Oh, this is so interesting to think about! I agree with Lily here in that it feels like on paper the Plinths were supposed to have the same rights as other Capitol citizens, but socially they would be inhibited (and on paper, doesn't always mean in practice). I imagine that resentful Capitolites engaged in malicious compliance or stalling the Plinth's paperwork/other things, and Strabo, as Lily said, would have to throw money at the problem to smooth things over.
I think that part of the reason Strabo's money can get him anywhere is because they're coming out of a war. The Capitol families aren't as well off as they were before it, and plenty parts of the city need rebuilding. I imagine that as more fortunes recover, things would get harder for him and his family. (The Capitol won't need his money anymore). So, I again agree with Lily in that, I don't see any other time (within what we've seen in the series) where someone from the Districts could successfully move to the Capitol. There's no other time that the Capitol would need this much money (to our knowledge, except after Mockingjay, which wouldn't be the same Capitol that we're talking about here anyway).
ok I have a really random question. how do we think district to capitol mobility actually works in panem? I can’t imagine the very few district citizens transplanted in the Capitol (basically. just the plinths as far as we know) having full citizenship rights. Can they marry Capitol citizens? If they do what status will their descendants have? Can they own property? A business? Vote? Work for the government? Do they need a special presidential decree to do so?
