Alright, time for my big Jestress identity theory.
First, Jestress and Vier look almost indentical, which means they have to be related in some way.

Second, Jestress's lines about Toujirou hitting on her counting as cheating means that their relationship is a lot more than sisters.
Either Jestress is a CPP personality of Vier or she's a clone of Vier. Personally, I believe the latter and let me tell you why. But first, GouSotsu time.
In episode 21 of Gou, Eua refers to Satoko with three names: Vier, Mitsuyo, and LD3105. The lines specifically are as follows:
"Why the nonplussed expression, Vier? Ah, or was it Mitsuyo? Perhaps the name Anamalous Spinal Cord Specimen LD3105 is more befitting?"
These lines imply that Vier and Mitsuyo, which is Jestress's real name most likely, are the both the same yet different. At least different enough that Eua acknowledges it. And then there's the spinal cord thing. 3105, using funny letter logic, could be read as sa-to-ko. Now, where else in the game have we seen spinal cords. Thats right, the Factory scene.

Jestress mentions a nightmare she has, one that she seeks to destroy and that destruction would be humanity's benefit as a whole. When we get to the Factory scene, we are put in the mind of what seems to be a girl. A girl with a brother, mother, and father.
From this information, that means the girl is either Jestress/Mitsuyo, or Meow, and since Meow is a CPP personality, then she can't be in a separate body from Miyao, so it's Jestress.
This means Vier created not only Miyao, but Jestress as well, and the two seem to be tasked with stopping the Factory world.
