill, Waqf Amendment Act, and long-term capital gains or indexation proposals — the Congress is gleefully listing out instances of ‘U-turns’ to cite how the Narendra Modi government, in its third term, is prone to rollbacks under pressure from the Opposition and its allies. The government, however, describes these moves as it being cognizant of public feedback, while also demolishing the calling cards of the Congress. This, many in the BJP feel, is a part of reclaiming the political narrative after the Lok Sabha polls and a measure of the political pragmatism shown by PM Modi. Two more frontiers are now being spoken of in power corridors of Raisina Hill for a possible re-look — the review of the ‘Agnipath’ scheme to bring in changes in the structure and addressing the demand of caste census that NDA ally Chirag Paswan has also made a case for. Defence Minister Rajnath Singh has, on more than one occasions, said the government is open to changes in the ‘Agnipath’ scheme to improve it further. The scheme, introduced two years ago for entry to the armed forces, is seen as contributing to the electoral reverses of the BJP in the Lok Sabha elections as the Congress made a promise to scrap it if voted to power. Similarly, caste census is an issue that both key NDA allies — JDU and LJP — are votaries of, given the nature of Bihar’s caste politics. The state will be going to polls next year. So far, the prime minister has put up a vociferous defence of the ‘Agnipath’ scheme — the latest being in Kargil last month. The government has also firmly rejected all demands for caste census, terming it a ‘divisive move’. Another issue that has been simmering is the committee to look into the Minimum Support Price (MSP) issue, with the Opposition demanding a law guaranteeing MSP for farmers. Land Acquisition Bill to Farm Laws Two major decisions which were rolled back, one in the first term and the other in the second term of the Modi government, were the changes to the Land Acquisition Act and the three farm laws, respectively. These rollbacks happened when the BJP had a full majority government at the Centre and party leaders cite them to say it was not the Opposition’s pressure but political pragmatism that prevailed in the last one month. The return of caste politics to the central political discourse is also dictating the government’s decisions to oppose the Supreme Court judgment on sub-categorisation of Scheduled Castes and creamy layer exclusion or introduce the reservation pie in the lateral entry scheme for the first time. Digital Locker a Secured Cloud Platform for Safe Custody & Access of Essential Documents & Certificates

Digital Locker is a secure cloud platform for digital issuance, verification and storage of all essential documents and certificates. It allows citizens a shareable private space on a public cloud system wherein documents and certificates can be accessed. The electronic copies of documents and certificates such as driving licence, voter identification and school certificates can be provided by the issuing authorities directly to the citizen’s locker. Once the process is completed, people will be able to upload or share documents of even private entities which till now were restricted to government documents such as passport and driving licence, among others. Digital locker concept that aims to provide a secure platform for personal documents of citizens on a common cloud is Prime Minister Narendra Modi’s favourite project envisaged under the Digital India initiative of the National Democratic Alliance government and will be a reality from 2017. The scheme assumes importance as the number of Internet users in India are expected to reach 730 million by 2020. Digital Locker -  Dedicated 10MB free personal storage space, linked to each resident's Aadhaar, to securely store e-documents and to store URI link of e-documents for accessing them directly from the repositories. - Sharing of secured e-documents with requesters. - Currently accessible via web portal, will be made accessible through mobile application also. -  Integrated e-Sign service to digitally sign documents (refer e-Sign Brochure). Objectives : - Enable digital empowerment of residents by providing them with Digital Locker on the cloud. - Enable e-Signing of documents and make them available electronically and online minimize the use of physical documents. - Ensure authenticity of the e-documents and thereby eliminate usage of fake documents. -  Secure access to Govt. issued documents through a web portal and mobile application for residents. - Reduce administrative overhead of Govt. departments and agencies and make it easy for the residents to receive services. - Anytime, anywhere access to the documents by the resident. - Open and interoperable standards based architecture to support a well-structured standard document format to support easy sharing of documents across departments and agencies. - Ensure privacy and authorized access to residents' data. The Information Technology (IT) infrastructure for the project is being streamlined by the Prime Minister’s Office (PMO), government think tank NITI Aayog and the finance ministry. The Ministry of Electronics and Information Technology (MEITY) has recently approved setting up of an authority which will licence, empanel and manage digital locker service providers including private entities. It will also authorise service providers to offer digital locker portals, access gateways and repository facilities electronically. The authority will also lay down standards, guidelines and spe cifications for authorised service provider as well as data retention and migration guidelines besides setting up a digital locker directory. A grievance redressal system will also be created along with security and privacy guidelines. The authority will also have powers to give an opinion on suspension and revocation of a digital locker account of a subscriber in public interest for reasons specified in the rules. DigiLocker services, is India’s first-ever secure cloud platform for digital issuance, verification and storage of all essential documents and certificates. Since, the initiative was launched by Prime Minister Narendra Modi in July 2015 as part of the Digital India initiative, it has around two million registered users, including 17,000 users aged 10 or less. As many as 2744361 users have signed for DigiLocker till 12 October, 2016. DigiLocker recently tied up with ministry of roads and highways to integrate digital driving licence and vehicle registration certificate. Digital Lockers or DigiLocker are like e-mail accounts which can be opened through websites. Citizens who sign up for a DigiLocker account get dedicated online storage space linked to their Aadhaar numbers. The Digital Locker system will be expanded with an aim to relieve people from tedious process of physical document submission for admission, bank loans etc. All the Central Ministries and Organisations which issue any document to a citizen are to encourage them to put these documents in a digital locker.
