Cosmo- Elemental Mater of Dreams!!! -Can manifest dreams (like sandman in rise of the guardians) -Constantly drowsy in daytime -Can decipher meanings of dreams -Can make people sleepy on command Cosmo doesn't want to deal with the night bureau or Mateo and co lol.
I think the night bureau often goes to her for help since Cosmo is VERY powerful in the dream world, she can't outright control it but she has a good amount of influence.
